EXECUTIVE SUMMARY
Produced water from Ohaji South Early Production Facility (EPF) is currently being handled
in a third-party facility, Waltersmith Flowstation. Separated produced water from the
separators is manifolded and transferred to the Waltersmith Flowstation for treatment and
re-injection. In order to minimize the oil-in-water content of the produced water transferred
for handling and also dehydrate the export crude oil to pipeline specification, a Heater
Treater is planned for installation in the EPF.
Based on the outcome of the Concept evaluation studies and the review with partners, a
base concept has been adopted for further engineering definition through FEED prior to
EPIC awards.
1.1 Introduction
Ohaji South Field is located in OML53. OML 53 covers an area of approximately 1556 km2
and is located onshore in the north-eastern Niger Delta (Imo State) approximately 60 km
North of Port Harcourt. The Ohaji South shallow oil reservoirs lie in the west-central area of
the block, just north of the Assa North-Ohaji South (ANOH) gas field.
The field development plan (FDP) has been phased into three i.e., Phase 1, Phase 2 and
Phase 3 with the number of producer wells or gross production increasing in that order.
The surface facilities development plan for the field has been phased accordingly to align
with the FDP. Phase 1 development entails the use of a third-party facility (EPF) at
Waltersmith’s Ibigwe Flowstation, for crude oil evacuation and disposal of associated gas.
Production is processed at the EPF and sent to nearby Waltersmith Flow Station. The
combined crude oil from the EPF & Waltersmith Flow Station is evacuated via Trans Niger
Pipeline to Bonny Terminal for export. The Associated Gas is currently being flared
however, FEED is currently ongoing to achieve flare-out.
Seplat seeks to engage a competent Engineering Contractor to carry out the Front-
End Engineering Design for the required Heater Treater and associated Balance of
Plant as detailed in this document.
The aim of the design is to provide sufficient data and documents to facilitate the
procurement of identified Long Lead Items (LLIs) and other materials required for the
successful installation and commissioning of the Heater Treater and other support
facilities.
The engineering design contractor shall be required to liaise with Major Equipment
OEMs for seamless integration and alignment with the Balance of Plant.
The overall FEED scope of work includes but not limited to the following:
The scope of work to be executed by the Engineering Design Contractor shall include
all but not limited to the Front End and Detailed Engineering Design for the following:
The project is required to install a Heater Treater to achieve effective crude oil and PW
separation within the Ohaji South EPF / Flowstation.
Production liquids from HP separator at 3.5 barg and LP separator at 1.5 barg shall be
directed to the Heater Treater. Treated Oil from the Heater Treater shall be directed to
the existing Surge Vessel for export via Waltersmith Flowstation. PW from the Heater
Treater shall be transferred to Waltersmith for handling.
The Heater Treater (HT) shall be sized for 25 kbpd and as a modularised unit with
flexibility/connections for future expansion. At the HT inlet manifold located within the
EPF, a singe feed stream shall be routed to the inlet of the HT equipment. Based on

the distance between the production separators and the HT, the suction pressure of
the HT shall be established.
The gross liquids flows into the HT equipment and separation to Oil-in-Water (OIW)
quality of less than 500 ppm for the Produced Water. The Treated Oil is expected to
have a BSW specification of 0.5%. The product streams, dry crude and PW are
metered to WS production facility.
Any associated off gas is sent to the Vapour Recover Units (VRUs) for onward
compression into the Ohaji AG Compression system.
The new facilities layout will be developed based on the following consideration:
● Minimum separation distances for process modules and facilities will utilize
IP Code part 15 on the segregation of Hazardous and Non-Hazardous area,
as well as equipment spacing requirements for fire consequences as
specified in GAPS 2.5.2 and the CCPS spacing tables
The plant layouts will have provisions for incremental modular installations which are
required to cater for future production forecast and sensitivities. The new HT
equipment will be located adjacent to the existing Ohaji South EPF Production
separators.
Figure 2.2 below shows the Ohaji South EPF Plot Plan with the allocated space for the
AG Compression and Vapour Recovery Unit.

The Front-End Engineering Design (FEED) is required to establish the Design Basis
and Technical Specifications for the Ohaji South EPF Heater Treater Installation
Project and EPIC Scope of work.
As a minimum, the FEED scope shall cover the BoP (Balance of Plant) and integration
of the Heater Treater Equipment. The engineering design activities includes but not
limited to engineering design of the interconnecting piping, pipeline system,
instrumentation, and control system, safeguarding system, integration with existing
control / safeguarding system, power supply to new equipment and other related
facilities.
To minimize scope change and associated project cost escalations, FEED is required
to define the project scope to required details sufficient to form basis for EPIC
tendering.

