Ladies and Gentlemen:

This is the time to close the doors of all the accomplishment from the past. And, what we have now is
to look forward for the opening of doors and more great opportunities, in filling the progress which we
wish to see in keeping out community developed.
Today the 353,298 budget for our Barangay in FY 2022 that I’m asking our Sangguniang to pass
without delay and deduction is intended to effect required changes and development to bring us closer to
our applicable visions of being a self- reliant and improved the Barangay
Policy Thrust for Budget Year 2022
Our Policy thrust for FY 2022 is focused to our Katipunan ng kabataan activities in the barangay. Our
local budget plans, goals shall be harmonized with the national development plans,goals, and strategies
in order to optimize the utilization of resources and to avoid duplication in the use of fiscal and physical
resources. As we desire to help and provide good service to the Katipunan ng Kabataan in the Barangay.
Then, the policy measures to support to our FY budget are the following:

1. Equitable Access to Quality Education

2. Healthy and Anti-Drug (To prevent the Covid -19 )
3. Environmental protection (Plastic mo gawin natin bigas)
4. Capability Building
5. Sports Development
6. Linggo ng kabataan

Estimated Income for SK 2022

Our estimated and realistic income for FY 2022 is more or less 353,298 our share from internal revenue
collection still our number one source of income. It hugs 10% of the total revenue of the Barangay
internal.

Income allocation for BY 2022

Our income, on the basis of our approved fiscal or budget policies gives premium to the delivery of
quality basic services which is allocated 10% as our biggest expenditure. This percentage allocation of
our income once confirmed and approved shall be maintained for the next 5 years to emphasize our
commitment to be more responsive in basic services delivery.

Expected Output For BY 2022

For BY 2022 the expected results or major final output of goods and services of our Barangay as laid out
in our Annual Investment Program are as Follow:

As a public servant, I humbly bend down my head to all my constituents whom I have pledged to
serve until the end of my term. I have to deliver these basic goods, services and development projects to
you as our stakeholders. If at the end of the day you don’t fine these services delivered then you be final
judged on judgement day.

SK RESOLUTION NO. 02-2022

A RESOLUTION AUTHORIZNG THE ANNUAL BUDGET OF THE SANGGUNIANG

KABATAAN FOR THE FISCAL YEAR 2022 IN THE AMOUNT OF THREE HUNDRED
FIFTY THREE THOUSAND TWO HUNDRED NINETY EIGHT PESOS (353,298.00)
ONLY.

WHEREAS, Section 8 of RA 10742 also known as “Sangguniang Kabataan Reform

Act of 2015”
Provides that the powers and functions of the sangguniang Kabataan is to approve the
annual budget
Which is the annual slice of the Annual Barangay Youth Investment Program before the
start of the succeeding fiscal year.

WHEREAS, 3.3.3.1 of the DBM- DILG NYC Joint Memorandum circular are the
“Guidance on the appropriation, Release, Planning, and Budgeting Process for the SK
Funds, provides that the SK shall be signed by the SK Chairperson upon approval by
the majority of all its members.

WHEREAS, the source of funds is taken from 10% SK funds on the amount of
(353,298) provided in the annual budget of the Barangay Diego Silang for priority
program and activities for the SK.
 WHEREAS, the 10% SK Funds of the General Funds of the Barangay with the amount of (353,298) is
broken down as follow:
 NOW THEREFORE, upon the motion of HON.IVY E. QUERE-QUERE duly seconded by HON.
JOMAR S. SAJELA, be it;
RESOLVE AS IT IS HEREBY RESOLVE to authorize the annual budget of Sangguniang Kabataan of
Barangay Diego Silang for fiscal year 2022 in the amount of THREE HUNDRED FIFTY THREE
THOUSAND TWO HUNDRED NINTY EIGHT (353,298) Covering the various expenditures for the
operation of the Sangguniang kabataan ;
RESOLVE FURTHER, to furnish these copies of this resolution to the city Mayor, City legal officer,
National Youth Association, City accounting office, City Treasurer office, Dept. Of interior and local
Government (DILG) and other officers concerns for their information and guidance.
RESOLVE FURTHERMORE, that the Sangguniang Kabataan Annual Budget for the fiscal year 2022 is
effective April 29, 2022

2022 BY THE SANGGUNIANG KABATAAN OF BRGY. 6 –DIEGO SILANG, BUTUAN
CITY WITH THE SUM OF THREE HUNDRED FIFTY THREE THOUSAND TWO
HUNDRED NINETY EIGHT PESOS ( 353,298.00) ONLY. TO COVER THE
SANGGUNIANG KABATAAN EXPENDITURES, PROGRAMS, PROJECTS AND
ACTIVITIES FOR BUDGETARY YEAR 2022.
