REVISED GUIDELINES GOVERNING THE IMPLEMENTATION OF THE


OFW.DEPENDENTS SCHOLARSHIP PROGRAM (ODSP)

In the interest of the service and in view of the Agency's continuing thrust to expand its educational
scholarship program and make it accessible to the intended beneficiaries allover the country and pursuant to
OWWA Board Resolution No. 013, series of 2017, the guidelines of the OFW-Dependents Scholarship Program
(ODSP) are hereby revised, to wit:

I. NATURE OF THE PROGRAM

The ODSP is a scholarship program that offers financial assistance to qualified dependents of active OWWA
members with a monthly salary of US$ 600.00 or below, regardless of job category, who shall enroll, is
currently enrolled or has been enrolled in any 4-year or 5-year baccalaureate course or associate course in
any college or university.

II. OBJECTIVES

The revised ODSP guidelines have the following objectives:

1. Increase the annual scholarship slots from 1,250 to 2,500.

2. Expand the coverage of eligible beneficiaries to include those who are currently enrolled in college and
those who stopped schooling but would like [0 complete their academic studies.

3. Update and re-allocate the distribution of scholarship slots per area;


• 30 scholars from each of the country's top 10 poorest provinces (Annex A)
• 25 scholars from the 71 other provinces
• 25 scholars for each of the 16 cities and 1 municipality in Ihe NCR

4. Include in the list of identified baccalaureate courses, not only related fields on hard-to-fill jobs, but also
in-demand occupations in key and emerging industries;

5. Extend monitoring of scholars' monitoring status from 6 months up to 2 years after graduation,

III, ELIGIBLE BENEFICIARIES

1, Child of an active OWWA member who is single and 21 years old for incoming fresllmen and 30 years
old for those who are already enrolled or have been enrolled in college or
2, Sibling of unmarried OWWA member who is single and 21 years old for incoming freshmen and 30 years
old for Ihose who are already enrolled or have been enrolled in college

IV. ENTITLEMENTS

All scholars shall be entitled to the following benefits under the program:

1, Financial assistance ofTwenty Thousand Pesos (Php20,OOO.OO)per yearto cover tuition fees and other
academic-related expenses;
The financial assistance shall be released on a term basis, subject to presentation of proof of grades for
the academic term enrolled in, There shall be no summer class/term disbursement of funds;

2. A group health and accident insurance coverage of Three Hundred Thousand Pesos (Php300,000.00)
per scholar.

V. SCOPE

1. The number of slots per year is 2,500 based on the following prioritization/distribution:

2. The acceptance and approval of scholarship applications shall be on a "first come, first served basis";

3. If there are nol enough qualified applicants for the slots allotted for a province in a particular region, these
available slots shall be distributed in other provinces with qualified applicants within the same region;

4. In the event that there are not enough qualified applicants for the unfilled slots in a particular region, the
unfilled slots shall be distributed to another region with qualified applicants;

5. OFW couple who are both eligible for the program shall be entitled to only one (1) scholarship slot.

6. Eligible OFWs whose children have availed of the EDSP are no longer qualified to avail of the ODSP.

7. Applicants who are already in college or who stopped schooling and would like to complete their academic
studies must have no failing graders in all academic and non-academic subjects during the last school
year attended in full load.

8. Reimbursement of school-related expenses to the parenUscholar shall be allowed upon presentation of


original receipts and grades

VI. LIST OF IDENTIFIED BACCALAUREATE COURSES

The following are the recommended priority degree courses categorized by the Department of Labor and
Employment as In-Demand and Hard-to-Fill Occupations in Key and Emerging Industries:

The priority degree courses listed may be revised/modified, subject to program review and in consultation
with BLE, TESDA, CHED and other appropriate government agencies

VII. DOCUMENTARY REQUIREMENTS

The applicant shall submit the following requirements to the OWWA Regional Offices of residency:

1. Accomplished Application Form (Annex B)


2. 2 copies 2 x 2 10 picture
3. Proof of relationship to OWWA member (e.g. Philippine Statistical Authority (PSA) or the Local Civil
Registry-authenticated birth certificates and certificate of no marriage. if OFW is single)
4. Form 137 or Transcript of Records or Certificate ofTrue Grades for those who are already in college
5. Medical certificate/ clearance from any DOH accredited hospital/center/clinic;
6. Certificate of good moral character issued by the school principal/guidance counselor
7. Accomplished original copy of the Scholarship Agreement.

