Introduction

Any sequence of acts perpetrated by a person against a woman who is his wife, former

wife, or with whom he has or has had a sexual or romantic connection, or with whom he has a

common child, or against her kid/child under her care is referred to as violence against women

and children (VAWC). Anyone who violates Section 3 of 9262, which refers to a scientifically

recognized pattern of psychological and behavioral symptoms identified in battered women as a

result of cumulative abuse, faces a year in prison and a fine of up to 500 thousand pesos.

According to the National Demographic and Health Survey conducted by National

Statistics in 2008, one out of every five Filipino women aged 15 to 49 has been physically

assaulted since the age of 15. One out of every three women has been abused or exposed to

gender-based violence in her lifetime. Violence against women is a serious issue, many women

all across the world have had this experience. It might be anything from simple to complex

physical abuse can have serious life-altering implications, such as death and mental illness.

Filipino ladies are not like other women in the world. Exempted from this plethora, and despite

the fact that our constitution we can't promise equal protection to everyone, regardless of gender

deny the existence of innumerable pathetic ladies who victimized by their abusive spouses, who

were harsh to them some from their employment, as well as their parents or guardians.

Along with many controversies and issues, to name a few, the case of Wilfreda Ignacio, a

resident of Mahayag Zamboanga Del Sur, a widow who beaten by his live in partner. One

victims of violence can suffer life-changing effects. The consequences can be split into two

categories: psychological and physical categories symptoms of trauma are among the

psychological effects. Post-traumatic stress disorder (PTSD) is one example of a similar disorder

(PTSD as well as substance abuse. Aside from the immediate consequences of abuse, the social

environment might increase psychological disorders. Victims are frequently isolated by abusers.

Physical not only are injuries a possibility, but so are long-term issues like diabetes. Irritable

bowel syndrome, headaches, and pelvic pain.

In light of these facts, the study's main goal was to investigate the prevalence of violence

against women and children (VAWC) in Mahayag, Zamboanga Del Sur, as well as the nature of

the crime, VAWC-related concerns, and how it affects to women and children who assaulted.

Furthermore, to assess the effects of violence against women in terms of physical, social and

psychological conditions of the victims. It will be addressed as part of a program and strategies

to reduce the negative consequences of violence against women and children.

Literature Review

As emphasized by Liebschutz (2010) youth and women is one of the most consistent risk

markers for perpetrating violent behavior of all types. Among adults, the age group of 18 to 24 is

at the highest perpetrating violence, although risk remains elevated until age 30. Added by

Hamby & Koss (2020) women are more likely to be physically and sexually assaulted by a man

known them than a by a stranger. Unfortunately, because many of these crimes committed by

someone known to the victim are not reported to the police because of fear or get settled. It A

stranger have a tendency to treat badly and exploit them. The victim-offender relationship is

complicated to explain of what happened during the crime.

As mostly ladies nowadays, are socially active and they were adventurous and curious

by nature. Victimization was common as a result of these characteristics and lifestyle choices. A

relationship between the victim and the offender is an important predictor of what happened

during a crime as well as afterward. A high percentage of crimes are committed by relatives,

friends and acquaintances.

According to Karol, Micka & Micka (2010) victims of domestic violence also seek care

for a variety of other health needs, for both chronic and episodic diseases. Some of these needs

are probably directly related to the abuse but not may identified as a consequences of violence.

These include urinary tract infections, vaginitis, neck pain, suicide attempts and induced

abortions. Victimized women are seen for greater attention to the possible contribution of abuse

to these other medical problems may improve the overall health of women of victimization

histories.

