FOREWORD
This document "KOC Standard for Fire Protection and Safety Equipment" is
intended t o provide the minimum technical requirements for design, manufacture,
construction and performance of the fire fighting and safety equipment with a
view t o protecting personnel and facilities during any fire breakout.
This Standard has been approved b y the Standards Division, in consultation with
the Standards Technical Committee (STC), for use throughout the corporate
engineering and operational functions of Kuwait Oil Company (K.S.C.).
This Standard has been issued under the direction of Standards Division and
Standards Technical Committee in order t o achieve the following objectives:-
d) To define the minimum standard requirements for fire protection and safety
equipment that have general applicability for all new construction and will
guide for a consistent system and cost effective equipment.

1.O SCOPE
2.0 APPLICATION
2.1 The equipment and materials used for fire protection and safety shall conform
to the requirements of this Standard and the referenced standards I codes
mentioned herein or approved by KOC.
2.2 The design and performance of all fire protection and safety equipment shall
protect both personnel and the facility.
2.3 Any exceptions or deviations from this Standard, along with their merits and
justifications, shall be brought to the attention of KOC Controlling Team for the
review, consideration and amendment by Standards Team (if required).
2.4 It is the responsibility of KOC's Controlling Team to seek advice I approval from
KOC Fire and HSE Teams for relevant activities.
2.5 Compliance with this KOC Standard does not of itself confer immunity from
legal or statutory obligations.
3.0 TERMINOLOGY

BS 5306 Fire Extinguishing Installations and Equipment on
Premises
5.1 The equipment and material shall be suitable for continuous service at the
desert location under high ambient temperatures and humidity.
5.2 For environmental conditions in Kuwait, refer to KOC Standard for " Basic
Design Data" (KOC-G-007), which provides the detailed design information
regarding the environmental, site, and utility supply conditions prevailing
throughout the KOC facilities.
6.1 The supplier/contractor shall employ necessary health and safety procedures
t o protect personnel and surrounding environment during onsite field works.

6.2 All relevant safety requirements of the KOC Fire and Safety Regulations and
the KOC's HSE policy shall be adhered to while performing the works within
KOC areas.
7.1 General
7.1.1 For guidance on the philosophy for the selection and use of fire protection
and safety equipment, refer to KOC Recommended Practice "Loss
Prevention Requirements" (KOC-L-005).
7.1.2 Whenever appropriate listings exist, the fire protection and safety
equipment shall have been tested and approved by an internationally
recognized testing and approving organization, such as FM, UL and LPC. In
addition, all fire protection and safety equipment shall be subject t o
approval b y KOC Controlling Department and shall be in compliance with
the local laws and regulations.
7.1 -3 The supplier/contractor must note that one complete item of each type of
equipment offered in compliance with this Standard or any other Standard
referenced herein shall be presented to the KOC Controlling Department for
approval. Procurement activity must not proceed until KOC has tested,
reviewed and approved the proposed equipment.
7.1-4 The supplier/contractor shall consult with the KOC Controlling Department
for developing the locations of required fire protection and safety
equipment, and shall submit design drawings showing proposed equipment
locations for approval.
7.2.2 Deluge valves shall be held closed by air pressure supplied from the
instrument air system. Removal of air pressure to the valve itself must
result in the valve opening. An air vessel shall be provided to act as a
temporary reservoir in case of instrument air failure to delay or prevent
unnecessary release and waste of fire water.
7.2.3 Instrument air system tubing and fitting materials shall be 316 stainless
steel.

