EXECUTIVE SUMMARY

The Ecological Solid Waste Management Act of 2000 also known as RA 9003 is a comprehensive
solid waste management law in the Philippines and it is to be a big step forward in addressing the solid
waste management problems in the country. The law takes a holistic approach in dealing with the
problem and it acknowledges the importance of the participation of all sectors for its effective
implementation. It requires every municipality through its Solid Waste Management Board, to prepare
its respective Ten (10) Year Solid Waste Management Plan. The plan must cover a ten-year planning
period and describe the solid waste disposal systems, solid waste management facilities and the
systematic collection and disposal of solid waste by administration of the Local Government Units (LGU)
or by contracted services commissioned by the LGU.

Anini-y’s 10-Year Solid Waste Management Plan will provide systematic direction improving the
current state of solid waste management of the municipality to prevent possible problems to be brought
by solid waste problems and its negative impacts to the stakeholders of municipality and the
environment.

The Municipality of Anini-y is a slowest growing fourth class municipality of the province of
Antique. The center of Tourism is the Sira-an Hot Spring, Nogas Island and agriculture are the major
industries in the area. Key issues facing the municipality addressed by this plan include proper waste
disposal, growing volume of waste attributed by the increase in population due to the influx of investor
and migrants aside from the growth rate by birth and promoting sustainable solid waste management
which continue to serve the Municipal’s best interests.

The Municipality of Anini-y has adopted a general goal of solid waste management that
establishes waste reduction as the most preferred management technique, followed by reuse and
recycling, recovery, and least preferred, landfilling. The general goals of this plan include the following
specific elements:

• Develop strong institutions that will manage the SWMP of the municipality.
• Acquire additional equipment for waste collection, transfer and disposal.
• Establish facilities for waste segregation, recycling, processing and disposal of waste.
• The municipality must undertake all waste reduction measures to the practical, workable and
feasible extent.
• All waste recycling measures to be implemented must be practical with available technologies
and markets and which are not significantly more expensive than the waste disposal measures
that would otherwise be needed.
• Develop effective Information and Education Campaign strategies to change the negative
behavior of the constituents.
• Build environmentally sound infrastructure or adopt and effective systems/alternative
technologies for safe disposal of residual waste.

Chapter 1 INTRODUCTION
The Municipality of Anini-y is the one of the municipality in the Province of Antique. Established
in year 1949, the Municipality of Anini-y serves as an indicator of development and progress of the
Province. While the present solid waste generation in the Municipality is considered tolerable, the
Municipality in the next five to ten years will be eventually confronted by the issue of how to manage its
solid wastes as result of rapid population growth, agro-industrial activities and urbanization.

Solid Waste Management is everybody’s concern, however, the Municipality as envisioned


under the existing laws shall take the lead in ensuring that solid waste becomes an important resource
that provide opportunities to the community. In attaining this, the Municipality had prepared this Ten
(10) Year Ecological Solid Waste Management (ESWM) Plan to serve as a guiding tool in steering toward
a well-managed and resourceful local government unit in the Province of Antique.To achieve the
Municipal vision: “Anini-y, a garbage-free municipality, clean, healthy, and a conducive place to live in
with an environment-friendly community by 2025”.

Republic Act 9003, otherwise known as the “Ecological Solid Waste Management Act of 2000
mandates the Local Government Units (LGUs) to establish an ecological solid waste management
programs/projects within their respective areas of jurisdiction.

The Law provides for a substantive diversion of wastes from disposal facilities through waste
reduction, optimizing waste recovery and recycling initiatives as supported by waste segregation at
source by all waste generators and by community-based efforts in materials recovery and composting as
well as establishing a sanitary disposal facilities or operating alternative technologies and implementing
safe closure and rehabilitation of open/controlled dumped sites. To be guided by the implementation of
relative programs and project to comply with the mandatory requirements of RA 9003 LGU-Anini-y is
crafting theTen( 10)Year SWM Plan of the municipality.

1.1 Purpose
The purpose of this plan is to guide the Local Government Unit of Anini-y, Antique as it handles and
implements the Solid Waste Management Program in the municipality in an environmentally sound and
cost-effective manner for the next ten years. A Municipality wherein stakeholders are actively
participating and supporting solid waste management programs and projects to achieve an ecologically
sustainable and economically viable waste management, through the realization that solid waste is an
important resources that will provide opportunities for additional income to the community.

The plan aims to address key issues on improper solid waste management that resulted to various
environmental problems (e.g., pollution, flood, outbreak of pests and diseases, contamination of water
sources, global warming, etc.). Though SWM had been implemented in the past 14 years, people still
needs to be continuously reminded of their responsibilities until they realize what has to be rightfully
done to protect and preserve the environment.

The municipality aims that the plan be implemented accordingly through strict enforcement of
existing and future SWM-related laws and ordinances. It will also be presented to the community prior
to implementation to increase their awareness and to awaken their responsibilities as waste generators
and

caretakers of the environment. In this manner, community involvement and cooperation will gradually
develop in addressing issues on solid waste and environment will be smoothly realized.

The Solid Waste Management Act (RA 9003) its intention is to promoting a systematic and
environmentally sound management of solid wastes had been beneficial for it was able to progressively
raise the awareness of the community on proper solid waste management and develop the realization
that solid waste management, environmental protection and preservation should begin and be
practiced by every member of the community.

Based on the gap analysis which included evaluation of the current states covering current solid
waste management activities, waste quantity and characteristics as well as available resources
(equipment, funds, personnel and identified logistics), the planning was carried out in close cooperation
with key stakeholders of the Municipality of Anini-y.

The planning process was focused towards the full implementation of ecological solid waste
management; hence the plan will implement the following:

➢ Measures to minimize the waste generation of the Municipality;


➢ Implement proper handling/management of waste at barangays and municipal level;
➢ Implement waste segregation at source;
➢ Maximize waste diversion through waste recycling and composting;
➢ Address the full closure of controlled dump facilities in Barangay Poblacion.
➢ Purchase a lot for the establishment of Eco-Park.
➢ Cluster with other component Municipalities of the Province for a common Sanitary Land Fill.
(SLF)

1.2 Approach

The plan follows an approach that begins with the description of solid wastes being generated
and disposed in the municipality which is done through the conduct of Waste Assessment
Characterization Survey (WACS). This is done to have baseline information on the municipal waste
generation and components as basis for identification of the municipal SWM programs and projects,
budget allocation, and for future establishment of SWM facilities

The WACS result is vital in coming up with appropriate measures and identification of designs
for various SWM facilities thus to comply with the 35% mandatory waste diversion. The study showed
that about 57.84% of organic waste composed the municipal waste. Once properly managed by
adopting various composting technologies such as vermin-cast production and composting, the required
rate of diversion by the law will be met on the above level of compliance.

The volume of recyclable waste generated which is 33.71 % can also be managed through the
operation of the Central Material Recovery Facility at the Eco-Center.

The study also disclosed the current per capita generation of .20 kg/day and the bulk density of
1,527,381.10 kg/cu m of the solid waste, thus generating an estimated 164,608.36 cu. m per year. This is
an important consideration for engineering design SWM facilities.

1.3 Acknowledgement

The Ten Year Solid Waste Management Plan is the product of the joint efforts of individuals and
agencies that in one way or another contributed and extended their valuable assistance in the
preparation of the Plan.

Chapter 2.MUNICIPAL PROFILE

The Municipality of Anini-y is located at the lowest tip of Panay Island between 121 degrees
01’35” - 54’35” longitude and 10 degrees 24’50” - 28’38” latitude. It has a total land area of 6,617.2108
has. The municipalities of Tobias Fornier and San Joaquin (Province of Iloilo) bound its mountainous
north border while stringed along its entire west, south and east are 17 coastal communities forming an
arc against the sea waters of Panay Gulf. The rest of its 23 barangays are in the uplands. Anini-y is the
place where you can find the beautiful Nogas Island. It is about 1 1/2 kilometers away from Poblacion.

