Sub: -Regarding antecedents verification of drivers and cleaners who engaged in blasting
operation for kaniha OCP

Dear Sir,
According to The Explosive Rule 2008 section 61 (3) the licensee of road van,
compressor- mounted Truck or tractor, as the case may be, should engage only such drivers or cleaners,
whose antecedents are verified by the local police. A list of such drivers or cleaners along with all
personal particulars should be made available to the local police in advance to carry out the verification.
Re-verification of such staff should be carried out at regular intervals, preferably once in a year.

The Controller of Explosives during inspections on 08.02.2011 advised to destroy the seized
explosives in his presence for safety of other explosives kept in the same and nearby magazines, as the
explosives are very old and its condition deteriorated.
In between, the magazine has been handed over to Kaniha OCP and Colliery Manager, Kaniha OCP is now
the occupier of the same magazine (copy attached as Annexure-IV).
In this regard, you are once again requested to kindly take up the matter on an URGENT Basis and do
needful for immediate destroy /disposal of seized old explosives at the earliest for the safety of the persons
working there as well as safety of the same and nearby magazines and also.
