Première Urgence Internationale (PUI)

Première Urgence Internationale is a non-governmental, non-profit, non-political and non-religious international aid
organization. Our teams are committed to supporting civilian victims of marginalization and exclusion, those hit by
natural disasters, wars, and economic collapses, by responding to their fundamental needs. Our aim is to provide
relief to uprooted people in order to help them recover their dignity and regain self-sufficiency. Main sectors providing
assistance to around 4 million people in 22 countries in Africa, Asia, Middle East, South Caucasus and France:
Health, WASH, Food Security and Nutrition, Shelter and Economic Recovery.

PUI has been working for the people of Myanmar on health and related issues since 1983, as Aid Medical
Internationale (AMI). The merger of PU and AMI in 2011 strengthened our ability to provide integrated, multi-sector
approaches utilizing the combined organisations’ experience resulting in more diverse programming and intervention
possibilities. PUI’s mandate to respond to emergencies remains a priority, while maintaining a longer-term
development focus to adapt to the contextual needs of the population in Myanmar. Our projects have spanned
several areas of the country including Shan, Wa, Kayin, Kachin, Tanintharyi, Sagaing, Rakhine, Yangon, Mandalay
as well as border areas including offices in Thailand.

Position Summary
PUI will deploy a mobile clinic unit in Kayin and will provide minimum essential health package. The target population
is communities of IDPs, newly/temporary resettled people, and host community members (including men, women,
girls, and boys). PUI will directly provide the emergency minimum primary health care package, support emergency
referrals (including mental health and acute under nutrition), identify SGBV case and support the referrals and support
basic health staff in implementing outreach strategy.

The Medical doctor (MD) is responsible for supervision and monitoring of the primary health care (PHC), maternal and
child health care activities (MCH) through mobile outreach activities and emergency referral support in close
collaboration with TMO, implementing partners, CBO and other members of medical team. The Medical Doctor works
under the technical supervision of the country Medical Manager (CMM) if any and under the responsibility of the project
manager.

Supervision of Mobile Health Unit (Nurse, Health educator, community health officer and Pharmacy
assistant)
In direct cooperation with Mobile Health Unit (Nurse, Health educator, community health officer and Pharmacy
assistant)
Support departments Coordination team, Pharmacy, M&E, finance, HR, logistics and security

Responsibilities

1) Provision of emergency minimum primary health care package

• Lead medical team providing primary health care services - Antenatal and Neonatal care, postnatal care,
treatment of SAM and MAM cases, integrated SRHR service, health education, disease surveillance through
mobile outreach and camp base approach
• Operating OPD consultations for non-communicable disease to all types of patients (male/female,
infant/children/teenager/adult/elderly)
• Carry out paramedic care such as dressing, injection, bandage…
• Take accurate patient history and record it on patient health card
• Perform thorough examination, respecting patient privacy, confidentiality…
• Prescribing treatments will be provided following national protocols and all measure of infection prevention
and control will be put in place, including waste management.
• With close collaboration with community health officer, MD has responsible for identification of malnutrition
cases with provision of appropriate referral to health center
• Identification of emergency referral cases and facilitate referral mechanism in accordance with PUI referral
guideline.
• Detect the epidemic and react as quickly as possible by setting up the organization to control it with PUI
coordination office, other NGO and local authorities and finding the way to prevent the epidemic spread

2) Drug prescription and follow up

• The medical doctor is the focal point for pharmacy follow up in the MHT
• Dispense the drugs and register them in the pharmacy register and stock cards
• Make regular monthly drugs consumption report and order and inform about needs before shortage of drugs
• Prepare monthly and internal order forms for the necessary medical equipment for activities
• Keep drugs in good condition

3) Overall supervision of the health structures

• Supervise the nurses in their clinical supervision and on job trainings at the health structures and provide
support to them
• Ensure the good management of the health structures including pharmacy, waste management
• Ensure proper implementation and the use of tools, protocols and guidelines in health structures and mobile
clinic Maintain clinic hygiene and equipment standards to a high level in accordance with best practices
especially in the Clinics

4) Report /meeting and planning:

• Plan, collect, and send the data to M&E officer and Pharmacy officer
• Plan the monthly activities
• Write a monthly report to the CMM if any and the project manager
• Attend and participate to the medical meetings, base meetings, medical workshop and trainings

5) Training
• Identify medical training needs of clinic staffs
• Implement and conduct directly training of the medical staffs
• Assist in developing SOP and guideline for mobile health team to improve the quality of project

6) Relations and reporting

• Record epidemiological data, follow up medicine’s consumption


• Keep good relationship and strong collaboration with PUI staffs and other implementing partners
• Participate in board meeting and clinical case discussions for difficult case management, and also participation
in general team meeting and meeting with partners
• Assist CMM in analysis of epidemiological situation and follow up of project indicators

Requirements

• Must be MBBS holder with valid SAMA


• Minimal 3 years working experience in clinical management of primary health care services

• Ability to work in remote area with frequent field visit
• Ability to work under pressure with minimum of supervision
• Good interpersonal skill
• Respect team work and team spirit