Going south from the Poblacion, at about the same distance, lies the Sira-an Hot Spring. It is famous for
its balmy and sulfuric waters believed to be medicinal and have healing power. The geographic distance
of the municipality from San Jose, the capital town of the province and Iloilo City is considered as a plus
factor. It has become the local tourism for visitors from municipalities of Antique up to far off
municipalities of Iloilo Province for invigorating and balmy rest and recreation.

Anini-y may be considered as having bright future for tourism development in the province, if
not in the region. The municipality is endowed with tourism resources characterized as natural
attractions and a cultural practice indigenous to the area. It has started its quest for becoming the
prime tourism destination in Antique through the development of the potential tourist spot.

The Local Government Unit is now trying its hand to explore the efficacy of the principles of
“Reinventing the Government” and focus its eyes on eco-tourism as vehicle to progress. Through the
year, the Municipality of Anini-y has managed to get closer to its niche in development and such
development concept is discussed and interpreted in the following scenarios with the expectation that
the municipality will become a better and progressive place.

The Municipality of Anini-y is composed of 1 urban barangay and 22 rural barangays (Table 1).
Each barangay have its own barangay set-up and with clearly defined boundaries.

2.2 History

Anini-y is one typical town of Antique that is imbued with historical facets and tourist
attractions. Various myths and legends tried to explain how the town got its unique name, "Anini-y" or
"place of small rivers." This Spanish customary writing of Y instead of I spurred researchers to finding
that once upon a time, in the present area of the municipality, there existed a community called Igneini.
It was cited to be the gateway into the prosperous Aninipay (old Panay) kingdom of the mighty Ati King,
Marikudo. However, cultural historians believe that "dash Y" in the name actually is "dash I" which is a
Malayan suffix, meaning "place/people of." This suffix is only used for a place that is very important or
has achieve a degree of greatness, as in the case of Hantik-i which later became Antique or used as in
May-i believed to be the legendary old Manila.

Anthropological research reveals that Anini-y, specifically Sira-an hot springs, and Nogas Island,
played a major role in the early civilization of Panay. Sira-an hot spring, which is considered 'holy' by
"manogbulong" or native medicine men, functioned as a quarantine station. Nogas Island's role was
economic, as it was here that "baking" or striped golden-yellow seashell used as currency in the
kingdom of the Atis was abundant. As such, Anini-y was a garrison of sorts with the multiple functions
of "currency's minting plant" and as a guard post for access to the kingdom's "headquarters." These
strategic functions of what was to be Anini-y resulted to pre-Hispanic "visitors" to Panay like the Chinese
and Malayans staying north and a healthy distance from Marikudo's men in the restricted area around
Nogas Island. They settled outside of Anini-y causing it to remain very sparsely populated until the
coming of the Spaniards.

Furthermore, the Santaren Papers declared that the landing of the ten BorneanDatus took place
in Embidayan. This is a rock formation at a beach that is now part of Sinogbuhan but is claimed by local
folks to have been part of Anini-y before but the leadership then failed to claim. Its mention is
important, the barter of Panay having historical significance. Said barter meeting took place under the
"kadapdapan" which root word is dapdap -the old name of the last barangay of Anini-y less than a 100
meter from the rock. Maragtas by Monteclaro also related that after the barter, the Atis went to the
headwaters of Igdaganas to live in Anini-y uplands. Anini-y started to blossom as a community with the
coming of settlers from Asluman, Hamtik around 1630. Then came people from Cagayancillo, an island
southwest of Panay but a couple from Alimodian and Cuyo was identified to be the first non-Ati settler
in Anini-y. This explains Anini-y's intonation to be akin to Alimodian's.

Politically, Anini-y became an arable of Dao -now T. Fornier, in 1840. The barangays of Casay,
San Francisco and Sta. Magdalena were included under the administration of Anini-y in 1848. As a
political unit, its physical and social developments started under several capitanes in 1849 up to 1854
with the construction of Dao-San Joaquin arterial road, Anini-y street system, schoolhouse and
recruitment of teachers, and the first census of Anini-y.

It took a man of strong character, Fray Geronimo Vaquerin to manage and build the most
enduring physical projects of Anini-y: the walls around the catholic cemetery and the colonial baroque
church, with an outside measure of 60x40meter and a three-storey campanario on a 10x10meter
foundation. In 1895, four brass bells arrived from Europe. These projects affirmed the fact that the
people of Anini-y can accomplish outstanding feat, only if everyone contributed to the effort as much as
they could. The men worked on the walls and carried the heavy loads, while women and children
brought the needed sand and stones to the job site. There were hermanas who volunteered for food
procurement and preparation.

The Spanish conquerors desired to achieve control, maintain peace and order, and facilitate tax
collection. All community activities during the Spanish period were put under the direct supervision of a
priest, who in turn appointed or caused the election of a dominant local clan leader to act as the
community's capitan. The first capitan of Anini-y, Nicolas Magbanua, was elected in 1847. Those who
followed and the year they started their tenure were Mariano Magbanua (1849), Don Juan Grande
(1850), Mariano Magbanua (1853), Lorenzo Asenci (1854), VictorinoSuansing (1858), Lorenzo Asenci
(1869), SaturninoErispe (1879), and Francisco Valle (1887). It was capitanesCatalinoMagbanua,
SaturninoErispe, and Vicente Salcedo who helped Padre Vaquerin most during the construction of the
new church from 1890-94. Up to 1895, aCapitan was elected or appointed every year and Gregorio
Niervez was the first capitan to govern for a period of four years. It was during his incumbency that the
revolution heated up.

Conscription of Anini-y’s youth to the army to fight the moros or other Filipinos in other places,
marauding moros, locusts devouring whole harvest, intermittent poor harvest, hunger, earthquake as
well as epidemic were reported in the chronicles to have troubled Anini-y in the past. The canonical
books had likewise reported that the people of Anini-y did not remain entirely subservient during all
those years. With their “principales” leading, they were able to expel a powerful Augustinian friar in
1875.

In 1900, the church and the convent of Anini-y were occupied and used by the Aglipayan
community, as there was no priest in Anini-y during the revolution until mid 1904. On the summer of
1908, church properties in Anini-y were returned to the Catholics.

The coming of the Americans at the turn of the 20th century and their introduction of democratic
form of government reverted the status of Anini-y as an arabal of Dao. Castor Belleza (1899-1900) and
Enrique Fabila (1901-1902) were appointed consecutively as temporary presidents of the municipality,
until Catalino Salcedo (1903-1904) was formally elected president. Basilio Grande succeeded him as
president and remained as such for several years. It was during his term that the seat of the municipal
government was transferred to Dao. This arrangement lasted beyond the Second World War. The
1940's account of a very strong earthquake that caused land movements and sea retreating half a
kilometer seaward remains in the senior citizen's psyche.

2.3 Population

The Municipality of Anini-y has an estimated population of 21,201 in 2015.(Table 2). The projected
population for the span of ten years is shown in (

Table ).

2.4 Economic Profile/Land Use

Anini-y is dominated by land about 18% slopes was not considered by the Department of
Agriculture as one of its key grain areas.It neither identified the municipality as one of its key commercial
crop areas under the key production development approach. It has six (6) major crops grown; they are
rice, corn, coconut, banana, mango and vegetables. These occupy 2,871 hectares or 43% of the total
land area.Compared to the total agricultural land area of 4,232 hectares or 64% of the total land area
(based on the Municipal Assessor’s Office 2005 records).The six major crops are cultivated at 68% of all
agricultural lands and only 59% of the arable lands of 4,860 hectares ( Based on the Bureau of Forest
Development Record). Total cultivated area of Anini-y for all crops is 3,145 hectares. Rice plantation
makes up2,035 hectares or 65%, followed by coconut 407 hectares or 30% and corn planted at 351
hectares or 11%. It is usually noted that fields planted to corn are also those that are planted with rice.
Hence the figure above may indicate that of the total area planted with rice which is 2,035 hectares, 351
hectares of this are planted with corn or 17% are corn after the former is harvested. Anini-y has two
Communal Irrigation System (CIS). The Lisub-A CIS has two dams the first draws its irrigation water from
Talisayan River and the other dams the Lisub creeks water. The second public irrigation facility is the
Nato-Butuan CIS serving 46 hectares of rice lands out of the projected irrigable area of 23 hectares of
farmlands in Nato and Butuan. Nato River is serviced by springs including a 45 cm. springs located within
the perimeter of Nato just off the foot of Mt. Igdacoton, San Ramon. It can reliably irrigate double that of
the present coverage up to the second cropping.