4. Specify Earthing and Lightning protection system as per API 2003, IEC
60364, BS EN/IEC 62305.
5. Design and specify all Field instrumentation and control system for both the
Heater Treater package and Balance of Plant.
6. Issue of all drawings and documents to client, allowing 5 days for client
review.
To gain time, details from FEED shall be used to procure critical and Long Lead
Items, which shall be free issued to the EPIC Vendor. The critical and Long Lead
Items shall include but not limited to Heater Treater Equipment, Pumps, valves, and
any other item as generated by the FEED.
As a minimum, the Engineering Contractor shall prepare and submit the following
deliverables covering the Scope of work for SEPLAT review and acceptance.
● Process Description
● Equipment List
● Adequacy Checks on Separators Oil outlet lines and LCV to ensure they
can flow gross liquids
Piping shall be routed so that the optimum piping layout is achieved in terms of
process requirements, ergonomics, commissioning, operation, inspection, and
maintenance. Having considered these factors, the number of flanges, fittings, valves,
and welds shall be minimised.
The Contractor shall perform design reviews and 3D CAD models in stages to check
that the arrangements meet the TA requirements.
These reviews shall be undertaken in accordance with latest ASME B31.3. Proposed
computer piping 3D CAD models shall be accepted by the TA before proceeding for
detail engineering design of piping systems
The Piping FEED deliverables shall include but not limited to below listed items

The instrumentation system for the existing Ohaji EPF facility is pneumatic, hence no
ICSS is currently existing. Not-withstanding, the instrumentation to be employed for
this project shall be 4-20mA electronics based. This shall imply that the heater treater
package shall be equipped with a PLC-based Local Control Panel which shall cater
for the instrumentation within the package. Where the design results in new
instrumentation in the balance of plant outside the package, then the PLC-based
Local Control Panel shall be designed to cater for such instrumentation and controls

be discontinued hence part of the FEED design is to review and design for a power
extension to accommodate any demand from this Heater Treater Installation Project
which must satisfy power provision in an n+1 sparing philosophy.
UPS power in the facility runs on 230V AC, as such any other UPS requirement at
variance to the stated voltage shall be derived by provision of necessary converters
at the consumer.
Additional lighting and small power shall be provided for the new equipment & shelter
and shall be designed and implemented in line with existing system. All lighting
fixtures to be utilized in the facility shall be of LED type with the appropriate IP rating
and Atex classification.
Earthing and lightning protection system shall be in accordance with the Seplat
Earthing and Lightning Protection system guideline and shall ensure full integration
with the existing plant earthing system.
All existing base drawings shall be updated to reflect the new design which must be
in compliance with the relevant national and international codes & standards as well
as Seplat standard. Where base drawings do not exist, contractor shall generate new
drawings from sketches obtained during site visits.

The Contractor shall develop and implement effective procedures for planning,
managing, and reporting its activities in order to ensure project is completed on
schedule and in accordance with agreed specifications.
The Contractor shall submit a Project Execution Plan (PEP) to SEPLAT along with
CTR. The PEP shall state details of the methods, practices, resources and sequence
of activities that the Contractor proposes to adopt for the execution of the work. The
PEP shall be specific to the entire scope of work.

5.3 Meetings
• Constructability Review
CONTRACTOR shall organise and scribe all the above meetings. CONTRACTOR
shall host the Weekly progress meetings at his facility and COMPANY shall host the
Kick-off meeting and formal design reviews at his facility, unless otherwise agreed by
both parties. CONTRACTOR shall issue Minutes of Meetings within 48 hours of each.
SEPLAT and the Engineering Contractor will establish a Project Calendar, details of
which will be based on the CTR submitted by the latter. Key dates and agreed
milestones will be aligned on the calendar.
The FEED is expected to be completed not later than Twenty (20) weeks from
Contract award.
The Engineering Contractor shall prepare and submit to SEPLAT the following
reports:
• Weekly Deliverables Report
• Monthly Report
• Closed Out Repot
CONTRACTOR shall monitor progress of the work against agreed schedules with
progress based upon aggregation of weighted Drawings and Documents of the
Master Deliverable Register (MDR).
For Lump Sum work portions, CONTRACTOR shall use and report earned Milestones
and Mini-Milestones calculated from the MDR summation of the COMPANY approved
Deliverables, submitted within the period and forming basis for progress calculation
populating S curves.
The Weekly Report shall be concise and contain a narrative section covering
achievements, problem areas, and HOLD areas, with particular reference to
information required from SEPLAT. The report shall also contain planned and actual
percentage progress figures for the work.
The report shall also address all documents submitted to SEPLAT for information,
review and approval as derived from the Master Deliverables Register.
SEPLAT has constituted a team comprising the PMT and Engineering Discipline
Leads to support the delivery of the project. The Engineering Contractor shall provide
office accommodation and services for the team wherever the engineering design is
being carried out. The Contractor shall provide necessary working tools and resources
including personal computer laptop of adequate capacity for three (3) Project Support
Team members.
The Engineering contractor shall list all the computer programs and software to be
deployed for the execution of the work for SEPLAT approval.
All documents developed during the Project shall be submitted for CLIENT’s review.
The review timeline shall be three (3) working days.
When the Engineering Contractor asks SEPLAT for clarification, the contractor shall
use Query System to formalize the question and the response. The Contractor shall
develop ETQ Form for SEPLAT approval at the commencement of the project.
The form shall contain details of possible responses and their justification for SEPLAT
consideration. The Contractor shall maintain a register of the Query sheets and their
status which shall form part of the monthly report content.
5.14 Training:
The Engineering Design Contractor shall be required to organise training for a Liquid
Treatment Facility Systems Design and Operations before the completion and hand
over of the FEED Package. The training shall be for a total number of Fifteen (15)
personnel of Seplat and JV partners. Location of the Training shall be in either USA or
Dubai. The training is required as part of competency development in Liquid
Treatment Facility Systems and knowledge sharing.
6.1 General
The design of the facilities shall be performed in compliance with the latest edition of
the underlisted Codes, Practices, Standards and Project Specifications.
