ABSTRACT

The previous study shows that low-lying areas around Metropolitan Manila

suffered damages and increasing risks of being in danger due to typhoons. The

structure allows the response unit to view the digital maps around through a

Geographic Information System (GSIS) that lets the response unit marks its

action. The researchers used the real-time emergency location system that is

barangay-based for structured and precise performance in rescue-based

operations. As the locator marker, it has all the data information of the resident,

as well as the medical condition (if any) and the emergency details, if it is

fortuitous events and human-induced hazards. It also includes a message for the

administrator. The resident will receive a message from the administrator and it

depends on the emergency.

The system runs first on the residents that will let them report manually or

on a real-time basis for a smooth and orderly manner when an emergency

transpires. Next is for the administrator that will fetch the emergency reports,

monitor, and notifies the residents. Lastly, the response team will know the

location and the emergency details and information of the residents and as well

as the medical condition (if any).

CHAPTER I

THE PROBLEM AND ITS SETTING

Introduction

Emergency cell broadcast system was implemented in compliance with

the Republic Act 10639, also known as the Free Mobile Disaster Alerts Act. This

act commands telecommunications service providers to send free mobile alerts

in an event such as natural and man-made disasters or calamities. The Mobile

Emergency system began and was held in Metro Manila in 2013. In connection

with the Emergency broadcast system, the Philippines which has the most

common natural hazard zone that Filipinos encounter is typhoons.

According to NASA’s earth observatory, the country experiences 20

storms and typhoons per year. These typhoons brought excessive monsoon

rains and submerged large areas of Metro Manila. Many waterways and drains

are clogged with wastes that do not allow water to freely flow to outlets and

pumping stations.

Flood is the most frequent and damaging hazard worldwide (Esteves,

2013). Flooding is also a common experience in monsoonal regions in Southeast

Asia, particularly in the Philippines. Urban flooding causes shifting impacts to

people severities that can be unpreventable.

When hit by typhoons flood-prone barangay’s in Metro Manila takes the

most damage and casualty. On November 11, 2020, the Vamco is also known

as Ulysses was recorded as one of the most recent typhoons in the country that

causes the whole Metropolitan to shut down, with its packed winds up to 155

kilometers (96 miles) per hour this extensive landfall covers the largest island

Luzon overnight.

Th recurring experience of flooding in Barangay Tumana in Marikina City

has been a dilemma. The inundation high risk both for the person to be rescued

and the rescuers. Hence, early preparations planned do not fit the situation

because of the complications arising while actual circumstances change. The

responsive action will be served immediately if location and people can be

validated through the Geographical Information System (GIS) using Google

Maps to locate the location of the resident who needs to be rescued. The time

saved can save more lives and resources.

The Barangay Based Real-Time Emergency Location System runs

through a web-based application for the administrator of Barangay Tumana that

allows them to manage and control the emergency by its functionalities such as

live map alert (for real-time monitoring), in-app feedback (for response), and

casualty range for flood scenarios. The system’s administrator application, an

android application will be available for the residents that encompass modules

such as personal information and in case of emergency (ICE) information,

emergency contact information, notifications, and an emergency button. These

modules will help in processing accurate information, fast and simplified real-time

location so that the barangay rescue operators will be able to execute

performance smoothly and precisely. The response team will be using a QR code

which allows them to see the reported reports within the barangay that are sorted

according to their department, it also includes triage of urgent, priority, and

emergency.

Theoretical Framework

The researchers utilized the Input Process Output (IPO Model) of

evaluation based on the General Systems Theory and were proposed in 1936

by the biologist, Ludwig von Bertalanffy, and further developed by Ross Ashby.

The IPO model is a series of processing information or data that flow

through a series of activities that are connected by inputs and outputs. What

goes in is the input, what causes the change is the process and what comes

out is the output. The IPO model is relevant to this study considering that it will

provide the general structure of this research.

