Title: Problems Encountered by Teachers and Learners using Printed Modular

Distance Learning amidst Pandemic: Basis for Intervention Program

The main purpose of this study is to find out the problems and challenges

encountered by teachers and students in the implementation of Modular Distance

Learning in Calubcub 1.0 National High School (CNHS) during the School Year

2020-2021. Also, this study aims to ascertain the methods, interventions, or

solutions of Calubcub 1.0 NHS as well as the government in providing assistance

to students and teachers who have difficulties in the new learning modality. In

Calubcub 1.0 National High School, the parents or guardians are obliged every

Friday or every target schedule to retrieve and receive the modules. There are ten

stations, in every classroom class adviser is the one who collects the answered

modules, then distributed them to the class adviser.

CNHS teachers prepare the learning materials, weekly study guides,

and other resources learning, and these materials are accompanied by quality

assured instructional packets wherein the parent/guardians or para-teachers shall

meet with the teacher and receive instructions and the learning materials to be

accomplished by the learner for the week. Learners just focus on two subjects in

a week with the intended number of modules per subject. Textbooks and other

learning materials in schools are also ready for dissemination as additional

learning references.

The most challenging on the part of the students is lack of internet or

weak connection in their areas and no home facilitator who can help to understand

their module instructions. Thus, various stakeholders need to work and plan for

alternatives on different issues that may arise as they are involved in the teaching-

learning process considering all the limitations in these trying times brought by the

pandemic.

I. Introduction

This pandemic has paved the way towards the implementation of Modular

Distance Learning as an urgent response to assure continuity of education. The

Philippines is in the process of adapting to the new normal form of education at

present, and continuous innovations of educators and active involvement of other

stakeholders are the driving force for success teaching-learning process. Learning

through printed and digital modules emerged as the most preferred distance learning

method of parents who enrolled their children in the coming school year, based on a

survey conducted by the Department of Education (DepEd).

Modular Distance Learning features individualized instruction that allows

learners to use self-learning modules (SLMs) in print or digital format/electronic copy,

whichever is applicable to the learner. Learners under Modular Distance Learning can

also use other resources such as Learner’s Materials, textbooks, activity sheets, study

guides, and other study materials. A module structure is especially important in online

learning environments, as it provides an aid in the presentation and application of the

online teaching and learning process. When students are aware of the structure of the

course, they spend less time guessing about what is expected of them and more time

focusing on the content and activities.

Teachers will have to deliver appropriate learning materials. However, students can

also access these materials by downloading electronic copies through their computer,

tablet PC, or smartphone.

According to the study conducted by Ambayon (2020), modular instruction is

more operative in the teaching-learning method as equated to usual teaching

approaches because in this modular approach the students learn in their own stride.

It is unrestricted self-learning panache in which instantaneous reinforcement, a

comment is provided to practice exercise, which stimulates the students and builds

curiosity in them. Hence, this kind of learning modality increases the student-centered

approach in learning. However, the implementation of modular instruction fostered

various challenges for teachers, students, and parents. The study of Dangle &

Sumaoang (2020) showed that the main challenges that emerged were lack of school

funding in the production and delivery of modules, students struggle with self-studying,

and parents’ lack of knowledge to academically guide their children. In Calubcub

1.0 National High School, the parents or guardians are obliged every Friday or every

target schedule to retrieve and receive the modules. There are ten stations, in every

classroom class adviser is the one who collects the answered modules, then

distributed them to the class adviser. The teachers take the responsibility of

monitoring the progress of the learners. If possible, they will conduct home visits to

check on each students’ progress and performance.

Students may ask for assistance from the teacher via email, telephone, text

message/instant messaging, and etc. On the other hand, parents or any members of

the family may serve as a guide or para-teachers to learners at home. Parents can

use the learning guide and supervise their child’s interaction with the materials and

communications with the teacher can be done. For the other students, accomplish the

module activities, complete the individual learning plan, connect with the teacher for

feedback through text, messenger, or any form of communication.

II.Methodology

This study utilized the survey design in determining the challenges on the

usage of Modular and descriptive design in identifying the different solutions to these

challenges. The opinions and recommendations of students and teachers were

gathered through a survey, particularly by using a questionnaire. The survey-based

questionnaire contains 8 multiple questions (yes/no), which covered the study’s

objectives. It was designed via Google Forms and distributed among students using

the messenger at the end of the 2nd semester of 2021. The questionnaire consists of

different parts; the first part is about students’ demographic information, the second

part includes a set of questions about learners’ experiences with online learning

platforms and the facilities which they could use, the third part is about the problems

which they encountered during online learning, the final part is about their satisfaction

with online learning.

The study was conducted in Calubcub 1.0 National High School which is

located in an urban area of San Juan, Batangas. The questions used in the

questionnaire are localized, validated by the researcher and principal. Emails. Google

forms and social media were used in the distribution of questionnaires and retrieval of

data.

III.Results and Discussion

The present study aimed to investigate the problem issues faced by learners

and teachers during the current pandemic. According to the results, many teachers

encountered technicalities in the Deped module and lack of internet connections which

hindrance in searching learning resources and activities that can be used in the

preparation of the self-learning module. This is in line with Alturise (2020) in his study,

which reported a worry about the technical issue’s solution. The study recommended

that technical support is needed to enable reliability in online learning.

The challenges of teachers were identified based on how they plan, prepare

and distribute modules, monitor students’ learning, check, evaluate outputs, and

provide feedback on students’ performance. Furthermore, teachers used various ways

to cope with the challenges encountered in modular distance learning modality such

as time management, innovating teaching strategies, adapting to the changes brought

by the new normal trend in education, being flexible, providing alternative plans, being

optimistic, patient, and equipping oneself with the necessary skills for the new normal

ways of education.

Based on the gathered data from an online survey the first issue faced by

learners was no facilitator at home with 24%, while the second is the availability of the

internet where about 20% of learners face this problem. The learners who have no

gadgets and got difficulty answering the module is 18% only. Issues on lack of time is

14% and some students could not communicate with the teacher and could not access

online instructions given by the teacher or have internet connectivity problems. Thus,

they missed many tasks, duties, and communications with teachers, which are

essential in the educational process activities Figure below addresses these online

learning-related problems;

IV.Recommendation

The researcher recommends that teachers need to find alternative plans on

different issues that may arise as they are involved in the process of teaching. The

conduct of webinars for equipping teachers with the current trends of new normal

education also helps educators in adapting to the changes of times. These ways help

the educational system in our country to continue providing quality education to

learners amidst pandemic. The researchers also recommend that further studies on

the current situation of teachers in the implementation of new normal education be

conducted
