Subject:- SELECTION OF BEST OPERATION BN DEPLOYED IN J&K REGION / N.E.


REGION / LWE AREA / CoBRA BATTALIONS.

To recognize the operational performance of Battalions, Best Operational Bn Trophy for


N.E. region and J&K was introduced in the year 1991 and the Trophy for LWE area was introduced in
the year 2005. By the change of time it was felt necessary to review guidelines for Best Ops Bn Trophy
and it has been decided that one Best Ops Battalion Trophy will be awarded to each of the following :-
I. Battalions deployed in LWE affected areas.
II. Battalions deployed in J&K region.
III. Battalions deployed in NE region.
IV. CoBRA Battalions.

Accordingly guidelines for Best Ops Bn Trophy for J&K Region / N.E. Region/ LWE
affected area / CoBRA Battalions are re-defined as under :-
1. OBJECTIVE:-
To promote a spirit of healthy competition and to optimize operational efficiency, a best
operational Bn Trophy for the Battalions deployed in N.E. Region/ J&K Region/ LWE affected area /
CoBRA Battalions has been instituted. It will be awarded to the Battalion in the respective theatres
whose operational performance is adjudged as best for the period from 1 st April to 31st March of every
year. The Trophy will be presented on the occasion of Force Anniversary Celebrations.
2. CRITERIA / PROCEDURE:-
To select the Best Operational Battalion in J&K Region / N.E. Region / LWE areas and
CoBRA Battalions, the performance of a Battalion will be assessed / adjudged by adopting the following
marking system. As per the toughness of place of deployment of a Battalion, there will be two
categories for the assessment of best ops Bn in each theatre:

I. Category ‘A’- Battalions/Coys which are deployed in risk prone areas and are having
maximum risk factor in terms of their deployment, accessibility, threat, terrain,
adverse conditions etc.. List of Battalions placed under Category-‘A’ in each Zone &
CoBRA is attached as Appendix-“A”). This list will be reviewed by Ops Dte. time to
time.
II. Category ‘B’- All Battalions/Coys which are not listed in Category ‘A’ and are
deployed in comparatively less risky areas in comparison to Battalions placed under
category ‘A’.

3. PROCEDURE FOR SELECTION :-

To select the Best Operational Bn, the following procedure will be followed in each category:-
i. Marks for Neutralization:-

xi. Marks for the assessment by concerned DIG (Ops)/ IG (Ops)/ SDG for over all operational
performance of the Battalion :

Initiative of a Bn in planning and a launching effective operations against


Maoists/Insurgents/Terrorists must be of paramount consideration while assessing the
performance of a Bn. The Ops DIG will give marks on the effects created by the Battalion in its
Ops area. Ops IG / Spl. DG will review the marks given by the Ops DIG and will give specific
recommendation for giving/cutting marks to a Battalion before forwarding the proceeding to the
next higher authority. Maximum marks at the level of Ops DIG may be given on following
aspects :-

Note : To make uniformity is the assessment it is decided that no marks will be given by ADG
SZ, he may only review the marks allotted by the IsG under him, if required.

4. ASSESSMENT OF CoBRA BATTALIONS :

i. Being a Specialized Force, specially equipped and consist of selected manpower,


assessment of CoBRA Battalions will be done slightly different to that of GD
Battalions and Marks will be given to CoBRA Battalions only as per Para 3 (i), 3
(ii), 3 (iii), 3 (iv) {except (e)}, 3 (ix), 3 (x) & 3 (xi).
ii. Marks to CoBRA Battalions will be given as per the places of category ‘A’ or ‘B’.
If any CoBRA Battalion/team deployed/gets achievement in Category’A’
battalions AOR, then it will get marks as per Category’A’, otherwise marks will
be given as per Category ’B’.
iii. Sector IsG will submit proceedings of CoBRA Battalions deployed in other than
LWE affected areas to SDG CZ.

iv. If any CoBRA Battalion/team is deployed in more than one places then the
Battalion will submit its consolidated proceeding to the concerned ops authorities
under whose ops control, their maximum teams / most hard area / maximum time
of deployment are deployed.

v. Rest of the guidelines will remain same.

5. SCHEDULE FOR SUBMISSION OF PROCEEDINGS AND AWARD OF BEST
OPS BATTALION :
Following Schedule will be adhered at each level for award of best ops Bn. :

Dte. after approval of DG. Anniversary

6. General:-
i. The guidelines have been instituted for award of Best Ops Battalion Trophy for Battalions
deployed in J&K Region, N.E. Region, LWE affected areas and CoBRA Battalion.
ii. It is clarified that the final standings of Battalions for Best Ops Bn Trophy will be decided
by the SDG on recommendations of board of officers consisting of One IG, One DIG and
one Comdt. detailed by the respective Zone after considering the recommendation of the
concerned Ops IG, and physical verification of documents related to marks
claimed/allotted by Ops Battalion/DIG/IG.
iii. The Board of officers will submit the proceedings alongwith its specific recommendations
to the SDG and will assist SDG in taking final decision.
iv. It may not necessarily be based on the marks obtained by the Battalion. Infect the winner
No. 1, 2 & 3 will be decided by a total effect of IGP’s / SDG’s comments/
recommendation and numbers secured by them. Higher weightage will be given to the

operational reputation of the Battalion and assessment provided by the respective Ops
IG/Board.

v. Only those Bns will be considered for Best Ops Bn trophy which (1) Either have single /
cumulative seizure of at least three factory made weapons in working condition or (2)
Neutralization of one Extremist or (3) Arrest of a State Committee or above ranking
member of Maoist in the year. Battalion which has achieved either of the three would be
shortlisted for the Best Ops Bn trophy irrespective of number of points any unit may have
accumulated under other heads.

vi. Points for arrest would be given only against the names of such extremists whose names
have been recorded in a State/IB approved wanted list of hardcore Maoists in LWE. In
case of a notable catch of unlisted member, documentation of state/IB would be
considered as authentication. Mere mentioning names in FIR would not be counted for the
same.
vii. Marks will be given for each data for the period from 1st April to 31st March only of every
year.
viii. If there is any representation on any issue related to the selection of Best Ops Bn., then it
will be resolved by concerned Zone.
ix. Each Best Ops Bn declared by DG will be presented with a Trophy.
x. The power to make amendment in the instructions for award of Best Ops Battalion
Trophy will rest with the DG, CRPF.
xi. These orders will be affected from 01/04/2014.
xii. This Circular Order supersedes all the instructions issued on the subject earlier.
