PART-I

TENDERING AND CONTRACT CONDITIONS

1.1 INTRODUCTION:

1.1.1 SCOPE:
 This specification establishes the technical requirements covering, design,
procurement of materials, manufacture, assembly, inspection, shop testing,
painting, packaging, safe delivery at site, installation, testing &
commissioning and warranty of Air handling units with all accessories,
controls, instrumentations, electric motors, valves, insulation, piping, ducting
etc. as per the tender specifications at Fuel Reprocessing Facility (FRF)
Complex, BARC, Trombay.
 The scope of work also includes the dismantling, removal and disposal of old
working units and clearing the site for the installation & commissioning of
new supplied units.

1.2 LOCATION

The site is located at north site of FRF Complex, BARC, Trombay, Mumbai 400085.
(The contractor should inspect the site before quoting and ascertain for himself the
nature, character and extent of work to be executed and should include all items and
services necessary, whether specially mentioned or not in the specifications, scope etc.
to meet with the intent and purpose of these specification.)

1.3 DELIVERY:

1.3.1 The bidder attention is drawn to the fact that no tender will be considered unless
the bidder can satisfy the purchaser that he can meet delivery dates specified
in this tender document.
 The firm can deliver AHU’s in three lots (Lot 1: 25 TR once through
(Qty: 02 nos.), Lot2: 25 TR Recirculation type (Qty: 01 no.) & Lot3:
30TR Once through, (Qty: 01 no.))
 The firm should intimate 3 weeks before the delivery of individual lot.
 In case of deployment of only one team for removal of old unit, clearing
of site, Installation and Commissioning of supplied new AHU, the firm
shall first finish the complete scope of work for individual site then it
should commence the work of other site.
 Delivery Period: 09 months
1.3.2 The equipment as described in Part-A, A1, A2 & B of this tender document
shall be designed, manufactured assembled, inspected, and approved by the
purchaser shall be delivered, installed, site tested and commissioned at site as
per tender document.

1.4 INFORMATION TO BE INCLUDED:

The bidder shall submit all supporting information, technical data and
specifications as requested in the various sections of Part-A, A1, A2
specification.

1.5 Applicable Codes and Standards:

Procurement, Design, manufacturer, inspection, testing of the AHU, motor,


piping valves etc. included in the scope of this tenders shall, unless otherwise
specified conform to the latest edition of the standards and codes mentioned
below:

1.6 PRICE & VALIDITY OF OFFER

The bidder shall submit the bids conforming to these specifications fully and
shall indicate them as requited. Prices shall be firm and the bids shall be valid
for acceptance within a period of 120 days from the tender opening date.

1.7 PACKAGING AND SHIPMENT

Delivery of the equipment at site shall be the responsibility of the contractor


/Vendor. The equipment shall be so packed and protected as not to suffer any
deterioration, damage or breakage during shipment and storage in a tropical
climate. All exposed ferrous metal surfaces shall be covered with a suitable
rust preventive compound of an approved make. Large items shall be
individually coated. The vendor need to take transport insurance for the safe
delivery of AHU at designated site in BARC, Trombay.

1.8 Terms & Condition for Working in B.A.R.C.


 Delivery of the equipment shall be done only in working days (Monday
to Friday) between working hours i.e. 09:00 hours to 15:00 hours.
 The contractor shall take upmost care while working at the site such
that no damage occurs to the nearby equipment and services, etc. If any
such damage occurs, the contractor shall rectify the same at no extra
cost, to the satisfaction of the Engineer-in charge.
 The contractor and his persons shall strictly observe all the security
regulations prevailing at the work site. Every time the contractor's
persons shall report to PP security before entering and leaving the
worksite. The contractor shall keep a responsible supervisor all the time
when his persons work at site. The contractor's persons shall not enter
any other area other than that permitted and it is the responsibility of
the contractor and his authorized supervisor for their movements and
actions within B.A.R.C. campus. Any breach of this is a security matter
and dealt accordingly.
 The tenderer shall be deemed to have inspected and examined the site
and surroundings (with prior appointment for entry to BARC premises)
before submitting his offer and obtained all the necessary information
as to risks, contingencies and other circumstances, which may
influence or affect his offer.
 The contractor shall engage a full-time supervisor or an engineer for
this job at site. Without the supervisor, his workers may not be allowed
to work at site. The contractor is required to employ only qualified and
experienced person to carry out this work. All of these persons must be
cleared by CID Mumbai branch with respect to their character and
antecedent.
 After completion of the job, the work place shall be cleared off all
debris, scrap, waste, etc. as directed by the EIC. The place shall be
cleaned and mopped, if necessary. He shall take out all his tools &
tackles, and excess materials from the site. He shall return the excess
departmental materials to the Dept. stores.

1.9 DEVIATION FROM ORIGINAL TENDER

Bidders finding discrepancies in or omissions from drawings, specifications or


other documents or having any doubt as to the meaning or intent of any part
thereof should at once notify the purchaser with Two (2) copies of the
suggested deviations for considerations and approval by the purchaser prior to
manufacturer.

1.10 DESIGN DATA AND CALCULATIONS

The supplier shall be prepared to submit a detailed analysis of his design and
evaluated by the purchaser. The analysis shall show all the working up of the
design in sufficient detail to enable the purchaser to understand clearly the
principals and general calculations involved.

1.11 APPLICABLE DRAWINGS

Schematic chilled water flow scheme for Air Handling Unit. The schematic
drawing will be discussed during the site visit and finalization of the drawing
will be done after the placement of PO.

1.12 CONTRACTOR’S DRAWINGS

After awarding The supplier shall also supply drawing to the purchaser for
approval, complete shop drawings, all relevant manufacturing and assembly
procedures, inspections and test specifications which may be necessary for the
proper execution of work. One copy of each of these drawings and procedures
will be returned to the supplier marked” Approved as noted”.
Any work done prior to the approval of these drawings will be at the contractor
risk.
After these drawings have been properly approved, the contractor shall supply
within four (4) weeks of approval, one reproducible master and four prints of
drawings to the purchaser. All drawings issued to the purchaser shall remain the
property of the purchaser. Approval of the drawings and procedures shall be no
way relieves the contractor of his full responsibility in regard to the proper
execution of work.
All the drawing part lists assembly procedures etc. shall bear a readily identified
number e.g. drawing number and each subsequent revise or addition to the
drawings or procedure shall be identified by a revision number.

