What is the Wholesale Price Index?
•It measures the changes in the prices of goods sold and traded in
bulk by wholesale businesses to other businesses.
•Published by the Office of Economic Adviser, Ministry of Commerce
and Industry.
•It is the most widely used inflation indicator in India.
•Major criticism for this index is that the general public does not buy
products at wholesale price.
•The base year of All-India WPI has been revised from 2004-05 to
2011-12 in 2017.
What is the Consumer Price Index?
•It measures price changes from the perspective of a retail buyer. It
is released by the National Statistical Office (NSO).
•The CPI calculates the difference in the price of commodities and
services such as food, medical care, education, electronics etc,
which Indian consumers buy for use.
•Base Year for CPI is 2012

The Supreme Court of India is regarded as the world’s most powerful top
court, on account of its wide power of judicial review. It has the jurisdiction
to issue writs under Article 32 of the Constitution.

It also has the original jurisdiction under Article 131 of the Constitution. There
is also wide appellate power under Articles 132, 133, 134 and 136 of the
Constitution.

More significantly, the Supreme Court has the power to “make such order as
is necessary for doing complete justice in any cause or matter pending
before it”, as per Article 142 of the Constitution.

The Government of India has recently announced its plan to create 10 lakh
government jobs in the next 18 months. Of about 40 lakh sanctioned
posts, 22% posts are now vacant and the Government will fill these posts
in 18 months.

There are as many as 8.72 lakh positions that were vacant in various
departments of the Central government, as told by the Minister of State in
Personnel, Public Grievances and Pensions, Jitendra Singh, to the Rajya
Sabha on February 3, 2022.

Twitter case should lead to changes in IT rules that will protect free
speech

The provision of these rules was one of the key reasons why the
Supreme Court had upheld the constitutionality of Section 69A of the
IT Act (in Shreya Singhal vs Union of India, 2015), which empowers the
Government to restrict access to online content in the interest of the
sovereignty and integrity of the country, security of the state, friendly
relations with foreign states or for public order.

The health of municipal finances is a critical element of municipal
governance which will determine whether India realises her economic and
developmental promise.

The 74th Constitution Amendment Act was passed in 1992 mandating the
setting up and devolution of powers to urban local bodies (ULBs) as the
lowest unit of governance in cities and towns.

The first is that ULBs’ own sources of revenue were less than half of their
total revenue, with large untapped potential.

The ULBs’ key revenue sources are taxes, fees, fines and charges, and
transfers from Central and State governments, which are known as inter-
governmental transfers (IGTs).

The Indian Constitution is fundamentally liberal. There is no stipulation
that makes contempt of the Constitution a serious felony. In fact, Article
19(1)(1) guarantees freedom of expression with which one can even
criticise the working of the Constitution.

The Centre does not have any data on child labour in the country and a
reason for this is the drying up of budgetary provisions meant for the
National Child Labour Project (NCLP), which had been monitoring the issue for
about three decades.

The currently available data is of the 2011 Census, which says the country has
more than a million child labourers.

Searching for proper data on child labour, the Standing Committee reached
out to 14 Union Ministries and Departments, including the Home Ministry,
Women and Child Development Ministry and several States.

• India has the world's second-largest road network, with a total length of 6.4
million kilometers (comprising national & state highways and urban & rural
roads).
Investment in the road sector (road infrastructure) is very important to ensure
connectivity to the last mile.

• Since ancient times, India has depended on pathways and unpaved roadways for
transportation. Metalled roads and railways were constructed as a result of
economic and technological advancements to transport enormous numbers of
goods and people from one location to another.
• Roads are the most widely used means of transportation. India's road network is
the busiest for travel and freight.
• There has been a steady growth in road mobility due to the fast-rising economy,
automobile availability, and improved road connectivity. India's total car
registrations climbed from 58.9 million in 2001-02 to 182.4 million in 2012-13.
• There is no doubt that the larger a city’s effective labour market, the greater its
agglomeration economies and knowledge spillovers will be.
• Investing in roads not only reduces travel time and enlarges effective labour
markets of cities and their economic output, but also improves access to schooling
for children as well as healthcare, thereby upgrading human development.
• This is indeed the road to the $5 trillion economy along with improvement in
human well being.

Conclusion:
• Eventually, strong transport infrastructure is essential to economic growth. A
robust road network will be one important pillar in India’s speedy economic
recovery and one would hope that the government’s budgetary commitment to
strengthening roadway infrastructure is accompanied by attractive private
investment opportunities in the sector.
