BATAS PAMBANSA 232

CHAPTER 2 SECTION 9 AND CHAPTER 3 SECTION 14

Alright. Now po, I will continue the discussion about Batas Pambansa
bilang 232, but I’m going to discuss a part of THE EDUCATIONAL
COMMUNIT, Chapter 2 which is Section 9 entitled THE RIGHT OF
STUDENTS IN SCHOOL.
As teachers, it is important to know the rights of our students.
Because when we know their rights, we will be guided. We will know
what are the things that we should do, and the things we should not
do, that will affect our students. It saves us from unnecessary trouble.
Knowing their rights will help us know the rules. Keeping these rights
in mind can help teachers and mga administrators ensure all students
receive the education they deserve.

1. THE RIGHT TO RECEIVE QUALITY EDUCATION.

As teachers, alam na naten na everyone deserves education. Because
Education is not a Privilege it is a human right.
When we say The right to education it is not only the right to access
education but also the right to receive an education of good quality. As
teachers diba when its comes to our class, we have a lot of preparation, so
for example me, I am only handling 3 sections, same grade level and same
subject area, I do prepare a lot, from the presentation, to the delivery of the
lesson, and making the sure that the learning goals are attained. Why? Kasi
gusto natin na yung naituturo natin sakanila is of Good quality. We make
sure na yung mga goals are achieved. Education must be available and
accessible but also acceptable and adaptable.
2. THE RIGHT TO FREELY CHOSE THEIR FIELD OF STUDY SUBJECT
Freedom of choice. Every student has the right to choose what field of study
they would like to take. People tend to pick things related to their passion,
including students. Most of the time, yung mga adults they see students as
children who need direction to live their life. In their opinion, children
cannot distinguish between what they need and what they like. For some
reason it may be true, but they do have their rights to decide something, or
in this case, choosing what subjects they want to study. Although people
think that determining what subjects’ students will learn is for their
goodness, I personally believe that students must have been let to choose
what courses they want to study for some reasons. Just like for example in
our school, Angeles City National Trade School, yung mga Grade 7, kapag
pumunta sila ng Grade 8, they have the freedom to choose what
specialization they prefer, And they have a choice also to choose their
strand in Senior High School, and the choice to continue their pace of
learning in College.

3. THE RIGHT TO RECEIVE GUIDANCE AND COUNSELING SERVICES

Actually in all schools, students have the right to receive guidance and
counselling services. When we say Guidance and counseling maraming aim
yan. Guidance and Counseling is essential and plays an important role in the
life of our students. More Specifically for high school students, because
students experience academic stress. Kasi the main goal of Guidance and
Counseling is to encourage students in terms of social, emotional and
personal development. Also to know themselves better. Magkaroon sila ng
better understanding ng kanilang self. Help them find effective solutions to
their daily problems. Just like for instance, there are students na may mga
pinagdadaanan pala, sa bahay ganyan.
Sabi din dito Services for decisions and selecting the alternatives in fields of
work suited to his potentialities. They receive help in recognizing their
abilities and potentialities and turn them into useful skills that they can use
in their future career.
4. THE RIGHT TO ACCESS HIS OWN SCHOOL RECORDS
Students have the right to see their school records, yung kanilang grades.
Actually even parents, according to Section 8 Rights of Parents, they also
have the right to see the school records of their child. But as teachers, we
should never show the records of our students to people not concerning it.
Hindi natin basta basta nilalabas yung mga records ng bata. Because some
school forms are confidential and we have to be aware of that. Meron
tayong mga non-confidential school records like Enrolment Lists, Class List,
Teachers’ Programs, Graduation Programs, Barangay Certification, Student’s
Clearance Form. And yung mga considered Confidental are, Birth Certificate,
diba schools have a copy of students birth certificate, mga academic
records, and disciplinary records.

5. THE RIGHT TO THE ISSUANCE OF OFFICIAL CERTIFICATES,

DIPLOMAS, TRANSCRIPT OF RECORDS
Students have the right to the issuance of different school records, including
Certificates, diplomas, TOR, transfer credentials and other similar
documents within thirty days from request. When it comes to the request
and transfer of students record, meron tayong guidelines, which is the
Deped Order No. 54, Series of 2016.
2. This policy aims to ensure the smooth and efficient requesting and releasing of
learners’ school records without inconveniencing the learners and parents.

3. All DepEd Orders and other related issuances, rules and regulations, and
provisions, which are inconsistent with this policy, are hereby repealed, rescinded,
or modified accordingly.

