ORGANIZATIONAL OVERVIEW:
FHI 360 is a nonprofit human development organization dedicated to improving lives in lasting
ways by advancing integrated, locally driven solutions. Our staff includes experts in health,
education, nutrition, environment, economic development, civil society, gender equality, youth,
research, technology, communication and social marketing — creating a unique mix of
capabilities to address today's interrelated development and humanitarian challenge in more than
70 countries.
FHI 360 has been responding to the humanitarian crisis in southern Yemen and along the
Western Coast since 2018. Through an integrated health, nutrition, and WASH program, FHI
360 works in Aden, Taiz, and Hudaydah governorates. FHI 360 supports static and mobile health
facilities, including rehabilitation, technical support and staff training, and provision of supplies.
FHI 360 also works at the community level through health and WASH components to reach
additional populations. Furthermore, since January 2020, FHI 360 has served as the NGO co-
lead for the Aden Sub-Health Cluster. With a country office in Aden and a field office in Mokha,
FHI 360 has a team of 50 national and expatriate staff.
POSITION OVERVIEW:
Under supervision of the Health and Nutrition Coordinator, the Senior Health and Nutrition
Officer is responsible for supporting and supervising new start-up and ongoing health and
nutrition activities in FHI 360 operational areas. S/He will be responsible for providing technical
support to ensure that program implementation adheres to appropriate international and national
(Yemen Ministry of Health) technical standards and guidelines are technically sound. The
position provides higher-level administrative support on core project operations (e.g., update
manuals/ SOPs, assist with proposals, and budget tracking). Assists with project implementation
and training. The position supervises Health and Nutrition team members, providing guidance
and oversite to lower-level staff.
ACCOUNTABILITIES:
Prepares weekly, monthly and annual work plans for project implementation.
Ensures that project activities in health facilities and communities are on track with work plans
and within the allocated budget; conducts analysis of project implementation to identify areas for
improvement and propose appropriate technical strategy.
Works closely with assigned health facilities to ensure activities are implemented according to
standard operating procedures and technical guidelines, including national and international
standards related to the diagnosis and treatment of patients.
Works to improve the quality of primary health care (PHC) services delivered at supported
facilities through on-the-job training and continuous monitoring.
Provides continuous field-based assistance for activities in operational areas and ensures project
implementation remains technically sound. Identifies and raises issues to senior technical staff.
Collects and compiles project data and documentation such as case studies, success stories, and
photographs.
Tracks project indicators regularly using established tools and produces reports and updates,
including on inventory of medical and non-medical items provided by the project.
Ensures the quality of data through proper entry, cleaning, and regular checking; uses data to
inform programmatic adjustments in collaboration with the Health and Nutrition Coordinator.
Prepares and reviews documentation for final authorization.
Provides technical support in the development and dissemination of tools and other materials.
Develops terms of reference and other specifications for health and nutrition procurements.
Attends and participates in external meetings to ensure FHI 360 representation at the various
Health and Nutrition platforms, including Clusters/ Sub-Clusters.
Liaises with MoPHP and GHOs to ensure there is adequate administrative support from
government offices.
Conducts situational analysis and other M&E activities as necessary; actively participates in
identifying and managing health disasters, outbreaks, or epidemics.
Assists with developing the technical portions of proposals and project design and with
compiling and creating other technical content including reports.
Sets objectives for health and nutrition staff; builds the capacity of the team through proper
coaching and training.
Backstops the Health & Nutrition Coordinator in his/her absence.
Other duties as assigned by supervisor.
Bachelor's Degree or its International Equivalent in medicine, public health, nutrition, or related
Field.
Typically requires 4-6 years of relevant technical assistance experience.
Prior work experience in a non-governmental organization (NGO), Yemen Ministry of Health,
U.N. Agency, or private company.
Prior work experience in the field of primary health care programs, including emergency and
humanitarian response, with an emphasis on health information systems and/or surveillance.
Previous experience managing nutrition programming such as outpatient therapeutic care,
stabilization center, and/or IYCF is strongly preferred.