1.13 PURCHASERS DRAWINGS

The work will be carried out in accordance with the specifications and drawings
listed in this tender documents and with such additional or revised drawings
based on the site condition that may be issued by the purchaser and with drawing
prepared by the supplier and approved by the purchaser.
All drawings specifications and copies thereof and all models furnished by the
engineer are the property of the purchaser. They are not to be used on the other
work and are to be returned to the purchaser on the completion of the work.

1.14 TRANSPORT LIMITATIONS AND FACILITIES

The contractor /vendor shall be responsible for delivering the equipment to site
in packages of sizes and weights that are permissible under the existing rail,
road, sea and air transportation rules. The firm need to made arrangements for
unloading of equipment like Hydra / Mobile crane, labourers, Slings/ Belts etc.

1.15 PRE-REQUISITES FOR OFFER & EVALUATION

a. Offers only from the firms with prior experience in design &
manufacture of AHU and similar equipment (capacity of 25 TR) will be
accepted. The firm shall provide the details of similar work executed in
the past, along with offer.
b. The firm shall provide the detail of its regular staff and the list of
engineers, floor shop supervisor, and fitter etc. that will be deployed on
the above mentioned job.
c. The firm shall insure the availability of all material and machinery and
bought out items etc. that will be required for the execution of job.
d. The firm shall have adequate shop floor area for fabrication as well as
for the safe storage of manufactured AHU.
e. The vendors will be evaluated on the basis of their technical capabilities
based on the experience in executing similar works, availability of
handling equipment, machining facilities and requisites man power. The
workshop of the participated vendors may be visited, if needed.
f. Turnover of the supplier to be more than 15 cores.
g. The firm shall furnish the detail of testing facilities available with him.
h. The details related to manufacturing, deployed technical staff,
machinery, previous PO copies along with completion certificates
and testing facilities, furnished by the firm will be crosschecked by
the purchaser for the evaluation of the offer submitted by individual
firms.
 Sub-Contractors/ Sub-Vendors
a. Fabricator shall make clear in his offer the names and full details of the
sub-vendors whom they propose to employ for part work and also
specify which all parts of the work are proposed to be sub-contracted.
The sub vendor selected by supplier shall have adequate experience in
similar works as required by the tender and the same may be verified by
the indenter prior to placement of order.
b. The facilities of the sub-vendor shall be subject to inspection and
approval of the Purchaser before start of fabrication. Written procedures
with regard to the work to be carried out by the sub-vendor shall be
submitted by the Fabricator that shall also be subject to approval by the
Purchaser

c. The contractors /vendors shall on acceptance of order notify the


purchaser in writing of the names of sub-contractors/sub-vendors if any,

for execution of work and shall obtain a written consent on the same
from the purchaser before commencing the work.
d. The contractor /Vendor shall be held as fully responsible to the
purchaser for all acts and omissions of his sub-contractors/Sub-vendors
and of persons directly or indirectly employed by him.
 Acceptance & rejection criteria
The offer from the vendor will be only accepted that will fall within the
allowable and acceptable deviation mention in Technical Specification Part -I,
Part-A, Part- A1, Part- A2, Part-C, Part-D, Part-E, Part-F & Appendixes (I to
IV). In case of, Deviation beyond the above mentioned parts the decision of
Engineer In-Charge will be final.

1.16 MANUFACTURER’S INFORMATION MANUALS

In addition to the drawings specified in the technical specifications of this


tender, the contractor shall supply Three (3) nos. of bound copies of final
instructional manuals for installation, operation and maintenance of all the
equipment furnished by him. The manuals shall include drawings and
performance curves neither in reduced size if they are nor of usual size.

1.17 SUPERVISION OF ERECTION

The contractor shall depute his authorized engineer /supervisor to supervise and
carry out the erection of the equipment as described in this tender document at
site. No erection shall be permitted if supplier’s competent supervisor is not
present.

1.18 QUOTATION SHOULD BE IN ACCORDANCE WITH


SPECIFICATION

Bidder shall quote for equipment strictly in accordance with the specifications
part –A, A1, A2 of this tender document.

1.19 QULITY SURVEILLANCE

All the materials /equipment covered by this document shall be subjected to


quality surveillance by the purchaser or his authorized representative.
The contractor at his cost shall remove parts found unsatisfactory as to
workmanship or materials, and replaced by parts that are satisfactory as per
approved QAP and purchaser will inspect all the parameters mentioned as per
tech spec and QAP.

1.20 FORMAL ACCEPTANCE BY THE PURCHASER

The works to be executed by the supplier and equipment and supplies to be


made by the supplier in accordance with this tender document shall be deemed
to have been formally accepted by the purchaser only after necessary site
acceptance tests.

PART- A1

AIR HANDLING UNIT (ONCE THROUGH, 30TR)


1. Scope:
 Design, procurement, manufacture, assembly, shop testing, safe delivery at site,
installation, testing & commissioning, warranty of double skin air handling
units on once through basis of 30 TR along with 2-inch CS piping
(approximately 05+05 meters), GI ducting with Insulation of approximately 200
sq ft, motors and approved assembled instrumentation & controls etc. inside the
AHU rooms of PP complex BARC. Dismantling, removal and disposal of old
AHU’s.
 The proposed new AHUs will be installed after removal of the old AHUs, which
are in running position. The contractor shall have to carry out the work in short
span of time (during shut down), preferably during weekends including Sunday.
The contractors need to work beyond normal working hours to ensure minimum
disturbance to users.

2.0 Air Handling Unit:

Air Handling Units are required to supply conditioned air to the specified areas. The
air-handling units shall be package type sectionalized construction having filter section,
control/mixing section, cooling coil section, eliminators, fan section, suction plenum
section and drain pan. Capacity (TR) and Airflow of the air-handling unit has been
indicated in the air handling unit schedule. AHU design will be robust; air inlet for both
AHU is from side with facility for easy maintainability.

