ACTIVITY IMPLEMENTATION PLAN
Rationale:
Baliwagan NHS’s “YOU READ. I CARE. I TEACH” reading program, of the
Division of Misamis Oriental-Region X will officially launch the 2021
Brigada Eskwela on August 16, in preparation for the opening of classes
on September 13, 2021.
Objective
The focus of this year’s Brigada Eskwela is to strengthen partnership
engagements that complement DepEd’s efforts to ensure quality basic
education amidst the COVID-19 pandemic. Brigada Pagbasa as a form
of Brigada Eskwela shall highlight the implementation to promote
literacy and numeracy through the help of DepEd partners and
volunteers.
GOAL
To promulgate reading literacy among struggling readers, we
challenge the BNHS teachers to participate on the following series of
activities as highlights of this year’s Brigada Pagbasa.

KICKOFF
Despite the risks brought by theCovid-19, it did not stop the educators to give
a simple honor of gratitude and support to the Department of Education’s main
goal- to promote literacy at all costs.
A tribal ceremony was conducted to bless the upcoming activities of the
district, as well as giving light to the doubts and fears of the teachers now. The event
concluded successfully, with proper accordance to the IATF health and safety
protocols.
The BNHS Principal, Mrs. Marilyn Aban, together with Head Teachers: Mr. Raul M. Salvane
and Mrs. Cristy Jane U. Pasayon, at Kinanao, San Juan, Balingasag Misamis Oriental.

As a preparation for the upcoming BRIGADA PAGBASA for the school year 2021-2022, we
encouraged the teachers to participate on the following series of events, the DepEd-Division of
Misamis Oriental is going to implement.
The Head Teachers, Master Teachers, Department Heads, the Reading Coordinator, and all other
concerned individuals, are requested to attend the limited face-to-face meeting on August 11, 2021,
exactly 1:00 in the afternoon at the BNHS Covered Courts.
Important matters are to be discussed on the meeting; hence, your attendance is a must.

A Departmental Meeting of Baliwagan National High School was held on August 11, 2021
at the School Covered Court. It began at 10:00 AM and was presided over by the school principal,
Mrs. Marilyn A. Aban, with Mrs. Lily I. Aboy as secretary.

MAPPING OF LEARNERS
IMPLEMENTATION OF
READING/LITERACY
SKILLS ASSESSMENT
1. Pursuant to the DepEd- Division of Misamis Oriental memorandum no. 437, series of
2021, we are required to conduct a virtual diagnostic oral reading test using the
revised Philippine Informal Reading Inventory (Phil-IRI) for the school year 2021-2022.
2. All BNHS teaching force are invited to join the virtual conference for the Phil-IRI and
limited face-to-face reading drills.
3. Teachers from the Grade 10 and 12 departments are called to facilitate the Group
Screening Test to the learners of their respected year levels.
4. The rest of the learners will also take the GST via online or limited face-to-face
instruction.
5. The Reading Coordinator, together with the Brigada Pagbasa volunteers will prepare
the reading materials, needed for the test.
6. The Phil-IRI results will be consolidated by the school reading coordinator for the
submission to the Division Office.

A virtual conference was conducted thru the facilitation of the School Reading
Coordinator, Ms. Sheilou Mae Tabudlong, which was participated by the entire
teaching force of Baliwagan National High School last September 13, 2021.
Preliminaries:
The meeting started with a video prayer and a “Lupang Hinirang’ clip. The
conference formally started with a message coming from the Head Teacher-I, Mr.
Raul M. Salvane, and an inspirational talk coming from the principal herself, Mrs.
Marilyn A. Aban.
Agenda:
Consequently, the virtual meeting ended with a closing remark coming from the
Senior High School Focal Person, Mrs. Lorena J. Raiz, HT-I.
Thus, reading literacy must continue amid the scarcity of online gadgets. Teachers
had a strategy in administering the GST to the learners, a limited face-to-face
reading instruction were conducted. Each teacher had catered at least 10-20
learners for the reading drills and the administration of the Phil-IRI GST, of course,
with careful adherence to the IATF Covid-19 health and safety protocols. The
Brigada Pagbasa drills were conducted to random BNHS learners in a different time
and setting to avoid certain risks. Although there were students who were catered
face-to-face, many learners also attended the GST thru virtual reading drills.
The teachers were careful upon the reading activities and were able to complete
and successfully accomplished the event.

REMEDIATION
ACTIVITIES
As the School Head, I urge everyone to take part on the Phil-IRI Monitoring, Assessment and
Evaluation, plus the reading remediation implementation planning to help our struggling readers cope
with their reading skills and uplift their reading their levels.
1. A conference will happen on September 20, 2021, at the BNHS Covered Courts about how
to evaluate and assess student’s Phil-IRI GST results, and to tackle the proposed reading
remediation activities, which will be participated by the School Principal, the Head Teachers,
Master Teachers, Department Heads, and the Reading Coordinator.
2. All Master Teachers must take part on disseminating the information about the proposed
reading remediation to the teachers of their corresponding levels.
3. The Reading Coordinator will take the lead in the planning and implementing of the reading
remediation activities.
4. All teachers must participate on the series of reading remedial activities to be crafted for the
enhancement of the learners’ reading literacy level.