Statement of the Problem

The study aims to develop, deploy and evaluate the Barangay Real-Time

Emergency Location System using an android application, and real-time basis

database that seeks to answer particular questions.

based on the following terms;

Scope and Limitations

The proposed Barangay Based Real-Time Emergency Location System

will take effect in a certain barangay and will be implemented for:

The system will be applied to the Local Government Unit (LGU) in which

the administrator can oversee the web application dashboard that manages

specific functions like the live map alert, in-app feedback for the response, and

casualty range for flood scenarios for monitoring and control. The application for

the resident contains the in case of emergency (ICE) information, profile

information, notifications and location information, emergency contacts, and a

manual emergency button for flood, fire, medical, and other common

emergencies. Reported reports will be forwarded to the response team and it is

already sorted according to their different department of the barangay through

the use of QR code, also includes if the reports are: urgent, priority, and

emergency.

While the system offers additional features and functions some limitations

come within such as user preference and device requirements for the user

application. For instance, the device needs to have at least a minimum version

of Android 7 or up, Has Google Play Services, at least 1GB RAM, and mobile

data/Wi-Fi for registration. It also subjects to risk management protocols and

policy implementation, if it is beyond the system which requires decision making

and implementation of policy it is already within the control of the authorities.

Significance of the Study


This study will be beneficial to the following:

The Community:

This incorporates the people within the Barangay Tumana, Marikina

City. An improvement to the rescue base operation response of the local

barangay units that will guide its community to safety. The system will be able to

support response units and could be a means to survive in a sudden

predicament.

The LGU’s/Government (Barangay):

The proposed system presents new ways and improvements in aiding

rescue operators, responsive emergency actions in public services. In cases

such as calamity, the system will let LGU’s know people’s exact real-time

location. The responding party can determine the correct action and use

resources to find the persons to be rescued. While the People can depend on

the reliability of the system and bring convenience and assurance during the

critical situations attending the risky situations.

The Lay Responders/Lay Rescuers:

Someone who is not professionally trained to render a higher level of

medical care. With the help of ICE that is built in the application lay responders

can comprehend what is the initial condition the person has and can properly

provide proper relief to the person in need of rescue. They can contribute until

medical assistance arrives.

The Researchers:

This study will provide the researchers additional understanding and a

chance to further enhance their skills in the development and system analysis.

The Future Researchers:

This study would be able to help future researchers in gaining proper

understanding and will serve as a guide for better analysis reference and studies.

Definition of Terms

The following terms are defined operationally and conceptually for the

readers to understand this research.

Algorithm. Is a process or set of rules to be followed in calculations or other

problem-solving operations, especially by a computer.

Android Studio. is software that is used to develop applications that will run on

the Android platform.

API (Application Programming Interface). The API provides user responses

to the system and sends the system responses to the user. It is a set of functions

that allow applications to access data and interact with external software

components, operating systems, or microservices.

Application. Is a computer program designed to help people perform an activity.

Firebase. Is a platform created by Google that is used for developing

applications. It is used to design or develop web, iOS, and Android applications.

Fortuitous Events. An event of natural or human origin that could not have been

reasonably foreseen or expected and is out of the control of the persons

concerned.

GPS (Global Positioning System). Is a U.S-owned utility that provides users

with positioning, navigation, and timing (PNT) services.

Human-induced Hazards. Are events that are caused by humans and occur in

or close to human settlements. These can result in huge losses of life and

property as well as damage to people’s mental, physical and social well-being.

ISP (Internet Service Provider). Is a company that provides individuals and

other companies access to the Internet and other related services such as

Website building.

Mobile-based apps. Designed to run on smartphones and tablet computers,

apps provide users with rich mobile content by deploying the handset’s multiple

native capabilities.

SMS (short message service). Is a text messaging service component of most

telephone, Internet, and mobile device system. It uses standardized

communication that lets mobile devices exchange short text messages.

CHAPTER II

REVIEW OF RELATED LITERATURE AND STUDIES

The researcher conducted a review of related literature and studies which

includes the ideas, finished thesis, generalizations or conclusions,

methodologies, and others. The most relevant materials to the current study were

selected and presented in this chapter.

