1.6 Staff

Due to ILF’s long-term employment policy based on partnership and trust instead of

An essential component of ILF’s constant endeavour to improve its own services is the
Integrated Management System (IMS) of the ILF Group. It covers the three central
topics of Quality Management, Health and Safety Protection and Environmental
Management.
The IMS describes the organisational aspects, as well as general work flow and
individual work processes applied at ILF. Work instructions and recommended
practices provide practical guidance for all aspects of the company’s activity.
The IMS is certified for compliance with ISO 9001:2015 by the Austrian certification
body – Quality Austria.

Description:
The client intends to replace one of its existing static advertising billboards
located in the vicinity of the Falomo Bridge with LED panels. The structure
supporting the existing advertising board will be upgraded to accommodate
the desired LED advertising board.
A design of the new supporting structures was carried out by All Lines
Exposures and Integrated Services Limited (ALEXIS). ILF was requested by
Client to verify the design deliverables submitted by ALEXIS and make
recommendations on improvement.
Client: Vitol SA
Description:
The Light Due Diligence was required by Vitol for the purpose of acquiring
the Lanaka Terminal from its current owners.
The terminal consists of a 40,000 m3 Tank Facility for the storage of PMS,
AGO and DPK with Truck loading Gantry and a Jetty for receipt of petroleum
product seagoing vessels.
The project presented a special challenge to the ILF team involved as the
project was executed in less than two weeks which was driven by required
financial commitment deadlines placed by the Seller on the Buyer (Vitol SA).
A light due diligence report was issued upon completion of ILF activities
which provided sufficient information to Vitol SA to prepare its bid for the
Lanaka Terminal facilities.
The project presented a special challenge to the ILF team involved as the
time frame was driven by required financial commitment deadlines placed by
the Seller (Oando Gas & Power) on the Buyer (Helios Investment Partners).
The ILF team visited various locations and facilities including Above Ground
Installations, Customer Locations and the CNG Plant in Lagos State and
Rivers State, both in Nigeria.
A technical due diligence report was issued upon completion of ILF activities
which provided sufficient information to Helios Investment Partners to
prepare its bid for Oando Gas and Power assets.
Description:
The economic rationale behind the phased approach is to ensure that larger
off takers can be served such that the financing obtained to develop phase
1 is retired at the agreed time. Subsequent project phases are planned to be
financed through accrued revenue from gas sales.
ILF reviewed the FEED carried out in 2009 and identified opportunities for
improvement and required updates to the project documentation. ILF’s
findings were included in a FEED verification that was prepared and issued
to the client.
CONCEPT STUDY IKOT ABASI JETTY AND IMO RIVER DREDGING PROJECT

Description: This Greenfield project entails the development of a
jetty along the shores of Imo River in the south of
Nigeria in the Delta area to serve as an economic hub
for the region. The Jetty will also be used to receive Lagos
dry cargoes, agribulk, breakbulk and Ro-Ro cargo.

Description: In consideration of acquiring the Lister terminal
located in Apapa, Lagos. ILF was appointed by Vitol
to carry out an inspection of the existing Lister
terminal installations with a view to advising Vitol on Lagos
the technical viability of the acquisition.
Technical Data: Ten (10) fixed roof atmospheric tanks for the
storage of PMS, AGO and DPK. Each tank has
a diameter of 18.5m, height of 15.0m and
storage capacity of 4.0 million litres.

Description:
The client intends to install HVAC system for Battery room cooling and Cen-
trifuge system for diesel fuel treatment.
Detailed Engineering service provided by ILF as per the HVAC system spec-
ified and procured by the Client.
Laboratory analysis of existing diesel fuel show quality of QIT diesel fuel
outside acceptable limits for recommended GTG operation. Detailed
Engineering services provided by ILF as the Centrifuge system specified and
procured by the Client.
Technical Data: The storage capacity of the oil terminal will be 54,000
m3 (diesel, gasoline, jet fuel, fuel oil; in six tanks) and
gas storage capacity will be 2,000 tons (LPG; in one
tank).

Description: Western Niger Delta – Pipeline Feasibility Study.
Scope of the project is the definition and assessment
of the feasibility of the pipeline network for the supply
of raw gas (Rich and Lean Gas) to the new Ogidigbe Lagos
CPF and the pipeline system for the evacuation of the
dry gas from CPF to Lagos and to other off-takers.
The work is part of the WEND Franchise Area (Free
Trade Zone) at Ogidigbe and it is included in the Gas
Master Plan.

