SESSION HELD ON MAY 20, 2019 AT THE BARANGAY SESSION HALL OF BRGY. NONGNONG, BUTUAN CITY.

BARANGAY RESOLUTION NO. 47 – 2019

A RESOLUTION REQUESTING HONORABLE CITY MAYOR RONNIE VICENTE C. LAGNADA THRU THE MEMBERS OF THE
SANGGUNIANG PANLUNGSOD OF BUTUAN CITY TO AUTHORIZE THE 23 RD INFANTRY BATTALION OF THE PHILIPPINE
ARMY AND TO GIVE SUPPORT FOR THE ESTABLISHMENT OF MILITARY DETACHMENT/ ARMY PATROL BASE IN
BARANGAY NONGNONG BUTUAN CITY.

WHEREAS, since the time of Martial Law during the regime of late President Ferdinand E. Marcos, Brgy. Nongnong was
identified as one of the conflict sensitivity barangays in which the military considered as a reg flag barangay;

WHEREAS, for a several years that this barangay had faced the insurgency problem between the military forces and the
members of the CPP-NPA that was ignited by the support of the masses in the previous decades, poverty is continues
increased and experienced by the residents and only few of the basic services of the government was reached and
implemented in the barangay;

WHEREAS, the residents of this barangay realized that within the long years that they gave support to the CPP-NPA by
means of participating in the different organizations that we believed it was created by the legal front of CPP-NPA, there
are appropriate programs, projects and activities of the government implemented in the barangay to solve the present
issues of poverty because of lack of livelihood opportunity, difficulty in the access of transportation, insufficiency of
potable water and any other issues and concerns that affects the lives of the barangay residents;

WHEREAS, the peace-loving residents of this barangay promised to uphold its support and allegiance to the government
and renounce its affiliation to some organizations created by the CPP-NPA in order to live a normal life in a progressive
and peaceful economically stable community;

WHEREAS, thru the able support of the 23 IB of the Philippine Army, the Barangay had conducted a Peace Rally that was
participated by residents of this barangay last May 18, 2019 and Signing of the of the Resolution No. 45 Series of 2019,
enacted by the Sanggunaing Barangay Council that declare the members of Communist Party of the Philippines, New
People’s Army, National Democratic Front (CPP-NPA-NDF) and their created organizations namely: Unyon sa Mag-uuma
sa Agusan Del Norte (UMAN), KATRIBU, Alliance of Concern Teachers (ACT), KARAPATAN, ANAK PAWIS, ANAK BAYAN,
BAYAN MUNA, GABRIELA, Kilusang Magbubukid sa Pilipinas (KMP), League of Filipino Students (LFS) and other terrorists
groups and its supporters as Persona Non Grata;

WHEREAS, the Sangguniang Barangay Council of this barangay had identified residents of this barangay who were
engaged in the said organizations named above and they are known as “Masa” who have connections and gave support
to the CPP-NPA, called them for a peace dialogue in the barangay hall together with the Barangay officials, personnel
from the 23rd IB of the Philippine Army and a representative from the police from PNP Station 5, and initiate an access
for NPA supporters to voluntary surrender;

WHEREAS, in order to sustain the peace and order of the barangay, the establishment of Army Detachment is hereby
needed and it was found vital to protect the residents of this barangay particularly the voluntary surrenderers and their
family from above named terrorists group members;

NOW THEREFORE, upon due deliberation of the body, it was moved by Kagawad Miguel S. Burdeos Jr. Committee Chair
on Peace and Order jointly seconded by Barangay Council members, be it…

RESOLVED AS IT IS HEREBY RESOLVED, TO PASS A RESOLUTION REQUESTING HONORABLE CITY MAYOR RONNIE
VICENTE C. LAGNADA THRU THE MEMBERS OF THE SANGGUNIANG PANLUNGSOD OF BUTUAN CITY TO AUTHORIZE THE
23RD INFANTRY BATTALION OF THE PHILIPPINE ARMY AND TO GIVE SUPPORT FOR THE ESTABLISHMENT OF MILITARY
DETACHMENT/ ARMY PATROL BASE IN BARANGAY NONGNONG BUTUAN CITY.

RESOLVED FURTHER, that copy of this resolution be furnished to the City Mayor’s Office, Sanggunaing Panlungsod, City
Planning and Development Office, Battalion of Commander of the 23 rd IB, Philippine Army and all agencies concerned for
their information and favorable action.