Effectiveness of the Barangay Disaster Risk Reduction and Management

Committees (BDRRMCs) in Flood-Prone Barangays in Cabanatuan City,

Philippines

This paper measured the organizational effectiveness of the Barangay

Disaster Risk Reduction and Management Committees (BDRRMCs). It focused

on the flood-prone barangays of Cabanatuan City, Philippines. The study used

the Goal Model of Organization theory to measure the effectiveness of

BDRRMCs. The effectiveness of BDRRMCs was measured against the goals

and objectives of Republic Act 10121 also known as the Philippines Disaster Risk

Reduction and Management (DRRM) Act. The study used as a research tool the

Checklist of Disaster Preparedness divided into four thematic areas. The

resulting scores were described by the use of the Disaster Preparedness

Effectiveness Index. The study showed the need for periodic evaluation of the

effectiveness of Barangay Disaster Risk Reduction and Management

Committees (BDRRMCs) and to set the standard of performance not only for

policy evaluation. (Olive Chester Cuya-Antonio, 2017)

Cooperative to the Disaster Preparedness Using Web Application System

The Barangay Disaster Preparedness Monitoring Web Application

System is a web application system that will be used by the Department of Interior

and Local Government in the Philippines. It is used to standardize data collection

of barangay disaster preparedness information at the barangay level, provide a

more efficient reporting system for the DILG Field Officers from the cities and

municipalities and have a monitoring tool and automatic consolidation of data at

the national level. The system uses an open-source Relational Management

System (RDBMS) and adapts the Philippine Standard Geographic Code data at

the national level. This system will provide the DILG management a real-time

scenario on barangay preparedness through data visualization. (Yvette M.

Garcia, 2016)

Smart Maps Helps saves essential time and location reliabilty

Located in the Ring of Fire-a region of the Pacific Ocean prone to

earthquakes and volcanic eruptions-and facing year-round typhoons, the

Philippines routinely endures fortuitous events.

When a storm, landslide, fire, or flooding hits, the Philippine Red Cross

Operations Center mobilizes staff and volunteers to examine a digital map of the

area, then determines how best to respond. During a disaster, the more than

600,00 volunteers of the Philippine Red Cross work to collect on-the-ground data.

They feed that information into the organization’s geographic information system

(GSIS), the technology that enables map-making and provides a real-time

common operating picture.

The GIS-based map-developed in partnership with the Norwegian Red

Cross and DNV GL-enables staff to determine the number of residents impacted

by the event along with available resources such as evacuation centers,

emergency vehicles, and drinking inventory. The system even contains

information about residential construction materials, which can help first

responders assess the damage. (Miller, 2019)

Pinoy app for disasters nominated for int’l award

A Filipino-made app that turns mobile phones into safety tools during

disasters has been nominated as the world’s Best Mobile Innovation Supporting

Emergency or Humanitarian Situations. The Batingaw app is developed by Smart

Communications, Cebu-based startup Tudlo Innovations Solutions, and the

Office of Civil Defense-National Disaster Risk Reduction and Management

Council (OCD-NDRRMC).

The mobile application provides government agencies, organizations, and

individuals with immediate access to disaster warnings, advisories, location data,

and individual mappings. It features step-by-step instructions that can guide

users to safety during disasters, it can also enable users to contribute information

to emergency agencies more easily and quickly. Those with an internet

connection can receive tweets and reports from government and disaster-related

agencies through the app. It also has a reporting tool that enables users to send

messages and photographs like what we do on social networking sites. The post

is immediately geo-tagged and added as pins on the Philippine map so that users

concerned about certain locations could tap the pins for themselves.

The app has a radio that users can listen to for news updates; survival tools

such as a siren, flashlight, compass, and an “I am Safe” button that will enable

users to inform family and friends of their location and situation. The app uses

the phone’s Global Positioning System (GPS) to pinpoint the location s users and

help rescuers track precisely where assistance is needed. It is also downloaded

for free on iOS and Android devices. (Communication, Pinoy app for disasters

SpotMe Emergency Location Service

The disaster relied on the application that allows people who are helpless

due to a fortuitous event to find a way out and get help. The purpose is to explain

how the application works. Dialing 911 is usually seen as the only option, but with

a tremendous number of inquiries following a disaster, help may take hours if not

days to arrive. Good samaritans are also left out of the loop when using 911.

Apps exist that allow users to report emergencies without the need to dial 911,

but their user interface is often complicated and requires many steps to use the

app.

