On the occasion of the 73rd Republic Day this year, the Ministry of Jal Shakti's tableau showcased
the extraordinary achievement of the Jal Jeevan Mission, viz. providing clean tap water to the
people of Ladakh at an altitude of over 13,000 ft in harsh winter. Local women conducting water
quality tests using Field Test Kits also showcased the remarkable picture of the women-led water
conservation movement. The February issue of the Jal Charcha magazine carries an overview of
the said tableau and its extraordinary reception at the Parade.
You will have the opportunity to read the opinion of a noted water expert from the Ministry of Jal
Shakti on the extraordinary journey of the Ministry since its formation in 2019 and how it has
been helping India achieve its goal of water security through different schemes and initiatives.
Our country has a number of ancient water conservation structures spread across its territory. In
this issue, we are introducing our readers to Jethabhai Ni Vav, a Baoli built in Ahmedabad dating
back to 1860. The condition of the structure had deteriorated with time. After the city of
Ahmedabad was declared the UNESCO World Heritage City, renovation of the structure began,
bringing the Baoli back to its original grandeur.
We are sharing the incredible story of Neeta Patel, the woman water warrior who has helped 230
villages in Gujarat become water-secure, most of them located in the tribal belts of Dang,
Narmada and Bharuch districts.
Another inspiring story is of the revival of a pond in a village near Gurugram led by women. It
saved the girls and women of the village long trips to nearby areas to fetch water, providing them
more time to pursue academic and vocational interests.
The issue also carries salient information on the Torsa River and Massanjore Dam in the form of
infographics. Information on various activities undertaken by different organisations and bodies
of the Department is also included.
We hope that our readers shall find these stories interesting, and share with us their valuable
feedback.

poor households. The pond also reduced the dependency
of villagers on groundwater for irrigation purposes and
there was a significant improvement in the groundwater
levels in the vicinity of the pond. This allowed farmers to
take up double cropping. As a result of the implementation
of this work, 125 households benefitted.

Neeta Patel
Water Warrior helps 230 Gujarat Villages conserve Water
She realized that the rainwater flew downhill joining the
rivers while the area witnessed an acute water crisis. Patel
deduced that a mass afforestation drive is the only way to
resolve this water crisis. During 1997-2000, she along with
2,000 locals planted around 9,000 saplings on a total area
of 300 hectares. This extraordinary achievement was
accomplished by Patel with the support of the Forest
Department.
While working as a Development Organiser in Bharuch
district's Kambodiya village around 2000, Patel developed a
plan to install water supply channels since there was no
facility for potable water. But the Gram Panchayat refused
the plan. But her persistent efforts convinced the Panchayat
of the efficiency of her plan, which led to regular water
supply to 200 houses in the village.

Patel grew up in a humble household in Mograwadi, a
water-stressed village in Navsari district. But her dedication
towards studies kept her going, and she earned a PG degree
in Rural Studies from Shree Sant Kabir Training Institute in
Delhi.
While Patel was working in the tribal regions of Narmada
and Bahruch, she realised that the area didn't have sufficient
green cover despite receiving plentiful rain during the
monsoon.

