INSTRUCTION MANUAL
FOR ONLINE COUNSELING FOR POST GRADUATE MEDICAL COURSES IN ODISHA STATE QUOTA-2018
Introduction

For the Academic Year 2018-19, the State Govt. will conduct the Counseling and Selection process for seats available for SCB Medical College,
Cuttack[SCB] , VSS Institute of Medical Sciences and Research, Burla [VIMSAR], MKCG Medical College, Berhampur[MKCG] and Hi-Tech Medical
College-Bhubaneswar[HITECH].

Eligibility

1. The candidates those who have qualified NEET-PG-2018 are eligible to apply for the PG Seats in Odisha.
2. Candidates having their Resident State / Domicile State Odisha or Candidates those who have passed out their MBBS Examination from
Govt. Medical College (SCB/MKCG/Vimsar) are eligible to participate.

Documents Required before Filing the Application Online


Candidates are advised to keep the following documents ready before filing the application online.

a) Bank Draft of Rs.2500/- (preferably in SBI) in favor of “Convener, PG Medical Counseling Committee” Payable at “Burla”
b) NEET PG-2018 Rank Card
c) Matriculation Certificate (10th) indicating Date of Birth
d) MBBS Degree / Provisional Certificate
e) MBBS Mark Sheet
f) Internship / Houseman ship Completion Certificate
g) Updated Medical Registration Certificate
h) Permanent Resident / Domicile / Nativity Certificate (Issued within 6 months)
i) Category Certificate (if reservation claimed)
j) Service Certificate if applicable for those employed under State Govt. or State PSU or Central PSU located in Odisha or DF
posted in Odisha) issued by CDMO / Concerned authority.
k) Scan of Passport Size Colour Photograph of candidate as submitted for NEET-PG-2018 in .jpg/.jpeg format of size within
100kb.
l) Scan of Full Signature in .jpeg / .jpg format of size within 60kb.

After keeping all these Documents ready, please visit the web site www.dmetodisha.gov.in and follow the proper links mentioned in the
website. The Online application process is a 4 Step process..

Step-1: REGISTRATION
Candidates those who have qualified NEET-PG-2018 are only eligible for Registration.

1. Enter the 10 digit NEET-PG-2018 Roll Number [_ _ _ _ _ _ _ _ _ _] in the text box.

2. Enter Date of Birth (select from the Calendar Control) as per the NEET –PG Data in the Text Box.

3. After entering the two pre requisite NEET data as above candidates are advised to wait a little and automatically their NEET-PG
Score , Name of the Candidate will be auto-filled in the linked Text Boxes which will be retrieved from NEET Data. (If after 2-3
minutes of waiting , the data does not reflect in the linked Text boxes, then Candidates are advised to Change their browser or enable
browser Java Script in their Systems. If still, the problem persists, may mail us – imperialedusystems@gmail.com or Whats app the
problem in 7873040400.

4. Enter your valid e-mail ID (which will be Registered Log In ID in future. Please ensure that your email ID is valid and correct. An
email ID once registered will not be re-registered again.

5. Enter your password in the next Text Box and re-type the same password again in the mentioned Text box. Please ensure that, the
given password should be typed properly and keep it in writing and do not share with others. The password should be 6 to 8
Characters Long and should contain one special character, one numeric and one small letter. Like the password can be pcp@12 etc.

6. Select a security question from drop down menu and put the secret answer in the respective text boxes . This will help you in case
you forgot the password.

7. After filling up all the informations in this page of Registration , click – CLICK HERE TO PROCEED FOR ONLINE APPLICATION.

Step-2 : BASIC INFORMATION

Step-2 :
Part-1: Personal Information

1. After clicking the link button of the Step-1, CLICK HERE TO PROCEED FOR ONLINE APPLICATION candidate will be redirected to the
Basic Information Page.

2. This page shall automatically display the already entered information like Name of the Candidate , Father’s Name , Registered e-
mail ID , Date of Birth ; these information need not be entered again.

3. If you are female married candidate, you may enter your Name of Husband in the linked Text Box.

4. Enter your Mobile Number as well as Alternate Mobile Number in respective Text boxes. Please enter at least one mobile number
which is not under DND to send information through SMS preferably.

5. Select the Gender from drop box either Male or Female or Other.

6. Select the Category you belong to. from the drop box as UR, ST, SC, PC, DF or GC. If a candidate belongs to more than one
category, then he / she is advised to select the Ctrl Key from key board (Pressing) and selecting the Categories from the drop down list.
And if the candidate wants to deselect any option, then he / she has to again click the category (double click).

7. Enter the Resident/ Nativity State to which you belong selecting from the drop box as Odisha or Outside .Candidates from Odisha
state or who are having their domicile / resident / nativity in Odisha may select Odisha ; other candidates those who do not have
Odisha domicile may select Outside.

