1. TRANSPORT AND HEAVY LIFT OPERATIONS


1.1 Purpose
This Appendix is issued to:
 Define heavy and oversize loads;
 Identify Contractor’s requirements for receiving, transporting and erecting, items
that require specialist transportation and specialist lifting equipment;
 Identify Contractor’s responsibilities for the protection of Existing Facilities and
Temporary Works.

1.2 General Requirements


Contractor shall develop a Heavy Lift, Transportation and Handling of Equipment
Procedure for Company review. The Heavy Lift Procedure shall address all lifting of a
critical nature based on load weight and/or crane capacity criteria as outlined in this
document;

Contractor shall develop a schedule of heavy lifts and loads and shall fully investigate
and determine suitable Pakistan ports for receipt of such loads/cargo;

Contractor shall provide a dedicated Heavy Lift Specialist at the Work Site for the co-
ordination, management and control of all heavy lifts. The selection and assignment of
such Heavy Lift Specialist shall be subject to Company review and approval;

Contractor shall ensure that only experienced and capable heavy lift and transportation
specialist subcontractors are employed in the works or receipt and transportation of such
heavy and oversized loads from port/point of entry or other locations and onto the
worksite final location(s).

1.3 Reference Documents


For additional requirements, refer to Appendix D11 - Project Constructability Guidelines.

1.4 Classification
Contractor shall classify and agree all heavy and oversize loads with Company using
best Oil & Gas Industry practices, but as a general ruling classification will be
determined as:
 Heavy loads are those that are in a specific unit in excess of 20 tones;
 Oversize loads are those of dimensions that exceed 40 ft long x 10 ft wide and
10 ft high;

 Items or loads where the operation to transport them to and/or place them at
their point of installation requires special attention and/or precautions to be
considered and implemented due to the proximity of transportation route, and or
point of installation to Existing Facilities.

1.5 Transportation
 Contractor shall survey and submit full details of transportation Routings, for all
heavy and oversize loads transported within Pakistan and from Pakistan
ports/point of entry to the worksite final location(s);
 Contractor shall be responsible for carrying out all necessary route surveys
from docks and other locations to worksite locations and any/all additional
requirements to fully satisfy him of safe routings, and access conditions and
shall allow for it in his proposal;
 Contractor shall carry out any necessary permanent or temporary strengthening
of infrastructure items, road construction(s), the removal, replacement of
street/road furniture, fixings, fencing, structures and buildings;
 Contractor shall arrange for all necessary permits, licenses and notifications to
Government Authorities and Company concerning movements/transport and
any arrangements required for transporting such heavy and oversized loads
along the highways and roads from ports/point of entry and other locations to
the worksite final locations;
 Contractor shall submit full details of its proposals for management of heavy
and oversized loads with a schedule of anticipated items;
 In the execution of the works, Contractor shall provide details of schemes,
transportation equipment and configuration, plans, loading data, road and
bridge bearing stresses, safety precautions and attendance and schedules for
prior approval and shall allow adequate time for the approval of plans by
Company;
 Contractor shall update schedules weekly and shall give a minimum of (seven)
7 days, or other specified time, written notice to all concerned Authorities,
Organizations and other Contractors whose access or operations may be
affected by these activities.

1.6 Erection
 Contractor shall prepare comprehensively illustrated studies for Company
approval for each lift in excess of 20 tones and for lifts of lesser weight that, due
to access to their point of installation, require special consideration;
 Studies shall be fully detailed with the weight and dimensions of the equipment
including any appurtenances, characteristics of the main lift and tailing cranes

and/or masts, proximity of surrounding equipment and features which may


restrict the operation or which may be put at risk due to the operation, ground
conditions assumed and imposed loadings on existing structures or
underground facilities and details of precautions to be taken to protect these
installations.
 Lifting studies shall comprise as a minimum the following data:
 Dimensional plan and elevation drawing, showing all stages of movement
of the load, from initial to final installed position;
 Details and capacities of jacks, skates, chain blocks being employed and
locations on or under the load;
 Angles of chain blocks doing the operation and method of attachment to
the load and supporting steelwork or structure;
 Details of skid beams, channels and packing arrangement under the
beams or channels;
 Loads imposed by skates or jacks on supporting floors/ground and the
arrangement for dispersing such loads to acceptable design limits;
 Method statement for the entire lifting operation, indicating how
construction equipment will be installed, load erected and fixed and
construction equipment removed;
 Detailed calculations as appropriate, including any spreader beams
capacities;
 Itemized checklist for entire lifting operation;
 Contractor shall submit such above information for each lifting operation/study
six (6) weeks prior to plan date of the designated lift;
 Contractor shall ensure that erection and support operations are supervised
and performed only be experienced personnel certified by Company and that all
equipment is maintained in good order with full certification for its intended use;
 All Contractor/Subcontractor equipment and supplied provisions, all slings,
shackles, pins and materials in general shall at all times be fully certified.
Registers and certificates of equipment shall be maintained and be available for
inspection by Company at all times;
 The Contractor shall provide radios with dedicated channels to ensure safe
transportation and lifting operations. Radio frequency shall be advised by
Company to ensure full compliance with local communication procedures;
 Contractor shall weigh items of equipment such as dressed vessels, where the
weight is unknown prior to final transportation and erection;

 Contractor shall schedule sequence of construction and erection of installation


so that access to new facility or plant is not obstructed;
 Procurement, delivery and construction shall be carefully scheduled
accordingly.

1.7 Heavy Lift and Transportation Studies


Prior to the transportation and lifting of any large or out of size loads, from the point of
origin to final erection, Contractor shall submit studies for each item identifying the full
methodology of the transport and lifting together with specific equipment to be used and
back-up calculations.

1.8 Organization for Transportation and Heavy Lift Operations


Contractor shall submit a detailed organization chart showing its proposed specialist and
Contractor/Subcontractor management / supervision organization to handle the project
anticipated heavy lift transport and lifting operations.

Contractor shall ensure that all its employees and those of its Subcontractor are fully
familiar with and fully comply with all safety regulations and good working practices
applicable both at the worksite and in general lifting operations.

The Company policy is to give the utmost importance to the health, safety, environment
and security of all personnel working on the project and others who may be affected by
its activities.

1.9 Protection of Existing Facilities


Contractor shall make provision for protection, removal and restoration of all/any
obstructions previously removed to facilitate the transportation/lifting of any goods,
materials, equipment, etc.