ित वन परुम को आप केरल रा की राजधानी के प म तो
जानते ही होग ं े लिेकन ा आप जानते ह िक जल सरं ण के े म
भी ित वन परुम ने बिेमसाल उपल ी हािसल की ह।ै
ित वन परुम िजले ने दि ण े म अपने जल सरं ण यासो ं के
िलए तत ृ ीय रा ीय जल परु ारो ं म थम थान ा िकया ह।ै इस
लखे म हम आपको इस िजले की उपल यो ं के बारे म िव ार से
बताएं ग।े इस िजले म 4 नगरपािलकाओं के साथ 73 पचं ायत ह और
यहाँ की कुल आबादी लगभग 33 लाख ह।ै
राजधानी होने के कारण ित वन परुम म जनसं ा घन भी
अ े ो ं की तल
ु ना म काफी अिधक ह।ै लगातार बढ़ती आबादी
से जल िनकायो ं और भिूमगत सस ं ाधनो ं पर दबाव तो बढ़ ही रहा है
लिेकन साथ-साथ यह जल दू षण का भी बड़ा कारण बन गया ह।ै
लगातार बढ़ती इन सम ाओं की गभ ं ीरता को दे खते ए िजला भी शु आत की गई ह।ै यहाँ तालाब नवीकरण प रयोजनाओं को भी
शासन ने वष 2020 के दौरान जल सस ं ाधनो ं के सरं ण और सफलतापव ू क लागू िकया जा रहा ह।ै कृिष म जल बध ं न को और
दू षण िनयं ण के िलए कई प रयोजनाएँ शु की। बहे तर करने के िलए माइ ो इरीगश े न की कई पहल भी शु की
जल सरं ण अिभयान की शु आत िजले की निदयो ं और नहरो ं के गई ह। जल आपिूत बनाए रखने के िलए िसच ं ाई नहर के नवीकरण
कायाक से की गई। सीवज े के िनवहन के कारण और नए िसच ं ाई नहरो ं का भी िनमाण करवाया गया ह।ै वष 2020 के
करमाना/कमणा नदी एक बड़े खतरे का सामना कर रही थी। दौरान 1,000 हे ेयर की िसच ं ाई मता का सज ृ न िकया गया।
इसके िलए नए सीवज े टीटमट ाटं की थापना, मौजदू ा सीवरे ज केरल ामीण जल आपिूत और ता एजसी ारा िपछले वष के
नटे वक म सध ु ार के िलए यास, ठोस अपिश और जव ै -िचिक ा दौरान िजले के िविभ थानो ं म छत आधा रत वषा जल सच ं यन
अपिश बध ं न के िलए अलग योजना और सहायक निदयो ं से गाद और पारं प रक वषा जल सरंचनाएं थािपत की गई ह। िजले म
िनकालने के िलए कई सकारा क यास िकए गए। 10,000 लीटर भड ं ारण मता वाली 358 वषा जल सच ं यन सरंचनाएं
िनिमत की जा चक ु ी ह।
इन यासो ं से नदी की 1,481.69 ल ाई का नवीनीकरण और
सरं ण िकया गया। िजले के पारं प रक जल िनकायो ं के सरं ण के जल िनकायो ं की ता बनाए रखने के िलए िजला दू षण
िलए मनरे गा (MGNREGS) के तहत भी कई यास िकए गए। इससे िनयं ण बोड जल की गण ु व ा की बारीकी से मॉिनट रं ग कर रहा
जल सरं ण तो आ ही लिेकन साथ ही साथ े ीय लोगो ं को भी ह।ै जल िनकायो ं को भािवत करने वाले अवध ै िनमाणो ं के खलाफ
रोज़गार िमला। िजले म जल बध ं न को और बह े तर करने के िलए भी ित वनत ं परुम शासन ारा कठोर कदम उठाए गए। े म
कृि म जल िनकायो ं और सरं ण णािलयो ं की भी थापना की ीन कवर को बढ़ाने के िलए वृ ारोपण पर बल िदया गया और
गई। इसके तहत 26,609 वषा जल रीचाज िपट, भज ू ल पन
ु भरण के लोगो ं को जल सक ं ट जसै े गभ

Dapoli Nagar Panchayat is an urban local body (ULB) situated in the Ratnagiri District of Maharashtra. There is a large pond
in the Nargoli village of this ULB that had been constructed for supplying drinking water to the Dapoli city. But, gradual
siltation of the pond led to its capacity getting reduced which was insufficient to fulfil water demand of the city, particularly
during the summer.
Recently, this pond was desilted and rejuvenated through govt. and community participation, increasing its capacity by 0.057

