PURPOSE
The purpose of this championship is to o er a good and sa sfactory ight space with the
comple on of FAI 2 VERNON PGA OPEN/ PGAPC S5 test, to start genera ng great interest for this
paragliding specialty in our country, being able to establish it permanently in our locality and thus
contribute to the founda on of the Canadian na onal paragliding circuit Accuracy and to
strengthen the friendship between na onal pilots. (Sec on 7C, 2.2).

REGISTRATION REQUIREMENTS

o The Championship is open to all male and female Paragliding pilots who are ac ve
members of HPAC and the FAI member countries, who want to par cipate individually.
o The maximum number of pilots is 50
o All registra ons must be made on the o cial registra on form.

o The registra on fee will be CAD 100 per pilot.


o Registra on deadline is September 23 2022
o For payments of registra on fees a er the deadline will be increased by 10% surcharge.

GENERAL COMPETITION RULES

Event loca on: The valid VERNON PGA OPEN/ PGAPC S5 2022 will be held in the town of Vernon,
BC, and can be accessed from Kelowna by road.
Paragliding Canada Kind Eddy will be our o cial venue of the event for those who wish to be
there. The climate ranges from 13 to 18 degrees of temperature at this me and with prevailing
winds from the W with speeds of 5 to 15 km per hour.

REGISTRY
o The registra on o ce will be open from 8:00 am on September 23 un l 7:00 pm (day
before the compe on), at the Kind Eddy Landing zone.
o Upon arrival, the pilots must present themselves for registra on by submi ng the
following documenta on: Current ight license, medical insurance and ll out the
mandatory exemp on format.
o The control of the team will be carried out by the F1 judges and the event safety director
at random during the o cial training round to ensure that all riders conform to the safety
regula ons.
o All interna onal pilots are require to obtain a temporary HPAC insurance. This will be lled in
person once you arrive to Canada. The cost of this insurance is 40 CAD dollars .

o Please note that you are also required to show your travel / health insurance.

o The organiza on will try to nd as many sponsors as possible to be able cover that 40 CAD
dollars for all interna onal pilots.

PILOT REGISTRATION
All pilots must present the following documents at the registra on o ce:

1. The Organizer reserves the right to admit equipment in poor condi ons that jeopardize the
integrity of the compe tor.
2. Basic equipment: Sail in A or B, non-fairing harness, Reserve, helmet approved for free
ight standard 966.
3. Signed authoriza on of the registra on document and disclaimer.
4. Minors will be represented by a guardian, who will only be present when the compe on
director deems it necessary.
5. Registered pilots will be en tled to: Event T-shirt, Daily snack, hydra on, transporta on.
6. The organiza on will be strict with the schedules, a pilot who is not at the transport
boarding site must arrive by his own means to the takeo site and be present to the call for
launch, otherwise the regula on will apply.

There will be a maximum of 12 complete rounds, and one trial, within the available me of the
valid. A minimum of 2 rounds must be completed to validate the compe on; and a test that can
be validated if necessary to complete 3 minimum.

LAUNCHING
o All pilots will enter a ra e to determine the group with which they must remain
throughout the test and their launch order.
o Each pilot will obtain an iden ca on number that will remain visible throughout the test.
o When the last round of the compe on is called, drivers must start the reverse order.

PARAGLIDING PILOT AND IDENTIFICATION


o The organiza on will provide a number for each pilot, who will be a ached to the helmet
and an iden ca on badge.
o The size of the cockade will be mandatory.
o This will be con rmed in the registry.

PILOT INFORMATIVE BULLETINS


o There will be a daily brie ng for compe tors, every morning at 7:30, unless otherwise
speci ed by prior no ce published or announced by the Compe on Director, and no ed o n
the compe on no ce board. The President of the Jury and / or event, Director of S e c u r i t y,
representa ve of the jury and Marshall of takeo and landing must also a end.
o Informa on sessions may be convened in the event of bad weather.
o All pilots, and other sta should a end brie ngs promptly.
o The informa on sessions will be announced both at the takeo and on the landing by the
Judges, informing the decisions established at the mee ng by the direc on of the test, and will
be published on the o cial billboard.

