1. INTRODUCTION

 
In regards with fax of President Director of PT. Pertamina (Persero), No.147/C00000/2021-SO, dated 07
April 2021, regarding the requirement to increase safety awareness, operation excellence, application of
standards and best practice, in Pertamina’s storage tanks infrastructure following the fire incident in
Storage Tank RU VI Balongan.
Also, following the Letter of Directorate of Development & Production sub holding Upstream No.
004/PHE2000/2021-SO, dated 2 July 2021, regarding the Implementation Team to Increase Awareness
of Safety and Operational Aspects in the storage tanks infrastructure in Pertamina's Upstream Sector.
Both letters became the basis for Pertamina sub holding upstream (SHU) team to conduct self-
assessment on some of the storage tanks infrastructure in the upstream sector.
The results of self-assessment show that there is a need for improvement of safety aspects in the
infrastructure. The determination of the priority scale of implementation of improving safety and operational
aspects in the storage tanks infrastructure in the Upstream – Pertamina sector has been carried out on 7
important elements, namely lightning protection system installation, overflow prevention, CCTV online
surveillance installation, availability of alarms or hazard sirens, early detection and firefighting systems,
external audits and improvement of operator competence.
PT. Pertamina EP Region 4 Zona 14 has conducted voluntary inspection and survey for area of SP
Klamumuk, SP-1 Klamono, SP-2 Klamono, SP-3 Klamono, SP-4 Klamono, SPU Klamono, SP Linda, SP
Sele, Salawati, SPU Salawati, Terminal Sorong & Walio Pump Station. Based on the results of voluntary
inspection and survey there are 40 tanks that need to be further improved.

In the first priority of handling and improving safety aspects in the storage tanks infra-structure in PT
Pertamina EP Field Papua area focused on 4 aspects:
 Lightning Protection System & Grounding System;
 Installation CCTV;
 Alarm System & Public Announcer (Siren Hazard);
 Overfill Protection;
The main result of the deliverable FEED Study Enhanced Tank Safety Protection (40 Units) is that the
design of tank protection against fire and overflow events will be able to be monitored by CCTV in real
monitoring and besides that, handling fire and overflow events is no longer manually, but has been
integrated into a system prevention and emergency response.

2. SCOPE

 
The purpose of this document is to provide engineering design calculation related to the structure and
foundation of Bundwalls for SLW T101 Tank within Produced Water Tank Salawati Project located in
PT Pertamina EP Zone 14.

7. METHODOLOGY

7.1. General
This chapter describes bund wall structural and foundation design. Detailed calculation is presented in
Attachment A.

The aspects analyzed in this document are as follows:


 Volumetric capacity check
 Soil bearing capacity
 Foundation stability due to overturning moment and sliding force.
 Steel reinforcement requirement check
 Elastic settlement check

7.2. Soil Parameter Data

Soil data used in this document are derived from CPT Tests performed by UPTD Laboratory Sorong in
2017.

7.3. Primary Load

7.3.1. Dead Load (DL)


Dead load considered in the calculation consists of concrete foundation weight (23.54 kN/m3), and soil
weight (17.0 kN/m3).

7.3.2. Live Load (LL)


There is no Live Load accounted for in this calculation.

7.3.3. Piping and Thermal Load (PE, PO, PT)


There is no piping load accounted for in this calculation.

7.3.4. Wind Load (WX, WZ) and Earthquake Load (EX, EZ)
Wind and earthquake loads are not included in this calculation.

7.3.5. Liquid Load


Liquid load considered in this calculation is the horizontal water pressure to the bund wall.

7.3.6. Surcharge Load


Surcharge load considered in this calculation is taken as 180 kg/m2.

7.3.7. Soil Pressure Load


Soil pressure load is estimated from Rankine Theory using soil density and friction angle as input.

7.5. Shallow Soil Bearing Capacity


Soil Bearing Capacity is calculated using Schmertmann equation as follows:

qul = ultimate soil bearing capacity,

The vertical stresses imposed on the soil are calculated by considering the base structure of the foundation
as a very rigid monolithic structure. Eccentricity and earth pressure are calculated according to Teng's
method as follows.

Eccentricity imposed to foundation base structure is determined with the following formula:

eX = MZ / -FY

eZ = MX / -FY

If eX/LF < 1/6 or eZ/LF < 1/6, then soil pressure in the base of foundation is

qmin X = FY/AF - MX/SX ≥ 0

qmax Z = FY/AF + MZ/SZ ≤ qal

On the other hand, if eX/LF ≥ 1/6 or eZ/LF ≥ 1/6, then soil pressure in the base of foundation is

7.6. Overturning and Sliding Moment Stability


Safety factors for shallow foundation are calculated with equations below:

SF = MR / MOX = (FY BF / 2) / MOX or

SF = MR / MOZ = (FY LF / 2) / MOZ

As for safety factor in shallow foundation to sliding force calculated with equation below:

SF = FRS / FSZ

7.7. Foundation Rebar


The reinforced concrete foundation steel is designed according to ACI 318-19 by considering the stresses
that occur at the base of the foundation and the shear forces that occur between the pedestal and the
foundation tread.