Facts and Issues

That on this date and time one Wilfreda Roble Ignacio, female, 45 years old, widow, with

the live in partner and a resident of Purok 5, Barangay Kaangayan, Zamboanga Del Sur reported

to this office that on February 13, 2021, at about 3:00 am, her son was admitted/hospitalized at

Mahayag Municipal Hospital, located at Barangay San Vicente, Mahayag, Zamboanga Del Sur

for amoebiasis. That on February 15, 2021 at about 4:00 pm, Doniome Zamora Navales, her

former live in partner and the father of her child, came that ward and believed to be under the

influence of liquor, he uttered undesirable words towards her. Doniome even cursed her and

uttered word that he kill her live in partner and humiliated her to quote “Nagpatuyang kag

panguwag” in front of her tenant at the Pedia ward, so she decided to ask assistance from the

security of the hospital to drove Doniome out of their ward but when she came back to their

ward, Doniome was longer there and her co tenants told her to check on her things and bag

because they saw Doniome got something from it. That when she checked her belongings, her

two (2) ATM Cards, the one for the pension of her late husband and the other for her 4Ps fund,

her Philhealth ID, Postal ID and 4Ps ID were already gone. She hurriedly ran after Doniome but

he was no longer at the vicinity of the hospital, she followed him to his residential house to plead

to give back her belongings but he denied he got something from her belongings in the hospital.

She cried and got hysterical because she will be using the ATM as a partial payment to the

hospital so her son could be discharged from the hospital but when she found out her ATM were

gone and was took by Doniome Navales, she felt so hopeless and so confused what to do.

Statement of the Problem

General Objectives:

The general objectives of this study are as to follows:

1. To provide services for women, girls and children who have experience men’s

violence

2. To contribute to ending male violence against women and children

3. To inform and influence policy and public awareness

Specific Objectives

This aims to determine the different experiences of the victims regarding violence

against women and children.

1. What is the common factor that violence against women and children happen in one

home?

2. What are the types of violence have you experience with your intimate

partner/biological parents/guardians?

3. How this violence impact to your emotional, psychological, physical and economical

condition?

4. What is the penalty imposed to a person who commits Violence Against Women and

Children (VAWC)?

Significance of the Study

The following group of individuals may use the result of this research in different

ways:

To the respondents. This will serve as an instrument to address the challenges they

met in the implementation of Violence Againts Women and Children (VAWC)

To the Police Officer. This study will provide recommendations to address the

emerging concerns of the violence against women and children and to improve the

quality of performance of implementation of VAWC law to the benefactors.

Future Researchers. This study will provide a possible reference to the students of

Institute of Criminal Justice Education in the conduct of their future researches and

they may develop a related study in the future.

Assumptions and Limitations of the Study

It was assumed that the research reviewed has been done by the researchers with integrity

and ethical consideration. It was also assumed that the literature review would clearly identify

the prevalence and seriousness of Violence against Women and Children (VAWC). In addition,

the literature review would show the effects of to Violence against Women and Children

(VAWC) its victim. Possible limitations of the Study were that the topic Violence against

Women and Children (VAWC) is relatively new and therefore a lot of research is overlapping by

exciting the same studies.

Research Methodology

This section presents the research design, research settings, research respondents,

research instrument and data gathering procedure.

Research Design. This paper used the qualitative research particularly a case study and utilized

a purposive sampling to gather the data. It is appropriate to use qualitative descriptive design

since according to Bradshaw (2017) a qualitative descriptive design is particularly relevant

where information is required directly from those experiencing the phenomenon under

investigation and where time and resources are limited.

Research Setting. The researchers conducted the data gathering at Mahayag, Police Station,

Zamboanga Del Sur.

Research Respondents. The respondents of this case study was the WCPD Investigator of

Mahayag, Police Station who gave data and the report about particular case of WCPD that

transpired in this Municipality.

Research Instrument. The researchers used a interview guide and a semi- structured interview

as the medium of gathering the relevant data needed. According to Cohen and Crabtree (2008)

the benefit of a semi-structured interviews are researchers can prepare the questions ahead of

time and it allows the interviewer to be prepared and appear competent during the

interview. Lastly, semi-structured interviews also allow respondents the freedom to express their

views in their own terms and it can provide reliable, comparable qualitative data. The instrument

contained questions that answered by the participants.

Data Gathering Procedure. This study starts with the formulation of the problem. The

researcher made a letter which was approved by the research instructor for the Police Chief of

Mahayag to allow them to conduct a study regarding their transpired incident. After the

permission granted, the researchers ask permission to the participants which is the WCPD in

Mahayag, Zamboanga Del Sur allowing them to conduct an in-depth interviews using a semi-

structured questionnaire. Typical setting of conducting an in-depth interview is face to face but

to ensure the safety of both party we secured the proper protocols like physical distancing and

wearing of face masks and face shields. After the interview, the researchers analyzed the

narrative responses then write a summary report of the results.

