Chapter I: The Project Proposal Outline

1.0 Project Title


● Kaligtasan 101

2.0 Project Nature


● The nature of the project revolves around safety and security. Here, the
proponents plan to educate the participants on how to ensure their well-being in
different aspects of their daily lives. Some of the topics included are applying
first-aid treatments when needed, what to do before, during, and after a natural
disaster, and how to prevent theft and assault.

3.0 Project Duration


● The project will begin on February 13, 2021. It has a duration of 18 consecutive
Saturdays, excluding Holy Week. The schedule of activities will be held from 1:00
pm to 4:00 pm.

4.0 Project Location


● The meeting with the barangay officials for the proposed "Kaligtasan at
Seguridad Law" will happen at the Barangay Hall of Brgy. Cuta, Batangas City.
● The different seminars and activities the proponents have prepared for the
beneficiaries will be held at Julian A. Pastor Elementary School, Central, Brgy.
Cuta, Batangas City.

5.0 Beneficiaries
● The beneficiaries of our project are within the age range of 18 and above, and
the target number of the participants for each activity are 20 to 30.

Chapter II: PROJECT DESCRIPTION

Group 2 of OT1-1 under the subject National Training Service Program have
conceptualized the project "Kaligtasan 101" for the citizens of Barangay Cuta, Batangas
City, to raise awareness about the different life-threatening situations an individual may
encounter and to ensure the safety of all community members. The title "Kaligtasan
101" was given by the proponents as the project will focus on providing the beneficiaries
with valuable knowledge to help save someone's life or to better the overall health of an
individual. For this community immersion activity, the group will propose a new law
entitled "Kaligtasan at Seguridad Law" to the barangay officials which states that a
safety and security seminar will be an annual, mandatory event to be attended by all
community members even without the original project proponents present, therefore
guaranteeing the sustainability of the project. The proposed law will also entail that each
household receives one first-aid kit from the barangay officials after the project is
completed.

Once both the proponents and barangay officials have agreed on the law and
have signed a Memorandum of Agreement to certify that the barangay officials will hold
up their end of the agreement, the proponents will then proceed to conducting seminars
and different activities about the safety and security of a community every Saturday
starting February 13, 2021 until June 19, 2021 for the target beneficiaries from
Barangay Cuta. The topics to be covered will help the participants to guarantee their
safety with regards to different aspects of their daily life such as financial security,
disaster risk management, and theft and assault prevention. Additionally, there will be
live demonstrations and hands-on training about first-aid treatments and basic self-
defense techniques to be given by invited professionals in hopes that the participants
may master the skills needed in different life or death situations and would not hesitate
to apply them if circumstances call for it.

By the end of the project, the proponents hope that the participants have
gathered helpful information and techniques relating to safety and security which they
could incorporate to their everyday routine in order to live a healthier, safer life. The
proponents wish to provide a sense of confidence and responsibility to the participants
so they may be able to step in and help out in times of distress, therefore alleviating the
overall safety and security of the community.
Chapter III: PROJECT RATIONALE

A study conducted by students from Lyceum of the Philippines University found


that in the year 2014, Barangay Cuta ranked number 2 as the community with the most
number of reported crimes in Batangas City (Chavez et al., 2016). The proponents have
created the project "Kaligtasan 101" to help reassure citizens of Barangay Cuta that
they can help make a difference and even save someone's life during critical moments.
A Red Cross survey showed a staggering 59% of deaths from injuries would have been
preventable had first aid been given before the emergency services arrived (Hammett,
2019). Injuries that lead to death may be experienced by an individual in unpredictable
situations. Our country has faced countless natural disasters in the year 2020 alone,
and crimes such as robbery and assault are rampant among different communities. In
these types of situations where an effective first response can mean the difference
between life and death, it is vital that people are knowledgeable about first-aid, disaster
risk management, and the different basic self-defense techniques they can use to
protect themselves and their loved ones.

Moreover, safety and security of a community also includes ensuring that all
individuals are healthy physically and mentally. With regards to issues of physical health,
preliminary findings of the 2017 National Demographic and Health Survey (NDHS)
states that one in four (26%) married women aged 15-49 in the Philippines has
experienced physical, sexual, and even emotional violence by their husband or partner.
Additionally, Finer (2013) says that poor women, rural women, and young women are
particularly likely to experience unintended pregnancy and to seek abortion under
unsafe conditions. Project "Kaligtasan 101" will provide seminars on preventing
domestic violence and achieving maternal, reproductive, and adolescent health as
many residents from Barangay Cuta may not have the means to access these vital
information. With regards to mental health, 14% of a population of 1.4 million Filipinos
with disabilities were identified to have a mental disorder (Philippines Statistics Authority,
2010). As a way to diminish the stigma around mental illness and to bring light upon
those suffering in silence, the group will discuss topics regarding the different factors
and challenges which may result in mental disorders and the different coping
mechanisms the participants may use to achieve inner peace.

The proponents believe that if the barangay officials implemented the proposed
"Kaligtasan at Seguridad Law" and the community members participated in the various
seminars and activities under the project "Kaligtasan 101," more people in Barangay
Cuta will not only feel safer and happier, but also the number of critical injuries reported
in the community may decrease significantly.
Chapter IV: PROJECT BENEFICIARIES

The project beneficiaries, also referred to as the target group of the proponent's
project component, are the direct beneficiaries whose circumstances the group seeks to
improve by implementing the project "Kaligtasan 101". Barangay Cuta of Batangas City
is the desired community for the group to implement the proposal as the residents of the
said area stand under the poverty line and many individuals are out-of-school youths
and unemployed. Not only that, the community is also recognized as a slum area. The
target beneficiaries are those aged 18 and above, and the target number of participants
is between 20 and 30. Despite being known as a slum area, the citizens of Barangay
Cuta are organized. Though some individuals require guidance and support which the
project may provide.

Chapter V: PROJECT OBJECTIVES

As a way to promote the safety and security of the beneficiaries from Barangay Cuta,
Batangas City, the proponents from OT1-1's Group 2 have conceptualized project
"Kaligtasan 101" with these desired goals:

● to implement the "Kaligtasan at Seguridad Law" for the community;


● to help the members of the community to understand what to do before, during
and after a natural disaster;
● to develop the necessary skills of the beneficiaries in performing first aid;
● to demonstrate techniques on self-defense;
● to promote security in many aspects of the participants' lives;
● to improve the overall safety of the community by addressing issues on physical
and mental health; and
● to raise awareness about the many life-threatening issues one may face and how
to prevent or address these situations, thereby leaving a large impact to the
beneficiaries through a community immersion project.

during its whole duration.
● The barangay officials will give each household in Barangay Cuta one first-aid kit
for free after the project.
● There will be an annual "safety and security" seminar hosted by the barangay
officials even without the original proponents present.
● The barangay officials will apply additional funding and support to ensure the
overall safety and security of the community members.