SITES
Private Property

In collabora on with Paraglide Canada we welcome everyone to the Mt. Baldy and King Eddie
ying site. Permission to use the site extends to Paraglide Canada Sta /Students and Okanagan
Soaring Associa on members only.

All pilots must have a minimum P2 pilot ra ng with HPAC Insurance and a signed Paraglide Canada
waiver is mandatory. No excep ons. Creden als will be veri ed.

As Pilots we are the ambassadors of these sites and we respec ully request you abide by the rules
required to access the launches and to y here. We have maintained a long standing rela onship
with the property owners and do not want to jeopardize such a wonderful site.
Please leave no garbage behind and show our fullest respect for the environment we are in. Fly

Designated LZ is on the East side of the access road above the old gravel pit. Please use the steps to
gain access to the LZ area. No pets allowed in the LZ. Ca le maybe roaming so be aware of their
presence.
Please park your vehicle well o to the side of the road as the area has high tra c at mes.

RISKS
o If the wind is more than 7 m / s, (25.2 km / h) the test is suspended temporarily un l the

o Access to the ight zone will be by vehicle, van or camper uncovered road un l takeo .

EQUIPMENT
Wind sleeves, and hand anemometer, and electronic touch measuring pad on landing.
o Target pad of 30 cm in electronic diameter for marking and concentric circles of 1, 2.5, 5,
and 10 meters in diameter, visible from the air.

PILOT SKILLS
o The pilot must have experience in hill takeo s.
o A pre-test day is scheduled for training.
o Compe tors must have previously iden ed the landing site and surrounding emergency
elds, observing possible obstacles.

TAKE OFF AND LANDING


SECURITY
o At launch, the quarterback or take-o judge will have absolute autonomy to order the
take- o of the pilots in turn.
o A pilot may be temporarily or permanently removed from the compe on if he does not
appear capable of taking o safely with the weather condi ons that are within the opera ng
limits.
o A failed a empt to take o may be repeated at the end of the group's throws, the next
failed a empt will be penalized with the maximum score on the sleeve, or a security p r o b l e m
that arose immediately a er takeo (and that is the result of the lack of skill of the p i l o t )
which results in a landing on take-o , or in front of take-o , or away from the goal, does not
en tle a pilot to re-launch, and is penalized with the highest score in the round, and lose its
release.

LAUNCHING
o Compe tors must y in the corresponding order given in the draw, and with the
numbering delivered, unless they have prior authoriza on requested from the Marshal to take
o .
o If the compe tors are not ready to y in the established order, or when called, or change
their posi on voluntarily without having informed the Marshal of takeo , he will be p e n a l i ze d
with the highest score.
o A driver who is not present at the pitch will be marked as absent (AUS) in the results of
that round and will be awarded the highest score in the round.
o A pilot who does not y a er 3 a empts will be marked as an unsuccessful a empt (IF) in
the results of that round, and will be penalized with a maximum score in the round.
o The pilot will inform the Takeo Judge of his disposi on, and will inform that he will
ini ally make a pre-in ated to accommodate the sail, once it is done he will indicate his a empt to
take o the Marshall from takeo .

o The launch interval will be 90 seconds, but it can be adjusted by the launch Marshal.
o Flight me will be established by the safety commi ee.
o The pilot is aware that a er takeo his goal is to land as close to zero as possible, he may
not stay longer than required to reach the landing, and this will be determined by the safety
commi ee.
o The Landing Judge will determine if there is extra me, and will be penalized with the
maximum score of the round.

OF THE FINAL APPROACH


o Compe tors must provide su cient ight me to reach the des na on area directly from
its launch.
o Once in the approach zone the pilot will not make dangerous descending maneuvers.
o The compe tor is considered to have started the nal approach when facing the target,
and the landing judge will consider this a tude; but not before observing that you are wai ng
to make some signi cant change of address.
o Descent maneuvers performed by the compe tor outside at least 100 meters around the
target will not be detrimental to the factors men oned above being allowed.
o The Pilot may pump his sail to reduce speed and increase the fall rate without reaching the
STALL point. Any excess of this technique will be sanc oned at the discre on of the Judges.
o The Pilot may make use of "Ears" controlled without warping to the oor if necessary
o The STALL is not admi ed, the judges will determine this condi on and will proceed to
apply the maximum penalty.
o Help will be provided in the approach to the safety eld for the rookie pilots, when their
approach begins on the court the Judge will stop providing it.