Data Analysis. To address the aim of this study, the researchers used a research made

interview guides for data collection. The data analysis of this study was

represented in a qualitative manner. According to Moser A, Korstjens (2017)

Qualitative research collects information about individuals' experiences,

perceptions, and behavior. Instead of how many or how much, it addresses the

how’s and whys. Instead of collecting numerical data points or intervene or

introduce treatments just like in quantitative research, qualitative research helps

generate hypotheses as well as further investigate and understand quantitative

data.

Ethical Considerations in Research

The researchers would not reveal any gathered information to anybody. The study presents a

formal written consent beforehand to the respondents. Researchers assured the participants with

utmost respect with confidentiality. The researchers protect the privacy of the participant’s

contributing response for the study. Moreover, the information gathered in this study was used

for academic purposes only.

The Trustworthiness of the Research

This study conducted with utmost reliability. To observe credibility of the interpretation, the

researchers consults experts and professionals regarding the data gathered from the participants.

Results and Discussions

This case study on “Violence Against Women and Children” was conducted in order to

determine the different experiences of the victims regarding violence against women and

children. There was one (1) identified victim participated in this study. A qualitative method was

employed and research-made interview guide questionnaire was the tool used in collecting the

data. To help the identified victim get through this difficulties, the researchers proposed possible

solutions to this paper.

It appeared that victim Wilfreda Roble Ignacio experiences violence from his husband.

During the interview, the researchers found out that Wilfreda has gone through different kinds of

violence including physical, psychological, emotional and economical violence. It was revealed

that the victim mostly experiences psychological abuse from her live in partner. Based from the

victim’s answers, it was discovered that the common factor that violence against women and

children happen in one home is being intoxicated or with the influence of liquor and being

economically drained. Alcohol plays a large role in criminal activities and violence. Excessive

drinking has the ability to lower inhibitions, impair a person's judgment and increase the risk of

aggressive behaviors. Because of this, alcohol-related violence and crime rates are on the rise

throughout the country. In relation with the penalty, any person who commits Violence Against

Women and Children (VAWC) shall suffer the penalty of one (1) year imprisonment and a fine

of not more than Five Hundred Thousand pesos (P500,000.00).

Conclusion

From the result of the collected data, the researchers draw a conclusion that Violence

Against Women and Children (VAWC) the implementation is good. Moreover, this law protect

who are suffer from any forms of violence on the hand of their partners and parents/guardians.

On the other hand, it is concluded that Wilfreda Roble Ignacio the complainant at the same time

a victim of the case RA 9262 against her live in partner Dionome Navales. Hence, this case the

suspect apply a waiver and execute affidavit of distance for him to be release. Thus, the WCPD

of Mahayag, Police Station should initiate more activities and programs in promoting and

enhancing the holistic being and welfare of all the victims thereby conducting regular monitoring

and consultation of psychological, emotional, physical and economical condition.

Recommendations

Intensify the implementation of RA No. 9262 to protect women and children particularly

the young ones and defenseless through the initiative of barangay officials, DSWD and the LGU

in coordination with the Women and Children’s Desk personnel may assist the victims through

the referral to psychologist for counseling or caring centers of agency for temporary shelters to

recover from trauma suffered by the victims. Local government officials may hold regular

barangay level women empowerment orientations and Anti-VAWC Law to prevent abuses and

other forms of violence against women and children. Support the efforts of Punong Baranggay in

experience of his authority to issue Barangay Protection Order as immediate relief to women and

children who reported incidence of violence against them

PROGRAM PROPOSAL

RATIONALE

This proposed intervention program, “Strengthening the Violence Against Women and

Chiildren” was designed to determine the status implementation of violence against women and

children in Mahayag, Zamboanga Del Sur. Through this intervention program the identified

victim protect women and children particularly the young ones and defenseless.