II. SCHOLARSHIP AGREEMENT

All scholars accepted to the program including their parents/guardians shall sign a Scholarship Agreement
with OWWA. The Agreement shall bind the Scholar, the Parent and the OWWA to observe, comply and abide by
the terms and conditions set forth under the program, such as. but not limited to the following:

X. PROGRAM MANAGEMENT

Below are the roles and functions of the different units/offices in the implementation of this
guidelines:

VI. REPEALING CLAUSE

All Secretariat issuances or parts thereof inconsistent with the provisions of this MOl are hereby
repealed, amended or modified accordingly.

VII. EFFECTIVITY

This Memorandum of Instructions shall take effect immediately.

ANNEX A

Following are the Top 10 provinces in the Philippines that have the highest poverty incidence among
families

1. Lanao del Sur


Lanao del Sur. is a province of the Philippines located in the Autonomous Region in Muslim Mindanao (ARMM). It remains
to be number 1 among the provinces with the most number of Poor Families wilh 67.3% poverty incidence. 2010 Census
and Housing Population conducted by Philippine Statistics Authority (PSA) also shows that there was a drastic drop of the
population in Ihe said province with 933.260 number of people which is -6.98% from 1,138,544 in 2007.

2. Eastern Samar
Eastern Samar is a province of the Philippines located in the Eastern Visayas region. It is now the second poorest province
in the Philippines with 55.4% poverty incidence. Its main economic resource is agriculture and fishery.

3. Apayao
Apayao is part of the Cordillera Administrative Region in Luzon. It is the least densely populated province with an area of
4413.35 square kilometers and a populalion of only 112,636 as of 2010. And it comes 3rd among the poorest provinces of
Ihe Philippines with 54.7% poverty incidence.

4. Maguindanao
Maguindanao is under Ihe Autonomous Region in Muslim Mindanao (ARMM). It is 4th among the poorest provinces in that
country with 54.5% poverty incidence. This province became one of the most talked-about provinces because of the
Maguindanao massacre wi)erein 57 people were killed, including the wife and sisters, supporters of Buluan Vice-Mayor,
Esmael Mangudadatu, local journalists, and bystanders. And when the bloody Mamasapano encounter happened on
January 25, 2015 where 44 members of the Special Action Force were killed allegedly by Moro Islamic Liberation Front and
Bangsamoro Islamic Freedom Fighters in Mamasapano after they killed the Jemaah Islamiyah terrorist Zulkifli Abdhir aka
Marwan.

5. Zamboanga del Norte


Zamboanga del Norte is located in the Zamboanga Peninsula region. From being the poorest province of the Philippines
back in 2006 wilh a poverty incidence rate of 64.6%. it is now atlhe 5th spot with 48.0% poverty incidence.

6. Sarangani
Sarangani is part of the South Cotabato-Cotabato-Sultan Kudarat-Sarangani-Gen. Santos City (SOCCSKSARGEN) and has
a poverly incidence rate of 460%. Although il is located in Mindanao, Roman Catholicism is the predominant religion in this
province 63% of the population being Roman Catholics.

7. North Cotabato
North Cotabato is also a part of SOCCSKSARGEN region and is located in the middle of Mindanao. With a 44.8% rate of
poverty incidence, this province is a new member of the pooresl provinces in the Philippines. Just like Sarangani, Roman
Catholicism is the major religion in this province with 58% of the population being Roman Catholics. The reason for that is
said to be because 71 % of Cotabato's population are actually from Luzon and Visayas, while the 18% of its population are
indigenous communities namely, Maguindanao, Manobo. and T'boli.

8. Negros Oriental
Negros Oriental or "Eastern Negros" is a province of the Philippines located in the southeastern half of the Negros Island
region. Despite the fact that it has been an electricity supplier 10 ils neighboring provinces and having a good agricultural
land, it still has a poverty incidence rate of 43.9%.

9. Northern Samar
Northern Samar is one of the three (3) provinces comprising the Island of Samar. Its tourism industry has great potentiat but
is remains unknown to most tourists. Based on NAPC's report, it has a poverty incidence of 43.5% which might be lessened
once the tourist attractions of this province become fully utilized.

