ISSUANCE OF THE ENHANCED TABLE OF SPECIFICATIONS (TOS)


FOR THE SUBJECTS OF THE LICENSURE EXAMINATION
FORPROFESSIONAL TEACHERS (LEPT)

WHEREAS, Republic Act (R.A.) No. 8981 or the “PRC Modernization Act of
2000”vests to the Professional Regulation Commission (Commission) the power,
function and responsibility to administer and conduct the licensure examinations of
the various regulatory boards in accordance with the rules it promulgates; and to
provide schools, colleges and universities, public and private, offering courses for
licensure examinations, with copies of the syllabi or tables of specifications of the
subjects for the licensure examinations;

WHEREAS, Section 14 of R.A. No. 7836 or the “Philippine Teachers


Professionalization Act of 1994”, as amended, provides that the examinations for
the elementary and secondary school teachers shall be separate. The examination
for teachers in the elementary level shall consist of two (2) parts, namely,
professional education and general education. The examination for teachers in the
secondary level shall consist of three (3) parts, namely, professional education,
general education, and field of specialization;

WHEREAS, the Professional Regulatory Board for Professional Teachers (Board)


issued Resolution No. 10 (s. 2009) on the Tables of Specifications (TOS) for the
subjects in the Licensure Examinations for Professional Teachers (LEPT), hereinafter
referred to as the 2009 TOS;

WHEREAS, the Commission on Higher Education (CHED) issued CHED


Memorandum Order (CMO) No. 74 (s. 2017) on the “Policies, Standards and
Guidelines for Bachelor of Elementary Education (BEEd)”, and CMO No. 75 (s.
2017) on the “Policies, Standards and Guidelines for Bachelor of Secondary
Education (BSEd)”;

WHEREAS, the first batch of students under the 2017 CHED Policies, Standards,
and Guidelines (PSG) for BEEd and BSEd will graduate in 2021, and are expected to
take the LEPT in the year 2022–2023;

WHEREAS, the Board recognizes that the issuance of CMO Nos. 74 and 75 (s.
2017) calls for the updating of the TOS as well. Hence, the enhanced TOS for the
LEPT was developed and presented during the virtual consultation held last June
12, 2021 which was attended and participated in by the Philippine Association for
Teachers and Educators (PAFTE), the largest nationwide organization of teachers
and teacher educators;

WHEREAS, the Chairman of the Board was one of the four (4) educators, together
with Director John Arnold Siena, CHED Technical
Technical Panel for Teacher Education
(TPTE) Chairman Dr. Purita Bilbao, and Teacher Education Council (TEC) Director
Dr. Runvi Manguerra, who discussed Teacher Quality, including the Enhanced TOS
of the LEPT subjects, during the June 11-12, 2021 PAFTE virtual Convention;

WHEREAS, the Enhanced TOS of the LEPT subjects integrated the Philippine
Professional Standards for Teachers as enjoined by Department of Education
(DepEd) Order No. 42 (s. 2017) or the “National Adoption, and Implementation of
Teachers”, after consultation with DepEd
the Philippine Professional Standards for Teachers”
officials in a virtual conference held on August 28, 2021;

WHEREAS, the proposed Enhanced TOS of the LEPT subjects aims to ensure the
teacher candidates’ competence in demonstrating the Program Outcomes of the
2017 BEEd and BSEd;

WHEREAS, although there will already be graduates under the 2017 CHED PSG
who are likely to take the LEPT by 2022, the Board is inclined to consider other
factors in determining the date of implementation of the enhanced TOS, such as:
(1) there are still BEEd and BSEd graduates of earlier curricula in which the 2009
TOS would be more relevant insofar as their academic preparations are concerned;
and (2) there are graduates from teacher education institutions which changed their
academic calendar to August and who will graduate by December 2022;

WHEREAS, it is also the desire of the Board to give the schools, colleges and
universities more time to study and understand the enhanced TOS and to prepare
their students well for the LEPT.

WHEREFORE, in view of the foregoing, the Board RESOLVES, as it is hereby


RESOLVED, to issue the Enhanced Table of Specifications for the subjects of the
Licensure Examination for Professional Teachers (Annex A) which shall be applied
beginning the March 2023 LEPT onwards.

RESOLVED FURTHER, that BEEd and BSEd graduates before the implementation
of CMO No. 74 (s. 2017) and CMO No. 75 (s. 2017) who are to take/retake the
LEPT are encouraged to take refresher course/sto fill in or bridge the gap between
the old and new curricula.

Board Resolution No. 10 (s. 2009) and all other issuances inconsistent herewith are
hereby repealed.

This Resolution and its Annexes shall take effect after fifteen (15) days following its
complete publication in the Official Gazette or in any newspaper of general
circulation.

Let copies hereof be furnished the UP Law Center and PAFTE.
