FOREWORD FROM THE CHAIRMAN

A I R F I R ST M A R S HA L P E N N Y R A DJ EN DR A , S T . , M SC . , M S C.

NASPCI, as a non-profit organization which activities are

research focus on Air and Space Power Issues, with its
deliverables in a form of Strategic Brief, Policy Brief and
Technology Insight Paper, may not achieve its objective, if
the air and space ecosystem as well as stakeholders does
not have an air and space mindedness.

As an archipelagic country with its geostrategic location, besides all advantage

thereof, Indonesia also becomes very vulnerable of many type of threats, particularly in
a form of modern asymmetric threats. Consequently, to avert such threats, it is
fundamental to assemble a national awareness of independence in geopolitics.

Deprived of the proficient in

understanding and utilizing
“Knowledgeable and proficient at air and modern & strategic
space mindedness, will lead the nation technologies, Indonesia will
to an independence in geopolitics.” always be under the shadow of
foreign technology which may
- PENNY RADJENDRA
have threats beneath, and
never have its independence in
geopolitics. Therefore, the
importance of building an air
and space mindedness will sentinel Indonesia from all abovementioned threats.

In fact, the geostrategic location of Indonesia has an excessive importance in forming

the space industry and ecosystem in Indonesia, especially deploying a space port or
space base in the Biak region. Since that Biak is one of the best locations in Indonesia
to launch satellites and if this geographical advantage is utilized, it will certainly have
an economic impact on the people of Indonesia.

As a lesson learned, we may see, China, as a nation which already has stimulated an air
and space mindedness throughout the nation, both for industries and academics
(scientist) as well as for civil and military use. They build their own air and space
infrastructure and ecosystem, with full support from private and government
stakeholders. As a result, China can control its full sovereign, and become
geopolitically independence by using its own save high tech digital infrastructure for
numerous types of communications, as well as building strategic devices and
equipment. Furthermore, China become the next superpower country.

Therefore, understanding the challenged circumstances nowadays in Indonesia, as the

responsibility to edify the air and space ecosystem, in providing substantial issues and
analysis in relation to the air and space topics, to develop and enhance the air and
space mindedness.

In response to the abovementioned responsibility, NASPCI has design a LEARNING

CYCLE as presented in the figure below. It is shown that the NASPCI LEARNING CYCLE
consists of programs to enhance and build awareness, and to create experiences as
well as abilities (competency) which in a whole will develop the air and space
mindedness of the ecosystem.

In regards of the NASPCI LEARNING CYCLE, we have outlined a COURSEWARE which

will delve into many angles of the Air and Space Power such as politic, law, technology,
and human, therefore we have invited experts to deliver the courseware, as you may
see are designated in this catalog.

On behalf of NASPCI, I hope that our courseware will be valuable and suitable for you,
and for your convenient this COURSEWARE will be held in a hybrid format (both online
and offline) and shall execute periodically on every 1st and 3rd week of the month.

Warmth regards,

The military world in general is facing a shift in the

threat of war. The shift from conventional warfare to
asymmetric warfare or non-military warfare and cyber
warfare which is more dangerous than conventional
warfare. This is an implication of very rapid
technological developments, especially media and
information technology. The rapid development of
technology certainly has an impact on the role and
ability of a country's defense in responding to threats.

The Air Power strength in Indonesia presently consists of

Army, Navy, Air Force and National Air Defense Command.
Meanwhile the elements of Air Power strength compose of
Air Force, National Air Defense Command, Army air
component, Navy air component, Law Enforcement air
component, Custom air component and Civil air
component. Advancement in technology has changed all of
man living fundamentals. We cannot stand silently. New
ideas from the young generation must be encouraged to be
brought forward. Air warfare tactics and techniques are
always improving their technological quality. One of the
experts in War has stated that: “Nothing will ever be the
same again”. This is a great challenge and hereby required
National Aeronautic and Aerospace Commission which can
formulate policies regarding strategies in military and civil
aviation of the Republic of Indonesia.

It cannot be denied that the generation that grew together

with technology has more expectations and experience
with the use of digital media that is far different from the
previous generation. The Baby Boomer generation is the
first generation to get acquainted with computers whereas
the rapid development of technology has caused the Baby
Boomers to have different perspectives, thoughts, and
ideas in using information technology to get their work
done, and use communication and information technology
by the suitability of their needs (utility).