इस पर कोई दो राय नही ं ह। औ ोगीकरण ने ही आज के बंधन पर कि त है । िपछले बीस वष से तिमलनाडु कृिष
आधुिनक िव को ज िदया है , लेिकन इस आधुिनक िव म िव िव ालय और आईटीसी, भवानी नदी, जो कावेरी नदी की
पयावरण के ित लापरवाही दे खी गई। यह हमारा दु भा है िक मुख सहायक निदयो ं म से एक है , के बेिसन म साझेदारी से जल
हम आज कृित को उस वा िवक प म नही ं दे ख पा रहे ह बंधन हे तु काम कर रहे ह। आईटीसी मु तः जल संर ण के
जैसे यह पहले रही होगी। आने वाली पीिढ़यो ं को हम इससे िलए ऐसे े ो ं म काय कर रही है जहाँ कृिष और लोगो ं का दै िनक
बेहतर िव भट कर पाएं इसिलए आज आव कता है सतत जीवन जल के अभाव म बुरी तरह भािवत हो रहा है । दे श म ऐसे
िवकास की। सतत िवकास ऐसे ही िवकास की बात करता है जहाँ कई े ह जहाँ कृिष पूरी तरह वषा पर ही आधा रत है लेिकन
हम िवकास तो कर लेिकन साथ-साथ कृित संर ण भी करते िम ी म आ ता की कमी, अिनयिमत वषा और िन भूजल र
चल। कॉप रे ट सामािजक दािय या सीएसआर आज आधुिनक से थित दयनीय है । आईटीसी ारा ऐसे जल संकट का सामना
िव म सतत िवकास म अहम भूिमका िनभा रहा है । आसान कर रहे महारा के कई िजलो ं म जल संर ण काय िकए गए ह।
श ो ं म कहा जाए तो सीएसआर दरअसल िकसी भी उ ोग या
इन सभी सम ाओं को ान म रखते ए ही आईटीसी ने
कंपनी की वह पािलसी होती िजसके तहत सामािजक व
‘water for all – today and tomorrowʼ के ल के साथ जल
पयावरण संबंधी सम ाओं के िनवारण हे तु काय िकया जाता है ।
संर ण अिभयान शु िकया िजसे वाटर ु अडिशप ो ाम का
भारत म कई क िनयाँ अपनी सीएसआर गितिविधयो ं के तहत नाम िदया गया। इस ो ाम के तहत जलछाजन (वाटरशेड)
जल संर ण की िदशा म भी कायरत ह। ऐसे ही आईटीसी काय म और जल के मह पर जाग कता फैलाने का काम
िलिमटे ड ने जल संर ण कर तृतीय रा ीय जल पुर ारो ं म िकया गया। वैक क जल संसाधन बनाने के िलए वषा जल
सव े सीएसआर ेणी म थम पुर ार ा िकया है । संचयन णाली और भूजल पुनभरण णाली भी िवकिसत की
आईटीसी िलिमटे ड दे श की सु िस और िति त कंपिनयो ं म गई। िम ी की जल धारण मता को बढ़ाने के िलए भी मह पूण
से एक है । कंपनी पािलसी के तहत सामािजक काय पर भी कदम उठाए गए।
उतना ही ान िदया जाता है िजतना िक ापार पर। यही सोच
सीएसआर के तहत जल संर ण और बंधन पर आईटीसी ारा
आधुिनक िव म संतुिलत िवकास के िलए आव क है ।
2019-20 म 61.53 करोड़ पये की रािश खच की गई, जो
आईटीसी पयावरण और जल संर ण के िलए तो ितब है ही,
आईटीसी के कुल सीएसआर खच (326 करोड़) का 19% है । इन
साथ ही साथ िश ा, ामीण िवकास, कौशल िवकास, ा व
जल संर ण के यासो ं से 11.33 लाख एकड़ जमीन और लगभग
ता जैसे अहम े ो ं म भी कायरत है । ये िवशेष प से
3 लाख िकसान प रवार लाभा त ए ह। सबसे मह पूण बात
समाज के वंिचत वग के लोगो ं के िलए आजीिवका सृजन और
यह है िक इन यासो ं से समाज के हर वग को लाभ िमल रहा है ,
उ ान के िलए लगातार काय कर रहे ह।
उदाहरण के तौर पर वष 2019-20 म ही लाभा त ए लोगो ं म
आईटीसी कई सरकारी और गैर सरकारी सं थानो,ं रा ीय और से 30% लोग िपछड़े समुदाय से थे और इन काय मो ं की 19%
अंतरा ीय अनुसंधान संगठनो ं और िकसान संगठनो ं के साथ लाभाथ मिहलाएँ भी थी। आईटीसी िलिमटे ड ने अपने सामािजक
जमीनी र पर काय कर रही है । सीएसआर के ही तहत दािय से भी आगे बढ़कर इस िदशा म काम िकया है और जन-
आईटीसी ारा ापक र पर एक समुदाय संचािलत जल जन तक जल प ँ चाया है ।