A full size deluge water bypass line complete with a normally closed manual
block valve shall be installed around the deluge valve.
Deluge system piping shall run across the bund, below ground, using 45"
fittings and emerge before the tank foundations t o connect t o the tank
deluge system riser connection.
The application rate shall be 10.2 litres/min./m2 of tank roof area of the
exposed side o m .The exposed side for purpose of this calculation shall be
determined in accordance with configuration of adjacent tanks, as indicated
in Appendix-I - 1 t o this Standard. No allowance, other than rundown, is t o
be made for the shell of the tank.
Water may be distributed using open upright spray sprinkler heads installed
in semi-circular arrays of pipework arranged over the tank roof. Deluge
system shall cover tank roof and around the tank.
At the rim, beyond the roof and shell, a deflector plate shall be installed t o
direct water, flowing off the roof, back, onto the tank's shell as rundown
water.
7.2.1 5 Valve station block valves shall be fire-safe type, tested to BS 6755, Part 2.
7.2.1 6 Deluge valves shall be fullway or butterfly proprietary types with cast
aluminium bronze, flanged bodies and internals of non-ferrous metals.
7.3.1 A four-way 2 % inch male hose collecting head or breeching inlet shall be
utilized t o introduce foam solution from the fire engine into the lines to the
tank foam pourers. It shall be according t o BS 336 and shall be arranged in
accordance with Appendix- 1-3 of this Standard. Foam system piping and
fitting materials shall conform t o Appendix-5 to this Standard.
7.3.2 Foam solution collecting heads shall be installed inside steel cabinets,
outside the bund wall of the crude tanks, they are protecting. The located
cabinets shall be protected from radiated heat by the provision of concrete
or metal radiation shields.
7.3.3 Foam system piping shall run across the bund, belowground, using 45"
fittings and emerge before the tank foundations t o connect to the foam
system risers provided in accordance with NFPA 1 1 hydraulic calculations.
7.3.4 The size of the risers for the wet, dry and dual crude storage tanks shall be
four (4) inch diameter and for the test crude tanks three ( 3 )inch diameter,
as a minimum. The supplier/contractor must verify these sizes and provide
adequate system during detailed design in accordance with NFPA 11.
7.3.5 The wet, dry and dual crude storage tanks shall each have a minimum of
four such arrangements. However, the number of foam pourers for bigger
size tanks which are more than 30 m (100 ft.) diameter shall be as per
NFPA 11. The test tanks shall have only t w o (2) foam system piping
arrangements.
7.3.8 The inlets of foam collection heads shall be gunmetal 2 % inch diameter
male instantaneous couplings t o BS 336 and shall be furnished with spring
operated non-return mechanisms and brass cap.
7.3.9 Each manifold shall be complete with a piping adaptor, one end bevelled,
the other threaded male t o BS 336 round threads.

7.3.10 The steel box for the foam inlet shall conform generally t o BS 5041, Part 5,
except the following:
7.3.11 The units shall be installed with center line of outlet a minimum of 600 mm
and a maximum of 1200 m m above grade.
7.3.12 A valved drain line shall be provided at the system low point. The drain line
shall be routed t o a new drainage pit built by the supplier/contractor.
c. The size of fire hydrant, shall be the same around aH the Facility. It
shall be fabricated from pipe and standard fittings, having a six (6)
inch diameter barrel with dual-valved t w o and half (2%) inch diameter
hose outlets according t o BS 336.
e. Hydrant inlet valve shall be a ball valve from compatible material with
a six (6) inch diameter flanged inlet and outlet.
7.4.2 The fire hydrant shall be installed at the locations and specified spacings as
follows:
-7.4.3 The fire engine suction risers shall be provided in compliance with the
following:
b, A fire engine suction riser pipe shall be fabricated from 1 2 inch pipe
having t w o 5 % inch diameter fire engine suction connections, as
shown on the relevant Project Layout Drawings. This riser shall be
positioned near t o the firewater tank in an area wide enough t o allow
maneuvering of the fire engine truck. The fire engine suction riser shall
be protected by "Crash Barriers" painted in black and yellow. In the
event that no drawing is supplied by KOC, the supplier/contractor shall
develop and submit the necessary drawings for KOC's review and
approval.
c. The t w o 5 % inch threaded and valved outlets of the suction riser shall
be suitable for use with rigid suction hose.
7.4.4 The fire hose outlet valves shall be bronze-diaphragm types with 3 inch
diameter flanged inlets and 2% inch diameter outlets that have female
instantaneous couplings and plugs t o BS 336.
7.5.2 Each equipment boxes shall be supplied and installed in accordance with
the following requirements:
d. The boxes shall be identified by the words in both the Arabic and
English languages "FIRE EQUIPMENT." This shall be painted in 75 mm
high white letters across the doors. Additionally, a fixed plastic notice
shall be installed inside the cabinet, listing the equipment provided,
also in both languages.
7.5.3 Each box shall provide orderly and unobstructed storage for the following
equipment and shall generally be in accordance with the details shown in
Appendix- 4 of this Standard:
a. Eight (8) 30 m (300 ft.) long hoses of 2.75 inch (70 mm) diameter
reinforced rubber-lined, and woven synthetic fiber jackets; each
complete with one male and one female 2 % inch diameter
instantaneous couplings in accordance with KOC Standard KOC-L-007
and BS 336 firmly and securely wire-bound t o the hose.
e. Two (2) operating handles and extended keys suitable for use t o
operate the firewater ring main sectioning valves.
7.5.4 Two (2) foam-making branch pipes as Chubb model FMB 10 or equal and
approved by KOC shall also be provided. They shall be complete with pick-
up tubes incorporating a % inch diameter quick release foam compound
coupling.

