1. SCOPE OF WORKS
The works within the scope of this specification shall cover the provision of all labour, materials,
equipment, services and the execution of all operations necessary for the following: Groundworks
generally, bulk excavation, trench excavation including service trenches, erosion control, disposal of
surplus spoil, site restoration, placing and compacting filling, placing topsoil, provision of filter fabric,
and site retaining walls.
2. SITE INVESTIGATION
Survey marks will be confirmed by the contractor using one or more existing features on site.
3. DISCREPANCIES
DEFINITION: "Discrepancy" for the purposes of this section means a difference between Contract
information about the site and conditions encountered on the site, including but not limited to
discrepancies concerning
4. RECORDS OF MEASUREMENT
REQUIREMENTS: If a schedule of rates applies to the work, or provisional quantities are specified, or
there have been variations to the Contract levels or dimensions of excavations, do not commence
backfilling or place any permanent work in excavations until agreement has been reached and
recorded on the following:
CERTIFIED RECORDS: Provide a copy of the agreed records of measurement certified by the
Contractor and the Employer’s Representative.
5. INSPECTION
NOTICE: Give not less than one working day's notice that the following will be ready for inspection:
PROVISION: Provide a 10 tonne minimum smooth drum static roller with operator for proof roll
inspections.
6. TESTS
6.1 TESTING
TESTS: Obtain the specified tests from an approved independent testing authority. Do not proceed
with work subject to testing until tests are satisfactorily completed and approval to proceed has been
given. All testing to be done accordingly to the relevant sections of ASTM, AS 1289 or other approved
International Standard.
TEST SCHEDULE:
Field Density of compacted fill for 1 test per 200mm layer per 1000m2
confined areas 1 test per layer per lot
Services backfill and backfilling to 1 test per two layers per 40m
structures Min of 1 test per two layers per lot
REPORT: Submit written test results to the Employer’s Representative within one week of
performing the test. Tests to be performed by an authorised laboratory.
7. SITE MANAGEMENT
NECESSARY MEASURES: Adopt such measures as may be necessary for erosion control, including
the following where applicable:
MAINTENANCE: After each rain inspect, clean, and repair if required, temporary erosion and
sediment control works.
REMOVAL: Remove temporary erosion control measures when they are no longer required.
7.2 DEWATERING
SURFACE DRAINAGE: Keep ground works free of surface water. Provide and maintain slopes,
crowns and drains on excavations and embankments to ensure satisfactory drainage. Place
construction including filling, paving, structures, services, and the like on ground from which surface
water has been removed. Protect freshly laid work from water damage.
7.3 SPOIL
OFF SITE DISPOSAL: Remove the following surplus excavated material from the site:
- excavated material not re-usable as topsoil, filling, mulch, or the like; and
- debris resulting from site clearing.
Dispose of spoil according to relevant authority's requirements and pay for all associated costs.
7.4 GRADING
EXTERNAL AREAS: Grade external areas to give falls away from the building, minimum 1:100.
SUBFLOOR AREAS: Grade the ground surface under suspended floors to drain ground or surface
water away from the building without ponding.
8. MATERIALS
8.1 FILLING
Sulphur content: Do not use filling having a sulphur content exceeding 0.5% within 500mm of cement
bound elements (for example concrete structures, masonry, and the like) unless such elements are
protected by impermeable membranes or equivalent means.
FILLING TYPES:
General fill: Well graded material, maximum particle size 75 mm, plasticity index 35%. Fill material
to have a minimum 4 day soaked CBR of 6%. Material to be non-dispersive
Granular fill: Granular backfill adjacent to retaining walls shall be free draining crushed hard rock or
crushed natural gravel as follows.
Building Basecourse:
Crushed hard rock or crushed natural gravel capable of being compacted to an even stable surface
and complying with the grading and properties listed below:
Subsoil filter: Coarse sand or crushed stone graded to the following table:
FILL SUBGRADES: Material in the top 150mm shall have a maximum particle size of 75mm.
IMPORTED FILLING: Provide imported filling from suitable sources in accordance with filling type
requirements.
9. SITE CLEARING
REQUIREMENT: Clear only the site areas to be occupied or affected by the Works. Define existing
grass areas outside the construction area prior to the commencement of the siteworks and
adequately protect during the course of the works.
CLEARING OPERATIONS:
General clearing: Remove everything on or above the site surface, including rubbish, vegetable
matter and organic debris, scrub, timber, stumps, boulders, rubble, and the like. Disturbed landscape
areas not shown as turf are to be seeded with a temporary annual grass species.
Existing grass: Eradicate weeds using a non-residual herbicide. Remove existing grass to a depth
just sufficient to include the root zone.
CONTRACTOR'S SITE AREAS: If not included within the areas specified above, clear generally only
to the extent necessary for the performance of the Works.