The study is an eye-opening experience that allows to development of a

product that can be implemented in a real-world environment and provide a large

number of people with help. Victims who are stranded after a fortuitous event are

very vulnerable. Some victims may require a quicker rescue. Floods can quickly

render families or individuals helpless, developing a system that can share their

location with as many as possible. (Arya Faili, 2018)

Smart mobile-based emergency management and notification system

The mobile government proposes a crisis management system for real-

time emergency notification of users using mobile applications and

smartwatches. Using a client-server architecture for governmental agencies to

easily and efficiently notify the users within the range of danger in the disaster

through SMS or push notifications. The system is designed for instant emergency

aid assistance in case of a medical personal difficulty through the use of the

developed dedicated bilingual multi-platform mobile application. (Mohammed

Ghazal, 2016)

Safety and Emergency Apps: for work and at home

Smart device apps are becoming a useful tool for our safety. There are

several emergency apps available for smartphones and wearable devices that

can be activated in life-threatening situations. Safety apps have been designed

for all kinds of emergencies. There are many free apps available to assist first

responders in a sudden medical emergency. Emergency communication apps

have been developed for the aftermath of disaster events and personal safety

apps have been created.

Emergency+ is a free national app available for both android and iOS

users which provides you with all the emergency services that you may need. It

is designed to help people call the right number at the right time, anywhere in

Australia. The ICE Medical Standard is an application available to iOS, while ICE

– In Case of Emergency, the app is downloadable on Android devices. Both

applications are free for users and designed to provide vital information to first

responders and hospital staff in emergencies. They are set up to retain important

medical data which can be accessed even when the phone is locked. (Diopenes,

2020)

Medical ID and emergency apps: A useful tool in emergency situations or

a waste of time?

To provide safe care to a patient in an emergency, it is useful to know

something about the previous medical conditions, and medication of the patient.

This study aims to find out whether the owners of smartphones are using the

apps and whether medical professionals are trying to access this information.

The survey that has been gathered concludes that the emergency apps are still

unknown to many patients and emergency physicians, due to the low distribution

it does not seem to be recommendable to search the smartphone for the apps in

time-critical situations. (Kaczmarek C., 2020)

PH launches online COVID-19 tracking, emergency response system

A website application was launched for more real-time tracking of

suspected and confirmed COVID-19 cases in the Philippines. Those with Internet

access can create an account on “StaySafe.ph” to help the national and local

government units keep track of the health status of the public. During the online

registration process, users will be asked if they are feeling any of the COVID-19

symptoms. After filling up, the Staysafe.ph platform will generate a result

depending on the number of symptoms he or she is experiencing.

The data will be sent to a “heat map” in the platform’s admin dashboard

which will show the areas and the number of people exhibiting COVID-19

symptoms. It was designed to help medical front liners, local government units,

private companies, as well as the national government. The government’s

National Task Force Against COVID-19 partnered with software solutions

company MultiSys to create the online tracker. (Staff, 2020)

A review and assessment framework for mobile-based emergency

intervention apps

The study focuses on the result of the mHealth Emergency Strategy Index

such as on usability, safety, and privacy which are the aspects of the

characteristics of the apps. Studies that map the various emergency intervention

strategies and suggest assessment indicators evaluate their role. Surveyed

range the mHealth apps for emergency response with the related assessment

and presented an index for mobile-based medical emergency intervention apps

that can address future assessment needs of mHealth apps. (Michal Gaziel

Yablowitz, 2018)

Synthesis of the Reviewed Literature and Studies

This proposed system is about the development of the Barangay Based

Real-Time Emergency Location System. The pertinent information for this study

was gathered from various sources. The related literature and studies presented

have helped the proponent in the conceptualization of the system and provide

wider insights into the similarities of existing systems.

According to James (2019), the geographic information system (GSIS),

enables the staff to determine the number of residents impacted by the event

along with the available sources. It also contains information about residential

construction materials, which can help first responders assess damages.

The study of Olive, and Harron (2017), the study measured the

organizational effectiveness of the Barangay Disaster Risk Reduction and

Management Committees (BDRRMCs) and it is focused on the flood-prone

barangays of Cabanatuan City. The study used Goal Model of Organizational

theory to measure the effectiveness of BDRRMCs. The study showed the need

for periodic evaluation of the effectiveness of BDRRMCs and to set the standard

of performance not only for policy evaluation.

