GENERAL PUBLIC LIGHTING

This rate will apply to the lighting of: streets, ball parks and other parks with free admission,
plazas, telephone booths, bus shelters, traffic lights and police screens. The Puerto Rico
Electric Power Authority (Authority) will provide the conservation and renovation of lamps,
arms, photocells, standard poles, wiring and other street lighting accessories, of systems that
have been assigned to the Authority and of "dusk- to-dawn". The Authority will not provide
the conservation and renovation of materials to: street lighting systems that have not been
assigned to the Authority, traffic lights, free admission parks, telephone booths, bus sheds
and police screens. The customer will pay for
materials, labor and other costs related to the installation or removal of the equipment
necessary for the connection with the Authority's system, except in cases where the contrary
is indicated.
The following services: street lighting, "dusk-to-dawn" and telephone booths will be controlled
by a photocell that activates each lamp at night and deactivates them during the day, in series
or multiple systems, at the option of the Authority. The photocell must be designed so that it
will turn off the lamp in the event that the photocell is damaged. Each lamp will be on for
approximately 4,000 hours in a year.
The following tables present an estimate of the consumption in kWh for each type of lamp in
street lighting systems. Also, the Authority will estimate the consumption of telephone booths,
bus sheds and police screens. For other uses, the service will be provided through a delivery
point and a meter provided and installed by the Authority. All services under this rate must
have a connected load of less than 50 kVA.

II. Tariff for Public Street and Highway Lighting without Operating Costs,
Maintenance and Renewal of Materials
This rate will apply to high pressure sodium systems for street and highway public lighting. The charges
under this rate do not include the maintenance and renewal of the materials necessary to offer this service
from the point of delivery. The service will be metered with the exception of existing systems in which the
Authority determines that it is not possible to comply with this requirement.

For any other type of luminaire, in non-metered systems, the basic charge will be calculated based on
7,779 cents for each kWh of monthly consumption.
Terms:
1. This rate will apply to customers who do not transfer the lighting system to the Authority, the
Authority does not accept their transfer or the system does not meet the Authority's standards.
2. The rate change of existing systems with standard equipment will be accepted only if the
municipality or association includes all of the standard equipment that it owns or controls.
This rate change is permanent; the Authority will not grant the rate again
with the costs of conservation and renovation of materials.
III. Luminarias Dusk to Dawn
This rate applies to dusk to dawn luminaires installed by the Authority on existing poles used for
distribution systems. If they are not available, the client will provide the necessary facilities for the
installation of the luminaires.

This rate will apply to the services of electrical equipment installed on the Authority's poles or
structures that operate 24 hours a day, with the exception of those equipment for which the Authority
has another rate available (example: Cable TV). The consumption of the equipment installed in each
pole or structure of the Authority may not exceed 200 kWh per month.
The installation of said equipment must comply with the current regulations, manuals, standards
and communications of the Authority, as well as the current National Electric Code and the National
Electric Safety Code. The client must submit to the Directorate of Transmission and Distribution, the
specifications and data of the manufacturer of the equipment that will be installed on the poles or
structures of the Authority. With this information, compliance with the aforementioned provisions will
be verified and the consumption estimate to bill this service will be determined. For this purpose, the
Authority reserves the right to install metering equipment.
The customer will be responsible for notifying the Authority of any change in the connected load and
in the amount of installed equipment no later than 30 days after the change. In the event that the
client does not comply with this provision, the Authority may require the installation of metering
equipment to bill the services at the applicable rate.

This rate applies to large-scale electricity producers, connected to the Authority's 230 kV bar,
that require service during test periods, scheduled maintenance or breakdowns of their
generating equipment. The generation units of the electricity producer must operate in parallel
with the Authority's system, with the prior consent of the Authority and subject to the terms and
conditions provided for this type of operation. The service will be provided through a delivery
point and through one or more meters as required. The electricity producer shall provide the
metering system, the necessary communication facilities for the remote reading of its meter,
and the equipment required for interconnection with the Authority.
The electricity producer must have a contract with the Authority (Contract for the Sale of Energy
to the Authority) for the exclusive sale of all the energy produced by it to the Authority. In said
contract, an equivalent availability of its generation units of at least 85 percent must be
guaranteed.
The electricity producer will have the option to request the following services:
1. Service during trial periods

2. Service during scheduled maintenance
3. backup service

DEFINITIONS:
For this rate, the following definitions apply:
1. Cargo contracted for service during trial period:

a. The capacity in kVA that the electricity producer contracts to serve its load

a. The capacity in kVA that the electricity producer contracts to be used only
during periods previously approved by the Authority as scheduled
maintenance periods of its generating units.
3. Cargo contracted for security service:

a. The capacity in kVA that the electricity producer contracts to serve its load
during failures of its generating equipment.

CONTRACTED FREIGHT DETERMINATION:
The electricity producer, through a signed contract, will establish the capacity requirements in
kVA for each of the requested services and this will be denoted as the contracted load. This
charge will be in force throughout the contract period, unless both parties agree to change it with
prior agreement. The Authority will exercise the right to establish the maximum kVA to be served
under this rate and is not required to serve a demand higher than 110% of the contracted quantity.
If for two consecutive billing periods the electricity producer's maximum demand exceeds the
contracted quantity, then the highest will be used as the new contracted load.
SPECIAL REQUIREMENTS:
A service fee equal to $8.58 per kVA of contracted load will be required for service during trial
periods. This service will be provided after the electricity producer makes the payment of the fee.
The electricity producer will contract additional test periods in blocks of five months, after the five
months of the initial test period. These additional trial periods will be subject to the service fee.
The Authority will officially certify the completion of the trial period of the generating units of the
electricity producer.
The scheduled maintenance period will be determined in accordance with the Contract for the
Sale of Energy to the Authority.
If the meter, energy and demand readings were made on the secondary side of the customer's
substation, the readings will refer to the primary side, which is the point of delivery, using a
correction factor to account for transformer losses.
CONTRACT TERM:
The contract term is five months for service during trial periods and one year for service during
periods of scheduled maintenance and backup service.