AHU shall be provided with Multi louvered opposed blade Fan discharge dampers &
Canvass Flexible connections for connecting to discharge Air plenum/ducts, vibration
isolators (spring type/25 mm thick serrated neoprene pads), manual air vent at high
point in the cooling coil and a drain plug in the bottom of the coil. Common Extruded
Al channel base for fan & motor is to be provided

AHU shall be provided with 5 pass PVC eliminator to be provided after cooling coil
to avoid water carry over having suitable depth as per required.# Eliminator pan shall
be constructed of sandwich type construction with both the skin made of 1mm SS-304
sheet with 25mm P.U. insulation in between with necessary slope to facilitate fast
removal of water. Eliminator section should be such that it can be easily dismantled
with disturbing the AHU main frame assembly and panels.
# Eliminator type: PVC
Pitch: - 25mm
Face velocity: - 2- 5 mm/sec

All controls and instrumentation of the AHUs shall be in assembled condition with min.
pipe length of 1 mts (both supply and return) length. The chilled water pipe shall be of
heavy class (class-C)) as per IS 1239.

AHU shall be selected for the lowest operating noise level, suitable sound attenuator to
be used for the equipment and operating noise level should not exceeding 65 Db at 2 M
distance. Fan performance rating and power consumption data, with operating points
clearly indicating shall be submitted and verified at the time of testing commissioning
of the installation.

 Electrical interlock trips of the fan immediately on opening of the AHU door.
 Factory fitted earthing is to be provided in the fan section.
 Thermally insulated totally sealed glass inspection window is to be provided.
 Manometer ports are to be provided.

The design requirement of air-handling unit shall be as follows:

2.1 Casing:

The housing /casing of AHUs shall be of double skin compact construction. The
housing shall be so made that it can be delivered at site in total/semi knock down
conditions depending upon the locations.

The framework shall be of extruded aluminum hollow sections filled with preformed
insulation. The entire frame shall be assembled using mechanical joints to make a
sturdy & strong framework for various joints.

Double skin panels shall be made of minimum 22 SWG(0.853mm) pre coated G.I.
sheet on outside and 0.63mm( 0.64mm /24 SWG) SS-304 sheet on inside with pressure
injected CFC& HFC free PUF with K value of 0.02 watts/m˚ C and density of 48
kg/cu.m of minimum 45mm thick insulation in between. These panels shall be bolted
from inside on to the framework with soft rubber gasket in between to make the joints
airtight.

All necessary hardware/fasteners shall be of Stainless Steels (304)

Frame work for each sections shall be bolted together with soft rubber gasket in
between to make the joints air tight. Suitable doors with SS-304 hinges and latches shall
be provided for access to various panels to facilitate removal of cooling coils and fans
for maintenance. The entire housing shall be mounted on steel channel framework.

Drain pan shall be constructed of 2 mm SS-304 sheet with necessary slope to facilitate
fast removal of condensate. Drain outlet shall be provided on both the sides of the drain
pan. Drain should be raised from drain pan of AHU & left near the floor drain trap with
a “U” shape.

Note: - Drain trap design/drawing to be approved by indenting officer before
manufacturing.

Drain-pan shall be at least 150 mm wider than the width of respective cooling coils.
Between drain-pan and Eliminator pan of bottom surface shall be made of 2mm SS-
304 sheet. The air-handling units shall be supported on suitable number of legs to keep
it at least 150 mm above the floor level.
2.2 Filter Section and Filters:
Each unit shall be provided with a factory assembled filter section containing washable
synthetic type air filters having SS-304 frame. The media shall be supported with HDPE
mesh on one side and aluminum mesh on other side. Filter shall fits to prevent bypass.
Holding frame shall be provided for installing a number of filters cells in the banks.
The filters shall be provided (preferably 610 * 610 * 50 / 610 * 305 *50 mm size ) in
the filter section. These filters shall be sliding type and with suitable holding
arrangement and shall be cleanable and reusable type.

These filters shall have 90% efficiency up to 10-Micron particle size. All filters shall
be installed in vertical position and designed for horizontal airflow. Filter media shall
be designed to hold dust, sand and prevent it from being dislodged by vibrations or
other cause. The frames shall be designed to take load equal to three times the pressure
drop in dirty condition of the filters.

Velocity of air across filters shall not exceed 2.0 to 2.2 m/sec. Pressure drop across the
filters in clean and dirty conditions shall not be more than 2.5 mm WG and 7.5 mm WG
respectively. The supplier shall indicate dust loading of filters at a pressure drop of
6.5mm WG.

2.3 Cooling Coil Section:

The cooling coil shall be designed for water duty and inlet water temperature at 7.0 0C
and outlet water temperature at 12 0C. Cross flow process of heat Transfer shall be
used for cooling coil design. Number of fins in the cooling coil shall be restricted to 09-
11 fins/in.

Velocity of water and air through the cooling coil should not be more than 1.5 m/sec
and 2.5 m/sec. respectively. Even number of rows like 4,6,8 etc. shall be selected for
any particular cooling coil so as to facilitate supply and return headers on one side of
the unit.

Each coil shall be complete with drain and vent connections terminating in
cocks/valves.

Chilled water coil shall have 1/2” diameter Copper tubes (as per ASTM B280-18)
minimum 24G thick with 28G thick copper fins firmly bonded to tunes assembled in
zinc coated steel frame. The Tube shall be hydraulically/Mechanically expanded for
minimum thermal contact resistance with fins. Each coil shall be factory tested to 21
Kg/cm2(g) air pressure under water. Flanges of cooling coils shall be of galvanized
Mild Steel plates of thickness as per ANSI B 16.5 class 150 lb. Supply and return
headers shall be given two coats of rust inhibiting paint on either side. Provision for in-
situ chemical cleaning of coil shall be provided.
The cooling coil capacity shall be 20% higher than specified cooling capacity.

Coils shall be sealed in polythene bags and packed in crates properly. Coils with
damaged fins shall not be accepted.

2.4 Fan Section:

Each air-handling unit shall consist of DIDW forward curve, Energy efficient AMCA
certified fans reputed make centrifugal fan mounted on a common solid shaft, which
shall be driven by a motor through pulley and belts arrangement. The motor shall be
located inside the air-handling unit preferably mounted on suitable vibration isolating
frame. The fan compartment should further isolated by placing it on a spring
suspension, which will mitigate the transfer of vibration through the floor.

The shaft shall be machined out of EN-8 bar and shall be mounted on self-aligning
heavy-duty ball/roller bearings of adequate capacity and life. Bearings shall be grease
lubricated and shall be provided with fittings for lubrication from outside. Bearing life
shall be minimum 50000 working hours. Bearing shall be SKF.

Fan blades shall be fabricated out of min. 16G G.I. sheets (riveted). The fan housing
shall be made of die formed side sheets with streamlined inlets to ensure smooth airflow
into fans.