LANDING
o Compe tors will be quali ed according to the distance in cen meters between the rst
point of contact with the ground and the edge of the neutral (3 cm) of the disc for a maximum
score of 500 cm.
o The measurement eld will be clearly marked, establishing the circles of 1 m, 2.5 m, 5 m
and 10 m.

WIND SPEED
o The maximum permi ed wind speed in each des na on zone, for purposes of scoring the
compe on, must be set in the safety instruc ons and must not exceed 25.2 km / h on landing.
o The organiza on of the test will use a wind recording on each landing and will include it in
the video that is prepared for each landing.
o If the wind exceeds the maximum established, the pilot will be informed by a red ag that
once it is waved by the judge, the pilot will not receive a score and will be re-launched.

o A person named auxiliary of the landing marshal may execute the visual signaling with a
red ag indica ng that the condi ons in the target are dangerous.
o This signaling indicates that the target is closed and the pilot has to land outside the goal,
and may request a re-launch.

PRE-FLIERS
o There will be pilots called PRE-FLIERS in every compe on, they are pilots who are familiar
with the condi ons of the ight site and will be presented at the brie ng on the rst day of the
compe on.
o They understand the importance of their role in the Championship.
o They will not be the compe tors.
o The PRE-FLIERS will carry out a test launch on the compe on tra c zones and inform the
par cipants of the condi ons of the ight to be executed.

PUNCTUATION
INDIVIDUAL SCORE:
o Individual scores will be a sum of all the quali ca ons obtained by the compe tor in the
completed sleeves.
o When four rounds are completed, the worst will be ruled out therea er if they are
completed and so on. The nal result will be the sum of the valid ones that were marked.
o The winner will be the pilot with the lowest total score in all ight rounds in the
compe on as long as there are at least four pilots in compe on, and women at least three in
the compe on; otherwise, only the rst female posi on will be rewarded.
o Gold, Silver, and Bronze medals are awarded for male and female categories; if there is
one, and rst place in teams, and your score will be reported to the FAI for the Interna onal
Ranking.

NOTE 1: The cash prize is the power of the organiza on and is not mandatory for this event.

RESULTS PUBLICATION:
o At the end of the day and as soon as prac cal, the take-o and landing judges, the test
director, and the ancillary assistants to form the publica on forms that will be placed on the
informa on board will meet with the forms and recordings In the rst hour of the next day,
these forms will contain date No of the round, penal es, sum and posi on in the test.
o Any claim against the provisional results must be presented within 2 hours a er being
published. (Except for the last round)

8. FIRST INFRINGEMENT : A strong warning is made.
9. SECOND OFFENSE : The maximum score of the round is awarded.
10. THIRD CRIME : Excluded from compe on.
11. The President of the Jury, the take-o and landing quarterback shall contact the Director of
Security and the Director of Compe on, and report cases of dangerous ight.

JUDGMENT

TEAM OF JUDGES:
o The contest will be judged by the na onal or interna onal team of judges, consis ng of:
o A judge or Marshall director who will be on the landing
o A judge or Marshall take o
o Three Fichet Judges for takeo
o A eld assistant and landing annota ons
o HPAC supplies the Judgment team that will be handled by the Judges.

VIDEO TESTS:
o Organizer will provide the video recording to the judging team for both takeo and
landing. In the case of amateur video tests they will be taken into account only if the
Compe on Director and the Chief Judge make the decision to take into account as evidence.
o The decision will be taken in any case one by one, according to the number of claims.
o Informa on on the video test policy will be provided in the rst press conference
conference.
o Claims will be submi ed prior to the payment of a THIRD part of the registra on fee to the
Compe on Director; If it is to prosper in favor of the complaining pilot, it will be restored by
the organiza on, otherwise this consignment will not be returned and will be taken by the event
organiza on.
o The FAI Jury appointed may choose to accept the video evidence as a decision aid.
o The lack of video evidence is not a reason to grant a re-release.