Anini-y has small-scale nature of livestock industry almost all families are into livestock
breeding/growing and fattening. In 2013 Anini-y had 1,357 farming households growing 14,622 heads,
with hogs comprising 11%, cattle 9%, carabao, 6% goat 9%, chicken 62% and rest 9%.

Anini-y has fishing as one of its major industries. At a closer look the arable lands of the
municipality are limited that there is a need to make a strategic study of the potentials of its water
resources, specifically its municipal waters. Our fishing boats have acombined total annual catch volume
of 2,000 metric tons. The motorized bancas made 75 % of the total catch or an average monthly catch of
349 kg./boat and non-motorized averages 79 kg./month or 25%. This data do not include the catch
volume made by illegal caught fishes and those captured by itinerant commercial fishing vessels.

Anini-y is one of the towns of Antique that may be considered as having bright for tourism
development in the province. The municipality is endowed with tourism resources characterized as the
natural attraction and a cultural practiced indigenous to the area. It has started its quest for becoming the
prime tourism destination in Antique through the development of the Sira-an Sulfuric springs into a
government run resort. Other attractions are Nogas Island’s eco-tourism and oldest Spanish church in the
province and local ruins, the potential lure for adventures sports through the proposed Cresta de Gallo’s
camp and hideaway, and under water beauties of Anini-y. the local tourism industry in Anini-y continues
to grow especially in 2012 when the national road in the coastal municipality was constructed but declined
in 2013. In 2013 hosted a total of 5,205 foreign and domestic tourist arrivals. A 22% decrease over
comparable period in 2012. Domestic visitors decreased by 19% while foreign arrivals reduced by 89%.

Anini-y has no major central business district or neighborhood center to speak of but has four
minor CBD with market as main feature. One market type is livestock auction market in Iba. The other
centers are wet and dry market in Barangay Casay 10 kilometers from Poblacion, the Talipapa type in
Magdalena 7 kilometers from Poblacion, and the one in Poblacion. While there are stalls maintained and
operated daily, a day fixed and considered market day for these centers. Wednesday for Magdalena,
Thursday for Casay and Friday for Poblacion. The livestock auction market located in Iba becomes an
extension for Casay as Thursday is also its market day. As of December 2013, Anini-y has a total of 714
business establishment (107 new and 607 renewable). This is 12% higher than 626 firms registered in
2009 (13 new, 613 renewals), which translates to a 3% annual growth of the formal business sector.
Major types of business comprise retail trade, banking and lending institution. Retail account for 45% of
the total business registered. Records from the business licensed division of the Municipal Treasurers
Office show that there are 322 retailers in the municipality.

Major transportation routes and traffic conditions

The Municipality of Anini-y is accessible from the City of Iloilo both via Coastal Concrete Road and
Upland concrete road national high ways while from the Municipality of San Jose, the Capital town of Antique
is thru the concrete road national high way.

All types of non-motorized and motorized vehicle can access the existing road routing to the
municipality.

Traffic flow is light to moderate within twenty four (24) hours.

2.5 Physical Characteristics

Geography

The Municipality of Anini-y is shaped like a cowboy’s boot with the now-annexed island of Hurao-hurao
as its heel and the Nogas Island as its spur. Anini-y is basically uplands with 86.815% of its total land area of
6617.2180Ha and a 5th class municipality. It is the southmost town of Antique and is located at the lowest tip of
Panay Island between 121 degrees 01’35” - 54’40” longitude, and 10 degrees 24’50” - 28’38” latitude.

Climate

Anini-y experiences rainy season from the month of June to the month of October. It has the rainiest
month in July where rainfall registers at 45.72 cm. Dry season starts in November and ends around May. The
driest month is April where rainfall is only 5.08 cm. Average rainfall throughout the municipality is 20.32 cm.
The area is observed to be the driest in the region. It was severely affected by the draught brought about by
the El Nino phenomenon during the last years of this century.

Topography, Slope and Elevation

The municipality of Anini-y is basically uplands with 86.815% of its total land area above the 18%
slope. In most part, It’s very narrow stretch of flat lands is caught between a very rugged, mostly unproductive
mountain ranges and a long stretch of coral –lined shorelines. In central barangays of San Roque,
Magdalena, Mabuyong, Milagrosa, and Igtumarom the landscape is flat to rolling to hilly to mountainous. On
the other hand, major portion from south of Nato up to Salvacion has a very narrow flat foreshore land and
inclined steeply up to its summit. The winding shallow rivers and creeks in the municipality originate from
gullies formed on one side of erosive mountains and plateaus.

MountAliwliw is the highest point in Anini-y. A narrow and winding road from Barangay Fatima, T.
Fornier leads to its peak that houses several communication equipment and facilities. Its location is so
strategic in the ASEAN region that the US Air Force attempted to establish a communication base on its
summit only that it was overtaken by the termination of the presence of American bases in the Philippine soil.
Another peak worth mentioning is the imposing Cresta de Gallo at MountNasug straddling the barangays of
Iba and San Francisco. It is a potential tourist destination, if properly developed.

Geology and Geomorphology

The PHILVOLCS reports that a fault line traverses most of the municipalities of Antique, PanayIsland
being at the edge of the Philippine tectonic plate. This plate is in “subduction” or lies over the huge Eurasian
plate, which arrangement continuously raises NogasIsland and our beaches higher especially, when plate
movement occurs. This is the reason why in some fields and home lots 300 meters inland, local folks have
uncovered shell and beach stone fossils while digging their wells.

This arrangement also explains the very steep mountains that abruptly rise from the narrow coastal
plains. These steep sills can be found at and extend from Lisub-B to Tagaytay, Talisayan to Butuan and Iba to
San Francisco or most of the west side of Anini-y. However, they have shown to be hit a long, long time ago
by series of landslides by the formation of hills at the foot of these extrusive masses.

Sedimentary rocks make most of the Earth’s surface in this municipality. The granitic MountNasug is
generally, the older kind as it is so solid that it cannot be quarried unless it is drilled, blasted with dynamite and
then broken into smaller fragments with a pick or sledgehammer.

In Sira-an, scattered all over is basalt –a form of igneous rock. It is in this area where a bulge has
been misconstrued as a volcano. A possible explanation of the bulge is that molten matter from Earth’s interior
is blocked by layers of solid rock in its path and has solidified forming a laccolith or the overlaying rock is
arched upward creating a hollow in between. Only the gases in the magma is escaping, thereby heating the
water underground and pushing it aboveground as mildly hot spring water.

Soils and Soil Fertility

There are four (4) types of soils in the municipality of Anini-y namely: Alimodian Clay; Patnongon
Sandy Loam; Magcalon Sandy Loam; and, the mountain soils that are not identified. The decreasing volume of
harvest from the rice fields signifies that many of the agricultural lands in the municipality are now acidic.

Slope Stability, Drainage, Tributary Patterns and Catchment Areas

Talisayan, Nato, Iboc, and NasuliRivers are Anini-y’s major rivers. Aforesaid rivers and other minor
rivers, and their tributary creeks covering a total area of 115 hectares all empty their waters at sea. Hence,
there is no lake in the area. Only rivulet remains of a stream that used to cascade about 100 feet down a
waterfall at Simsim Creek 300 meters upstream from a private school in the Poblacion. There are other
cascades that have waters only during rainy season. The winding shallow rivers and creeks in the municipality
originate from gullies formed on one side of erosive mountains and plateaus.

Chapter 3 CURRENT SOLID WASTE MANAGEMENT CONDITIONS

This chapter describes the current solid waste management practices of the municipality.