The first critical speed of the rotating assembly shall be at least 40% above the operating
speed.

All fans, pulleys, motors etc. shall be well balanced as per VDI: 2060 Grade-6.3/ ISO
1940 & AMCA 204/3 G-2.5 standard.

Noise level shall not be more than 65 db at 2 M distance.

The Vibrations level shall be as per ISO 10816.

Centrifugal fans shall be provided with adjustable v- belts and sheaves. All belts shall
be sized for 150% of the rated H.P. of the motor and minimum two belts shall be used.
All v-belts shall be equipped with removable belt guards. Belt guards can be standard
belt guards of expanded metal or screen type hot dip galvanized guard. Only certified
matched belt set shall be provided for fans to ensure even loading. The belts & pulleys
shall be of reputed make.
(Belt size & detail of pulley to get approved from indenting officer before
manufacturing)
The fan shall be selected for a speed not exceeding 1000 RPM. The fan outlet air
velocity shall not be more than 1800 FPM. The fan housing with motor shall be
mounted on a common steel base mounted on cushy-foot mounts. The fan outlet shall
be connected to the plenum with the help of fire retardant canvass.

Rotating assembly including impeller and pulley shall be statically & dynamically
balanced.

(Fan section should have two detachable doors one on each side. Doors should have
proper sealing gaskets & clamps to hold the doors.)
2.5 Dampers:
Dampers shall be opposed blade type. Blades shall be made of double skin airfoil
extruded aluminium sections with integral gasket and assembled within a rigid extruded
aluminium alloy frame. All linkages and supporting spindles shall be made of

aluminium or nylon, turning in teflon bushes. In case of automatic dampers, sealed ball
bearings shall be provided, in place of teflon bushes. Manual dampers shall be provided
with a bakelite knob for locking the damper blades in position. Damper frames shall be
sectionalized to minimize blade warping. Air leakage through dampers when in the
closed position shall not exceed 1.5% of the maximum design air volume flow rate at
the maximum design air total pressure.

2.6 Control Section:

2.6.1 Manual Control Section: (For AHU)


Manual control shall include:
Valves:

Gate valve and glove valves shall be provided with flanged ends in chilled water supply
and return line of each AHU. Gate and globe valves with flange connections shall be
provided. Valves shall conform to IS: 778-1963 & BS-5155 for class 150 lbs rating and
flanges shall be as per ANSI B 16.5 class 150 lbs rating. Valves shall have rising
spindles. The valves shall be of reputed make and shall have prior approval of the
engineer.

Strainer:

Strainer shall be of SS 40 mesh screen. Strainers shall be of reputed make.

2.7 Instrumentation:

All instruments and quantity required shall be as per tender technical specifications.

All instruments described herein shall be of approved reputable make. All Gauges shall
be calibrated.

Pressure Gauge:
Pressure gauges shall be provided at the inlet and outlet pipes of each air-handling unit
for chilled water. Range of pressure gauges shall be 0-7 Kg/cm^2g with at least 0.1
kg/cm^2 dial graduations. Dial diameter shall be at least 100 mm. All required
valves/cocks to isolate the gauge and facilitate its removal without disturbing main lines
flow. Pressure gauges shall be isolated during pressure testing. Isolation valve to be
globe valve with threaded end connection of reputed make.

Temperature Gauges:
Thermometers shall be direct reading industrial type having 0 to 500C ranges with
minimum 0.5 C graduations. Thermometer shall be provided on inlet and on outlet of
chilled water line of each AHU.

Manometers:
Inclined Manometers shall be provided across filters & cooling coils for measuring
differential pressure. The process connections shall be SS with necessary connectors
and level adjustment facility. The manometers shall be of reputed make.

Flow Control: The flow control Motor operated 3-way control valve (with associated
accessories) shall be of reputed make. Motorized three ways mixing valve located in
chilled water lines connecting to the coil. This valve shall be operated by the

temperature transmitter & shall control the flow of chilled water Test certificate of
manufacture with guaranty to be provided.

3. Quality Control and Inspection

i) Material Inspection:
G.I. Sheets, Panels, Blower assembly, Motor, shafting, insulating material, bearings,
cooling coil, eliminator, instrumentations, valves & fittings and hardware for various
parts, etc., of AHU shall be inspected by the departmental representatives. Linkable test
certificates shall be provided as per respective codes /standards to verify the conformity
of materials used with the specification. In the absence of such documents, the
contractor shall arrange required test at his own cost.

ii) Cooling Coil Capacity:

a) The Supplier shall furnish design details for the approval prior to manufacture.
b) The contractor at his works shall demonstrate the capacity of the coil .In case load is
not available; the supplier shall give data/charts etc. to fully satisfy the purchaser for its
full load performance on basis of part load.
c) Air pressure testing of coils shall be carried out at 150 psig. by the supplier.

iii) Fan Capacity:

a) Fans shall be subjected to performance test as per AMCA 210. The supplier at his
works and at site shall demonstrate the testing after erection.

b) The supplier at site shall carry out vibration test after erection along with same motor
& pulley arrangement that is to be supplied with the AHU.

c) The supplier shall carry out noise test at site and during commissioning.

iv) Fabrication & dynamic balancing:

The unit shall be visually inspected during fabrication. The departmental


representatives shall witness static & dynamic balancing of rotating assembly including
shaft, impeller and pulley. Four copies of Test certificates shall be furnished to the
Department

4. Cold insulation:
The AHU shall be thermally insulated.

5. Installation
All Air Handling Units shall be supplied in assembled condition and as per site
conditions it can be completely dismantled and re assembled on site.

6. Testing & commissioning:


The supplier will carry out installation testing & commissioning of AHUs along with
allied controls and instruments. The AHU shall be tested for their design performance
and the following test results shall be furnished. The AHU shall be tested for
performance and endurance test for 72 hours round the clock at manufacturer work
shop.

7. Warranty:

The equipment supplied shall be guaranteed for trouble free operation for a period of
12 months from the date of commissioning.
8. G.I. Ducts for ACVE system:

All G.I. ducts shall be fabricated out of (minimum) 1 mm thick G.I. sheets (20 G =1.006
mm) conforming to IS: 277. Zinc coating shall be minimum- class-IV. The contractor
shall procure the required quantity and furnish linkable test certificates for sheet to
prove the suitability of materials. In the absence of test certificates the contractor shall
arrange chemical & mechanical tests at his own cost to demonstrate the conformity of
sheets.

