Executive Committee (EC) in its 572nd meeting held on 25th May, 2022 at New Delhi has accorded
approval to the following:

(i) Any request for retention of colony accommodation after separation by retired
employees / family of deceased employee, beyond the period of 04 months or by
family of deceased employee beyond the end of current academic session in case of
school/college going children/wards, may be considered on merit and gravity of the
situation. For such extended period of stay, an amount equivalent to HRR plus
applicable HRA rate of the location of Colony based on last drawn basic, will be
deducted by ONGC. While granting such extension for retention, the retired employee
/ family of deceased employee may be informed that the said extension does not
create any interest in the property in question in favour of the retired employee or any
of his / her family members or any family member of deceased employee and that he
/ she / they are merely being permitted / authorized to occupy and use the premises
and that the said permission / authority is subject to the applicable Rules of ONGC.

(ii) Extension beyond initial period of4 months / end of academic session for retention of
ONGC Colony be granted for a maximum of 2 months only with approval of Chief ER.
No further extension shall be granted.

(iii) Interest on the withheld amount towards Leave Encashment including Good Health
Reward shall be payable for initial four months only, subject to deductions (if any).
However, in case of deceased employee wherein permission has been granted to the
family to retain colony accommodation, interest shall be payable for the entire period
of such approved retention. Interest shall be paid on vacation of the accommodation
and shall be equivalent to rate applicable to Term Deposit Receipt (TDR) in SBl.

(iv) lf the situation/circumstance warrants, a Key Executive needs to retain colony


accommodation beyond the date of superannuation, then in order to allot designated

accommodation to new incumbent, the Competent Authority may allot alternate
accommodation of the same type/next below type in the colony to the superannuated
Key Executive.

(v) lf the beneficiary does not vacate retained accommodation within the permissible
period, the following action shall be taken:

a) Any stay beyond approved retention period, the occupants shall be charged penal
rent defined as under:-twice the HRA rate ( applicable to the location of Colony )
of last basic pay drawn plus 15% ( 2 X 7.5%) of last basic pay drawn.

b) Amount of leave encashment including good health reward shall be withheld till the
vacation of the accommodation. However, interest on withheld amount shall be
paid for the initial period of 4 months only in case of retired employee. In case of
deceased employee, the interest on withheld amount shall be paid for the period
of approved retention.

c) Suspension of medical facilities/medical claims to superannuated/retired


employee and the eligible beneficiary for the period of such retention. On vacation
of retained accommodation, withheld amount would be refunded after deducting
the payable dues.

d) Any other financial benefits accruing and payable to concerned superannuated /


voluntarily retired / deceased employee shall be withheld till vacation of the
unauthorized accommodation.

(vi) Anytax implication(s) hasto be borne bythe individual.

(vii) Other existing terms and conditions regarding retention of colony accommodation on
separation shall remain unchanged.

(viii) These instructions shall be effective from the date of issue of office order.

(ix) The BDP clause 18.13 " Retention of colony accommodation beyond prescribed norms
" has been suitably amended and annexed with this order.
