to the Tahsildars for VRO (Gr-I & II) – Remarks called for - Submitted – Reg.

I am to invite attention to the reference cited, wherein the Government


have issued endorsement, while enclosing the representation of AP Village
Revenue Ofcers Association, Dt. 24.05.2022 and requested to take further
necessary action in this matter.

In the representation, the President, AP VROs Association stated that, due


to ban on transfer, Village Revenue Ofcers (Grade-II) are facing huge problem as
they are posted 100-150 Kms away from their native mandals and they are
drawing consolidated pay of Rs.14600 due to which they are facing fnancial
burden to take care of family. Further, Municipal Commissioners and Panchayat
Secretaries are drawing the salaries to Village Revenue Ofcers working in Village
& Ward Secretariats. Finally, it is requested to implement pay scales to the
Village Revenue Ofcers (Grade-II) after declaration of their probation and make
the Tahsildar as common DDO for both Grade-I & II Village Revenue Ofcers.

In this connection, it is submitted that, Govt., vide G.O.Ms.No.5,


GVV&VSWS Dept.,Dt.25.06.2022 have issued orders directing the District
Collectors to declare the probation of Village Revenue Ofcers (Grade-II) w.e.f.
30.06.2022 who have successfully completed two (2) years of service and passed
requisite departmental tests and the same is under progress by all the District
Collectors in concerned districts.

In this regard, it is also submitted that, after the establishment of


Village/Ward Secretariat system in the State, post of Village Revenue Ofcers
have been bifurcated into Grade-I & Grade-II and Village Revenue Ofcers
(Grade-II), who were newly appointed by Direct recruitment and promotion are
drawing their salaries at Village/Ward Secretariats itself with Panchayat Secretary
and Municipal Commissioner acting as DDO. With regard to Village Revenue

Ofcers (Grade-I), the Tahsildars are still acting as DDO following the cadre
strength of Old revenue cluster in the State. Hence, it is necessary to maintain
common DDO for both Gr-I & Gr-II Village Revenue Ofcers following the actual
cadre strength of Village/Ward Secretariats. Further, the decision on change of
DDO to VRO(Gr-II) attracts policy matter and the decision has to be taken at
Govt. level only.

Therefore, I furnish herewith the above remarks for issuing of necessary


orders in the matter.