Fabrication Details:

All the ducts shall be fabricated as per IS- 655.

All longitudinal joints shall be Pittsburgh lock seam type joints. All transverse joints
shall be continuous around the four sides, corner closes are required.

9.0 Delivery:
The place of delivery for the AHU is FRD stores, FRF complex, BARC, Mumbai-85
and is to be installed at PP complex. The entire work shall be completed within 9 (Nine)
calendar months from the data of placing Purchase order.

PART- A2

AIR HANDLING UNIT (RECIRCULATION, 25 TR)


1. Scope:
 Design, procurement, manufacture, assembly, shop testing, safe delivery at site,
installation, testing & commissioning, warranty of double skin air handling
units on recirculation basis of 25 TR along with 2 inch CS piping
(approximately 05+05 meters), GI ducting with Insulation of approximately 200
sq ft, motors and approved assembled instrumentation & controls etc. inside the
AHU rooms of PP complex BARC. Dismantling, removal and disposal of old
AHU’s.
 The proposed new AHUs will be installed after removal of the old AHUs, which
are in running position. The contractor shall have to carry out the work in short
span of time (during shut down), preferably during weekends including Sunday.
The contractors need to work beyond normal working hours to ensure minimum
disturbance to users.

2.0 Air Handling Unit:

Air Handling Units are required to supply conditioned air to the specified areas. The
air-handling units shall be package type sectionalized construction having filter section,
control/mixing section, cooling coil section, eliminators, fan section, suction plenum
section and drain pan. Capacity (TR) and Airflow of the air-handling unit has been
indicated in the air handling unit schedule. AHU design will be robust; air inlet for both
AHU is from side with facility for easy maintainability.

AHU shall be provided with Multi louvered opposed blade Fan discharge dampers &
Canvass Flexible connections for connecting to discharge Air plenum/ducts, vibration
isolators (spring type/25 mm thick serrated neoprene pads), manual air vent at high
point in the cooling coil and a drain plug in the bottom of the coil. Common Extruded
Al channel base for fan & motor is to be provided

AHU shall be provided with 5 pass PVC eliminator to be provided after cooling coil
to avoid water carry over having suitable depth as per required.# Eliminator pan shall
be constructed of sandwich type construction with both the skin made of 1mm SS-304
sheet with 25mm P.U. insulation in between with necessary slope to facilitate fast
removal of water. Eliminator section should be such that it can be easily dismantled
with disturbing the AHU main frame assembly and panels.

Pitch: - 25mm
Face velocity: - 2- 5 mm/sec

All controls and instrumentation of the AHUs shall be in assembled condition with min.
pipe length of 1 mts (both supply and return) length. The chilled water pipe shall be of
heavy class (class-C)) as per IS 1239.

AHU shall be selected for the lowest operating noise level, suitable sound attenuator to
be used for the equipment and operating noise level should not exceeding 65 Db at 2 M
distance. Fan performance rating and power consumption data, with operating points
clearly indicating shall be submitted and verified at the time of testing commissioning
of the installation.

 Electrical interlock trips of the fan immediately on opening of the AHU door.
 Factory fitted earthing is to be provided in the fan section.
 Thermally insulated totally sealed glass inspection window is to be provided.
 Manometer ports are to be provided.

2.1 Casing:

The housing /casing of AHUs shall be of double skin compact construction. The
housing shall be so made that it can be delivered at site in total/semi knock down
conditions depending upon the locations.

The framework shall be of extruded aluminum hollow sections filled with preformed
insulation. The entire frame shall be assembled using mechanical joints to make a
sturdy & strong framework for various joints.

Double skin panels shall be made of minimum 22 SWG(0.853mm) pre coated G.I.
sheet on outside and 0.63mm( 0.64mm /24 SWG) SS-304 sheet on inside with pressure
injected CFC& HFC free PUF with K value of 0.02 watts/m˚ C and density of 48
kg/cu.m of minimum 45mm thick insulation in between. These panels shall be bolted
from inside on to the framework with soft rubber gasket in between to make the joints
airtight.

All necessary hardware/fasteners shall be of Stainless Steels (304)

Frame work for each sections shall be bolted together with soft rubber gasket in
between to make the joints air tight. Suitable doors with SS-304 hinges and latches shall
be provided for access to various panels to facilitate removal of cooling coils and fans
for maintenance. The entire housing shall be mounted on steel channel framework.

Drain pan shall be constructed of 2 mm SS-304 sheet with necessary slope to facilitate
fast removal of condensate. Drain outlet shall be provided on both the sides of the drain
pan. Drain should be raised from drain pan of AHU & left near the floor drain trap with
a “U” shape.

Note: - Drain trap design/drawing to be approved by indenting officer before
manufacturing.

Drain-pan shall be at least 150 mm wider than the width of respective cooling coils.
Between drain-pan and Eliminator pan of bottom surface shall be made of 2mm SS-
304 sheet. The air-handling units shall be supported on suitable number of legs to keep
it at least 150 mm above the floor level.
2.2 Filter Section and Filters:
Each unit shall be provided with a factory assembled filter section containing washable
synthetic type air filters having SS-304 frame. The media shall be supported with HDPE
mesh on one side and aluminum mesh on other side. Filter shall fits to prevent bypass.
Holding frame shall be provided for installing a number of filters cells in the banks.
The filters shall be provided (preferably 610 * 610 * 50 / 610 * 305 *50 mm size) in
the filter section. These filters shall be sliding type and with suitable holding
arrangement and shall be cleanable and reusable type.

These filters shall have 90% efficiency up to 10-Micron particle size. All filters shall
be installed in vertical position and designed for horizontal airflow. Filter media shall
be designed to hold dust, sand and prevent it from being dislodged by vibrations or
other cause. The frames shall be designed to take load equal to three times the pressure
drop in dirty condition of the filters.

Velocity of air across filters shall not exceed 2.0 to 2.2 m/sec. Pressure drop across the
filters in clean and dirty conditions shall not be more than 2.5 mm WG and 7.5 mm WG
respectively. The supplier shall indicate dust loading of filters at a pressure drop of
6.5mm WG.

2.3 Cooling Coil Section:

The cooling coil shall be designed for water duty and inlet water temperature at 7.0 0C
and outlet water temperature at 12 0C. Cross flow process of heat Transfer shall be
used for cooling coil design. Number of fins in the cooling coil shall be restricted to 09-
11 fins/in.