3.1 Institutional Arrangements

At present, implementation of the Municipal Solid Waste Management is under the partnership of
the Municipal Agriculture Office and the Municipal Environment and Natural Resources Office as an
additional task of MENRO Designate handling the entire waste management activities to include but not
limited to; garbage collection, processing of compostable waste thru vermin composting and operation of the
municipal control dump facility and the continuing conduct IEC program initiatives.

The MENR officer supervises the implementation of the solid waste activities with a total of 28 staff
assigned to undertake SWM implementation, with personnel coming from the general services, since MENR
Office is not fully operationalized, hoping that the realization of this plan will serve a guiding tool to
encourage the Local Chief Executive to prioritize the operation of the said office.

3.2 Inventory of Equipment and Staff

Currently, there is no equipment used specifically for solid waste collection. Daily waste collected
from the public market operation is directly brought to the MRF which is just a few distance away. While the

residential and institutional waste is being individually brought to the MRF by the respective waste
generators in Brgy. Poblacion, the only Urban Barangay of the Municipality.

The only equipment utilized for the Municipal waste management is one unit Shredder Machine.

Although, the Municipality has stake and dump trucks but it is used for general/multi-purpose and
not for solid waste collection.

SWM program trainings/ lectures were provided to all personnel handling SWM to give them ample
information and knowledge as they implement SWM program in the municipality.

3.3 Source Reduction

Waste reduction program was undertaken through massive information and education campaigns (IEC) and
trainings. These activities were provided to all sectors in the municipality including the barangay local officials
and residents, students and teachers, transport sectors, farmers, and religious sectors with the technical
assistance from EMB, Region 6.

3.4 Collection

The municipality is serving garbage collection in Brgy.Poblacion and Casay Public Market since the
closure of the Municipal Disposal Facility sometime in year 2010 with an issued Authority to Close by the
EMB, Region 6.

The LGU has no collection in barangays except for public markets, plaza and parksand Sira-an Hot
Spring and Health Resort. Segregated and mixed wastes are collected.

Component Barangays of the Municipality not covered by collection are upland and rural barangays.
Presently, in these areas households managed their respective organic waste generated thru backyard
composting and feed for animals while the recyclables are sold junkshop runners/ambulant junk buyers
plying in their barangays.

The LGU has no plan to commission or utilize private hauler for the collection of the municipal waste.

3.5 Transfer Station

The LGU has no established transfer station. It is not applicable at the present situation.

3.6 Processing Facilities

Presently, the community practices recycling and composting as a way of reducing their solid waste
disposal. Recyclable wastes are collected and sold to the nearest junkshop in the adjacent Municipality or the
residents just wait for the mobile junkshops (who are plying in the Municipality of Anini-y) on a weekly or
monthly basis) and sell their recyclables since there is no stationary junkshop operator. Composting
biodegradable wastes had been progressing since the start of the program. Residents and farmers who have
seen the importance of composting had been producing composts from their yard and farm wastes for crop
production.

The LGU-Anini-y has established vermicomposting facility at four (4) Barangays: Poblacion,
Magdalena, Milagrosa and Igpalge but only one is operational located at Poblacion. Once, these will be
operationalized, this will increase vermin-cast production in the locality.

The LGU is operating SWM Facility (Central Material Recovery Facility) located at Barangay Poblacion.
The MRF caters the recyclable and organic materials generated from the Municipal Market operation which
is temporarily stored at the structured MRF and eventually sold to the ambulant junk buyers plying in the
Municipality. While, the Organic materials collected is being shredded and processed into in the form Vermi
composting technology for compost production.

In 2005, the Municipality of Anini-y established a Municipal Recovery Facility that aims to educate
farmers and community people on the importance and steps of composting as component of the SWM
program. It showcases the step by step procedure in composting starting from collecting, shredding of
biodegradable raw materials. It has a shredding area andvermi-beds where vermi-compost is being

processed. Vermicomposting is a composting process that uses African night crawlers (Eudriluseuginae) to
hasten decomposition and improve compost quality.

The Office of the Municipal Agriculturist (OMA) headed by Mrs. Clemencia V. Castillo and MENRO
manage the activities and projects in the MRF, especially the vermicompost production.

The Municipal government of Anini-y believes in junkshop operators' competence in the recovery of
recyclable materials. It was able to observe how efficient the junkshop operators in their strategies in tapping
even the remote areas of the municipality just to buy the recyclable wastes. Junkshops efficiently perform
their role as business operators and as partner in SWM implementation. They are visible and functional in the
town center and in the urban barangays. Most of the operators have their so called ‘runners’ who are
penetrating the rural or remote areas using an improvised vehicle (in the form of pedicabs, and tricycles).

Recycling Project

LGU Anini-y has no Recycling Project as to date.

3.7 Final Disposal

The LGU has rehabilitated and closed the Municipal disposal facility located at Brgy. Poblacion with
an “Authority to Close” issued by the EMB-Region VI. Upon close of the disposal facility, the LGUestablished
residual containment area adjacent to the Municipal Central MRF located in Brgy. Poblacion for the residual
waste collected which is owned and operated by LGU-Anini-y.

As to date, there is no existing Final Disposal Site. Residual containment is presently practice.
Furthermore, the LGU purchased a lot intended for the Eco-park with (Eco-SWM Center)component to be
establishment located at SitioIgtugas, Barangay Talisayan.

3.8 Special Wastes

Based on the result of WACS conducted this June 2015, special wastes generated in the municipality
is 4,184.60 of the daily municipal waste generation of about 4.14tons/day. Currently, these wastes are
disposed together with domestic wastes considering that we still don’t have special cell for special wastes at
the controlled dumpsite.

3.8.1 Health Care Wastes

Anini-y Rural Health Centers and clinic, during the conduct of Five(5) days WACS as of 2015. It is not
included in the computation of the general waste generation of the Municipality. Pathological and health
care wastes are being managed by the Rural Health Personnel.

Toxic and Hazardous wastes

The municipality has no existing treatment and disposal practice of toxic and hazardous wastes.
There is no available data of the disposed toxic/hazardous wastes except data generated from the recently
conducted waste analysis and characterization study (WACS) which shows that more or less 3.44 kg of special
wastes identified as toxic and hazardous composed the municipal waste generated.

3.12 Revenues for previous years from SWM

3.9 Markets for Recyclables

There is no stationary junkshops in the Municipality except for those roaming coming from other
localities/municipalities. Junk buyers are identified as runners of Junkshop operators and consolidators based
in the Capital Town of the Province of Antique (San Jose de Buenavista). The LGU is aiming to have a contract
with junkshops owners so that all recyclables waste will be directly sold to them.

List of Industry:

There is no operational industry that utilized recyclable materials for production. The existing
industries in the municipality that produces compost and organic waste are the following:

3.10 Information and Education Campaign

To effectively implement SWM program, the municipality conducted massive information campaigns
to educate and inform the community of the proper solid waste management practices through conduct of
meetings and symposium, posting of billboards, tarpaulin in public places and distribution of chaplets.

Barangay, Purok-level, and Market Level Information Campaigns

Information campaigns were conducted at the barangay level, (1 urban and 22 rural) and at the 2
public markets. Lecture and forum were conducted to educate the community on their responsibility as
waste generators and as caretakers of the environment. Questions and comments or suggestions were
encouraged during the campaign to improve waste management strategies.

3.13 Key Issues

The implementation of solid waste management in the municipality is observed to be progressing.


The number of serviced areas for garbage collection has increased. A noticeable number of households
participated in the segregated collection of wastes. These observations imply that the communities are
getting aware of their responsibilities in terms of proper waste management. However, despite these
positive observations, there are issues in the community that are yet to be resolved.

The following key issues encountered in the community are:

1. open burning of wastes


2. open dumping, and improper usage of garbage bins along the roads/streets
3. improper handling of wastes at the household level
4. no existing municipal sanitary disposal facility/integrated solid waste management system
5. segregation at source is not sustained and intensified in the urban and rural barangays

These key issues can be addressed by strictly implementing the SWM ordinance with proper
coordination with in the different sectors in the municipality.