10. EXCAVATING
10.2 EXCAVATIONS
EXTENT: Excavate as required or as shown on the Drawings, including but not necessarily limited to
the following:
Site surface: Excavate over the site to give correct levels and profiles as the basis for construction,
paving, filling, landscaping and the like. Make allowance for compaction or settlement.
Footings: Excavate for footings, pits, and the like, to the required sizes and depths.
PROOF ROLLING: Proof roll excavations for pavements, filling and non-spanning slabs on ground to
determine the extent of any bad ground.
PROOF ROLLING METHOD: Proof roll excavated subgrades before placing any fill or pavement
materials using a 10 tonne minimum static weight roller to detect soft or heaving areas with more
than 3mm movement. Give notice as specified in BAD GROUND.
EXCAVATION IN PUBLIC AREAS: Before excavating any public area including roads, footpaths,
reserves, and the like obtain the approval of the relevant authorities and comply with their
requirements for alternative traffic arrangements, excavation methods, backfilling and reinstatement.
REINSTATEMENT: Restore areas outside the limits of the Works, which have been disturbed by the
Works, to their original condition on completion of the excavation. Reinstate surfaces to their original
level without subsidence and without cracking at junctions with existing surfaces.
10.4 EXPLOSIVES
USE OF EXPLOSIVES: Not permitted.
LOCATION: Position of existing services shown on drawing are approximate only and must be
confirmed on site before commencing work.
NOTIFICATION: If bad ground is encountered, give notice immediately and obtain instructions before
carrying out any further work in the affected area.
- allow the subgrade to dry until it will support equipment and allow compaction; and/or scarify
the subgrade to a depth of 150mm, work as necessary to accelerate drying, and recompact
when the moisture content approximates the optimum; and/or
- excavate the wet material and remove to stockpile for later reuse, when dried. Replace with
suitable select fill compacted as specified.
DETERIORATION: If the bearing surface deteriorates after approval because of water or other
cause, excavate further to a sound surface before placing the loadbearing element.
10.10 REINSTATEMENT
REQUIREMENT: Where excavation exceeds the required extent, whether as a result of directions in
respect of bad ground, or excess excavation by the Contractor, or the discovery of voids, fissures and
the like, reinstate to the correct depth and required bearing value, including but not necessarily limited
to the following:
- Below or within the "line of influence" of footings, beams, or other structural elements:
concrete of strength equal to the structural element, minimum 15MPa.
LINE OF INFLUENCE: Angle from horizontal: 45o
- Below slabs or pavements: selected filling compacted to the specified density. In cut
subgrades if the over excavation is less than 100mm, do not backfill, but make good by
increasing the thickness of the layer above. Backfill rock depressions and over excavation of
subsoil drains with coarse subsoil filter.
PERMANENT SUPPORTS: Where permanent supports for adjacent structures are necessary and
are not shown on the Drawings or specified, notify the Employer’s Representative and obtain his
instructions.
ENCROACHMENTS: If encroachments from adjacent structures are encountered and are not shown
on the Drawings, notify the Employer’s Representative and obtain his instructions.
OBSTRUCTIONS: Cut back roots encountered in trenches to not less than 600mm clear of the
relevant service. Remove such other obstructions including stumps, boulders and the like which may,
in the opinion of the Employer’s Representative, interfere with the proper functioning of the service.
BACKFILL MATERIAL: Unless otherwise specified, backfill with select filling, with no stones larger
than 25mm occurring within 150mm of the service.
UNDER SLABS, PAVING AND EMBANKMENTS: Compact the ground to achieve the densities
specified for these locations. If necessary loosen the ground to a depth of 200 mm and adjust the
moisture content before compaction.
BENCHING: If filling is to be placed against a ground surface which slopes more than 1:4, bench the
ground surface to form a key for the filling. As each layer of filling is placed, cut the existing ground
surface progressively as the filling is placed, to form a series of horizontal steps at least 1m in width.
Recompact the material thus excavated as part of the filling.
PLACING AGAINST CONCRETE: Do not place filling against concrete until the concrete has been in
place for fourteen days.
PLACING AT STRUCTURES: Place and compact filling in layers simultaneously on both sides of
structures, culverts and pipelines to avoid differential loading.
COMPACTION: Lightly compact topsoil so that the finished surface is smooth, free from lumps of
soil, at the required level, ready for cultivation and planting.
FINISHING: Finish topsoil flush with abutting kerbs, edge strips and paved surfaces. Feather edges
into adjoining undisturbed ground.
12.4 COMPACTION
DENSITY: Compact each layer of filling to the required depth and density.
PROTECTION: Protect the Works from damage due to compaction operations. Where necessary,
limit the size of compaction equipment or compact by hand. Commence compacting each layer at the
structure and proceed away from it.
MOISTURE CONTENT: Adjust the moisture content of filling at the time of compaction.
COMPACTION STANDARD: (For maximum dry density): ASTM D698 - 70
COMPACTION SCHEDULE:
