The Health Advisor is primarily responsible for technical vision, strategy, design, implementation and
management of the health programs at senior management level. The Health Advisor will work in
collaboration with the senior management team and health teams in the field to deliver high-quality
health services to the targeted beneficiaries. The Health Advisor will make frequent visits to the field
sites to ensure the highest standards of service delivery. S/he will ensure high-quality clinical services
in all CARE-supported health facilities. S/he will monitor service quality, ensure that all staff are
trained and well-supported, pharmaceuticals and other medical supplies are properly managed, and
ensure quality clinical-level data is shared to national-level Cluster and MoPHP. The Health Advisor will
represent CARE in the national Health Cluster, and other technical coordination groups and provide
health-strategic inputs during proposal development periods.

 Monitoring, Evaluation, Accountability and Learning (MEAL)

 Capacity building and Staff Management

 Coordination & Representation

 Other responsibilities assigned

 The incumbent shall be capable of technically working independently but coordinating closely
with technical advisors, deputy area managers and overall program team

Qualifications:

 Medical degree required with Master in Public Health. Equivalent combination of relevant
education and experience may be substituted as appropriate.

 7+ years of relevant and progressive experience in international programs (preferably


developing country or low-resource setting with an NGO)

 2+ years at management level relating to primary healthcare, maternal and child health,
reproductive health, emergency response, and infectious diseases
 Experience living and working in difficult, protracted-conflict settings;

 Fluent written and spoken English

 Partnership building, influencing, and negotiation with a range of actors; Strong analytical
skills, and ability to design and write health based proposals;

 Strong understanding of health in humanitarian contexts, international standards for health in


emergencies programs and the varying needs of populations in crisis;

 Experience working with a diverse set of health donors including BHA