According to Mohammed, Samr, Marah, Nada, and Yasmina (2016), the

system is used a client-server architecture of governmental agencies to easily

and efficiently notify the users within the range of danger in the disaster through

SMS or push notifications. It is designed for instant emergency aids assistance.

In conclusion, some applications help first responders to assess the

damages and help residents in a particular area. Some of the study’s that focuses

on the flood-prone of the barangay, the study showed that it is still needed to

evaluate the effectiveness of the said study. The Barangay Based Real-Time

Emergency Location System aims to help the residents of Barangay Tumana and

its LGU’s when responding when a fortuitous events happens such as floods,

earthquakes, and human-induced hazards. It aims for a better quick response

and medical assistance to the community of Barangay Tumana.

CHAPTER III

METHODOLOGY

This chapter describes and discusses how the researchers will gather the

necessary data and information that will be used in the entire study. The survey

questionnaire research method has been chosen to gather data.

This also shows the procedure of data collection and instruments used

these chapters also discuss the research design, data gathering procedure,

ethical considerations, data case analysis, and the proposed system

architecture.

Research Design

The researchers implemented quantitative type research using the

descriptive method of research, and a survey as an instrument. According to

Calderon (2012), descriptive research is about obtaining facts about existing

conditions in a phenomenon and describes and interprets revealing conditions or

relationships that exist or do not exist, practices that prevail or do not, beliefs or

points of view, or attitudes that are held or not, processing that is going on or

otherwise effects that are being felt, or trends that are developing.

The survey will be involved a set of the questionnaire being given to the

respondents to obtain a data. The most important part is the purpose of the

questions was design to analyze the data and to identify. The total design of the

questionnaire used only a 6-point Likert Scale.

Sources of Data

The primary source of data was gathered through a form of survey

questionnaires that were given to the residence of the affected area, which is the

fastest way of gathering relevant data for the study. It was selected based on

how the proposed system response takes action in times of a Fortuitous Events.

A survey questionnaire should be given for them to answer several questions or

statements related to the system and their own opinions. The secondary source

of data was gathered through related literature and studies, and supporting

articles.

Research Instrument

To obtain the desired data, the researchers of this study used survey

questionnaires as the major instrument, which utilized a researcher-made

questionnaire. The respondents of the study are located at Barangay Tumana,

Marikina City.

In the questionnaire, the Likert six-point scale will be used and it is

composed of 5- Strongly Agree; 4- Agree; 3- Neutral; 2- Disagree; 1- Strongly

Disagree; 0- Not at All. The researcher adopted an ISO 9126 (International

Organization for Standardization) questionnaire to determine the level of

acceptance by the respondents on the development of a Barangay Based Real-

Time Emergency Location System. The criteria of acceptance are limited to

functionality, reliability, and efficiency.

Likert scale was the selected questionnaire type as this enabled the

participants to answer the survey easily. It also allows the researchers to carry

out the quantitative approach effectively with the use of statistics for data

interpretation.

Data Generation Procedure

The researchers conducted a survey primarily for the affected by the

floods during a typhoon. The researchers created an online survey questionnaire

through Google Forms to the residents who were affected, and it is in a form of

an online filling, considering the current state of the country that was heavily

affected by the global pandemic when this research was conducted. The

respondents need to download the application to be able to answer the questions

or statements based on their own opinions after using the application. Likert

Scale will be used to a range of possible responses to specific questions or

statements.

The researchers will have tabulated and tallied the results according to

the frequency of the items that the respondents answered. And lastly, after the

tabulation and tally of the data, the results were interpreted using various

statistical tools.

Ethical Consideration

The researchers followed the following principles in conducting this

research:

a. The researchers will ask for the respondent’s consent to answer the

survey. If the respondents don’t want to, the researcher will not force them

to answer.

b. The researcher complied with the Republic Act No. 10175 or “Cybercrime

Prevention Act of 2012”. The researchers make sure that cybercrime or

any illegal activities that have been carried out using technology will not

be tolerated.

c. The researchers complied with the Republic Act No. 8293, Copyright Law.

d. The researchers complied with the Republic Act No. 8484, Access

Devices Law.