Velocity of water and air through the cooling coil should not be more than 1.5 m/sec
and 2.5 m/sec. respectively. Even number of rows like 4,6,8 etc. shall be selected for
any particular cooling coil so as to facilitate supply and return headers on one side of
the unit.

Each coil shall be complete with drain and vent connections terminating in
cocks/valves.

Chilled water coil shall have 1/2” diameter Copper tubes (as per ASTM B280-18)
minimum 24G thick with 28G thick copper fins firmly bonded to tunes assembled in
zinc coated steel frame. The Tube shall be hydraulically/Mechanically expanded for
minimum thermal contact resistance with fins. Each coil shall be factory tested to 21
Kg/cm2(g) air pressure under water. Flanges of cooling coils shall be of galvanized
Mild Steel plates of thickness as per ANSI B 16.5 class 150 lb. Supply and return
headers shall be given two coats of rust inhibiting paint on either side. Provision for in-
situ chemical cleaning of coil shall be provided.
The cooling coil capacity shall be 20% higher than specified cooling capacity.

Coils shall be sealed in polythene bags and packed in crates properly. Coils with
damaged fins shall not be accepted.

2.4 Fan Section:

Each air-handling unit shall consist of DIDW forward curve, Energy efficient AMCA
certified fans NICOTAR/ Kruger make centrifugal fan mounted on a common solid
shaft, which shall be driven by a motor through pulley and belts arrangement. The
motor shall be located inside the air-handling unit preferably mounted on suitable
vibration isolating frame. The fan compartment should further isolated by placing it
on a spring suspension, which will mitigate the transfer of vibration through the
floor.

The shaft shall be machined out of EN-8 bar and shall be mounted on self-aligning
heavy-duty ball/roller bearings of adequate capacity and life. Bearings shall be grease
lubricated and shall be provided with fittings for lubrication from outside. Bearing life
shall be minimum 50000 working hours. Bearing shall be SKF.

Fan blades shall be fabricated out of min. 16G G.I. sheets (riveted). The fan housing
shall be made of die formed side sheets with streamlined inlets to ensure smooth airflow
into fans.

The first critical speed of the rotating assembly shall be at least 40% above the operating
speed.

All fans, pulleys, motors etc. shall be well balanced as per VDI: 2060 Grade-6.3/ ISO
1940 & AMCA 204/3 G-2.5 standard.

Noise level shall not be more than 65 db at 2 M distance.

The Vibrations level shall be as per ISO 10816.

Centrifugal fans shall be provided with adjustable v- belts and sheaves. All belts shall
be sized for 150% of the rated H.P. of the motor and minimum two belts shall be used.
All v-belts shall be equipped with removable belt guards. Belt guards can be standard
belt guards of expanded metal or screen type hot dip galvanized guard. Only certified
matched belt set shall be provided for fans to ensure even loading. The belts & pulleys
shall be of reputed make.
(Belt size & detail of pulley to get approved from indenting officer before
manufacturing)
The fan shall be selected for a speed not exceeding 1000 RPM. The fan outlet air
velocity shall not be more than 1800 FPM. The fan housing with motor shall be
mounted on a common steel base mounted on cushy-foot mounts. The fan outlet shall
be connected to the plenum with the help of fire retardant canvass.

Rotating assembly including impeller and pulley shall be statically & dynamically
balanced.

(Fan section should have two detachable doors one on each side. Doors should have
proper sealing gaskets & clamps to hold the doors.)
2.5 Dampers:
Dampers shall be opposed blade type. Blades shall be made of double skin airfoil
extruded aluminium sections with integral gasket and assembled within a rigid extruded

aluminium alloy frame. All linkages and supporting spindles shall be made of
aluminium or nylon, turning in teflon bushes. In case of automatic dampers, sealed ball
bearings shall be provided, in place of teflon bushes. Manual dampers shall be provided
with a bakelite knob for locking the damper blades in position. Damper frames shall be
sectionalized to minimize blade warping. Air leakage through dampers when in the
closed position shall not exceed 1.5% of the maximum design air volume flow rate at
the maximum design air total pressure.

2.6 Control Section:


2.6.1 Manual Control Section: (For AHU)
Manual control shall include:
Valves:

Gate valve and glove valves shall be provided with flanged ends in chilled water supply
and return line of each AHU. Gate and globe valves with flange connections shall be
provided. Valves shall conform to IS: 778-1963 & BS-5155 for class 150 lbs rating and
flanges shall be as per ANSI B 16.5 class 150 lbs rating. Valves shall have rising
spindles. The valves shall be of reputed make and shall have prior approval of the
engineer.

Strainer:

Strainer shall be of SS 40 mesh screen. Strainers shall be of reputed make.

2.7 Instrumentation:

All instruments and quantity required shall be as per tender technical specifications.

PART-B

MOTORS FOR AIR HANDLING UNIT

The AHU motor shall be as per requirement. Four poles three phase
induction motors and shall comply with the following requirements. The
motor shall be of reputed make.

The squirrel cage induction motors shall comply with the latest addition of
IS-325 & the following specifications.

i) Motors shall be designed to deliver rated output at rated power factor,


continuously with
(a) Terminal voltage variations from 415 V by +/- 10 %
(b) Frequency differing from 50 Hz by +/- 5%
(c) Any combination of a & b

ii) The class of insulation provided shall be class F with the enclosure type
TEFC IP55. The temperature rise determined by resistance measuring
method shall not be more than 750C over an ambient of 450C

iii) Under cold condition the motor shall be capable of three successive starts
coupled to its driven equipment with a time interval of one minute between
each successive starting operation and a fourth start 30 minutes later. Under
hot condition, the motor shall be capable of two starts coupled with coupled
to its driven equipment in quick succession (the time interval between each
starting operation being less than one minute) and a third start 20 minutes
later. The motor shall further be capable of three equally time-spaced stars
per hour under normal service conditions and the motor shall withstand all
stresses and give satisfactory performance.

iv) The motor shall be capable of withstanding for 15 seconds without stalling
or abrupt changes in speed (under gradual increase of torque), an excess
torque of 60% of the rated torque, with the voltage and frequency being
maintained at their rated values. Further, the motor shall be designed for full
voltage direct on-line starting.

v) The motors shall be capable of withstanding without mechanical damage at


least 125% of rated speed or as imposed by the driven equipment, whichever
is higher.

