”The Lessons Learned”
Locally sourced content
should be delivered to a local
destination without crossing
our national borders

- Bill Woodcock, PCH

Internet Exchanges
• Facilities where networks can interconnect directly with each
other
• The goal is to improve the quality of service; and
• To reduce transmission costs
• Lack of effective internet exchanges causes what we call
“tromboning” of local content
Philippine Open
Internet eXchange
(PhOpenIX)
PhOpenIX

• Started in 2007
• Operated by DOST-ASTI
• 100Mb, 1Gb and 10Gb ports available
• Very limited 100Gb ports available
PhOpenIX

• How to join? -> email bani@asti.dost.gov.ph

• Reconfigure your IP network to do BGP
• Provision a network link from your BGP-
speaking border router, going to the nearest
IX switch

Transit

versus

Peering
Transit
Transit
Peering
Peering
• Voluntary interconnection
• Purpose is to exchange traffic
between the users of each network
• Settlement-free
• Neither party pays the other in the
exchange of "metered" bits and
bytes
Benefits of peering
• If networks agree to cooperate with each other, and develop a
healthy internet exchange, then the benefit would be lower costs
of operation by:
• attracting content providers (foreign and local) to set up shop
locally
• attract connectivity providers to haul their bandwidth to the
country; and
Content providers
PCTA Members benefitting from PhOpenIX
Tromboning

• Tromboning is a result of a unilateral action

wherein each network independently
concludes that it is more cost-effective to
use its international connections for
domestic traffic exchange than to connect to
every other ISP separately
Tromboning

• However, the use of international capacity

for domestic traffic is expensive, and this
tromboning can be eliminated, with the
corresponding cost savings, if networks
adopt a “cooperative” approach to create a
local internet exchange point where
domestic traffic can be exchanged
Tromboning

• Key to eliminating tromboning is in the

cooperative sharing of infrastructure
BGP
• Border Gateway Protocol
• The internet is a network of networks, and
BGP is the protocol used to exchange bits
and bytes between networks
• You need an AS number
• Minimum /24 IPv4 block and/or a /64 IPv6
block
Border Gateway Protocol

• How do I get an ASN and an IPv4/IPv6 address

block?

An internet exchange is
simply a tool. The impact
that it creates depends
on how its peers use the
available resources
within it.
