ORDER :-

The Government in its endeavor to bring sustainable development in BC


Communities and to bring down the disparity in the development index have
decided to form welfare corporations for small groups of BC Communities.

2. Backward Classes welfare is very important to bridge the gap in


development. In order to provide economic support to them the schemes
implemented in the past were inadequate and were not on saturation basis. Even
these few schemes that were implemented through few corporations were not
distributed equitably and a major share of the benefits are often cornered by
dominant communities and discretion is rampant in selection of beneficiaries.
Discretion often leads to corruption and makes development inequitable.

3. In order to ensure equitable development of all sub communities of the


backward classes, to ensure coverage of all the eligible beneficiaries of even the
smallest of the communities in terms of population based on the principle of
saturation and to ensure transparency which eliminates the corrupt practices in
selection and delivery of the benefits from the schemes, it is necessary that
separate corporations have to be established for different sub communities to
achieve equitable development.

4. In order to achieve the above, the Government of Andhra Pradesh has


proposed for formation and establishment of A.P. Most Backward Classes
Welfare and Development Corporation, under A.P. Societies Registration Act,
2001, including the following sub-communities:

Balasanthu, Bahurupi, Bandara, Budabukkala, Dommara, Gangireddlavaru,


Jogi, Katipapala, Korcha, Mondivaru, Mondibanda, Banda, Vamsharaj /
Pitchiguntla ,Pamula, Pardhi (Mirshikari), Pambala, Dammali/ Dammala /
Dammula / Damala, Peddammavandlu, Devaravandlu, Yellammavandlu,
Mutyalammavandlu, Veeramushti (Nettikotala), Veerabhadreeya, Gudala,
Kanjara – Bhatta ,Mondipatta, Nokkar, Pariki Muggula, Chopemari, Kaikadi,
Joshinandiwalas, Mandula ,Kunapuli ,Patra ,Rajannala, Rajannalu, Kasikapadi
/ Kasikapudi, Are Marathi, Maratha (Non-Brahmins), Arakalies and Surabhi
Natakalavallu.

5. The Government, after careful examination hereby form and establish A.P.
Most Backward Classes Welfare and Development Corporation under A.P.
Societies Registration Act, 2001. The Structure of the executive committee
(Governing Body) to the aforesaid Corporation and its staffing pattern; orders will
be issued separately in due course.

6. The Director, B.C. Welfare, A.P., Vijayawada shall take further necessary
action in the matter accordingly.