4.2 Waste Diversion

Based on the result of WACS conducted this June 2015, the quantity of waste diverted is more or less
219.76 kg which is about 91.56% from the total waste generation of 240 kg (100%) of the municipality. It is
approximately 138.82kg of compostable/organic waste which composed about 57.84% generated from the
households, institutions and the Municipal Public Market. And about 80.94 kg composed of recyclable
materials which is equivalent to 33.71 generated from households, institutions, commercial and municipal
public market. Thesevolume of diverted waste composing the compostable/organic materials is processed
into compost thru vermi composting in the Municipal Central Composting Facility and the adoption of
backyard (ground pit/natural composting) at the Household level. The recovered recyclable materials are
eventually sold to the ambulant/runners junk buyers plying in the component barangays of the municipality.

4.3 Generated Waste

Based on the WACS conducted, the quantity of waste disposed of is about 20.24 kg. equivalent to
8.43 % and about 219.76 kg. equivalent to 91.55% of the total waste generated 240.00 kg. equivalent to
100%.

parties responsible for undertaking the relevant aspects of the plan.

5.1. Local Laws and Regulations

The Municipal Ordinance No. 05, series of 1998 otherwise known as the Comprehensive Solid Waste
Management Ordinance of Anini-y is the ordinance that primarily supports the implementation of SWM in
the municipality.

5.2 Roles of the Municipal Solid Waste Management Board

The Board shall perform the duties and functions as enumerated in the Municipal Ordinance as
follows:

1. To develop a Municipal Solid Waste Management Plan. The Municipal Plan shall reflect the general
program of action of the Municipal Government in implementing Solid Waste Management Program
that would support the various initiatives of all barangays;
2. To provide the necessary logistical and operational support to all barangays;
3. Recommend measures and safeguards against pollution and for the preservation of the natural eco-
system;
4. Recommend measures to generate resources funding and implementation of projects and activities
as specified in the duly approved Solid Waste Management Plan;
5. Develop an appropriate incentive scheme as an integral component of the Municipal Solid Waste
Management Plan;
6. Oversee the implementation of the Municipal Development Plan;
7. Review every two (2) years or as the need arises the Municipal Solid Waste Management Plan for
purposes of ensuring its sustainability, viability, effectiveness and relevance in relation to local and
provincial development in the field of solid waste management;
8. Allows information and education campaign, and

The municipal diversion and disposal targets in tons/year are reflected in Table 14 &Table 15. The
diversion target was calculated based on the diversion rate of 45 in 2014. The calculation of diversion rate
per year is calculated based on 5% increase per year. The disposal target is calculated as follows:

6.3 Strategies

To reach the target diversion and disposal rates, the following are to be undertaken:

a. To institutionalize functional Municipal Solid Waste Management Board and all Barangay Solid Waste
Management Committees.

b. To establish a strong linkage with NGA’s, Provincial Government of Antique NGO’s/ PO’s and private
sectors in the implementation of Anini-y Ecological Solid Waste Management Plan.
c. To encourage support farmers and household-owners to engage on organic farming practices.
d. To encourage people’s participation in planning, monitoring and evaluation toward sustainable
implementation of the program.
e. To institutionalize proper solid waste management as a way of life of the residents of the
Municipality of Anini-y.
f. To ensure strict and proper implementation of existing Municipal Solid Waste Management
Ordinances to support the effective Solid Waste Management Program of the municipality.
g. To establish, implement, and manage a complex eco-park that hosts a sanitary landfill, and a
composting and recycling facilities.
h. To conduct continuous massive IEC in the barangays, schools and focused target groups in order to
intensify waste segregation at source.
i. To implement strict enforcement of existing ordinance in the barangays and in the Municipality and
to give incentives/awards with funds to be sourced out or in the form of projects

6.3.1 General Description of coordination with Barangays to implement Segregated Collection, MRFs and
composting Facilities

Since the schools and barangay governments are among the most important sectors in the
municipality, the implementation will be given more emphasis on these sectors. In this case, the Municipal
government of Anini-y with its MSWM Board, Chairpersons of BSWMCs and school heads will conduct a
strategic planning workshop to brainstorm and formulate strategies to implement SWM program in the
municipality. Each barangay BESWMC and each school shall make a Solid Waste Management Plan with the
assistance from the MSWMB and the staff from ENRO and DENR – EMB Region VI staff. Focal persons shall be
identified in each sector. A quarterly meeting with the Chairpersons of BESWMC’s, school heads and
MSWMB will be scheduled to get updates on the status of SWM implementation and formulate strategies to
improve the existing management practices.

Each sector will be required to put up their Material Recovery Facilities that include recovery of
recyclable and compostable wastes. Since the LGU is promoting vermicomposting, each sector will be
required to put up vermicomposting project through the assistance from the Municipal Agriculture Office.

“No segregation, No collection” policy will be strictly implemented. The barangays shall encourage
each household to only dispose residual wastes and the rest shall be recycled and composted at household
level. Each household shall be required of waste segregation, recycling and composting. Continuous IEC will
be conducted to remind the households not only on SWM but also on their environmental responsibilities as
a whole.

Schools shall also dispose only residual wastes and the rest of the wastes shall be recycled and
composted at the school level. Segregated waste bins for biodegradables and non-biodegradables shall be
posted in each classroom to regularly educate the students about the value of solid waste management. Each
teacher shall be responsible in educating the students on SWM and as their environmental responsibilities.

6.3.2 General Description of Collection

Garbage collection will still be conducted by the LGU. This will be done along the main road and in
the streets that are accessible for garbage collection. Those households that are not along the road and
streets shall dispose their well-packed wastes in the designated collection points few minutes before the
scheduled garbage collection. In rural areas, garbage collection will still be done as per request by the
barangays.

6.3.3 Overview of Plans for Disposal

The collected wastes will be brought to the proposed Municipal Ecological Park that will be managed
by the LGU. It will be established at SitioIgtugas, Talisayan. The collected wastes will be further segregated by
the recognized waste volunteers to recover other recyclable materials. Plastic bags will also be recovered,
bailed and stored for future market. Residual and special wastes will be temporarily stored in the separate
waste containers for disposal to the proposed Ecological Park.

Chapter 7. SWM SYSTEM

7.1 Source Reduction

7.1.1Source reduction programs to be implemented and implementation schedule.

1. IEC is one of the important aspects of SWM program, hence the LGU plans to improve its IEC
strategies to widen acceptance of the community on SWM program. It plans to link its IEC to all
sectors in the municipality and have them sign a memorandum of agreement (MOA) to effectively
implement the program and to secure their commitment in the implementation of SWM program in
their respective areas.

Target sectors: All stakeholders with schedule IEC and respective modules adoptable to the target
group.

2. Strict implementation of SWM and plastic reduction ordinances

SWM and Plastic Reduction Ordinances will be strictly implemented in the municipality. The MESWBM
(the Municipal Enforcement Group that enforces all ordinances in the municipality) will be utilized in the
specific areas and the Brgy. Tanods of each barangay will be tasked to enforce SWM at the Barangay level.

Target sector: All stakeholders

7.1.2. Materials to be addressed and methods to determine the categories of solid waste to be diverted.

Compostable wastes – compostable wastes shall be diverted in order not to be disposed at the
disposal site encouraging the practice of backyard composting through ground pit, vermicomposting, and
adopting different kinds of composters for compost production of individual household in the municipality.
Presently, this is in support to the current production of composts utilized by the organic farmers and cut

flower producers in the municipality. Eventually, all farmers will be adopting organic fertilizer to support to
the organic farming program.

Recyclable wastes – Doypacks and glossy papers will be sold to mobile junkshop and in nearby
municipalities.

7.1.3 Capability and economic viability of the city/municipality in implementing the program for this
component

The capability of the municipality relies on the seriousness, commitment, and the passion of the
chairman of the MSWMB, its members, TWG, and BSWMCs for the implementation of the programs and
projects of SWM of the municipality and the support and cooperation of the stakeholders with the available
budget allocation provided for the implementation of the projects.