8. Enter the MBBS Study Institution from drop box as SCB, MKCG, VIMSAR or OTHER .

Step-2 :
Part-2: NEET-2018 Particulars [for cross checking by candidate ]

9. This section shall be auto-filled from NEET-PG data in terms of NEET-PG Roll Number , NEET-PG Score. Candidate need not
to enter these NEET-PG -2018 details as automatically the information will be retrieved and shown in respective text boxes. Only the
candidates has to cross check their NEET-2018-PG information with their Rank Card and if any discrepancies found, it should be
brought to the notice during Document Verification .

Step-2 :
Part-3: MBBS Particulars

10. Enter details of MBBS Particulars like Medical Registration Number, Name of Medical Council [ mention MCI or name of State
Medical Council], Registration Validity Last Date .

2. Enter District of Posting.
3. Enter Service Cadre l from the drop down menu choosing from the options .as Odisha State Govt Service Or DF Service in
Odisha Or Odisha State PSU Service Or Central Govt. Service in Odisha Or Central PSU Service in Odisha Or Others.
Step-2 :
Part-5: Counseling Fee Particulars

4. Enter Amount, , Name of Issuing Bank and Branch , Bank Draft Number and Bank Draft Date .

Part-6: Address Particulars:

5. Under Permanent Address Enter ‘Father’s Name ‘ , ‘Plot No.’, ‘Post/ Taluk/Street’ , ‘Via/Ward/City/Town’, ‘District’, ‘PIN’ and
‘State’ Under Present Address fill up the boxes similarly. If both Permanent and Present Addresses are the same tick the
appropriate button .

Step-2 :
Part-7: Photograph and Signature upload:

6. Upload the scanned copy of the passport size photograph and signature as submitted in NEET –PG application preferably only .jpeg /
.jpg formats within 100 kb & 60 kb respectively.

7. Enter YES or NO from drop box if you have Completed / Continuing MD/MS in any subject..

8. Click the button SAVE AND CONTINUE to proceed for Step-3 .

Step-3 : SERVICE PARTICULARS

Option for DIRECT candidates :


Step-3
Part-1 : Direct or In-service Category

1. Select the choice button between ‘I am a Direct Candidate’ or ‘I am an In-service Candidate’.

Direct Candidate means having less than 3 years of Service Experience under Govt. of Odisha /Odisha Govt. PSU/ Central
Govt.PSU located in Odisha/ Central govt. Employee posted in odisha /Defence personnel posted in Odisha.

In-Service Candidate means those who are in employment under Govt. of Odisha / Govt. of Odisha PSU / Central Govt. PSU
located in Odisha / Central Govt. Employee posted in Odisha/Defence Service located in Odisha for a period of more than 3 years
[for details refer to clause –G-2 of the Prospectus] .

Step-4-Print Application

1. Direct Candidates then shall be redirected directly to the Print Application Page and can take the Print outs of their Applications.

2. Before printing the application, candidates are advised to cross check all the entries and if required can EDIT them by Clicking
HOME link .

3. The Application Print Out shall have to be signed on and produced at the time of Document verification as per notified date and
venue. There is no need to send the physical copies of the Application or documents to the Convener office.

Option for IN-SERVICE Candidates :


Step-3
Part-1 : Direct or In-service Category

1. Select the choice button between ‘I am a Direct Candidate’ or ‘I am an In-service Candidate’.

Direct Candidate means having less than 3 years of Service Experience under Govt. of Odisha /Odisha Govt. PSU/ Central
Govt.PSU located in Odisha/ Central govt. Employee posted in odisha /Defence personnel posted in Odisha.

In-Service Candidate means those who are in employment under Govt. of Odisha / Govt. of Odisha PSU / Central Govt. PSU
located in Odisha / Central Govt. Employee posted in Odisha/Defence Service located in Odisha for a period of more than 3 years
[for details refer to clause –G-2 of the Prospectus] .
Step-3
Part-2: Service Cadre

1. Enter Cadre of Service from drop box as Odisha State Govt Service Or DF Service in Odisha Or Odisha State PSU Service

Or Central Govt. Service in Odisha Or Central PSU Service in Odisha Or Others.

State Govt Service shall include those who are at present serving under Govt. of Odisha in any of the medical institutions of the state
as Adhoc or Contractual or Temporary [OPSC] nature..

DF in Odisha shall include the candidates who are serving in any Defence establishment located in odisha r State PSU or Central PSU
in Odisha or Others .

2. Odisha State PSU Service shall include the candidates who are serving in any Odisha State Govt. PSU .

3. Central PSU Service in Odisha shall include the candidates who are serving in any Govt. of India PSU located in Odisha.

