Debating Democratic Devolution

Topic to debate on University Level

Natural Resources:

1. What part could be played by the center in coordinating the efforts from all the provinces to share
natural resources and get a reasonable compensation?
2. How to increase the understanding of the complex relationship between natural resources and conflict
and the challenges to addressing them?
3. What should be the strategies for conflict prevention, management, and resolution of issues related to
natural resources?

What you need to do:


Natural and energy resources have critically been debated in the federal systems around the world. Pakistan is
one of those countries where such topics remained serious point of disagreement. This has led to hindrances in
having a more streamlined coordination on economic growth. Moreover, the idea of decentralization of natural
resource management refers that local and community-level institutions have become assertive in managing
the local resources. The approach of decentralization has significant implications for resource tenure. Besides
these implications, changes in resource tenure affect the entire social fabric of communities. Also, in Pakistan,
climate change and water governance are going to impact the availability of water resources in the coming years.
Scarcity and monopolies over water resources are both potential flashpoints for conflict, and policies need to be
enacted to prevent climate- and resource-related issue.

You need to come up with a policy through which the center could play a more active role in collaboration of
the efforts of each province with other to harmonize the process of resource sharing. Also, come up with policies
which could be implemented at provincial level by each province to promote better understanding of each other
and to compensate fairly those provinces which are rich in energy resources in return of their supply and to
prevent climate crisis in Pakistan.
