Planning - Determine means to achieve task
Spotting - Looking for prospective agent candidates
Investigating - Background investigation on agent candidates
Recruitment - Employment of agent candidate. Access is the key
OBJECTIVE OF RECRUITMENT

Training - Provide knowledge and skills
Briefing - Preparing the agent for a specific mission
Operational Testing - Application of acquired knowledge and skills
Dispatch and Reception - Procedures on passing and receiving information
Communication - Safekeeping of communication flow
Debriefing - Times for clarification and explanation
Payment - Paying the amount agreed upon
Disposition - Procedure of terminating the services of an agent
Reporting - Means of transmitting the main product of operation