7.5.5 Four (4) dual-purpose jet spray branch pipes, t w o (2) Fyrex TB-25 and t w o
(2) Akron Style 1763 or equal and approved by KOC, shall be supplied and
mounted in each box. They shall be constructed predominately from light-
alloy materials and be fitted with 2 % inch diameter male instantaneous
couplings t o BS 336.
7 -6 Foamwater Cannons
7.6.1 Where specified, the road trailer-mounted foam tanks with integrated
foamtwater cannons with sunshade shall be provided for use at each
Facility.
7.6.2 The number and preliminary locations for the Foam/Water cannons shall be
as per the relevant project layout drawings. In the event no drawing is
supplied by KOC, the supplierlcontractor shall develop the necessary
drawings and submit them for KOC's review and approval.
7.6.3 The foam/water cannon shall be mounted on an integral 900 litre capacity
foam concentrate tank which shaH give more than 1 0 minutes supply when
operating at around 7 barg (100 psig.) at induction ratio of 3%. The tank
shall be capable of being refilled with concentrate by the KOC fire team
without shutting the water off.
7.7.2 The monitors shaH normally be parked with the foam cannons ready for
immediate deployment during an emergency.
7.7.3 The numbers and preliminary locations for the water monitors shall be in
accordance with the relevant Project Layout Drawings. In the event no
drawing is supplied by KOC, the supplier/contractor shall develop the same
for KOC's review and approval.
7.8.2 Monnex mobile wheeled units of 63 kg shalt be parked around the Facility
at strategic locations. Sunshades shall be provided for this purpose. Each
unit shall consist of the following:
d. The design shall allow easy re-filling in the field by provision of a large-
diameter filling opening.
7.8.5 The control room, electrical room, switch gears, instrument sets, pantry,
UPS and battery rooms shall be provided with 5 kg C 0 2 portable fire
extinguisher which shall comply with the following:
c. The extinguisher shall be with a solid discharge horn for directing the
release of C02. The cone of the horn shall be hard piped t o the
release mechanism.
7.8.6 All extinguishers shaH carry the following white markings in both the Arabic
and English languages clearly explaining the following:
Quantities and size of extinguishers for any project shall be specified in the
relevant project and layout drawings.
Detail specification for type, quantity and quality of the fire extinguishers
shall be approved by the KOC.
Safety Showers
All fittings shall be readily removable and replaceable after removing the
PVC jacket to access the ball valves.
7.9.4 Units, free standing and self-supporting type, shall be connected to the
freshwater system which has its own pressurizing arrangements- Fitter shall
be provided before the water supply line inlet.
7.9.5 Potable water shall be provided t o safety showers and eyebath fountain,
shall be cooled and temperature shall be maintained between 25°C to 28°C.
7-9.7 Once operated, the valves shall remain open until such time as they are
manually closed.
7-9.8 The Iocation of the Safety Showers and Eyebaths shall be determined by
the supplier/contractor subject to approval by KOC.
7-9.9 The shower head attachments shall be 60" and 120" spray angles,
respectively.
7.10.2 Minimum Two (2) Nos. of breathing apparatus for general use shall be
provided in the cabinet at control building.
7-10.3 Each breathing apparatus set shall consist of the following main
components:
7.10.4 Exposed parts of the apparatus shafl not be made of magnesium, titanium,
aluminium or other alloys which may, on impact, produce sparks capable of
igniting a flammable gas mixture.
7.10.5 All materials shaH be known for not producing static charges.
7.10.6 Materials coming into contact with the wearer's skin shall be soft, pliable
and non- irritating.
7.10.8 Wherever these sets are stored in the Facility, clear and concise
instructions, preferably in graphic form shall be provided for use.
7.1 1.1 First-aid kits and stretchers shall be located in the control room,
maintenance building(s) and project site offices as specified.
i. One (1) pair 180 mm scissors, one blade sharp pointed, the other
round made of rustless and stainless steel.

First-aid kits shall be supplied neatly and orderly arranged within a durable
metal or re-enforced plastic box or container.
A list of contents shall be supplied for storage with the kit. This shall detail
all equipment and quantities and include re-ordering instructions.
A first-aid manual with clear instructions for the use of aH the items supplied
in the kit shall be provided. This text shall be printed in both the Arabic and
English languages.
Suitable wall brackets shall be supplied for storage, allowing easy removal
in an emergency.
The supplier/contractor of the fire fighting and safety equipment shall print
all text in both the Arabic and English languages in reflective lettering and
background according to International Standards.
All safety signs and notices shall be the photo-luminescent types having a
luminous intensity of eight (8) milticandle light per square meter after 30
minutes of complete darkness.

