1. Purpose : To define a procedure for LPG Gas Pipe Installations to protect


personnel, workers and concerned persons from any incident or accident.

2. Scope : This procedure applies to all works for gas system in this project.

3. Responsibility:
- The Project Manager, Site Engineers, WSH Personnel and Supervisors shall be responsible in ensuring that the
area is safe for work before any work has to commence;
- The WSH personnel and Site Supervisors shall ensure that proper precaution has been taken before using any
machine or tools in carrying out the work and in lifting heavy pipe for installation in high level;

4. Procedure:
 Mobilization & Demobilization – Material or Equipment:
- Pre-job meeting.
- Safety induction and train personnel for the work activities including statutory requirements (Trained, Qualified and
Authorized).
- All site personnel to attend maincon safety induction course.
- Tool box meeting to be conducted daily to briefing & training.
- Provided of banksman for traffic.
- Ensure that you know your body condition, physical limitations and the approximate weight of goods. Ask
for assistance when necessary.
- The use of lifting and moving equipment such trolley, pallet-jack and fork-lift should be considered and employed
where necessary.
- Make sure the loading / unloading area is even and not obstructed. Maintain good housekeeping to prevent slip
and trip hazards.
- Be aware of hazardous and unsafe conditions around you.
- Stack the cartons and properly secure loads on pallets, trolleys, trucks and forklifts so that goods will not slip and
fall off. Use film-wrap for enhanced securing of cartons on pallet when necessary.
- Ensure proper lighting is provided in the loading /unloading area and warehouse area.

SAFE WORK PROCEDURE
- When climbing up and down from truck, use the handle and foot support so that you will not twist or strain your
body.
- No horse-play during the loading, unloading and transportation of goods.
- Use appropriate work aid tools such as trolleys, pallet jack to carry/lift the heavy loads.
- Proper access path are provided at storage and Loading/ unloading area.
- Obstacles should be removed before commencing the loading/unloading activities.
- Educate and train workers on the proper manual handling techniques.
- Safety boots and gloves are to be worn.
- Ensure that vehicles maintain a safe distance behind the work area.

 Storage of Materials:
- Proper PPE must worn.
- More than one person to lift up heavy material.
- Use the correct lifting methods (Lift up with your legs and not your back).
- Watch where you walk, be observant of co-workers.
- Beware of sharp edges, and hazardous materials.
- Maintain a safe working distance between co-workers.
- Use the correct tools for the task to platform.
- Beware of failing materials.
- Smoking to be carried out in manner and area as per site policy.

 Drilling Works:
- Pre site inspection to be carried at area of work to ensure there is not hidden
services lines.
- Electrical tools are to be protected by RCCB or double insulted.
- LEW to conduct monthly check on it that is in good working condition.
- Ensure electrical cord has no defects and hangs 2m above the ground level.
- Must provide buddy system, safety harness, proper lifeline if there is work-at-
height.
- Must worn safety dust mask, ear plug, safety glass and safety hand gloves.

 Installation of Brackets:
- Conduct tool box meeting by supervisor.
- All installation pipes shall be kept clean and free of all foreign materials.
- All pipe opening shall be covered when no person is attending to the
installation work.
- The installation pipes shall be adequately supported at all times.
- Gas pipes shall be prevented from physical contact with other services.
- Apply PTW.
- Must worn appropriate PPE.

 Cutting of Pipes:
- Examine the power cord, extension lead, plugs, sockets and power outlet for
damage.
- Ensure that the grinding disc, guard, handle are secured and correctly fitted.
- Inspect the grinding disc or cutting disc for damage. Do not use damaged disc.
- Never make adjustments while the machine is running.
- Keep flexible electrical cords clear of oil, grease, machines and sources of
heat.
- Be aware of flying sparks.
- Avoid trip hazards & prevent damage to electrical cord.
- Must worn proper PPE.
- Provide proper signage.

 Pipe Threading Works:
- Must inspect the thread machine properly before using.
- Brief to all workers how to use the thread machine safely by supervisor.
- Inspect lead and plug for damage.
- Machine should be set up on a firm, level surface.
- Make sure that controls operation smoothly.
- Ensure that slides are clean and operating smoothly.
- Ensure that handles and grips are fitted firmly and do not move.
- Check condition of die, ensure that die is sharp and not damaged, and clear of
swarf.
- Check operation of lubricant pump and coolant level – top up if necessary.
- Do not force cutting die onto pipe – allow to feed on at own rate.
- Ensure adequate coolant of lubricant on die when cutting.
- Danger of breakage of chips flying from die during use.
- Stop machine and turn switch to reverse to remove die from pipe.
- Swing die head out of way if using cutting tool on pipe.
- Do not using lose cloth while operating the thread machine.
- Must worn proper PPE.
- If any damage, missing parts, or out of test, “DO NOT USE MACHINE”
arrange for immediate repairs.