4. Central Govt. Service in Odisha shall include the candidates who are serving in any Govt. of India Organizations located in Odisha

5. Others shall cover any other category not included in the above list.

Step-3
Part-3: Places of Posting

4. Enter the Name of Medical institution in the first box .

5. Enter the text box BLOCK/NAC/Municipality by choosing options from the drop box one by one .The list includes the blocks/
NACs/ Municipalities those are included in Appendix-1 in the Prospectus and as such account for additional weightage for PG merit.
The entries are arranged in an alphabetical order. If the Head Quarter / Name of the Institution of the Candidate does not comes under
the list of Appendix-1 , then the candidate should select Others. Candidates are advised to thoroughly cross check their area list from
that drop down menu without any confusion.

6. Enter the DATE OF JOINING in the next box .

7. Enter PRESENT STATUS choosing from drop menu Continuing or Relieved .

8. Enter date of relieve if relieved from a particular place of institution.

9. But if the candidate has not been relieved from his / her job / institution / head quarter as on the date of application, then he / she has
to select CONTINUING by which automatically in the section Date of Relieve , the date will be reflected as 31-03-2018 and, the
Number of days will be calculated up to the date 31-03-2018.

10. Duration of Service [in no. of days] shall be auto-filled in the right Text box and need not be entered manually by the candidate.

11. If the candidate has worked in more than one Institution during the service tenure then he / she has to click the option ADD NEW
and fill like same as described above as many number of Institutions / Head quarters he / she has served.

12. If the candidate wants to delete any data from the Service particulars because of wrong entry , then he / she has to delete the row and
re-enter again by again clicking the option ADD NEW. In the above such manner, the candidate has to fill the information regarding
his leave particulars as per the Service certificate given by the concerned authority.

Step-3
Part-4: Leave Particulars [At a stretch 30days or more excluding maternity leave if any; upto 31st march 2018]

1. ENTER the Medical Institution of service in the text box.

2. Select the Block/NAC/Municipality from the drop down menu.; enter others if necessary.

3. Enter Leave Type in the drop menu.

4. Enter Date Of Commencement Of Leave in the next box.

5. Enter from drop menu the choice continuing or joined .

6. Enter the date of completion of leave in the next box.

7. The Duration of Leave shall automatically be auto-filled in the next box .

Step-3
Part-5 : Total Period of Service [ excluding leave at a stretch of 30 days or more]

8. The period shall be auto-filled in the next box after deduction of the leave period from the no of days worked.

9. Leave at a stretch of more than 30 days (in case general) and in case of maternity leave at a stretch more than 6 months will be
deducted from the total number of days in Service.

10. If the total period of service is more than 3 Years (after deduction of leave period as mentioned above), then the Candidate will be
counted as In-service Candidate and if at any case the Total no of days falls below 3 Years, the Candidate will be automatically
considered as Direct Candidate.

Step-3
Part-6: Total service Period in Rural / Tribal/ Backward areas
1. This section will indicate the no of days based / served in Rural / KBK Plus areas for the calculation of weight age. If a candidate has
1 year of completion of service in the areas as per the list of Appendix-1, then the candidate will get 10% additional weight age per
year of Service in those areas subject to a maximum of 30%.

11. After filling up all the information, Candidate should click the button SAVE AND CONTINUE to go for the Step-4-Print Application
Page.

Step-4-Print Application
1. Before printing the application, candidates are advised to cross check all of the information they have entered and if found any thing
wrong can come back Home by Clicking HOME link and can EDIT their application where there is a need and again follow the above
process to print the updated Application.

2. Candidates after redirecting to the Print Application page can re-check all the information they have entered perfectly. If any
typographical error found, they can move down the page to look for the link button EDIT APPLICATION and click on that and can edit
the information they need to change. And follow the above steps again. Otherwise, they can click PRINT APPLICATION and take 2
copies of the application Print.

3. After taking the print out , the candidate can come for document verification to the designated venue as per the notification during the
verification period.

4. No need to send the physical copies of the Application or documents to the Convener office.

5. Click the LOG OUT button and EXIT from the online Application page.

Other Instructions About Online Application :

a. If the Candidate is browsing the Google chrome browser while printing the application and the printer does not take the prints
automatically, the candidate can enter the page number like 1 or 2 in the Print dialogue box and can take the print out of the
application.

b. Candidates, once registered will not given the opportunity to re-register again as the data is already saved in the server. Only he / she
will be able to update the information that has already entered.

c. Once the candidate has successfully logged out from the system of online application he / she will be redirected to the Log In page.
The candidate either can click the Log In option from the Preliminary Registration page and enter their user id (email id) and password
and can view the details of his application at any stage of his application. Also he / she can Edit / Update / Take print outs of the
application any time , any moment but till he / she has verified the documents. Once the documents are verified, the candidate will be
no more able to Log in to the system to change any kind of information about his application.