7.1 2.5 Signs shall be screen printed onto luminous film covered by a dull but clear
PVC film with good UV resistant qualities.
7.1 2.6 Signs shalt be mounted on a metal backing or other suitably stable material
to allow mounting into a flat surface.
7.1 2.7 Safety signs shall conform in all respects t o the construction requirements
contained in BS 5378 and BS 5499.
The wind socks shall be provided at a higher elevation t o indicate the wind
direction and be accessible from the whole facility.
General
Aher completion of the work, all fixed firefighting equipment shall be tested
in the presence of KOC Controlling Department.
Deluge Systems
Each deluge system shall be designed t o cover the shell of crude storage
tank with a water application rate of 10.2 litre/min./m2.
All equipment shall be rated for a maximum water pressure of 18 barg (261
p i g ).
Fire Hydrants
The fire hose shall be in accordance with the requirements of KOC Standard
for Fire Hose (KOC-M-007)and shall be subject of acceptance pressure test
of 34 barg (500 psig). The test shall be held and maintained constant for
one (1) minute only. During this test, the hose shall not leak nor shall any
jacket threads break.
As stated in the above clause 8.4, all hydrant equipment in the firefighting
boxes shalt be subjected t o a pressure of up t o 18 barg (261 psig), under
no or low-flow conditions and shall therefore be suitably rated for such an
occurrence.

8.4.2 A sample of the reinforced rubber lining hose shall be provided for testing
by the KOC's Controlling Department. This sample shall be subjected t o a
hydrostatic test at 7 barg (100 psig) which shaH be held for 30 seconds t o
ensure that any leaking or ballooning has not occured.
8.4.3 The dual purpose jet spray branch pipes shall give a throw, when on
straight stream (jet) setting, of at least 12 m (40ft.). When set on spray
setting, they shall give a cone of fine spray 4.9 m (16ft.1 diameter at
approximately 2.1 m (6.9 ft.) from the nozzle tip.
8.4.4 All accessories including equipment box shall be subjected t o visual and
dimensional checks.
8.4.5 The foam concentrate shall provide a solution when inducted at 3% having
properties at least equal t o the following:
At 7 barg (100 psig) intake pressure, the foam cannon shall be capable of
throwing foam t o a distance of 43 m (141 ft.), at an angle of 38" from
horizontal plane, and shall be capable of reaching a height of 18 m (60ft.)
when at an angle of 65". The water barrel shall be capable of throwing
water for a distance of 38 m (125ft.).
8.6.2 The monitor shall be capable of swiveling 360" in horizontal plane and 125"
(80°upward, 45' downward) in vertical plane.
8.8.1 The overhead Safety Shower Unit shall be capable of delivering flushing
water at a minimum of 75.7 litres per minute (20 gpm) for 15 minutes with
stay-open valve in the required pattern in accordance with ANSl 2358.1-2004 A
8.8.2 The Eyewash Unit shall be capable of providing flushing water to eyes at not
less than 1.5 litres per minute (0.4 gpm) for 15 minutes with stay-open valve
as per ANSl 2358.1-2004

8.8.3 The EyelFace-wash Unit shall be capable of providing flushing water to eyes L!!a
at not less than 11.4 litres per minute (3.0 gpm) for 15 minutes with stay-open
valve as per ANSl 2358.1-2004
8.9.1 The escape breathing apparatus shall provide 15 minutes of air supply to give
the wearer an opportunity to reach fresh-air conditions in an emergency.
8.9.2 The breathing apparatus for general use shall be capable of supplying air for I
30145 minutes with minimum cylinder capacity of 1200 litres.
8.9.3 It is imperative that all the breathing apparatus materials be non-sparking and
anti-static.
8.9.4 The breathing apparatus shall meet the requirement of ANSl 288.2 and NFPA
1404.
Safety signs and notices shall conform to all performance aspects and meet
the requirements of BS 5378 and BS 5499.
8.12 Windsocks
The wind socks shall be of contrast and reflective colour, preferably orange
with white stripes or any other colour approved by KOC Controlling
Department. It shall help to choose the direction of escape in case of an
emergency. The wind socks shall be freely rotational in 360 degrees and be
sensitive to light winds.

9.1 Fire protection and safety equipment shall have been tested and approved
by an internationally recognized testing and approving organization.
9.2 The supplier/contractor must note that one complete item of each type of
equipment offered in compliance with this Standard shall be presented t o
KOC Controlling Department for type approval testing.
11.O MARKING
For all relevant requirements, refer t o KOC Standard for "Packing, Marking
and Documentation" (KOC-G-004).
12.0 DOCUMENTATION
12.3 All documents, (text, specification, data sheets, drawings etc.) shaH be
provided with electronic files in a KOC pre-approved software ( MsWord,
Excel, AutoCad etc.). Design calculations shall be submitted in a KOC
approved & widely used software.
For all relevant requirements, refer t o KOC Standard for "Spare Parts and
Maintenance Data" (KOC-G-009).