vi) The motor starting torque and pull out torque of motor at rated voltage shall
be above 250 % of the full load torque. Also the pull-up torque of the motor
shall be less 0.5 times the breakaway torque.

vii) Motor shall be capable of satisfactory operation at full load for 15 Min.
without injurious heating at a motor terminal voltage of 80% of rated voltage.

viii) Terminal box shall be suitable for terminating copper conductor


FRLS insulated armored cables of appropriate size.

ix) The motor winding as well as housing shall be given special epoxy based
anti-corrosive treatment for protection against chemically aggressive gases

or fumes and tropical and fungicidal treatment for protection against tropical
weather conditions, and oil abrasive and conducting dust in combination with
weak acid or alkali fumes respectively, that likely to be encountered in the
plan area. The equipment shall be thoroughly degreased & all rust, sharp
edges and scales removed.

x) Motor vibration shall be within limit as per IS 4729 and normal class of IS
12075.The permissible noise level should not exceed 85 dB.

xi) Motor efficiency and power factor shall be greater than 80% and 0.6
respectively.

xii) Routine and type test as per IS-325 and IS 4029 shall be carried out in
presence of purchaser’s representative. Additionally, the vibration
measurement test shall also be offered. Type test certificate for the similar
motor shall also be furnished.

xiii) Control Panel: Provision for RYB phase indicator for incomer, 4-pole
MCV (incomer), ammeter & voltmeter (analog/digital), Faulty light
indication, switch control and On/OFF indicator with switch control etc.
Material of Construction: MS powder coated. The control panel shall be wall
mounted and of compacted size.

Motor shall be provided with cooling fan, preferably made of Cast


Aluminum.

Quotation must be complete with full technical particulars viz. Rated


voltage, kW rating, F.L. speed, rated and starting current, F.L. losses,
efficiency, power factor, F.L. torque, pull up, pull out and starting torque,
noise, starting time etc. Also complete details of motor such as make, model,
design code/standards followed, frame size, mounting and coupling details
etc. shall be furnished. Graph of Torque vs speed for motor and fan shall be
shown on same drawing.

APPENDIX-I
AHU CONTROL

Chilled water flow control system:


Chilled water flow control system shall include 3-way mixing valve, electric actuator,
temperature controller, temperature sensor and power supply along with associated
cabling / wiring. Each unit of this system shall be of Honeywell make. Temperature
controller shall generate an analog output electric signal based on the variation in
ambient temperature sensed by the temperature sensor. The analog output signal shall
be fed to the electric actuator which in turn shall control 3-way valve to control the
chilled water supply to AHU. Corrosion resistant material shall be used for control
valve and actuator as these are to be installed in very humid atmosphere.

APPENDIX-II
DUCTING
1.0 Scope:

The scope of this section comprises the Procurement of materials, supply, installation,
insulation testing air balancing of all the ducts with necessary fittings and supports as
per the site conditions. The ducting shall be fabricated out of G.I. sheet.

2 G.I. Ducts for ACVE system:

All G.I. ducts shall be fabricated out of 1 mm thick G.I. sheets conforming to IS: 277.
Zinc coating shall be minimum- class-IV. The contractor shall procure the required
quantity and furnish linkable test certificates for sheet to prove the suitability of
materials. In the absence of test certificates the contractor shall arrange chemical &
mechanical tests at his own cost to demonstrate the conformity of sheets.

2.1 Fabrication Details:

All the ducts shall be fabricated as per IS- 655.

All longitudinal joints shall be Pittsburgh lock seam type joints. All transverse joints
shall be continuous around the four sides, corner closes are required.

The type of transverse joints shall be as follows:

All joints, slips or seams shall be made secure by reverting on centers not exceeding
150 mm at least in ducting of sizes exceeding 750 mm. All transverse stiffeners and
reinforced bar slips joints shall cross at the corners and shall be reverted on Centers not
exceeding 200 mm. All angle joints shall be reverted the duct on 75 mm centers and
shall be bolted together on centre not exceeding 75 mm.

Intermediate transverse bracing shall be continuous around four sides and shall be
provided between the joints as follows:

2.2 Hangers and Supports:

All the ductwork shall be properly supported to ensure rigid support and prevent
vibrations. All rods, angles required for duct supports shall be arranged by the
contractor.

All G.I. supply ducts joints shall be checked for leak-tightness by moving hand over
the joints.

All the hardware used in the ducting shall be of Galvanized steel.

3.0 flow balancing Dampers & Louvers:

All dampers shall be multi louvered opposed blade type to be installed as shown in the
ducting drawings.

3.1 Flow balancing dampers for ACVE system:

All the dampers shall have provision for manual operation. All the Dampers shall be
opposed blades of ALL ALUMINUM CONSTRUCTION of 18G thicknesses duly
black anodized finish.

Opposed blade louvers shall be pivoted to the extruded aluminum frame with nylon
bushes, to provide accurate operation.

All the dampers shall have proper locking arrangements to lock at different positions.
Suitable handle with position indicator and locking arrangement shall be provided on
each damper.

3.3 Inspection and Testing:

i) Visual and dimensional checking shall be carried out on all dampers.

ii) Dampers shall be operated manually to check the smooth operation.

4.0 Grilles:

4.1 Grilles:

The system includes supply grilles of rectangular shape, mounted on the ducts.

Each supply grilles shall be fitted with opposed blade dampers, built in vanes and louver
arrangement as per manufacturer’s standard design.

Grilles shall be ALL ALUMINUM CONSTRUCTION of 18G thickness duly powder


coated finish.

All duct-mounted grilles shall be complete with rubber/felt gasket and flanged holding
frames of suitable design for intended installation. They shall be mounted on the
colliers extending from the ducts. No part of diffusers shall project into the main duct.

4.3. Inspection and testing:

i) All grills shall be subjected to visual and dimensional checks. No warping shall be
allowed.

ii) Dampers and louvers shall be operated manually to check free movement.

iii) All the types of grilles and shall be got approved by the firm from the purchaser
before procurement and installation.

Painting: All MS surface shall be painted with one coat (25 micron) of red oxide paint
at shop before taking up the fabrication work. Another coat of red oxide paint shall be
applied after completion of fabrication. Two coat of final paint shall be applied on each
MS item after erection.

