Primary objective
Manage, coordinate, develop and review strategic policy, project and program initiatives designed to promote health and wellbeing
across the continuum of care (primary, secondary, tertiary) and reduce the prevalence and impact of specific conditions and/or chronic
conditions more generally, particularly within population groups who are at higher risks of acquiring or developing chronic conditions.
Context statement
This position is weighted in favour of experience in strategic policy settings related to primary health care, health system improvement
and chronic conditions prevention and management. This position manages a diverse range of projects and needs to prioritise and
effectively manage the programs within strict and competing timeframes.
Key duties and responsibilities
1. Provide very high quality, comprehensive information, policy analysis, strategic policy and program development advice on chronic
conditions prevention and management or specific health conditions across the continuum of care.
2. Lead and manage key elements of strategic chronic conditions policy development, projects and initiatives.
3. Lead, coordinate and prepare Ministerial briefings, correspondence, reports, discussions papers and Cabinet Submissions.
4. Manage and facilitate policy, program and service commissioning reviews related to prevention and management of chronic
conditions, wellbeing or specific health conditions in the NT.
5. Develop and maintain effective partnerships and strategic alliances with Aboriginal Medical Services and Aboriginal Community
Controlled Health Organisations, other policy areas within the department, health services and with other stakeholders at local and
national levels internal and external to the health sector.
6. Follow defined service quality standards, work health and safety policies and procedures relating to the work being undertaken in
order to ensure high quality, safe services and workplaces.
7. Foster a positive workplace culture through exemplary leadership practices and role modelling behaviour.
8. Undertake other projects and initiatives as directed by the Director.
Selection criteria
Essential
1. Demonstrated, extensive experience to provide high quality, comprehensive information, policy analysis and program development
advice in a health context.
2. A very high level of oral and written communication skills with the ability to negotiate and liaise effectively and consistently with a
range of internal and external stakeholders.
3. Highly developed understanding of the underlying causes of chronic conditions, prevention and management of chronic conditions
in relation to public policy.
4. Demonstrated experience in delivering government processes, preparation of Ministerial briefings, Cabinet Submissions and the
interpretation and review of legislation or proven transferable skills and experience in preparing other forms of high-level
documentation.
5. Extensive experience in strategic planning and negotiating, managing and evaluating projects.
6. Proven ability to manage teams, work effectively within a team or individually and manage a high volume workload.
7. Demonstrated highly developed knowledge and understanding of the social and cultural issues, influences and sensitivities that
influence health system management, particularly those in relation to providing services to Aboriginal people in remote settings.
Desirable
1. Bachelor/Post graduate degree in public health, human services or other relevant qualification.