7.1.4 Technical requirements for the ordinances and other formal actions to be taken by the city/municipality

The Board and its TWG is being guided by the MLGOO of DILG and with the technical inputs from the
EMB Region-VI, DA Region-VI TESDA and DTI for the technical process and requirement s in drafting and
approval of the SWM ordinances.

7.1.5Social impacts on stakeholders involved or affected

Reaction on the possible issues and concerns during the process of public information and public
hearing regarding the proposed SWM ordinances will be properly addressed. Suggestions will be taken and
considered to be adopted when applicable.

7.1.6 Estimated diversion resulting from source reduction.

The estimated waste diversion resulting from source reduction is about 4% generally composed of
contaminated thin plastics/film residual plastics that can be avoided thru the passing of Ordinance with the
alternative practice of utilizing “alat”–local name for “bayong” and other alternative baskets/eco bags when
marketing.

7.2 Collection

A separate collection of wastes will be strictly implemented through the “No segregation, No
collection” policy. Only non-biodegradable (classifies as residual wastes) will only be collected from all
households, institutions, and commercial establishments. On exceptional cases, the organics from public
markets and from one urban barangay will be collected by the municipality because of the lack of space for
composting. Well-packed wastes are sent out for collection along the road few minutes before the schedule
collection time. Collection of wastes is done in other 23 other barangays are on call/request for collection
once they accumulated residuals for disposal. A designated collection points are assigned in each barangay.
Households have to bring their non-biodegradable wastes that are packed properly to the designated
collection points.

Sticker system as embodied in the Municipal SWM Comprehensive Ordinance will be implemented
after proper information to the stakeholders will be satisfied thru series of barangay informationcampaign.

7.2.1 Overview

7.2.1.1 Description of the strategy for collection, based on the projected quantities of segregated bio-
degradable and recyclables, and of residual waste.

LGU-Anini-y will initiate strategies in order to come up with a systematized collection system to
include but not limited to the conduct of baseline waste collection data on current collection schedules,
routes, and fuel consumption, work out a cost effective rout and schedule for the LGU’s garbage collection.
Follow-up and monitor compliance of collection route and schedule and regular briefing of collection crew
for strict enforcement policy of “No segregation, No collection”.

7.2.1.2 Description of collection process for each type of waste

The municipality will be collecting properly bailed segregated waste with stickers identified as
residual with the scheduled time and date for the identified urban barangays served.

LGU-Anini-y has not commissioned/contracted any private collection service.

7.2.4 Storage and set-out

7.2.4.1 Types of containers to be used for each generator type and service area, and rationale for selection of
types of containers.

Household level

Each household shall practice segregation-at-source. There shall be two containers in the form of
plastics, sacks, etc. that shall be placed at the selected designated area in or outside the house for residual
wastes. Containers for recyclable and residual wastes shall be properly labeled to guide the members of the
family in practicing waste segregation. The household shall practice composting. There shall be composting
bins/pits positioned at the backyard. Preferably, composting bins should have shed to prevent entry of too
much water during rainy season into the composting bins. Compostable wastes that include food wastes,
yard wastes and in some cases farm wastes (to those having their farms) shall be directly placed into the
composting bins for composting.

Institutional level

Each public and private institution shall have two types of bins for biodegradable and non-
biodegradable wastes that shall be placed at the designated areas. Containers used for collection shall have
covers and shall be properly labeled according to waste type (biodegradable or non-biodegradable). The
institutions shall also have waste collectors that will be in-charge of the waste collection within their
respective areas. The accumulated residual wastes during a certain period of time shall be placed inside the
sacks, and placed at the designated collection points for collection by the municipal-LGU. Each institution
shall be responsible of processing their compostable wastes. They shall establish and operate composting
facility to process and produce composts. Composts produced by the institution shall be used in their
respective vegetable gardens or shall be sold in case of excess production.

Commercial establishment

The commercial establishments shall have two types of bins placed at the designated area. The bins
shall be properly labeled and shall have covers. The owner and staff of the commercial establishment shall
have the right to enforce segregated waste disposal at their level. The owner shall be responsible in the
maintenance of their surrounding areas. Compostable and residual wastes shall be placed inside the labeled
sacks for collection by the municipal-LGU garbage collection. Recyclable wastes shall be collected and sold by
the institutions to the stationery or mobile junk buyers.

Public markets

Market vendors shall have their respective garbage bins in the form of plastic bags, sacks, plastic bins,
etc. that shall be placed at their respective market stalls. Public markets in general shall also have two types
of bins positioned at the designated areas. The bins shall have covers and shall be properly labeled
“biodegradable” and “non-biodegradable”. Staff of municipal-LGU assigned in the maintenance of the
cleanliness of the public markets shall collect the wastes disposed inside the bins from the designated areas.
These wastes shall be packed inside the labeled sacks and shall be placed at the designated collection points
at the public markets. Wastes generated by each vendor shall be packed and directly placed to the

designated collection points for collection by the municipal-LGU garbage collection. There is no space for
composting facility at the public markets. Hence, compostable wastes shall be delivered to the Municipal
Ecology Center for composting. Residual wastes will be collected for final sorting and temporary disposal to
the Municipal Ecology Center of the municipality.

7.2.4.2 Set out requirements (i.e., placement, time of the day, etc.)

Residual, compostable, and recyclable wastes for disposal shall be placed at the designated collection
points few minutes before the scheduled collection time. Wastes disposed from the urban areas shall be
placed along the road or streets for collection. Collection of wastes starts from 6:00 in the morning until
afternoon. The day of collection and the service areas.

7.2.5 Segregated recyclables

7.2.5.1 Strategy for implementing segregated collection of recyclables in each barangays

Segregated recyclable wastes should be duly segregated and shall be placed in an enclosed bag prior
to their storage in the assigned receptacles within the premises of the households, establishments and other
institutions for direct sale to the ambulant junkshop buyers.

The barangay-LGUs shall strengthen their linkage and cooperation with the junkshop owners within
their respective barangays and in the municipality in general. In this manner, the junkshop owners or the
ambulant junk buyers and the barangay-LGUs will be able to develop schedule of collection or buying of
recyclable wastes in the respective barangays.

7.2.5.2 Types of materials to include types of vehicles, collection frequency, types of containers

The types of vehicles, collection frequency and types of containers used in segregated collection of
recyclables shall be the responsibility of the junkshop owners or operators.

7.2.5.3 Assistance to the municipality will provide to the Barangay

The municipal-LGU shall assist the barangay in providing trainings to the barangays interested of
venturing on alternative technologies. Appropriation of budgets for trainings shall be prepared by the
municipal-LGU to assist the barangays in funding their SWM recycling initiatives.

7.2.6. Segregated Compostable Waste

7.2.6.1 Strategy for implementing segregated collection of compostable in each of the barangays.

As mentioned in the previous section, each household and institution shall have their composting
facilities. Backyard and school-level composting facility shall be composed of compost bins or pits with shed
to control the moisture in the composting process. Compostable wastes generated at the household level
shall be directly placed into the composting bins/pits while wastes generated from the institutions shall be
directly placed first at the designated garbage bins and finally into the composting facility for processing.

Compostable wastes at the public markets and commercial establishments shall be placed in a
separate container such as sacks, plastic bags, garbage bags, etc. and shall be tightly closed. They shall be
placed at the designated collection points or along the roads for collection by the municipal-LGU garbage
collection service.

7.2.6.2 Types of materials to include types of vehicles, collection frequency, types of containers.

Compostable wastes at the public markets are collected on a daily basis while compostable wastes
from the commercial establishments are collected once per week. These wastes are placed and tightly closed
inside the sacks and plastic bags prior to collection.

7.2.6.3 Assistance to the municipality will provide to the barangay.

The municipality shall provide assistance to the barangay in the form of trainings on composting and
utilization of composts through organic farming,is one of the thrust of the municipality. The office of the
Municipal Agriculture will be responsible in performing the task.

7.2.7 Mixed Solid waste/residuals

7.2.7.1 Plan for collecting residuals

The non-biodegradable (residuals) that includes special and residual wastes shall be properly sealed,
preferably in plastic containers, while the residual waste shall be tagged with stickers to be brought from
the SWM Office of the Municipality prior to their temporary storage at the assigned receptacles and the
“drop off” centers strategically located within the commercial establishments of the LGU.