 Work-At-Height (Using Platform & A Frame Ladder):


- Inspect properly before using ladder.
- Must provide buddy system while using A frame ladder.
- Adequate handhold shall be provided.
- Toe-board are to be provided.
- Ladder should be place on firm and even ground.
- Platform ladder can’t be used along any open sides of the building at all the times.
- Do not exceed the load rating of the ladder.
- Do not stand on the top step (A frame ladder).
- Do not climb from one ladder to another.
- Do not use ladder as trestles as they ate not designed for this type of use.

 Work-At-Height (Using Scissor Lift):


- Ensure operator is trained person.
- Must check of all components and platform before using scissor lift.
- Ensure the area of operation is clear of debris and is stable and even.
- Ensure all tools and materials are secured to the platform.
- Ensure that safety full body harness are used and attached to appropriate anchor points.
- Do not lean out over rails of platform when working at heights.
- Ensure the lift is rated to take the weight of the load including tools and the persons using the
platform.
- Ensure the load weight is evenly distributed on the platform.
- Apply PTW.
- Conduct tool box meeting by supervisor.

 Lifting Works (Manual Lifting Materials):
- Ensure that you know your physical limitations and the approximate weight of materials.
- The use of power equipment or mechanical lifting devices should be considered and employed where
practical.
- Obtain assistance in lifting heavy objects.
- Ensure a good grip before lifting and employ proper lifting technique.
- Avoid reaching out.
- Pipes, conduit, reinforcing rods and other conductive materials should not be carried on the shoulder
near exposed live electrical equipment or conductors.
- Be aware of hazardous and unsafe conditions.
- Care must be taken while shifting / moving the components to the work area.

 Paint Works:
- Provided and use adequate and appropriate PPE.
- Paint should be stored in a dry and in a designated area and should be away from other
flammable materials.
- “No-smoking” signs to be put at the paint storage area.
- A fire extinguisher is to be placed at the storage area.
- When carrying out painting works, site supervisor is to ensure there are no other hot works
being carried out in the same area.
- Conduct training on proper lifting methods.
- Implement job rotation.
- Ensure adequate ventilation during painting.
- Use non-drip roller.
- Practice good housekeeping.

 Air Compressure Testing:


- Ensure that the correct valves set at the correct pressure, is fitted to the equipment.
- Ensure that all valve are clean and not blocked with debris or paint.
- Always open safety valves slowly.
- Suitable calibration tags, dated and initiated, must be fixed to all gauges and valves as
required.
- Make good coordination among related sections that involve in the test.
- All test equipment and tools shall be inspected for wear and damage.
- Pressure measurement tools are calibrated and their statuses of calibration are still valid.
- The pressure gauge is safety type, with blowout back.
- Pressure gauges must be installed at a proper location so that it can be easily read and do not create
additional hazards to the hydrostatic test or expose personnel to the vessel being tested.
- All the temporary tools (such as valve, fitting, hoses, flanges, blind plate, etc.) have to be rated more
than the maximum air pressure.
- Isolate other equipment and pipe lines that do not include in the air pressure test.
- Vents are available and installed the high points to vent air. Check the vent line before testing and
make sure it is not blocked.
- Choose drain valve at the lowest point in order to completely empty the vessel and pipe.
- Safety relief valve is already installed. Safety relief valve setting is 1.5 times maximum allowable
working pressure.
- Safety relief valve is calibrated.
- Isolate the test area and surround it with safety line. Put appropriate safety sign at that area.
- Do not allow person who does not have any relation with the hydrostatic test, to enter the test area.
- Make sure that all pipe and vessel supports are in good condition and have been inspected.

SAFE WORK PROCEDURE

 Maintenance Works:
- The maintenance works shall be carried out regularly by a competent person.
- Test the gas installation for gas tightness.
- Check to ensure the identification markings on gas pipes are intact.
- Check to ensure no unauthorized work has been carried out.
- Check to ensure all valves are operating and functioning satisfactorily.
- Test to ensure the gas pressure is within the supplied range.
- Test the operation of the gas appliances and ensure that they are working safely and satisfactorily.
- Clean up any oil spill immediately.
- Must worn proper PPE.

