I. SCHOOL HISTORY

Partido College, formerly Camarines Sur Institute, was organized in the early 1980s. The
school was established primarily to serve the educational needs of the residents of Partido
area, including its neighboring municipalities – Sagnay, Tigaon, San Jose, Lagonoy,
Caramoan, Presentacion, Tinambac, and Garchitorena. The school started to operate during
school year 1980 – 1981 on the strength of an Authority to Operate issued by then Ministry
of Education Culture and Sports. The school as a corporation was registered with the
Securities and Exchange Commission (SEC) on July 14, 1982 under SEC Registration
Number 0105887.

The school started to operate in a small leased building just beside the municipal hall of Goa,
Camarines Sur. The school initially offered courses in Liberal Arts, Education, Commerce,
Medical Secretarial, Civil Engineering, Midwifery, and Auto Diesel Mechanic.

The increase in enrollment prompted the Board of Trustees to scout for a larger – more
permanent campus. The site needed to be accessible not only to the students living within
Partido area as well as to those living in the neighboring municipalities. Most of the students
enrolled in the school live in the mountain areas and travel daily by foot. In 1984, the school
moved the its present campus.

At present, the school has a total of 88 employees, 33 part time employees, and 4 officers.

II. PARTIDO COLLEGE OBJECTIVES AND PHILOSOPHY

The school aims to produce quality graduates by developing the intellectual, physical and
spiritual capability of its students. The school is guided by its principle of providing quality
college education to the less privileged at a cost within their reach.

The students enrolled in Partido College mostly come from the D sector of society. Most of
the children are the sons and daughters of farmers and fishermen who wish to finish their
education. That is why, it is Partido College’s aim to aid these students and their families by
providing quality education at a fraction of the cost if they were to enroll in other private
institutions.

Aside from providing affordable quality education, Partido aids its students in receiving
government educational grants. In 2016, The Department of Education, through the
supervision of the Private Educational Assistance Committee (PEAC) partnered with the
school to subsidize the education of a deserving students in Senior and Junior High School.

The Commission of Higher Education likewise awarded the school, through the Teacher’s
Education Subsidy (TES) Program to subsidize the tuition fees of selected students – the
basis of which is to select those students who come from the poorest sectors of society. At
present, the school was able to aid 71 students get scholarship grants from the government.
Each student was given Php 30,000.00 per semester – a total of Php 60,000.00 for the entire
school year.
Another program which awarded subsidized tuition fees to students is CSP. This grant selects
the brightest amongst the students enrolled in the school.

The school aims to attract more enrollees in order to help the community within Partido area
and its neighboring municipalities.

III. Partido College as a Private Educational Institution

Partido College is the only school in Partido area offering tertiary education at a very low
cost compared to schools located in first class cities of the Bicol Region, like Naga City and
Iriga City. These 2 cities are the traditional centers of education in Camarines Sur. However,
aside from the high cost of tuition fees of the schools located in the aforementioned cities,
they are too far from the municipalities being served by Partido College.

The growth potential of the school is enhanced by the existence of a total of 22 high schools –
public as well as private schools operating in the different towns within the service area of the
school. These public and private secondary schools serve as the feeder schools for Partido
College.

Starting AY 1989 to 1990 Graduate Courses in Education, Public Administration and


Business Administration were offered by the school in consortium with the University of
Northeastern Philippines, a university based in Iriga City.