Kasi sguro naisip naten, what if hindi agad nabigay yung mga nirerequest na
records, so under this Deped order, In case of unavailability due to circumstances
beyond our control, magfofollow ng certain procedures.
6. THE RIGHT TO PUBLISH A STUDENT NEWSPAPER AND SIMILAR
PUBLICATIONS, AS WELL AS THE RIGHT TO INVITE RESOURCE
PERSONS
When it comes to a school newspaper, students should have some basic
rights and syempre they should also accept certain responsibilities that
come along with these rights.
Kapag sinabi nating student newspaper it should not be from the
perspective from the administration and faculty of the school. It should be
the voice of the student body kaya nga sya tinawag na student newspaper.
The students, therefore, should have the freedom to write about the things
that are most important to them.
More than that, the newspaper needs to allow students to be expressive
and creative, all at the same time. They also have the right to invite resource
speakers.

7. THE RIGHT TO FREE EXPRESSION OF OPINIONS AND

SUGGESTIONS
As teachers we should not forbid our students from expressing their
opinions. We all know that everyone has the right to freedom of expression
diba. This right shall include freedom to hold opinions and to receive and
impart information and ideas. However, this doesn’t mean that they have
the right to say anything bad, Of course, as teachers we should help
students understand what types of expression are appropriate. For example,
threatening violence against a teacher or student is not allowed because it
violates other rights students have. They can express their selves, but in a
respectful manner, give their opinions even when those opinions may not be
universally accepted. Kasi not everyone will understand. Students can
express their opinions verbally and in form of writing, and I think student
nowadays express their selves more in social media.
8. THE RIGHT TO FORM, ESTABLISH, JOIN AND PARTICIPATE IN
ORGANIZATIONS AND SOCIETIES RECOGNIZED BY THE SCHOOL
Students have the right to join in any organization recognized by the school.
In school, diba usually we have different organizations, wherein students
have a freedom to choose which organization to join. As teachers we can
encourage them to participate in an organization because participating in a
student organization not only teaches them skills, but also helps them
broaden and improve those they already have.

9. THE RIGHT TO BE FREE FROM INVOLUNTARY CONTRIBUTIONS,

EXCEPT THOSE APPROVED BY THEIR OWN ORGANIZATIONS OR
SOCIETIES.
Strictly speaking and based on laws passed in the Philippines, collection of
monetary contributions is not allowed. We have Republic Act 4206, an act
that prohibits the collection of contributions from school children of public
primary and intermediate schools. Yung law was later amended to also
include private schools with Republic Act 5546.
And according to Ann Clarice B. Fajardo, a college professor at Chiang Kai
Shek College and a preschool and kindergarten supervisor, "Collection of
money from students especially from minor pupils without parents’ written
consent for any school activity, project or program is illegal and unethical."
The allowable collections must be voluntary (optional) in nature and are
directly related to a student’s membership in the school community, if they
belong to any organization in school.
BEFORE I LET MY GROUP MATES CONTINUE THEIR DISCUSSION ABOUT THE
RIGHTS, NAG-ADD PO AKO SA TOPIC KO, I WILL BRIEFLY DISCUSS THE
DUTIES AND RESPONSIBILITIES OF TEACHERS, UNDER CHAPTER 3, SECTION
16. SINCE WE ARE TEACHERS ALAM NA NATEN YUNG MGA DUTIES AND
RESPONSIBILITIES OF TEACHERS, SO PAPASADAHAN KO NALANG.

DUTIES AND RESPONSIBILITIES OF TEACHERS

1. As teachers we know naman our duties and responsibilities in school. In
doing so, our actions should be aligned with the philosophy , goals, and
objectives of the school.
2. To meet a learning objective, we must first know our learners. Each
learning objective must also identify what it is that the course expects the
learner to do, accomplish, or retain. In preparing our lessons, we make
learning materials and the activities engaging, in with limited resources,
creativity is a must. We have to be resourceful.

3. Tracking student progress plays a key role in being an effective teacher..

Monitoring students progress is important. Because we would be able to
see the development of our students in learning. It is also important that the
parents are aware of the performance of their child in school.

4. When we talk about professional development it is about life-long

learning and growing as an educator. As teachers kasi, we never stop
learning, just what we are doing today, we are improving and moving
forward. And we also have to keep in mind that we are professionals, and
we should act professionally wherever we are.
5. Dito pumapasok yung right to fair assessment. As educators we must
consider the knowledge of our students and develop assessments that help
them demonstrate what they have learned. Hindi yung dahil hindi mo gusto
yung bata, mababa na ibibigay mong grade. That is not right.
6. We teachers are agents of change. We can make an impact to the lives of
the students. The same goes with our community.
