REPORT SUMMARY

I. ACTIVITY BRIEF

One of President Rodrigo Roa Duterte strategic priorities is to end the four
decades-long Local Communist Armed Conflict in the Country hence he issued
Executive Order 70 “Institutionalizing the Whole of Nation Approach In Attaining
Inclusive and Sustainable Peace”, thereby creating the National Task Force to
End Local Communist Armed Conflict (NTF-ELCAC) on December 28, 2018.

Relative to this mandate, the Department of Interior and Local Government


has spearheaded the Program Communicating for the Perpetual End of Extreme
Violence and Forming Alliance Towards Positive Peace and Enriched Communities
(C4PEACE). The aforesaid DILG initiative intends to address the root causes of
local armed conflict by prioritizing the delivery of basic government services,
social development packages, construction of needed infrastructures with the
end-view of mainstreaming inclusive development in pursuit of the
Government’s peace agenda.

In the Province of Davao de Oro, the Local Task Force to End Local
Communist Armed Conflict (LTF-ELCAC) has identified and targeted 37
barangays from the 11 municipalities for the CY 2022 to be beneficiaries of the
C4PEACE Program hence in order to operationalize the aforesaid program, DILG
Davao de Oro has spearheaded the conduct of a one-day (1) face to face
activity, entitled “Regular C4PEACE Operations and Planning Conference (1 st
Quarter)” on February 28, 2022 at the PLGRC building, Capitol Compound,
Cabidianan, Nabunturan.
The activity sought to apprise the (11) MLGOOs, MPDCs and provincial
personnel of the implementation guidelines and solicited feedback on the
encountered implementation issues and concerns. Further, the participants were
also apprised on the assessment findings of their respective LGUs Devolution
Transition Plans.

II. HIGHLIGHTS OF THE ACTIVITY

Preliminaries

The activity started at around 9:00 AM with a somber prayer followed by


the singing of the National anthem and the Davao de Oro Hymn. Provincial
Director Noel C. Duarte, MSPM, then gave a brief opening message underscoring
the importance of sustaining the peace and development gains in the Province as
evidences by the neutralization of 9 guerrilla strongholds and the unprecedented
return to government fold of former rebels.

Activity Presentations

LGOO VII Brenda N. Salarada, the Assistant Provincial Director, discussed


thoroughly the following subjects:

A. C4PEACE Implementation Guidelines– covers the upcoming changes


in implementation as the funds will now be downloaded to the
Municipalities. The capacities and performance of the Municipalities need
to be strengthened particularly their respective Infrastructure and Social
sectors.

B. DTP Formulation Re-Orientation and the Presentation of the


Assessment Findings of the LGU Devolution Transition Plans –
the participants were briefed on the technical guidelines in the
formulation of the DTP. APD Salarda for district II and LGOO II Keith
Mikel C. Tanueco for district I, both presented the results of the recently
conducted DTP Quality Assessment according to the three parameters of
form, process and content.

An open forum then followed after the presentations were discussed


wherein the participants were given time to ask questions and raise
clarifications. All queries and concerns were answered and noted accordingly by
the Provincial Director Noel C. Duarte and the participants also shared their
experiences in the implementation of the program.

III. OUTPUT/S OF THE ACTIVITY

The one-day activity reacquainted the 37 participants with the necessary


knowledge on how to effectively implement the program.

IV. RECOMMENDATIONS/RELEVANT APPLICATION IN DILG

The LTF-ELCAC, Oplan Pagbabago, need to spearhead another orientation


activity once the new guidelines are issued. Moreover, the respective
implementing offices need to be capacitated technically by the PDMS Engineers
as to preparation of the enabling documents usually becomes the bottleneck in
terms of infrastructure program implementation.

V. REQUESTED ACTIONS

The proposed actions for the aforementioned recommendations/ relevant


application in Province are as follows:
