Academic libraries play a significant role in achieving the goals of higher education in a
variety of ways. People makes everything possible, for the achieving the same. In last
hundred years management of people techniques changed drastically. Human Resource
Development gives more trace on individual centric development.
The diversity in America, one of the things that makes this country so great, continues to
grow more and more every year, and libraries play a key role in that development.
Throughout our work, we’ve found that Americans value public libraries not only for the
access to information they offer through books, databases, and internet connections, but also
their assistance in finding and navigating the increasing amount of information that is

II. Importance of public library
Library is not the only place where people access only for the book, but rather is a place
where interaction between human and information takes place and intends to satisfy the
information and social needs. To provide a place or an environment for study and research. It
plays an important part in our society or country in many ways.
The library offers people with unlimited resources of books, it’s a place where people are
gather, their love of interest with the book has led from their reading habit and from the
satisfying which thirst to curiosity for knowledge, this helps in the personal growth of a
person and development. Library can acts as a relaxing place from stressfulness and can offer
not only book but computer catalogue for further research of information. Because it is a
social infrastructure, changes in the environment make a huge impact on it. In this case, the
library is a conditioned and formed by social environment so, the it is an inseparable part of
the society, and the force that unites and supports the society – is culture, according to J. H.
Shera (1976).
Libraries are significant for a civil society and plays a big role in human resources. They
contain books on various subjects ranging from history, literature, fashion, science, fiction,
health, religion, and many more. Books contain good thought. The main purpose of a library
is to serve the society through the record of human thoughts, ideas and expressions by
making them available to all. They vary according to the type of libraries. The public
library, the local gateway to knowledge, provides a basic condition for lifelong
learning, independent decision-making and cultural development of the individual and
social groups.' (Manifesto, 1994)
Most public library provide free access to all users or visitors to experience, to have an
education to study and one of the important ways to study is by the book. Not all people can
effort to buy the book and some of the book it is pricey it might be because of their family
whether rich or poor. To balance every people can have a chance to study, to read the book,
the library has an important role in human resources development.
To sum up, the public library is a place that unites people, plays an important role in the
society, and it is free to access for book.

IV. As a governor, what do you do to improve your public library?

a) Location
It’s best to look up for a property that suit the area, the people, and the community.
Although, it doesn’t require much space, 1500 sq. for a big library & 500 sq. for a
small library. There are many varieties of locations to start the library like local
library, the street, public place, school, university, office, building, café shop, and
especially even a pagoda specifically. Highly visible location particularly from the
public areas.
Take Pagoda as a good example:
Pagoda has been the sole place of education and training of moral values. It would be
a perfect place to clear out the mindsets and learned new things. Pagoda provides free
access to educational, news, and historical resources of the latest trends and helps
keep the public informed with facts, rather than confused with fiction.
b) Facility
Fully accessible for people with limited mobility. Find out what kind of demand there
is for certain books in your area. Following up with the most basic way of organizing
the library, sorting each of books in their categories such as fiction & non-fiction kind
of book, then there’s the devey decimal system, which consists of different kind of 10
classes that formed a big number of different subjects & topics to choose from. A
good library contains many good accessories for the visitors like create flow in your
library space design that should be attractive, the furniture are well organized with big
book shelfs, table and chair to sit, read, & relax, a lounge for group people, proper
lightning and ventilation, the building should be neat & clean, soundless environment,
big inspiring art hanging on the wall, more than the book we can have magazine &
DVD to get some entertainment, a big maps of the world, for instant there is a
computer section for the visitors to do research.
c) Service
To provide the highest level of service to all library visitors through appropriate and
usefully organized resources, equitable access, accurate guide or information, and
courteous responses to all requests, this makes the visitors feel like home. Library
services can help with access evidence based resources to support education &
research. Library can have a service center where it is easy to guide to basic library
questions, access to reserve material, seek to reference assistance, to request for
articles or book borrowing, and moreover, visitors can access through the digital e-
library through the administrator on the web-page with digital resources & customer
service to seek for more instructions.
d) Targeted people
A good library is rather characterized by open, dynamic and relational processes.
Though there are many types of people like young people, adult, and elderly.
However, Adults are the libraries' widest target group. They are the future of the
society, they open their minds and let them discover an infinite spectrum of
possibilities, and they are the people that use the library more often than any other
people because they need to explore many types of contents or information to support
their study and research.
