Prepare relevant plan and obtain approval from the relevant authority.

The scope of this procedure applies for new developments.

DEFINITION

A) General
1. BP Building Plan Set of Building Plans submitted to/approved by the approving authority.
2. CCC Certificate of Following April 2007 the Principal Submitting Person is allowed to issue the
Completion and Certificate of Completion and Compliance (CCC). This include Professional
Compliance Architects and Professional Engineers as well as Building Draughtsman
registered with the Board of Architects Malaysia (BAM).

Eventually the CCC will phase out the issuance of Certificate of Fitness for
Occupation (CFO) issued by the local authorities.

There will be only CCC (Form F) and Partial CCC (Form F1). There will
not be any Temporary CCC similar to Temporary CF.
3. APDL Advertising and Sales A license for developer to advertise, sell and allow to sign the Sales and
Permit & Developer Purchase Agreements with purchaser.

A) General(Cont’d)
4. DO Development Order “Development order” means the development order issued under
the Act “Laws of Malaysia – ACT 267” granting planning permission with
or without conditions for any development specified in such order. The Local
Authority in enforcing planning control and issues the Approval is also
guided by other mechanisms such as rules and regulations, standards and
guidelines.

Note: The term Development Order or Perintah Pembangunan is used by


DBKL whereas the term Planning Permission or Kebenaran Merancang is
used by other local approving Authorities throughout the country.
5. KM Kebenaran Merancang Refer to explanation in item 4 above.
6. OSC One Stop Centre In April 2007, the Malaysian government under the Ministry of Housing
and Local government (MHLG) initiated a One-Stop-Centre (OSC)
approval process in an effort to improve the delivery system and
procedures at all state municipalities.

Prior to the introduction of the OSC, submission for approval was done
separately and in sequence. Only upon approval of the layout plan can the
building plan be submitted for approval with the rest of the drawings to
follow suit.

With the implementation of the OSC, the consultants have the option to
submit all five (5) drawings, namely the layout plan, building plan, road
and drainage plan, earthwork plan and landscape plan simultaneously
(DTCP, 2007; MHLG, 2008).
7. JP Jabatan Perancang The generic term for the department responsible in granting approvals
such as Planning Approval (Development Order) or Layout Approval.
8. SIFUS Sijil Formula Unit Syer A certificate obtained from Pejabat Tanah Galian with the calculation of unit
share formula.
9. COB Commissioner of A unit that handling the approval for the schedule of parcel at local authority.

10. HDA Housing Development An act to provide for the control and licensing of the business of housing
(Control and Licensing) development, the protection of the interests of purchasers and for matters