Subsidized rates General Residential Service (GRS) for the disabled, the elderly and university students;
Special Residential Service (LRS) and Residential Service for Public Projects (RH3), include the Fuel Subsidy

The Fuel Subsidy will apply to qualified residential customers with monthly consumption of up to 500 kWh. A
Fuel Allowance Factor will be calculated and adjusted quarterly to apply this allowance.
For the first $30 per barrel of fuel, excluding natural gas, customers under this subsidy will receive a credit
equal to the Fuel Subsidy Factor multiplied by the customer's monthly consumption in kWh, up to a consumption
of 400 kWh.
For customers with a consumption between 401 and 425 kWh, the customer will receive a credit equivalent to
the amount received with a consumption of 400 kWh.
For customers with a consumption between 426 kWh up to 500 kWh, the credit will be progressively reduced
from the credit received to 425 kWh to reach 0 to 500 kWh.

The Net Metering credit is calculated from customer bills according to the provisions of Law
114-2007, as amended. Customers with a Net Metering Agreement with the Authority will
receive a monthly credit for the energy produced by their system and exported to the Authority's
electrical system, up to the customer's monthly consumption in kWh, subject to other limitations
as detailed in Law 114. -2007, as amended, and the corresponding Regulations. The monthly
credit for customers with a Net Metering Agreement will be effective at the beginning of the
billing period after
installation or configuration of the appropriate meter. For each billing period, the Authority will
measure the energy consumed by the customer (inflow) and the energy exported by the
customer's system to the Authority's system (outflow).
Each Net Metering customer must pay for the net energy supplied by the Authority the full rate
for its class, including the base rate, fuel charge,
energy purchase, CELI charge, SUBA-HH charge, SUBA-NHH charge and EE charge, subject
to the following:
1. Each billing period, in which the energy exported by the customer is less
that the energy supplied by the Authority, the credit for exported energy must be
the sum of: the base rate energy charge, fuel charge,
purchase of energy, SUBA-HH charge, SUBA-NHH charge, CELI charge and EE charge.
2. If during a billing period, the energy exported by the client is equal to or greater than the
energy supplied by the Authority, the credit will be limited by the energy supplied by the
Authority in that billing period. The energy exported in excess will be accumulated to be
used during the next billing period.
3. If there is any surplus energy accumulated at the end of the current fiscal year, it will be
accredited as provided by law, and the corresponding Regulations, currently as explained
below
a. Seventy-five percent (75%) of the excess energy stored must be

purchased by the Authority at the rate of 10 cents per kilowatt-hour (¢/kWh) or
the resulting amount in ¢/kWh, once fuel charges and energy purchases are
subtracted from the total ¢/kWh, whichever is greater ; Y
b. The remaining twenty-five percent (25%) will be granted to the Authority to be

distributed in credit or reductions on public school electric bills.

RIDER - LOAD RETENTION

The Load Hold Rider will be available to any customer who can document that there is an option
to reduce or eliminate the Authority's electricity consumption, either by relocation or installation
of an alternate power source. This rider 's intent is to provide a discount when necessary to retain
cargo that would otherwise be lost, provided the discounted rate generates revenue that exceeds
the incremental cost of serving the cargo. The discounts will not be greater than necessary, will
not encourage excessive consumption and will not constitute an obstacle to the development of
cheap renewable energies.
Discount Estimate
The Authority will conduct a study and estimate whether the discounted rate generates revenue
that exceeds the incremental cost of serving the customer's load. A discount will only be offered
in cases where the discounted cost of serving the customer exceeds the Authority's marginal
cost of service.
The estimated discount will be applied to the applicable rate of the Authority in which the client
will receive service.
Review and Approval by the Puerto Rico Energy Bureau

When an agreement is completed by the Authority and the client, it must be filed with the
Puerto Rico Energy Bureau (PREB). Any customer-specific information will be kept confidential.
The Puerto Rico Energy Bureau will have sixty (60) days to decide on the request and approve
or disapprove the agreement. If the contract is approved, the Authority will execute the agreement.

Recovery of Discounts
The Authority will recover any discount approved by the Puerto Rico Energy Bureau
(PREB) in the SUBA clause.

RIDER - ENERGY EFFICIENCY

This rider will apply to all customers that operate thermal electricity generation that qualifies as a
Qualified Installation "Qualifying Facility" under the "Public Utility Regulatory and Policy Act" of
1978. In addition, the installation must comply with the requirements of 18 CFR § 292.203 ( b)
and 292.205 for the operation, efficiency and use of energy production, and be certified as QF in
accordance with 18 CFR § 292.207.
INTERCONNECTION REQUIREMENTS
The Puerto Rico Electric Power Authority (Authority) will require an interconnection agreement for all
customers receiving compensation under this rider. Copies of the standard interconnection agreements
are available upon request to the Authority.
The customer shall install all appropriate metering facilities to record all energy flows necessary to bill and
pay in accordance with the charges and payments contained in this rider and the applicable customer rate.