SECURITY

SECURITY COMMITTEE:
o A Director of Security will be appointed by the Organiza on and a Security Commi ee will
be formed whose members are the Director of Security, the Director of Compe on and the
Chief Judge, and at least two experienced pilots, and the responsibility will be to supervise
all Security aspects
o These include, informing all aspects related to safety in the ini al compe on mee ng,
a ending all mee ngs with the pilots, monitoring the weather condi ons and, especially, the
wind speed at the launch and the objec ve, the preven on of the take-o of pilots with
dangerous equipment, of the collec on of reports of accidents of the pilots, to treat all a c c i d e n t s
in the safety commi ee and the presenta on of a wri en report with those of the conclusions

o The Director of Security together with the Director of Compe on cannot leave the
compe on for security reasons.
o These will have the knowledge and experience on the site where they are ying, and
ideally they should have experience in similar compe ons.

EMERGENCY PROCEDURES
o An emergency doctor and an ambulance with the appropriate equipment will be available
during all landing opera ons.
o The test will be covered by members specialized in evacua ng the injured or injured from
the health network, or civil defense, remen, army or police.
o In any case any of these en es will be present in the test.

OPERATING RULES
o Airspace will be reserved for compe on without restric ons, giving mely informa on to
AEROCIVIL.

RADIO OF COMMUNICATIONS
o FAMILY BAND type radios as passive safety OFF for pilots and will use it ON only in
emergencies in frequency 3:31
o Air Band Radio that allows communica on between the Marshall Takeo and Landing
Judges, and the Compe on Director, on 133,000 frequency.
o Compe tors will use this type of equipment in OFF to avoid interfering with o cial
communica ons, or generate malicious and advantageous misinforma on about the
compe on.
o Only the frequencies assigned by the organizers can be used.

CARE OF THE FLIGHT AREA


o The sites that are within the ight and compe on development zones will be used
ra onally.
o Special care must be taken by all par cipants, respect for free space avoiding li ering, and
avoid doing any kind of interven on in this natural state, remaining within the marked areas.

COMPLAINTS AND PROTESTS


o Complaints and protests will be treated in accordance with the procedures established in
Sec on 7C and General Sec on of the FAI 2018 code.
o A complaint must be led only by the a ected pilot immediately having known the result
of his score or having been no ed of his fault, before Judge Marshall verbally, an answer
that will be given once Judge Marshall deliberates with the Judges Commi ee

o If this decision is not sa sfactory, the rider may use a second instance before the
Compe on Director who must make it in wri ng.
o The deadline for protests is 2 hours (1 hour a er the last round) a er no ca on of the
result of the complaint.
o The protest fee is 1/3 of the value of the registra on that will be returned if the protest
prospers in favor of the complainant.
o Protests will be led exclusively by the interested pilot as he must be knowledgeable about
the regula on, with su cient criteria to support his claim.
o Representa ves or intermediaries will not be allowed in these claims.
o Any complaint or protest will be resolved under the rules and regula ons issued by the FAI
sports code sec on 7C of Paragliding Accuracy version 2018, and of the LOCAL RULES before
closing the compe on.
o O cial protest forms and hard copies of SC7C will be available at the landing desk, and
with the Marshall launch.

FLIGHT AUTHORIZATIONS
o Free ight will be allowed on the site, either during or outside the compe on, in a nearby
area, by two-seater pilots, as long as the Compe on Director authorizes.
o Two-seater: Pilots authorized by the organiza on of the event for two-seater ight must be
registered, with a current Federated license and iden ed with a cockade, Two-seater
pilots may par cipate as compe tors, but in the case of not being on me at the third call of
their turn , the regula ons will apply to them, and they will not be en tled to claim. These must
land outside the goal. Landing on this site without the consent of the Landing Judges during the
compe on will result in the cancella on of your opera ons at the event. All par cipants must
be Federated and have a valid Sports Avia on License.

This regula on applies to compe on as of APRIL 2022 and is based on the unique Regula ons of
events and compe ons of the Federa on, and in sec on 7C 2019 - Class OR PARAGLIDING