 Hot / Welding Works:


- The Supervisor shall check that the hot-work equipment used is adequate and has been properly
maintained in safe working condition.
- The Supervisor shall ensure that the criteria set in Permit-to-work for Hot-work is in satisfactory
condition at all times.
- The Supervisor shall inspect the hot-work area at least once a day to ensure that the work is carried
out in a safe manner with the aid of the Hot-work Permit Checklist.
- All flammable materials are removed around the hot work area.
- Provide proper barricade the hot work area.
- Only authorized persons are allowed to enter the hot work area.
- Good housekeeping is maintained & Proper access must be provided.
- Safety gloves, Goggles and face shield must be provided.
- Gas cylinders used for welding must be properly secured.
- The Supervisor shall ensure that all the supply valves of the gas cylinders must be securely closed
and that all gas torches, manifolds and hoses are placed at a well-ventilated area during and after
use.
- All persons shall report to the WSH Supervisor/ supervisor/ foreman immediately of any incompatible
works nearby or that will cause the hot-work to be less safe. The WSH Supervisor/ supervisor/
foreman shall terminate the incompatible work immediately and shall ensure that no works shall
continue until appropriate actions have been taken to ensure safety of both works.
- Only trained person are allowed to use to equipment.
- Work in a safe condition.
- Clamp the work piece, do not hold it by hand.
- Keep the hose away from the working area to prevent contact with flames, heat, sparks or hot spatter.
- Removed any combustible materials.
- Proper ventilation.
- Keep fire extinguisher at working area all the times.
- Must worn proper PPE.
- Supervisor must monitor activities.
- Supervisor brief of the job scope.
- Regular inspection all the equipment.

 GI Jacketing Works:
- Pre-check condition of bit before use.
- Brief to worker to hand keep distance from drill.
- Use proper hand gloves and safety glass & dust mask.
- Do not wear loose cloth, jewellery and long hair to be kept clear of moving parts.
- Important to grip the handle firmly.
- Use snip cutter that in good condition.
- Squeeze the handles together with just enough force to produce a short, accurate cut line.
- Avoid pinching your hand with the end of the handles when the snips close completely.
- Never run your fingers along a recently cut edge of gi sheet.
- Choose the right snip cutter for the job.
- Avoid misuse of snip cutter.
- Keep unnecessary personnel away from work area.

 Emergency Occurrence:
- Follow Maincon / Owner Emergency response plan.
- If any emergency situation activate emergency plan and emergency response team to mitigate
emergency situation.

 Housekeeping:
- Monitoring all work areas and store area.
- Clean up accumulated dirt and debris as necessary before the end of each shift.
- Keep stored equipment clean and organized.
- Keep paint storage areas clean and organized.
- Store pipes and fittings in proper area storage according to size.
- Keep your working area clean while working to prevent tripping and slipping hazards.

 Night Works After Office Hour:


- Follow Maincon / Owner Emergency response plan.
- If any emergency situation activate emergency plan and emergency response team to mitigate
emergency situation.

 Human Factor (Foreign Workers Who Are Not Familiar With The Local Working
Environment):
- Briefing workers on the proper housekeeping during task briefing.
- Barricade the area with warning signs.
- Training will be given to workers on the proper housekeeping techniques.
- Housekeeping will be carried out regularly.
- Worker must wear proper PPE as according to main-contractor requirement.

 Working Under Adverse Weather (Exposure To Hot Weather, Lightning & Hazy Condition):
- Activate emergency plan and emergency situation.
- Follow range construction emergency response plan.
- Worker must wear proper PPE as according to main-contractor requirement.

 Fire / Emergency Evacuation:
- Briefing workers on the proper housekeeping during task briefing.
- Barricade the area with warning signs.
- Training will be given to workers on the proper housekeeping techniques.
- Housekeeping will be carried out regularly.
- Worker must wear proper PPE as according to main-contractor requirement.

 Terrorism Threat:
- Ensure all attending SIC to produce the original ID for verification.
- Any suspicious items or personnel seen on site must be reported immediately to main contractor.
- Security guard must be alert at all times to suspicious vehicles left abandoned or seen repeatedly
driven around the site on different occasions.
- Relevant information of SG Secure to update the workers.
- Get workforce to be familiar with “Run, Hide & Tell and “ Press, Tie and Tell”
- Brief the workforce on the lock down procedure.
- Adhere to Main Con Emergency Evacuation Procedure.
- Familiar with Emergency Evacuation route

 Covid-19:
- Follow & update on COVID 19 advisories at Government Websites.
- Records Body temperature twice daily (morning & afternoon).
- Maintain social distancing (at least 1-1.5m apart) at all times.
- Good respiratory hygiene (Always cover mouth and nose with tissue when coughing or sneezing,
dispose tissue into bin and wash hand).
- Arrange all staffs/members to attend Covid Safe Training Course.
- Download Trace Together Apps for tracing contact purpose.
- Appoint SMO/SDO to assist in implementation & Coordination of Safe Management of work
place/site.
- Appoint SMO/ SDO to conduct, remind & update & health records of worker. Provide hands
sanitizer when washing bay not available.
- Regularly disinfection of equipment and work surface.
- Put in place an evacuation plan for suspected case as well as for other site personnel.
- Any employee who is feeling unwell or showing mild symptoms to leave the workplace & consult
doctor immediately. Track & record these cases as part of safe management measure.
- Carry out a thorough cleaning & disinfect all relevant on site area and assets exposed to confirm
cases.
