clandestinely importintotheUnitedStatesfrom Colombiaproductsproducedfrom protected species

ofwildlife,in violation offederallaw,thereby enriching them selvesuponthesale ofthecontraband

productsin the U nited States.

M anner and M eans of the C onspiracv

The m anner and m eans by which the D efendants and their co-conspirators soughtto

accomplishtheobjectsandpurposeoftheconspiracy included,amongothers,the following:


Im porting and bringing into the United States w ildlife m erchandise from

C olom bia w ithouta C ITE S perm it or D eclaration Form 3-177.

5. Soliciting individual couriers to im port w ildlife m erchandise into the U nited

States from Colombia without a CITES perm it orD eclaration Form 3-177,by paying their

travelexpenses and providing m onetary com pensation fortheir services.

13. B etw een on or about October 2016, and October 2016, defendant

G ONZALEZ and othercourierstraveled from ColombiatotheUnited Stateson passengerairlines

importing approxim ately eighteen caiman skin designer handbags without CITES perm its and

w ithoutpresenting any D eclaration Fonu 3-177.

2017 lm ports

On or about January 17,2017, a com ier traveling from Colom bia tbrough M iam i

InternationalAirport(CGMlA'')toanairpoliinNew YorkCity,impol-ted approximately sixcaiman


skin designer handbags into the United States without a CITES permit or presentation of a

Declaration Fonn 3-177.

On or about July 11,2017,defendant A G UILAR sentto the G Z UN IG A General

M anagerin N ew Y ork City an em ailw ith two invoicesatlached,each listing a caim an skin designer

handbag thatwasillegally im ported into the U nited States on July 10,2017,from Colom bia w ithout

a CITES perm itorpresentation ofa D eclaration Fonn 3-177.

16. On or about Septem ber 8, 2017, defendanl G IR AI,D O confirm ed with the

G ZUN IG A G eneralM anagerin N ew Y ork City thattwenty designerhandbags m ade from caim an

skin had been delivered tothe GeneralM anager.

On or about October 5, 2017, defendant A G UILA R by em ail provided the

GZUNIGA General M anager in New York City an invoice for twelve caiman skin designer

handbagsthathad been sentw ith couriersfrom Colom bia to the United States.

19. O n or about June 7, 2018, couriers traveled from Colom bia to M IA w ith

approxim ately twenty-fottrdesignerhandbagsm adefrom caim an skin orpython skin to be delivered

totheG ZUNIGA GeneralM anagerin New York City.
