EXECUTIVE SUMMARY:

The Continuing Learning on Katarungang Pambarangay for Poblacion Kalibo Barangay


Council and the Lupong Tagapamayapa will equip them with skills in the modes and
procedures of dispute resolution and skills on dispute settlement in the Barangay
Level, Jurisprudence and Updates on Laws Amended, list and classification of
offenses under the jurisdiction of the LupongTagapamayapa, and building trust and
confidence among the Lupon. This will foster greater learning on the part of the
participants, lectures through audio visual presentation, role playing, and open
forum will be employed in the course of the Activity.

The Activity will be participated by the 11 Members of Poblacion Kalibo Barangay


Council, 15 Members of the Lupong Tagapamayapa, 2 Speakers from the Department
of Interior and Local Government, 2 Speakers from the Integrated Bar of the
Philippines, Summons Officer, and Staff.

RATIONALE:

Republic Act 7160, otherwise known as the 1991 Local Government Code, gives
Barangays the mandate to enforce peace and order and provide support for the
effective enforcement of human rights and justice. Decentralization has facilitated
the cognition of the Katarungang Pambarangay or Barangay Justice System as an
alternative venue for the resolution of disputes. The challenge facing Local
Governments now is to maximize and harness the Katarungang Pambarangay as one
of the most valuable mechanisms available in administering justice, advancing human
rights protection and resolving and/or mediating conflict at the barangay level
through non-adversarial means.

Barangay Poblacion Kalibo being the center of Socio-Economic Activities in the


Province of Aklan, the Lupong Tagapamaya handles various and variety of cases each
year which have unburdened the already congested Courts of Justice from
adjudicating additional cases brought about by petty conflicts in the Barangay. This in
turn has been translated to cost and time savings for the government and improved
the administration of justice in general. Thus, there is a need to equip the Members
of the Lupong Tagapamayapa with knowledge and skills on culture, gender-sensitive,
and child-friendly dispute resolution under their jurisdiction as well as promotion
and protection of women, children and indigenous people’s rights, and KP Records
Management.

Just like the Lawyers of the country, the Members of the Lupong Tagapamayapa
should also be updated of the various Laws being enacted and amended to ensure
effective implementation of the Katarungang Pambarangay and dispute
resolution. Moreover, The Barangay should provide an in service-training among
Lupon Members to be more effective in handling disputes among the complainants
in Barangay Poblacion Kalibo.

BUDGETARY REQUIREMENT:

Food (2 Snacks and 1 Lunch) P 500.00 x 40 Pax = P 20,000.00


Venue P 5,000.00 x 1 Day = P 5,000.00
Honorarium for the Speaker P 2,500.00 x 2 Pax = P 5,000.00

PROJECT MONITORING AND EVALUATION:


The implementation of the Activity shall be managed and monitored by the Lupong
Tagapamayapa under the supervision of the Punong Barangay/Lupon Chair.

Disbursement of Funds shall be taken charged by the Barangay Treasurer in


accordance to proper Accounting and Auditing Rules and Regulations.

Preparation and submission of Completion Reports shall be assumed by the


Barangay Secretary/Lupon Secretary.

*Report to be submitted to BLGS 7 working days after the completion of report
