Crescent Hills HOA

Special Board Meeting


July 11, 2022 at Cedar City Library

Teri Cunningham opened the meeting at 4:00

Clarissa gave an overview of the reasons for looking into a new management company:

During the flooding in June 2021 much of the common area landscaping was washed away.
Including sections under the sidewalk on Cross Hollow Road. The repairs were approved by
Debbie Forsyth from Asset Management with only obtaining one bid and without board
approval. The repairs amounted to $27,000. No other bids were obtained to compare costs.
Board approval was not received before Asset Management approved the work being
completed. An itemized bill has been requested by homeowners but has yet to be obtained.

Since it doesn’t look like these concerns will be resolved, the suggestion was made to look into
hiring a new company.

Information with bid information for prospective management companies was emailed to all board
members of May 7th.

We have not solicited bids for new landscape company services.

Teri is trying to get pictures taken by the landscapers of the flood damage.

Sharon requested names of homeowners with concerns about Asset Management.

Floor opened:

Don North suggested a community weeding and landscaping day.

James Russell Peterson would like to know exactly how dues will change based on the changing
of management companies. Willing to bid on landscaping. For our next meeting would like an
agenda to be shared.

Mellie Werber would like to see the pictures of the flood damage. Suggested Facebook be
utilized to announce HOA meetings with comments turned off. Expressed that she is fine using
the money we collect for improving landscaping rather than sitting in a filled reserve. Board of
realtors is doing an investigation on our HOA issue. Would like clarification on what constitutes
an emergency, could caution tape and cones have been placed while waiting for appropriate
repairs. Homeowners should know how much time they will be given to speak at HOA meetings.

Greg Kraft shared that other issues with the sidewalk are the developers responsibility and are
required to be fixed within a year of home completion.
Kent Barney shared that his letter in request for further investigation on the repairs issue had 12
homeowner signatures. Expressed that our income from dues is growing faster than our
expenses (set landscaping). This should allow our dues to remain the same. Spending more on a
different company is worth it if we get better service.

Aaron Pena was told by his realtor that dues would go down. Would like to make sure that as we
share information on the new bids we have and the next agenda, that we also share the story of
why this change is being considered.

Jared Stephens suggested reviewing CC&Rs to avoid this issue in the future. Questions if we are
still paying for the repairs because we didn’t have enough in the reserve. Questioned if Crescent
Hills owns the sidewalk on the common area.

Diane Davis stated that we need new management and landscaping companies. We also need to
update the website with May 11th’s meeting minutes.

Clarissa will update the website with May 11 th minutes.

Clarissa will share details of bid information with the board and any who request it.

CC&Rs currently state: “Notwithstanding this authority as to emergency repairs, it is understood that the
Agent will, if at all possible, confer immediately with the President of the Board regarding emergency
expenditures, or if unavailable, any two Board Members.”

The entire bill for the repairs was paid in full.

The board will solicit bids from new landscaping companies.

The board all have Kelly Neville’s email address. If there are questions, each board member may email
her with questions

Motion to postpone the vote on a new management company until annual meeting in September by
Shane Perkins. Second by Joe Godwin.