10. Western Samar


Weslern Samar is anolher new entry in the Iisl of the poorest provinces in the country with 43.5% incidence of poverty. same
with Northern Samar. This province was one of the most affected areas by the super typhoon Yolanda on 8 November 2013
which damaged the livelihood of the locals.

The Overseas Workers Welfare Administration (OWWA), an attached agency of the Department of
Labor and Employment, mandated to protect the interest and promote the welfare and general well-being of
Overseas Filipino Workers (OFWs) and their families, with official address at the OWWA Center, Corner 7th and F.B.
Harrison Sts., Pasay City, hereinafter represented by its Regional Welfare Office Director Emma V. Sinclair and
shall henceforth be referred to as 'OWWA";

-WITNESSETH-

WHEREAS, the OWWA has launched the OFW Dependent Scholarship Program (ODSP), an educational
grant that olfers financial assistance to qualified dependents of lowly paid migrant workers who shall enroll in any 4-
year or 5-year baccalaureate course or associate course leading to a baccalaureate degree or associate degree in a
state college or university.

WIHEREAS, the SCHOLAR has qualified under the program and admitted as a at the
«SCHOOL. effective this school (SY) and enrolled in «COURSE., «DURATION» and has manifested
his/her intention to abide by the program guidelines and its terms and conditions;

WHEREAS, the PARENT/GUARDIAN manifested inlention to provide full support and other needs of the
SCHOLAR, as may be required by the program, during the period of his/her scholarship grant.

NOW, THEREFORE, for and in consideration of the foregoing premises, and of the mutual program
guidelines set forth below, the parties hereto agree as follows:

I. Obligation of Signing Parties:

A. The OWWA shalt:

1. Provide educational assistance not to exceed Php20,OOO.OOper one-year school term based on
the official curriculum submitted to OWWA;
2. Arrange the billing and payment agreement of tuition and other school related fees with the
university/college;
3. Release to the Scholar the remaining amount after payment of tuition fee for the term;
4. Provide the Scholar a life insurance coverage while actively in school; and
5. Regularly monitor the Scholar's performance while actively in school;

B. The Scholar shall:

1. Pay for the excess amount in case tuition and other school fees exceeds the scholarship privilege
of Php20,OOO.OOper one-year school term;
2 Maintain a passing grade in all subjects enrolled per term for the continuance of the scholarship
until completion of a college degree within the prescribed period set in the official curriculum
submitted to OWWA;
3. Commit himselflherself to abide by the ODSP rules and regulations herein set forth and its
corresponding penalties in case of breach of this Agreement;
4. Maintain good physical/mental condition and moral/ethical standing; and
5. Submit the following to the Regional Welfare Office (RWO):
a. Course curriculum and the grading system of the university/college upon admission to the
Program.
b. Proof of Enrollmenl - registration or enrollment form within two (2) weeks after opening of
classes.
c. Narrative Reports, such as:
• Performance Report - a personal account that reflects the Scholar's scholastic
accomplishment and extra-curricular activities for the term not later than May 31 of each
school term. It include experiences in coping with difficult situations and addresses
other needs to improve the program.
• Final Report - an exit report given within a month after graduation. It includes an
assessment of the ODSP, immediate and future plans for employment as well as
professional advancement.
• Post-Scholarship Report - an update of the Scholar's status two (2) years after
graduation. Provide information on employment, professional advancement, family iife
and other information that is deemed essential to motivate other ODSP scholars.

6. Return Service - Upon ccmpletion of a baccalaureate degree, the Scholar


shall render services preferably in the Philippines. This is the Scholar's social responsibility and is
equivalent to the length of time of the scholarship.

C. The PARENT/GUARDIAN shalt:

1. Assume the civil liabilities that said Scholar may incur under this Agreement;
2. Provide other expenses of the said Scholar which are not specifically mentioned in this Agreement;
3 Help and cooperate in moral, ethical, spiritual and mental developmenl of the Scholar; and
4. Assume the obligation to pay whatever amount the Scholar shall be required to pay/reimburse in
accordance with the provisions of this Agreement.