7.3 Segregation, Recycling and Composting

Segregation and recycling and composting of bio- segregated materials are the responsibility of the
barangay. The SWM plan should describe how the city/municipality will work with the barangay to
implement the programs

7.3.1 Segregation

The reorganization of functional MESWM Board and BESWMC. Continouos Information,


Education,Campaign. Adaption of Alternative Technology through the conduct of
seminars/trainings .Imposition of ordinances enacted by Sangguniang Bayan by the Task Force in

7.3.1.1 Strategy for promoting segregation in each barangay

The LGU shall impose the” No Segregation, No Collection Policy as embodied in Environmental Code, this
policy should be strictly imposed for waste segregation at source and segregated collection.

7.3.1.2 Strategies for start-up, implementation, monitoring and enforcement

The LGU through the MSWMB should create a Task Force for the implementation, monitoring and
enforcement of the plan, set guidelines and policies and through the Sangguniang Bayan, the
creation/passing of ordinances based on the mandate of RA 9003 of 2000.

7.3.2 Recycling

Individual Construction at the barangay level of Material Recovery Facilties. Allocation of 20,000
pesos out of 20% Internal Revenue Allotment. Construction of barangay MRF as embodied in the Municipal
Environment Code Series of 1998.

Collected recyclable materials will be sold to the junk runners/ambulant buyers roaming in the LGU.
The recyclable materials (sando bags, colored bottles) that has no market value will be stored for future use
or processing into products that can be locally marketed utilizing low-cost technology or for construction
materials at the ECO-SWM Center.

The strategies for start-up, implementation, monitoring and enforcement will be barangay based.
Since the component barangays of the Municipality is adopting the MRF as a system, and the recyclable
materials (sando bags, colored bottles) that has no market value will be stored for future use or processing
into products that can be locally marketed utilizing low-cost technology or for construction materials at the

ECO-SWM Center. These recovered materials will either be deposited by the barangays or to be
collected by the LGU and to be recorded for monitoring purpose. This will be enforced and monitored by the
SWM enforcers to be created and to be lead by MENRO.

7.3.3 Composting/ Management of Biodegradable Waste

The huge biodegradable heaps will be processed at the composting facility. The compost product will
be further introduced to the LGU’s vast agricultural areas as an enhancer or soil conditioner in relation to the
Organic Agricultural Programs of the Municipality.

The estimated quantity of compostable materials from the component barangays of the Municipality
based on the WACS conducted is more or less 65.42 kilograms equivalent to 52.25% from the total waste
generated from the residential houses and about kilograms of agricultural waste generally composed of rice
straws generated from the agricultural activities. Waste sample from the agricultural waste was not included
during the conduct of WACS, however, it is a good source of organic materials to be composted.

The strategies for the monitoring and enforcement will be barangay-based. Passing of the Municipal
ordinance on “NO BURNING of backyard and agricultural waste will be undertaken and to be adopted at the

barangay level. Continuing IEC information on “NO BURNING” policy will be conducted. This will be enforced

compost produced to promote the utilization of organic fertilizer and or soil conditioner out from the
processed green wastes and other biodegradable waste materials.

7.5 Alternative Technology for Residual Waste

After passing through all prescribed waste processing treatments such as composting, segregation at
source or at the MRF, etc., is 7%residual, about 3% will remain as residual waste while the 4% will have the
possibility of recovery from disposal since the contained materials in the RCA will be processed using the low-
cost technology in plastic recycled materials or to used as derived fuel.

The treatment for residual waste is to dispose it in a Common Sanitary Landfill Facility (SLF). In order
to reduce the environmental impacts related to waste disposal as far as possible, “multi-barriers” are being
established which hinder the seepage of waste pollutants thus controls negative impacts of leachate
contamination to the underground water.

This system consists of liners and barriers, which controls particularly gas emissions and leachate.

7.6 Disposal

The Province of Antique is proposing to establish a common Sanitary Landfill for the whole Province.
The capacity of the disposal facility will be based on the waste assessment of the seventeen (17)
municipalities of the Province of Antique.

7.6.2 Existing Facilities

The Municipal disposal facility located at Brgy. Poblacion was completely rehabilitated and closed
with an issued “Authority to Close” with presented elements of rehabilitation and closure sometime in year
2005. The LGU is operating residual containment area adjacent to the Central MRF.

7.6.3 New Facilities

The LGU has no new existing facilities to date but there is already a lot purchased intended for the
establishment of Complex ECO-PARK with component of an ECO-SWM Center. The LGU is planning to join in
the common for the Sanitary Landfill.

7.6.4 Categorized Disposal Facilities (Sanitary Landfill) Design

The LGU will join for a common establishment for a Categorized Disposal Facilities (SLF) together
with the municipality of Tobias Fornier and Hamtic as Hamtic as the host municipality.

LGU – Anini-y is still waiting for the finalization of the clustering scheme of the other component
municipality of the province.

Meantime, the residual waste collected from the market operation and other sources is contained at
the Central MRF while the Ecological Center is being constructed.

The LGU being a fourth class Municipality has no financial capacity to establish and operate a
categorized Sanitary Landfill Project.

7.7 Special Wastes

The proposed common SLF of the Province of Antique will have a special cell for special wastes. In
this case, the special wastes collected by the municipality of Anini-y will be temporarily stored at the

Municipal Ecology Center for a certain period and then these will be transported and will be finally disposed
to the common SLF’s special cell

7.8 Information, Education and Communication (IEC)

LGU – Anini-y IEC is manage the office of the Municipal Agriculturist through the its personnel
designated as MENRO and Ordinances related to the SWM implementation will be disseminated to all
barangays including all sectors of the community.

7.8.1 Introduction

The target participants in the conduct of IEC were the Sangguniang Barangays, households, business
establishments, institutions, religious institutions, and other areas identified during the course of

implementation. The conduct of IEC is implemented in accordance with the Implementing Rules and
Regulation (IRR) set in the R.A. 9003 and its methodology is likewise designed to advocate and reach as to
many citizens as possible and be oriented in the mechanics of ESWM.
Stressed in the campaign is the need for a serious and sincere “lifestyle change” that will ease the overhaul of
the personal and societal practices that contribute to the generation and mismanagement of waste in the
households, businesses, and institution

7.8.2 Core Messages

The project training modules were patterned after those developed by the Solid Waste Association of
the Philippines (SWAPP), adapted to the Municipality of Anini-y environs and viewed through PowerPoint
Software.
Two (2) training modules were prepared: The “Orientation Seminar on Ecological Solid Waste Management”
and the “Barangay Planning Workshop Seminar”. These modules were used to train the project staff,
barangay councils, solid waste management board and the other participants for the information, education,
and communication campaign (IEC).

Cross visits, song composition with themes on ecological solid waste management and its practices,
documentation on best practices within the local barangays, ESWM exhibits and training impact sharing and
other structured learning exercises were incorporated into the module to further enhance the trainings.

7.8.3 Approach

Fliers were developed related to Ecological Solid Management and its Principles. Composting
principles including vermi-composting and composting/. These materials were distributed to the Sangguniang
Barangay and all other sectors that underwent the ESWM trainings.Posters, billboards and murals with
similar advocacy relative to ESWM information were posted around strategic placesinthe municipality like in
LGU offices, schools, churches, commercial establishments and public markets.

8.4 Incentive Programs

Proposed incentive programs that will be implemented in the municipality is the search for School-based
SWM best practices and barangay-based SWM best practices. An award system in terms agricultural inputs
will be rewarded to farmers associations or cluster associations practicing composting. Likewise, for
households that are practicing composting or recycling, distribution of free vegetable seeds will be given to
them. A “bring-your-own” bag system will be promoted in cooperation with the commercial establishments
that will give certain discount on items bought from commercial establishments. In schools, a “Bring-your-
mug” will be promoted together with the schools in the municipality. This will help reduce the use of plastics

The Solid Waste Management Board is the policy making body which sets the overall solid waste
management program thrust geared towards the institutionalization and ensures sustainability of its
operation in accordance with the Municipality’s Ten (10) Year Solid Waste Management Plan through the
Municipal Agriculture or Municipal Environment and Natural Resources Office that handles the management
and operation of solid waste management related program of the LGU-ANINI-Y, ANTIQUE

There is no active Non-Government Organization in the Municipality of Anini-y with regards to Solid
Waste Management Program.