The meeting started with a canned prayer and Pambansang Awit. The School Head, Mrs.
Marilyn A. Aban opened the conference with a preliminary talk.
AGENDA:
1. The consolidation of the Phil-IRI Group Screening Test conducted to all levels.
2. The Crafting of the Reading Remediation Program for Struggling Readers.
✓ Language Teachers must help the Reading Coordinator in crafting the Reading
Remediation Implementation Plan for struggling readers
3. Involvement of Advisers in the implementation of the reading remedial activities
✓ Each adviser is tasked to participate and be involved in the mapping of struggling
readers, as well as the follow-up of the learner’s reading level
✓ Upon learning the result of the Phil-IRI GST Test, each adviser will be partnered
with a language teacher in determining the proper reading drills and activities that
bests the learner’s need.

In light with the decision of the teachers to develop reading literacy, academic
subject teachers are challenged to include reading drills to their classes, and to
require a student to produce a reading audio-video presentation based on their
subject matter. These videos will be assessed by the language teachers and the
School Reading Coordinator using the Phil-IRI Oral Assessment Rubric.

(An Online Reading Drill for JHS & SHS Learners Using the Phil-IRI
Graded Passages)
During this time of the pandemic, wherein face-to-face instruction is disabled, a
new way of teaching learners how to read will be introduced by JHS & SHS teachers.
Teachers are challenged to conduct an online reading class to their respective
students via Google Meet, Zoom or any other platform.
Guidelines of Implementing the Online Reading Drill:
1. The online reading drill activity will start on October 2021.
2. Each teacher is called to conduct an online reading drill in any preferable
online platform.
3. Advisers are called to teach her won advisory class, and non-Teachers have
the chance to choose their own reading tutees and should explain to them
the significance of the reading drill.
4. Every teacher is allowed to use his/her own reading drill material (Phil-IRI
Comprehension Passage/ Stories), depending on the comprehension level of
the learners.
Guidelines in Implementing the Limited Face-to-Face Reading Drill for SHS Learners:
Amidst the crisis, the aim of the BRIGADA BASA SA BALAY, is to lower the number of
struggling readers in Baliwagan National High School, with the help and
coordination from the school, the community stakeholders, parents, and learners.
The goal of this intervention is to harness the student’s reading and speaking ability,
without prior judgments coming from their peers. Only the teachers are allowed to
see and assess the reading videos of the learners. This activity will happen every
other week.

Each grade level had presented one reading corner pantry where they
presented creatively their talents and skills in making their own reading
corners conducive and an essential place to learn how to read.
🤍You are expected to give your table a “reading corner vibe” by organizing
books and other reading materials on it. You may add any other decorations and
aesthetics to make your reading table more attractive.
🤍Each table will be attended by 2-3 members on daily basis, strictly following the
IATF health and safety protocols.
🤍Judges will check your area and assess the creativity and essence of your
reading table pantry using a criterion for judging.
The reading corners were done comprehensively and complete with all the reading
materials provided for the learners, where they were taught how to read fluently,
and were able to practice and enhance their reading vocabulary skills thru board
games like Scrabble and building blocks.

Preliminaries:
The meeting commenced with a prayer by Mrs. Florencia Gallardo,
Filipino Master Teacher-I, followed by an opening message by Mrs. Cristy Jane
Pasayon, Head Teacher-I of the Junior High School. Hosted by the Principal III, Mrs.
Marilyn A. Aban herself, the meeting started at 1:30 in the afternoon.
Agenda:
1. How to evaluate and assess the Phil-IRI GST results of the learners.
- The teachers are required to check all the GST answer sheets and fill in the
Pangkalahatang Talaan ng Pagtatasa/ Group Screening Test Tally Sheet
and submit the consolidated data to the school reading coordinator.
- The school reading coordinator shall consolidate the over-all GST results
from all grade levels, to be submitted to the District Office and the Division
Office.
2. Crafting of the Reading Remediation and Intervention Plan
- All Master Teachers and Language Teachers must contribute an idea on
how to mitigate the problems of reading illiteracy thru crafting reading
remediation activity plan, with the aid of the school reading coordinator.
- The school reading coordinator shall manage all the available resources
and ideas to come up with an effective intervention plan.
- All teachers are required to participate on the reading activities.
3. Others- LIS QUICK COUNT/ ENROLMENT

The meeting ended at exactly 4:48 pm, with a closing prayer led by Mr.
Raul M. Salvane.

The BNHS learners’ reading comprehension skills were assessed and monitored
through community and enrolment mapping and consultation with the parents. It
was decided by the majority to conduct virtual reading drills and Phil-IRI GST for
those teachers who could provide students to attend online, while others resorted
to handle the Phil-IRI GST and reading drills with limited face-to-face instruction, due
to reasons that, many of our learners have no access to the internet.
Upon further deliberation about results of the Group Screening Test in Filipino and
English conducted to 1, 238 Junior High School learners, and 430 Senior High School
students, it was evaluated that seemingly, the grade level where many of the
learners who fell under the Frustration Reading Level, are in Grades 7 and 8, while
majority of the independent readers are coming from the Grades 10, 11 and 12.
Due to the number of frustration readers on the lower grades, the Principal, Mrs.
Marilyn Aban, and the School Reading Coordinator, Ms. Sheilou Mae Tabudlong,
decided to make the reading remediation activities be part of the academic
performance tasks of every subject, as well as a close and rigid monitoring will be
done by the language teachers to help the BNHS struggling readers cope with their
reading problems.

Remarks:

As a rising mega school in Misamis Oriental, Baliwagan National High School strongly
supports the Department of Education and the Division of Misamis Oriental in its
continued fight against illiteracy. This year’s Brigada Pagbasa journey had been
tough and challenging due to the circumstances and the risks brought by the
Covid-19 pandemic, yet the entire teaching force of BNHS believe in the power of
camaraderie, resiliency, and hard work in delivering quality, trustworthy and
equitable education to our learners.
