The office of the
Executive Engineer, Central Civil Division No-ll, Pakistan Public Works
Department, lslamabad, is inviting sealed bids forthe following work from registered constructors/Firms
with PEC in relevant category i.e. C4 and above with the renewal for current financial year 2021-22, as
per given criteria. The Bidders will be Post Qualified on the basis of information provided alont with bid.

TERMS & CONDITIONS FOR AIDDING.

1- Single stage, two envelopes procedure will be adopted, one envelope containlng Technical
information of Bid and data documents required for post qualification shall be clearly marked as
"Teahnical Proposal". The second envelope containing bid price shall be clearly marked as
'Flnancial Propoial". The financial bids will be on "Percentate rate basis".
2. The application must be accompanied with bid security @ 2% of the NIT amount in shape of
CDR/Call deposit from any Scheduled Bank of Pakistan located at lslamabad / Rawalpiodi, in
name of Executive Engineer, Central Civil Division No ll, Pak PWD, lslamabad, clearly mentioning
the name of firm. The remaining bid security @ 2% of the bld amount i.e. difference between
Bid amount & estimated amount must be enclosed in the sealed Flnanalal bid. Otherwise same
will be rejected summarily.
3. Enclose Annual Financial Audit report of the firm in the last 3 years Technlcal bid conducted by
firm with Satisfactory qCR rating otherwise the proposal will be rejected.
4. Registration as Consiructor/Firms with Pakistan Engineering Council (PEC) C-4 category or above
along with renewal for the current year i.e. 2021-22.
5. The Constructor/Firms havint five (05) yea rs erperience an relevant construclion works.
6. The Firm must b€ (e filer)and provide Active Tax Payer certificate along with Technical bid.
7. Provide list of Technical/Non-Technical staff along with their qualification and documentary
evidence oftheir disbursement ot salaries on the payrollofthe construction Firm.
8. Submit list oI Plants/Equipment available with firm in workint condirion dully suppo.t by valid
documents as Regi5trdtion etc.
9. The firm will provide work Order alonS with Completion Certilicate for completed projects
during last Five (05)years.
10. The firm willalso provide details ofwork in hard.
11. ln order to qualify, applicants must Bet minimum applicable points (5096) for each cateSory and
an aggregate of rO% points out of maximum 1(X, points.
12. UndertakinB on Oritinal Stamp Paper of Rs. 100/- that the Firm/Constructor is neither involved
in any litigation with any Divisional office of this department and other departments nor
abandoned any work/black listed in any Department, along with cenificate / panicula( I
information furnished are true and correct duly sitned by oath commissioner.

15. The Bids single stage, two envelopes 'Technk l Propcl'and 'Flml|dal PropGal. prepar€d in
accordance with the instruction in the blddlng documents must reach at the address of
Exccutive En8lneer, Cent6l Cvil DMsion tlo-ll, Pak PWD kl.mrb.d up to 14-01-2022 till 3fl,
PM. The envelope containing "Technical Prop.6.l" shall be opened on the same date at !!iX)
PM in the prerence of thos€ bidders who wish to be present. Bids received after the prescribed
time and date shall not be entertained. Pa,tial and incomplete bids will not be entenained.
16, The envelope of 'Fln ncial Propo6.l' of the biddeE who fall to posqualiry technically shall be
returned to them unopened. The decision orthe competent authority ln thli connection shall be
final and binding on the bidders and the competent authority shall not entedain any claim on
the basis of cost incuned by rh€ bidders for preparation of the Bids.
17. The envelope of "Flnan.ial PFposal" of the firms who shall post{ualify and whose bids
technically accepted by the competent authority will be opened in the presence of their
respective representative at the date ortime to be determined and communicated to th€m later
on,
18. The purchas€ of tender documents implies that the applicant is fully with the terms &
conditions and will not have any claim/objection to anycondition the