Realizing that the Baby Boomers are the next generation

leaders and are very well-known using modern technology,
it should come into attention the Baby Boomers
perspective on the subject of Air Power.

How do organizations develop a measure of human capital

readiness? This should measure represents the availability
of the skills, talent, and know-how to perform the internal
processes critical to the strategy's success.

In this course shall introduces a framework that enables

organizations to identify human capital requirements for
the strategy, estimate the gap between the human capital
requirements and current personel readiness, and build
programs to close that gap.

Economics is almost always a factor in warfare; in the case

of advanced air power it is an imperative.

In the one hundred years since air power was first applied
systematically, only a small number of countries have been
able to construct balanced, high-quality air forces. Not the
least of the reasons is that it is a very expensive business. It
is no coincidence that advanced air power has been the
province of first world nations such as the US, the UK,
Germany, France, Australia, Japan, and so on, or of large
command economies such as the USSR and China.

Development of the Air Force provides an instructive

template against which to consider the economics of
advanced air power.

The moment that humanity first passed beyond the Earth’s

thin atmosphere, outer space became a subject of
international politics, an arena characterized by the
cooperative and competitive interactions that shape
relations between states. The history of the “Space Age” is
rife with examples of both: the race to the Moon, Apollo-
Soyuz, Shuttle-Mir, and the International Space Station,
along with several collaborative efforts on probes sent
throughout the solar system. Likewise, space has served as
a medium to directly support cooperation, competition, and
strategic balancing between nations on Earth—as a means
for treaty verification, to link economies, to enable
warfighting and, as trends suggest, to potentially be a
theater of war itself.

Therefore, Indonesia as one of the largest archipelagic

country and with its geostrategic location, shall also have

its position in this “Space Age”. At the present, how does the
policy in Indonesia play its role?

The politics of outer space or known as astropolitics,

includes space treaties, law in space, international
cooperation and conflict in space exploration, international
economics and the hypothetical political impact of any
contact with extraterrestrial intelligence.

Astropolitics, has its foundations in geopolitics and is a

theory that is used for space in its broadest sense. An
important aspect of the geopolitics of space is the
prevention of a military threat to Earth from outer space.

The connections between diplomacy and the use of armed

forces, noting that foreign policy is governed by three
levers: “Diplomacy expresses it, armed forces support it,
and the police cover it.”

Air and space diplomacy can thus be defined as the use of

air assets to support foreign policy. This extremely vast
field is chronologically limited by the advent of military
aviation, but it can also include civil aviation.

Use of air weapon outside national territory has a de facto

political dimension. Like diplomacy in general, its use can
be cooperative or coercive. However, one should
distinguish between the coercive use of military force
within a diplomatic action and war, which concerns only
pure military strategy, described by Michael Howard as
“organized coercion.”

In this modern era, technology cannot be separated from

human activities, for both military and civil sector. And
there is a race to utilize and possessing the latest
technology to be the superlative nation.

However, how does modern technology and quantum

weapons impact the human brain?

The cyberspace has shifted from technology enthusiasts to

masses and became a global domain. It evolved into a tool -
to communicate, to educate, to govern but also to mislead
and disrupt. Governments shall take appropriate steps to
protect its citizens. At the same time, cyberspace is
fragmented and diverse, making it very hard to build
countermeasures.

Cybersecurity is gaining recently more and more

importance thanks to new technologies and applications
like wireless technologies, mobile applications, cloud
computing, artificial intelligence, internet of things and
others. As a consequence, new risks are emerging as well.
The security landscape has changed tremendously.

Technology, thus, play a major role in realizing a community

through technology products. Technology leaps require a
longer time horizon for technology development and launch,
since technological progress demands relatively high
research and development effort. Indonesia as a society
with a large civilization needs to develop a technology leap
strategy. The technology innovation leap strategy, both

It has been discussed in the previous session, that the

future decades of war is very closely related to the 5.0
concept carried out more complexly. The devastation of
future wars is complex and across a wide spectrum, and
therefore create an asymetric warefare. What are future

In an increasingly interdependent world system, nations

use bilateral and multilateral in economic diplomacy to
achieve it. However, economic diplomacy, especially the
transfer of space technology has not been effective for
Indonesia. In fact, Indonesia is still very dependent on other
countries in high level space technology.

What’s challenge in Indonesia’s transfer of high level

space technology? And what is the future of Indonesian
Space Technology?