Data Case Analysis

According to Bodgan (2009), data analysis is the process of systematically

searching and arranging the interview transcripts, interviews, records, and other

materials that the researcher accumulates to increase understanding and to

enable the researcher to present what the researcher has discovered to others.

The participants in this proposed system target the people who live in

Barangay Tumana, Marikina City as it is the chosen area of the researchers to

conduct the survey. The survey questionnaire was conducted through Google

Forms as this research is being conducted in times of the global pandemic. Likert

scale is being used for the questionnaire, it is the unidimensional scale that the

researchers used to collect respondent's attitudes and opinions, below are the

First, researchers prepared the data into numerical information or to

quantify the data. Second, the researchers used data tabulation to organize the

tabulation of the number, and a statistical treatment of data.

Frequency and Percentage – The frequency and percentage were used

to categorize the respondents. The researchers used the formule below to

Summary of Findings

1. Demographic Profile of the Respondents

1.1 76.19% of the respondents with a frequency of sixteen (16) are the

majority of the respondents range from 15 to 24 years old. While 23.80%

of the respondents with a frequency of five (5) range from 25 to 54 years

old.

1.2 52.4% of the respondents with a frequency of eleven (11) are the

majority of the respondents are Female while 47.6% of the respondents

with a frequency of ten (10) are Male.

2. The Barangay Based Real-Time Emergency Location System

receives positive results from the respondents of the Barangay

Tumana. The proposed system is a design based on the following terms:

2.1 Offline Mode. From Reliability category of ISO 9126 Software Quality

Standards with a weighted mean of 4.0 which falls under Agree (A).

2.2 In Case of Emergency (ICE). From Functionality category of ISO

9126 Software Quality Standards with a weighted mean of 4.0 which

falls under Agree (A).

2.3 Emergency Contact In-App Notification. From Efficiency category

of ISO 9126 Software Quality Standards with a weighted mean of 3.8

which falls under Agree (A).

2.4 Covid Vaccination Information. From Reliability category of ISO

9126 Software Quality Standards with a weighted mean of 3.9 which

falls under Agree (A).

3. Respondent’s level of acceptance towards the proposed system.

3.1 Based on the result of the survey questionnaire in the respondents of

Barangay Tumana. Most of the respondents are agree in terms of

Functionality, Reliability, and Efficiency of the proposed system of

Barangay Based Real-Time Emergency Location System.

4. The evaluation and implementation of Barangay Based Real-Time

Emergency Location System. The weighted mean for the Efficiency of

the proposed system received a positive answer from the respondents of

Barangay Tumana for the statement of the problem. Several statements

are related to the efficiency and the effectiveness of the application.

Conclusions

Based on the following findings above, the researchers conclude:

After conducting the survey, the researcher needs to tally and tabulated

the data that have been gathered from the respondents of Barangay Tumana.

Based on the responses of the respondents. Most of the respondents agreed to

the following category of the ISO 9126 which is Functionality, Reliability, and

Efficiency. The researcher determined that the proposed system, Barangay

Based Emergency Location System for the community of Barangay Tumana

complies with the ISO 9126.

The researcher concludes that the Barangay Based Emergency Location

System for the community of the Barangay Tumana can effectively be

implemented to be able for the response team to rescue those people involve in

a fortuitous events and human-induced hazards for quicker and save more time.

It will be easy for them to locate the resident accurately, a better quick response,

and medical assistance for those who have a health condition, allergies, and

reactions.

Recommendations

This research is about Barangay Based Real-Time Emergency Location

System. This contains suggestions for future researchers on application

improvements and future development.

Barangay (Local Government Unit) - Let the barangay officials have seminars

and training about how can they use the Barangay Based Real-Time Emergency

Location System effectively in their area.

Future Researchers - The Emergency location system (ELS) application can

only be used on android devices with a minimum version of 7 up to the latest

version, 11, it is also limited to smartphones that have Google Play Services.

Therefore, the researchers suggest the future researchers who will use this

system as a reference should improve and include the IOS operating system to

reach more people of other OS device users and be able for everyone to use the

app. Aside from that, an alternative way to be able to use the application even

though there is no Google Play Services on some of the smartphones. The

researchers recommend implementing future research and also focus on

updating the application to be used nationwide.
