PROGRAM OBJECTIVES

• Keep Everyone’s Safety Awareness High


• Promote Employee Engagement
• Develop the Knowledge and Skills in Recognizing Unsafe Acts and
Conditions
• Motivate Safe Behavior
• Make employees Proud of their contribution to Safety
• Make Safety Behavior common in EDC
• Make employees own and commit to working safely
• Provide a measure to allow Leaders to evaluate their Safety Leadership
• Analyze and address prevalent behavioral gaps from GC reports
• Analyze whether Safety Behavior is improving over time
• To keep everyone safe in the spirit of Malasakit

PRINCIPLES OF A SUCCESSFUL GOOD CATCH
PROGRAM

• The program must be driven by the Leader (Contractor Project Manager)


• The Leaders must establish minimum safety standard in the workplace
• Positive Safety Culture can only happen when all of the employees share
the same set of Safe Values and Practices.
• Employees’ are Motivated when they are encouraged and recognized for a
job well done.
• Being able to contribute through adoption of ideas will enhance self-
esteem and sense of pride being part of the organization.
• Sharing of observations will make employees more engaged and
internalize safety learnings.
• Frequent Short Safety interactions will unconsciously hone the mind in
quickly recognizing hazards as they occur.
• Focusing observations on unsafe acts will prevent accidents that accounts
90-96% of work place accidents.

STRATEGY

• Launch the GC Program through Memo and Posters


• Conduct Training to GC Observers
• Hold Short Safety Tailgate Huddles (STH) to discuss GC observations
• During the STH, at least three peers will give his views on the GC
observation
• Record GC Reports in database
• Give recognition to employee(s) or team who made a good GC report
• Escalate High Potential (HIPO) Safety Issues to Department Heads & Team

• Make adjustment to Safety Programs

MAKING SAFETY OBSERVATIONS

• Do not show the card or fill up the card in front of people being observed.
• Immediately Stop Life Saving Rule Violations
• Observe for Unsafe Acts related to:
– Positions of People
– Tools and Equipment
– Reactions of People
– PPE
– Procedures & Orderliness
• When an Unsafe Act is observed, use questioning approach to check why the employee
is doing such act.
• Phrase the question to enlighten the person of his unsafe act.
• If the unsafe act is hard to recognize by the employee observed, site exactly what
hazard you recognize, then ask again what can be done to avoid accident.
• Fill up the GC report and submit to your Supervisor or Safety Officer.
• Good Catch observers will observe workers within his Contractor Company only.

DISCUSS GC OBSERVATIONS IN SAFETY TAILGATE
HUDDLES

• Supervisors with the assistance of his CP shall be responsible for selecting


and discussing GC observation during Tailgate Huddles.
• During Tailgate Huddles, GC Observers will present his/Her observations
• At least 3 employees will share insights about the GC observation
• Supervisors with the assistance of his CP will facilitate the Safety Tailgate
Huddle discussions
• Not all may be called to give his/her insights of the unsafe act being
discussed but all should be able to give insights after several days of STH’s.
• The SO will help set the schedule of the Tailgate Huddles and record the
conduct of the meetings.

• The Contractor Supervisor and Safety Officer are responsible for


submitting GC reports to the designated GC Encoder
