(VOLLEYBALL Tournament Guidelines)
Inter-Barangay & semi-open

1. FIVB Rules shall govern this tournament.

2. In the absence of the head coach, the assistant coach should coach instead.
3. Screening Personnel will look for the Brgy coach(es)’ Certification from the
Brgy Captain as to his/her authorization/appointment/representation. And
on the players’ school ID, ID picture, voter’s ID, NSO copy of BC (only), etc.
Screening Committee should screen the Head/Assistant coaches also…
Screening Dates: April 2 to 5, 2022 at the __________ 8:00 a.m to 5:00
p.m.

4. The SUMMERLYMPICS 2022 officials has the power/right to investigate
relative to the player(s)’ Eligibility (age,residency, etc.) even without
protest/complaint. *COACHES CLINIC – TBA (if any).
5. Tournament Format: a team (boys& girls composed of 20 players)

*any volleyball player can play, provided he/she is a bonafide resident of the city
of Gen Santos, or if a student-- he/she must meet the one (1) year residency. In
the absence of two 20 year-old players, four 19 year-old players can be fielded in
and in the absence of two 19 year-old players, four 18 year-old players can be
fielded in. The absence of one 20 year-old player, three 19 year-old players can be
fielded, etc. Players who played in the 1ST set can no longer play in the 2ND set.

6. Transient (in-school/workers) can play, provided that they are studying/working in GSC
for at least one (1) year wherein occupancy (started June 2021) will be as to their origin
of office/school.

7. A team must have 12 players, 6 players for the 1st set whose age ranges
from 15-17 years old, and 6 players for the 2nd set whose age ranges 18-20
years old. In case of substitution in the 1st and 2nd set, players to be
substituted must be of the same age or younger. For the 2nd set play, if the
team is incomplete- within three (3) minutes after the 1st set the
incomplete team is considered DEFAULT.
8. In a deciding set (3rd set), it is the coach discretion as to who will play in this
set.
9. Substitution(s)--- in case of injury(ies), player(s) can be substituted by a
player(s) of the same age or lower (and not older)!
10.No changing of jersey/jersey #! If committed, game forfeiture is meted.

11.Tournament System: per division (boys& girls) the tournament will be

played as follows:
A. Eliminations- In two (2) brackets clustered seeded teams, game format is
single round robin and all matches will be played in two out of three sets (1
game only).
B. Semi-Finals/Finals- Crossover Match, top 1-A against top 2-B, then top 2-A
against top 1-B. Loser 1 versus loser 2 will vie for the 3rd place. Wherein,
winner 1 and winner 2 will play for the Championship game (3 out of 5 sets)
in best of 3 games. A fifth set is a race for fifteen (15) points only.

12.Venue- Game(s) will be played at ______________________.

1. Official Uniform- in the interest of time and other constraints, will be simplified in
design, provided that basic information like jersey #, family name, summerlympics, brgy
name, etc. is placed.

13. Incomplete set of uniforms, no play.

14. A Brgy team’s uniform color is of their own preference, provided it is
complete and proper. Coach(es) cannot coach in “sandos” and “slippers”!
15.The two (2) libero players of different set must have a different-colored
jersey of his/her team.
16. Only the head coach is permitted to remain standing on the entire duration
of a game. Playing coach, assistant coach, etc. must be officially registered.
Absence of coach, no play.
17.In determining as to who plays first, second, etc. in the schedule of games,
drawing of lots shall be done by the organizers in due time after the
screening.
18.Any team member(s) who is coaching or playing under the influence of
liquor or illegal drugs will be disqualified to participate during the games.
19.Defaulting Time: teams who failed to report w/in fifteen (15) minutes after
the scheduled game time is declared Default. Game of Succession with time
frame is observed.
20.Classification of Matches:
18-1.the Win-Loss record shall be taken into account to decide the
ranking of teams in the round robin system for the best of three sets
system tournament:

18-2.Tie(s)- in case of a tie(s) in the win-loss record, the point system shall apply
in determining the teams’ rank:

18-3. Win-over-the-other-system (double tie situation)…… if still in case of triple

tie(s), it will be decided now by (quotient point system):
total # of sets won
Quotients =
total # of sets lost
if teams again scored equal, ranking this time be decided by:
total # of points for the team
Quotients =
total # of points against the team
in any event that two (2) teams are tied, "WINNER OVER THE OTHER rule is applied!

21. Protest(s)-a)the coach or team captain of a protesting team should sign

(under protest) the scoresheet after the game. b)the
commissioner/tournament director/city sports officer will decide on
protest(s) within the limits of technicality(ies). Wherein, a protest bond of
five thousand pesos only (P 5,000.00) shall be posted before the formal (in
writing) protest is accepted and heard. A protest must be submitted after
the game (in question) addressed to the Commissioner wherein, burden of
proof lies on the protester. If such protest is won, the protest bond will be
returned and if not, the bond shall be given to the protested team.
22.During games/matches, only official coach(es), players and utility(water) of
the playing teams are allowed to sit in the assigned team benches.
23.It is required that all teams and its players/coaches to display/practice the
virtue of sportsmanship during a game (before, during & after) regardless
of a win, loss or under protest. They shall meet at the center of the court
and ritually shake hands.
24.Collusion or Game Fixing- teams in obvious act of such will be EXPELLED
from the tournament.
25.Other specific violations and its corresponding penalties are:
team violations:
loss by forfeiture > no game statistics.
fielding unqualified players > automatic loss in the game.
Brgy coach(es) fielding unelligible player(s) > suspension for three (3) consecutive summerlympics.
team walkout > no game statistics. automatic loss in the game.

26. All of the above/or below herein are subject to change(s) with or without
prior notice from the organizers and technical officials of this tournament
whenever postponement, re-scheduled, cancellation, force majeur, etc. as
the need/situation/condition arises. Wherein, postponed games will be
reset after the playing days of the elimination phase.

27.Officials> ________________________et al.

28.Each Barangay Volleyball team is encouraged to bring with them their own
Barangay First-Aider/health worker with medical kit every time they have a
scheduled game, so as to immediately address minor injury(ies) of players.

29. All cash prizes (if cash advanced) should ONLY be claimed by the SK
Chairperson or her\his authorized representative (formal written LOA w/
contact #) and to present his/her DILG ID card.
30. Volleyball team/players should really be Brgy-based residents with a
maximum of three (3) import(ed) players.
31. All technical officials, players, coaches, etc. should present their full
vaccination ID (genuine) during screening activity, and/or whenever asked for
presentation by officials.
32. No more “release” papers or players system is enforced.
33. All technical officials, players, coaches, etc. should present their full vaccination ID
(genuine) during screening activity, and/or whenever asked for presentation by
officials.

*Opening Ceremony of the Summerlympics 2022 is on April 18th and everyone is to attend the caravan/youth convergence from
__________ going to city oval plaza GSC.