With small investment costs and a fast implementation, urban ropeways are
an excellent possibility to improve the infrastructure of big cities in developing
countries (e.g. Caracas with the participation of ILF). The Lagos Cable Car
Transit (LCCT) project comprises three radial lines with a total length of 12.5
km and a transport capacity of 5,500 passengers per line and hour.
This much anticipated cable car network shall connect main inner city parts
of Lagos. The project consists of 10 stations at eight locations, an operation
center, generator stations and diesel depots.
Furthermore 28 towers will be built with a maximum height of 180 meters as
it is necessary to cross the lagoon of Lagos twice.

Description:
The Joint Venture Mobil Producing Nigeria Unlimited (MPNU) and Nigerian
National Petroleum Corporation (NNPC) plan to implement the Qua Iboe
Power Project including a gas fired power plant and a high voltage
transmission line from MPNU’s Qua Iboe Terminal (QIT) to PHCN substation
Ikot Abasi. The construction of the high-voltage transmission line will be
carried out in close cooperation with state owned Power Holding Company
of Nigeria (PHCN). The Early Works included a comparison study of a simple
cycle power plant with an alternative combined cycle power plant, where
technological and economical aspects as well as regional distinctions in
Nigeria were considered. ILF executed a complete route alignment for the
58 km transmission line. ILF performs its services of the current Front End
Engineering and Design (FEED) contract for two parts of the project: First,
the gas turbine power plant with a planned capacity of 500 MWel minimum
and second, the 330 kV high voltage transmission line which connects the
plant with the national grid. Corresponding to this division, MPNU will also
award the implementation to two EPC contractors. Furthermore ILF’s
services comprise topographical and geotechnical surveys, the EIA for the
transmission line, the issue for construction documentation of the fuel gas
piping across QIT, the preparation of the Invitation To Tender (ITT)
documents and the criteria to evaluate the bids in the subsequent phase of
EPC Tendering. ILF is also responsible for the project management of the
FEED contract as well as for the subcontracts for topographic survey,
geotechnical investigations and EIA transmission line.
Description:
The Asabo production complex consists of four bridge connected platforms,
MQ (Quarters), MP (Production), MG (Compression) and MB (Wellhead)
and three remote satellite wellhead platforms (MA, MC and MD). For the
stage 2 work, wellhead platforms MB and MD are to be put back into service.
The process equipment on the wellheads comprises of the wellheads,
production and test headers, gas injection and gas lift headers, test
separators, instrument and power gas facilities, vent and drain system and
out-going and crossing multi-phase flow lines.

The Federal Government of Nigeria as part of the Industrialization
Programme and in furtherance of its policy on monetization of the country’s
natural resources plans to establish thermal power plants at Abuja, Kaduna
and Kano as well as fertilizer plant at Kaduna. The system shall supply gas
to the north of Nigeria in order to improve the local infrastructure.

SINGLE POINT MOORING FACILITY AND NEW ATLAS COVE JETTY (CONTINUATION)
Description:
NNPC/ PPMC operate the Atlas Cove Depot at Lagos Harbor entrance to
store and distribute petroleum products (PMS, DPK, AGO). The products
are supplied by marine product vessels und unloaded through existing jetty
facility. The existing jetty was seriously damaged in 1998 and the marine
vessel unloading operation was therefore very limited and not continuous.
The objective of the project was to provide reliable marine vessel unloading
facilities to secure petroleum products supply to Atlas Cove Depot and its
distribution to other areas of Nigeria.
The installed new SPM facility and off-shore / on-shore pipeline allows
product tanker unloading in the open sea. The installed buoy is connected
by under-buoy hoses through the PLEM to the pipeline. The pipeline is
piggable. The off-shore part of the pipeline is laid with a cover of around 3
meters under the sea-bed. The supply of petroleum products to the Atlas
Cove Depot is performed by using the pumps of the marine product vessels
only. The system is designed for multi-product purpose and contains product
interface detection and storage facilities. Interface re-injection facilities are
provided. The SPM unloading system is controlled and monitored through
Atlas Cove control room.
The installed new jetty allows unloading of marine product vessels in the
Lagos Harbor area close to the Harbor area entrance. The product supply to
Atlas Cove Depot is performed using the marine vessel pumps only. Four
piggable unloading arms are provided for the unloading operation. The
unloading arms are connected to a product dedicated piping system (2x
PMS, 1x DPK, 1x AGO) to supply product to Atlas Cove Depot. The
unloading operation is controlled and monitored through Atlas Cove control
room. If required, the system can also be controlled and operated from
control room at the berth master platform.