1. Participatory Approach

The local government recognized that success of solid waste management does not just lie on the
technical methods in disposing of waste. Thus, people’s participation was utilized wherein all sectors of the
community were targeted to become involved in waste diversion at their level. These include the
private/industrial/agricultural sector, the schools, the seventeen coastal barangays, and all households.
Citizens are further given the responsibility to manage waste in the barangay level.

2. Waste Minimization and Increased Waste Diversion

Currently, there is no data as to the waste contamination on Bio-Non Degradable since collection is not
practice except for the market.

3. Behavioral Change Approach

The Local Government of Anini-y went beyond the conventional solid waste management program of
using an efficient collection system and infrastructure. Instead, it embarked on a comprehensive education
and advocacy that sought to change people’s behavior towards responsible waste management. While
Information, Education, Campaign is enunciated in R.A. 9003, the Behavioral Change Approach is based on an
education platform that enables the target audience to learn the positive or negative consequences of their
action. It further focuses on the benefits derived from positive waste management practice thus leading to
individual and group motivation.

9.2 Legal

The LGU had passed the Municipal Solid Waste Management Ordinance (Mun. Ordinance No. 05
Series of 1998) with regards to the enforcement and implementation of the Program.

Chapter 10. SOCIAL AND ENVIRONMENTAL ASPECTS

This chapter discusses the social and environmental issues related to the development of composting
and establishment of Eco-Park.

10.1 Social Aspects

The Material recovery Facility in the municipality had been operating for 10 years already. The center
is the educational center of the municipality on solid waste management particularly on composting. The
existence of the center positively impacted the community. A number of farmers, students, teachers and
other interested sectors visited the MRF. These people showed their interest to adopt composting project in
their respective areas. The trainings and site visits offered by the Municipal Agriculture Office had increased
the awareness of the community. Hence, at present a number of farmers and households have their own
composting projects in their respective backyards. It is also observed household and farm wastes burning
nearby the municipal center and in other barangays are declining. This implies that some people gradually
became responsible on managing their

solid wastes. Farm and backyard composting are currently are used to fertilize the some of the farmers’ fields.
It also became the source of other income for other people who produce excess composts.

2. Controlled dumpsite

The operationalization of the controlled dumpsite in Poblacionhad caused anxiety to the people
surrounding the area. They are hesitant of accepting the idea of making the area as dumping site. The people
began accepting the idea when the importance of having a municipal dumpsite and the management
systems involved in the operations of the facility were explained. The activity became the alternative source
of income of people near the controlled dumpsite.

10.2 Environmental Aspects

The municipal controlled dump facility is partially closed. This is despite of the “Authority to Close”
Issued by DENR-EMB R6 last April 15 2005. The municipality has no heavy equipment to conduct the
operations to close and rehabilitate the dumpsite. It has no financial capacity to acquire heavy equipment
thus always borrows heavy equipment from the Provincial government. In this case, the closure of the
controlled dumpsite was slowly done.

At the moment, part of the controlled is still used for disposal of wastes. The dump facility will be totally
closed once the proposed Municipal Ecology center will be developed.

Chapter 11. COST ESTIMATES/FINANCIAL ASPECTS

This chapter tackles the financial plan for the implementation of solid waste management system.

11.2 Annual Costs

The annual costs for the SWM programs and activities incorporates the administrative costs
including insurance, office expense, labor cost, including fringes; operating and maintenance costs including
fuel, repair, supplies, which shall be appropriated by the local government unit.

11.3 Funding Options


It could be noted that the only source of revenue from SWM operations is from garbage fees which is
very minimal. Aside from the local funds appropriated for the SWM programs and projects, the Municipal
Government shall source out funds for its investment costs from external sources from national agencies,
foreign donors, and loans if applicable.

Presently, there is no identified option to finance recurring taxes either for intergovernmental
transfers and users charges. The only option if the taxes to be collected for the SWM services.

11.4 Cost Evaluation and Comparison

Of the solid waste management components, garbage collection system has the highest cost. The
LGU spent almost more than 0.5M per year. At the moment, the LGU spent money for collection.. The LGU
manages a composting facility. The establishment and operation Material Recovery Facility cost a lot for the
LGU. The reason for this was the investment on shredder machine, vibrating screen, space or lot, pavilion,
and labor for the daily operations of the facility.

LGU spent less on recycling. This is because the junkshops are mainly doing the job. The LGU and the
junkshop just have an agreement in terms of recycling. The municipality establishes its own MRF. It doesn’t
like the idea of competing with the junkshops operating in the municipality.

Chapter 12. PLAN IMPLEMENTATION


This chapter describes the phases, milestones, and schedule of implementation.

12.1 Phases and Responsibilities

1. Drafting and Approval of the 10-year SWM plan

The draft ten-year plan will be further discussed at the level of the SWM Board. This will approved by
the SWM Board and will be submitted also to the Municipal Sangguniang Bayan Office for approval. In this
case, a special meeting for the discussion and approval of the plan shall be scheduled by the SWM board.
After the approval of the plan at the SB level, a copy of the plan will be furnished to the Provincial ENR Office
for the consolidated Provincial 10-Year SWM plan. It will also be submitted to the DENR-EMB R6 for approval.

2. Strategic planning

A detailed strategic planning workshop will be conducted together with the different stakeholders
involved in the solid waste management implementation that compose SWM Board. This is to formulate
plans and activities to successfully implement solid waste management program for the municipality.

Schools and barangay governments shall be required to formulate and submit solid waste management
plans to the Municipal Agriculture Office or to the Solid Waste Management Focal Person. Each school and
barangay government shall have SWM focal persons to be the contact person on SWM program.

3. Designing and establishment of Municipal Ecology Center..

The design and establishment of the Municipal Ecology Center will be done by the Municipal
Engineering and Planning and Development Offices. The design will be presented to the MSWM Board and
staff of DENR-EMB Region-VI through a special meeting. For the operation, the Office of the Municipal
Agriculture is the focal agency while the MENR-Office is not yet budgeted.

4. Formulation of systematic garbage collection schedule and route

A new garbage collection schedule and route will be formulated. The schedule will be based on the
commitment of schools and barangays to join in the municipal garbage collection system. The meeting will be

participated by the municipal garbage collectors, focal persons of schools and barangays and the Municipal
focal person.

5. Follow-up IECs to Different Sectors

Follow-up IECs will be conducted in the whole municipality. IECs will be scheduled in private and
public schools in the municipality from primary schools to Secondary. Fliers of different topics and brochures
on solid waste management will be provided for distribution. Focal persons from each schools or barangays
shall be responsible in the arrangements and schedules of IEC. Continuous posting of signage, posters and
tarpaulin may do so, to remind the stakeholders of their environmental related responsibilities and activities.

6. Implementation of SWM program

The implementation of SWM program will be done after the IECs and establishment of Municipal
Ecology Center. The enforcement of SWM program will be assigned to the MSWMB and MENRO designate
from OMA. The supervision and management of the garbage collection system, the operation of the
Municipal Ecology Center and disposal of special and residual wastes will done the LGU. Waste segregation
will be done by the respective sectors in the municipality.

7. Implementation of Award and Incentive systems

To encourage the community to participate in SWM and to give credit to those people who are
religiously participating in SWM, award and incentive systems will be promoted in the municipality. The
strategies to implement these systems will be formulated by the MESWM Board at the Municipal Level and
school SWM committees and BSWM committees at school and barangay levels

12.2 Milestones

Table 23 shows the milestones in the institutional aspects of the plan while the milestones in the
implementation of SWM system is reflected in Table 24.
