Seismic Design:
As per Appendix E 3.1 of API 650 (1998) 10th Edition,the overturning moment
due to seismic forces applied to the bottom of shell.

M = Overturning Moment applied to the bottom of the tank shell, N-m
Z = Seismic zone factor(horizontal seismic acceleration) = 0.2(As per IS 1893).
I = Importance factor.