II. Specific Provisions

A. Under Load Enrollment. OWWA shall not pay for a term that is under load except with prior approval
from OWWA.

B. Over Load Enrollment. OWWA shall pay only Php20,OOO.OOper one-year school term and shall not
be responsible for the cost of additional subjectls taken by a Scholar whether prescribed or not in the
curriculum.

C. Summer Term.

The financial assistance of Php20,OOO.OOper SY shall be inclusive of enrollment for a one-year


term, summer class included.

D. Leave of Absence. The Scholar may be allowed to go on official leave of absence (LOA) provided
that:

1. It has prior approval from the OWWA;


2. The leave is highly justified and supported by pertinent documents, e.g. medical report, in case of
health problem, invitation from foreign academic institutions in the case of exchange students or
meritorious cases involving family-related ccncerns;
3. A written approval from the school that the LOA is granted;
4. The maximum duration of the allowable leave is equivalent to one (1) school year (SY);
5. A scholar shall report to RWO upon return from LOA. This shall be lhe basis for determining the
resumption of the scholarship; and
6. LOA shall only be entertained if filed prior to school opening.
7. LOA filed during attendance in a program of study shall be ccvered by rules 1-5 above and other
applicable rules.

E. Shifting of Course of StudylTransfer of School.

1. Shifting of ccurse of study and transfer of school is allowed prior to entrance to second year level
only if reason is valid to be approved by OWWA. It can be allowed only once. For second to firth
year scholars, shifting of course shall no longer be allowed except for a very valid reason to be
determined by the Regional Director.

2. The enrollment of pre-requisite or additional subjectls in the new course of study as a result of
transfer of school shall not be paid by OWWA.

3. Delay/extension in the completion of the course based on the agreed period of scholarship shall
not likewise be paid. Additional conditions hereunder shall be applied:

3.1 The receiving school must be accredited and recognized by the CHED and must offer the
complete degree program;

3.2 The Scholar is required to submit a copy of the evaluation by the school registrar or duly
designated school official on the subjects accredited in the new course/curriculum;

3.3 The Scholar should submit an affidavit executed by the parents or guardian attesting that they
will shoulder/assume the expenses for the tenm in cases that pre-requisites subjectls shall be
taken.

F. Deferment of Scholarship.The Scholar shall seek the approval of OWWA for deferment of scholarship
but this can only be granted for maximum period of one school year (SY) provided he/she has not
enrolled yet and the OWWA has not paid any amount of tuition fee to the school, after which
scholarship entitlement shall be automatically forfeited.

G. Suspension of Scholarship.

Anyone of the following shall be ground for suspension of Scholarship:

1. Two (2) incomplete grades;


2. One (1) failing grade;
3. One (1) dropped subject.
4. Any combination of the above
5. Under load/shifting of study/transfer of school without prior approval from the SCOM. In this case,
the Scholar shall be suspended indefinitely until such time his/her offense has been undone.

Note: For one (1) incomplete grade obtained, the Scholar shall be given a
Warning Letter first.

H. Termination of Scholarship.

The scholarship shall be terminated, for any given semester, under the following reasons:

1. Three (3) or more incomplete grades;


2. Two (2) or more failing grades;
3. Two (2) or more dropped subjects;
4. Leave of absence for more than one (1) SY;
5. Absence without official leave (AWOL);
6. Subjected to disciplinary action by the school authorities with penalty of suspension and/or
expulsion;
7. Commission of a second offense that may have caused hislher earlier suspension from the
program; and
8. Commission of an act inimical to the interest of the government, in general, and the OWWA, in
particular.
9. As a consequence of termination of scholarship, the Scholar and ParentlGuardian shall
reimburse to OWWA the amount disbursed for hislher scholarship privileges under the Program.

1. Allowance during Suspension.

1. Scholars who were suspended for cause shall not receive any financial assistance from OWWA
during hislher suspension period.

2. Reinstatement of scholarship privileges shall only be done upon compliance with program
guidelines and upon lifting of the suspension which shall take effect at the start of the next
semester preceding hislher last suspension.

3. No back payment shall be allowed.

J. Reinstatement Policy.

1. The scholarship can be reinstated upon evaluation and approval of OWWA and the submission of
documents.

2. OWWA shall not pay any additional cost incurred in case a Scholar shifts hislher course,
change/transfer of school, deferment and/or re-enrollment of failed subjecUs.