APPENDIX-III

PIPING
1.0 Scope:

The scope of this section comprises of the procurement, supply, erection and testing of
chilled water supply & return piping together with all supports , fittings, mountings and
instruments and valves. All pipes shall be insulated as described in "Section -
Insulation". The pipes shall be erected from a terminal point in chilled water plant room
PP to the flanges of cooling coils of AHUs located in the AHU rooms.

2.0 Piping

a) Pipes:

The pipes specified herein shall be suitable for chilled water services. All piping shall
conform to "IS: 1239 Heavy class" C. All pipe flanges shall be as per ASTM A 105
class 150 lbs ratings. All pipes shall be new & of un-pitted mild steel of
TATA/Zenith/Jindal make. All pipe joints shall be butt-welded. Only valves, strainers
and coil headers shall have flange connections. Tee-off connections shall be through
reducing tees shall be used. Drilling and tapping of the walls of main pipe shall not be
resorted to.

Mill T.C. of pipes shall be furnished with relevant stamping on each pipe length.

b) Valves and Strainers:

Air release plugs with valves and clean out plugs shall be provided at suitable locations.

All valves shall be of Bronze body and gunmetal metal parts. All the valves will be of
approved reputable make as specified.

c) Fabrication & Installation of chilled water piping:


Installation of piping shall be above the ground. Openings wherever required for pipe
routing shall be provided by the contractor. The contractor shall make the same with
prior approval of the engineer. The contractor shall give proper sand cement plaster
finish after satisfactory installation and hydro testing of complete chilled water line.
The contractor shall arrange for all structural steel members such as channels, angles
and rods required for pipes supports, nuts, bolts, washers, plate EPs required for
support.

All pipe-supports shall be given two coats rust inhibiting paint (red oxide) before
erection and two coats of (25 micron thick each) final black finish paint after erection.

Vertical risers shall be parallel to walls and column lines and shall be straight and
plumb. Risers passing through floor shall be fixed by clamps or collars attached with
12 mm thick rubber pad or resilient material.

Welding Procedure/Qualification:
The welding process for fabrication of chilled water piping is restricted to Manual
Shielding Metal Arc Welding. The M.S. Welding electrodes required for welding of
pipes shall be got approved from purchaser prior to start of fabrication.

The welding procedure and welders shall be got qualified as per ASME section IX. All
pipe welds shall be but welds shall be full penetration and welds shall be free from
undercuts, overlap and porosity etc.

All surfaces to be joined shall be thoroughly cleaned by steel brush to prevent weld
contamination. Pipe surface welds shall be flushed smooth and flushed with the parent
metal.
Painting:
All MS surface shall be cleaned painted with one coat (25 micron) of red oxide paint at
shop before taking up the fabrication work. Another coat of red oxide paint shall be
applied after completion of fabrication. Two coat of final paint shall be applied on each
MS item after erection. After application of insulation and plaster, both supply and
return chilled water line shall be given two coat of epoxy paint (each coat of 25 micron).
The GREEN color shall be painted on the pipe lines. Direction of flow and various line
valves shall be marked on the lines.

Quality Assurance, Inspection:

Welding Test Procedure:

All final weld passes shall be examined for D.P.T. as per ASTM E-165. All defects
shall be repaired and re-tested.

Hydro testing of Chilled Water Piping:


The complete supply & return chilled water lines shall be hydro tested to a pressure of
10 kg/cm2g after erection.
Test Reports:

Three copies of Mill test certificates for pipes, valves, flanges and welding electrodes
shall be furnished along with the material.

APPENDIX-IV

INSULATION
1.0 Insulation:

Procurement, supply, application of T. F. quality thermocole insulation on A/C


ducts to avoid heat transfer. Details of insulation and general guidelines have
been indicated below.

2.0 Duct Insulation:

All A/C ducts shall be thermally insulated with 13mm thick EPDM closed cell
Elastomeric Thermal Insulation (Non-Polar) along with company pasted
Aluminum foil of thickness not less than 35 micron. The material shall be self-
extinguishing type, having a nominal density of 18 kg/cu. m with a K factor
not more than 0.027 kcal/mtr/hr/Sq. m/C at 10oC mean temperature.

3.0 Chilled Water Line Insulation:

All pipes, valves, and fittings shall be provided with cold insulation.

Insulating material shall be fire treated thermocole (i.e. TF quality thermocole)


with a ‘K’ factor of not more than 0.027 kcal/mtr./hr/Sq. m/ C at 10º C mean
temperature.
Samples of the materials shall be submitted for approval. The density of
thermocole shall be around 18 kgs/M³. Insulation shall be applied on pipes
only after pressure testing and/or other tests are carried out.

Pipes shall be insulated with pre-formed thermocole/isoloydnil or equivalent
with 2” thickness.

3.1 Method of insulation:


Surface to be insulated shall be thoroughly cleaned and rendered free from rust
and grease.

Hot bitumen (80/40 or 85/25 conforming to IS: 702) shall be applied uniformly
of adequate thickness so as to cover the entire pipe/duct surface for rust
protection.

Similar types of bitumen shall be applied on the inner surface of the thermocole
sheets of pipe sections.

Thermocole sheets/preformed sections shall be stuck to pipe surface with


joints staggered. Adjacent sections shall be tightly pressed together shall be
tied with G. I. Wires at one meter interval.

20 mm (3/4”) mesh 24 SWG hexagonal galvanized wire netting butting all


joints shall be applied and laced down with G. I. wire.

Over the mesh, sand cement plaster shall be applied as mentioned hereafter.

A thick vapour seal of molten bitumen shall be applied on the outer surface of
insulation and allowed to dry.
Cement sand mortar in proportion of 1:4 and a water proofing agent like”
COCO” shall be mixed with mortar in specified proportion and 12 mm thick
plaster shall be applied over the insulation. The plaster shall be cured and kept
wet for a period of seven days.

The contractor shall submit the detailed procedure for engineer’s approval
before taking up the work.
4.0 Inspection:
All raw materials procured for the above jobs shall be offered for inspection
before commencement of work for compliance with specification. Samples of
T.F. quality thermocole shall be offered for approval before effecting bulk
delivery at site. The sample material offered for inspection shall be subjected
to flame test to check for its self-extinguishing character without propagation
of the fire.
The work shall be subjected to inspection at all stages. Ant defects noticed
shall be rectified /replaced to the satisfaction of the Engineer.

5.0 Measurement of Insulated Area:


Measurement of insulated areas shall be as per IS: 14164.
