PROCEDURE MANUAL Effective Date:
PURPOSE
1.1 To establish the project prioritization for inclusion in the TDP and in support to the NGCP
capital expenditure application to the ERC.
1.2 The matrix will be used to determine the importance of projects based on the derived

scoring value of each project.
2.0 SCOPE

2.1 The procedure describes the steps needed to evaluate objectively the proposed projects
for approval to come up with a list of projects, which are ranked in the order of priority.
2.2 The projects will be ranked according to a set of criteria to determine which are the most
important to focus on first and which should be put on hold or discontinued.
2.3 To distinguish between high-priority and lower-priority projects.
3.1.1 Congestion – refers to a situation where cheaper power from a Generating Unit
cannot be dispatched and is replaced by more expensive power to supply the

demand because (i) the transmission limit of a transmission line or the capacity
of a transformer is reached and no more additional power may be transmitted
through this line or transformer; and/or (ii) the Grid Operating Criteria, as it is
defined in PGC 6.2.3, limits the transmission capabilities in some portions of
the network.
3.1.2 Environmental Impact – refers to a project which aims to respond to significant
changes in demand due to fluctuation in temperature and weather condition to

ensure that systems infrastructure can adapt to the impacts of climate change.
3.1.3 Event Occurrence – refers to the number of times an undesirable event
occurred within the planning horizon
3.1.4 Load Growth – refers to a project which aims to ensure transmission facility
adequacy and given topmost priority projects to address the projected
overloading which will occur even during normal condition or no outage
condition.
3.1.5 Generation Entry – refers to a project that aims to accommodate new power
plant connections to the grid as well as bulk generation capacity additions,
which are typically the driving forces behind new transmission backbone
development.
3.1.6 Grid Criticality – refers to a project aimed at securing power for critical national
infrastructure and public service sites such as national defense installations,
hospitals, and airports, among others. This can also refer to a project aimed at
supplying power to load centers.
3.1.7 Grid – refers to the high voltage backbone system of interconnected
transmission lines, substations, and related facilities, located in Luzon, the
Visayas and Mindanao, operated and maintained by the NGCP, or as may be
determined by the Energy Regulatory Commission (ERC) in accordance with
Section 45 of the Republic Act No. 9136.
3.1.8 Island Interconnection – refers to a project that aims to connect various
islands' off-grid power systems to improve supply security and system reliability.

3.1.9 Market Simulation Software – refers to a program which is based on
optimization and capable of simulating the operation of an electricity market
3.1.10 Management Direction Decision – refers to the project that is led by
management decisions as the most important project to complete.

3.1.11 Net Present Value – refers to the difference between the present values of
cash inflows and cash outflows.
3.1.12 Power Quality – refers to a project which aims to maintain the power quality at
different nodes in the system through the installation of power compensating
equipment, i.e., capacitor banks, shunt reactors, and static VAR compensator
(SVC), among others.
3.1.13 Security Constrained Unit Commitment – Unit commitment with additional

constraints in such a way that the thermal limits of transmission lines are not
violated even during N-1 contingency event.
3.1.14 System Reliability – this refers to a project which aims to provide N-1
contingency. It also refers to a project that will upgrade aging facilities or replace
defective equipment.

3.2 ACRONYMS
The Prioritization Matrix is a method for determining project priorities. Below is a basic matrix
that can be expanded depending on the number of tasks to be prioritized.
