SECTION-I

1. INTRODUCTION

Coal India Limited (CIL) was incorporated in 1975. CIL is a listed Maharatna PSU under the
administrative control of the Ministry of Coal, Government of India. CIL has produced about
596.41 million tons of coal during 2020-21 through its 07 nos. coal producing subsidiaries spread in 8 states
of India. The Company has its corporate office at Kolkata (WB).

2. PROJECT BACKGROUND

Coal India has mechanized CHPs with Rapid loading System to load coal in to the Railway
wagons. Presently CIL has taken up construction of mechanized CHPs with Silos/load out
system with total incremental handling capacity of over 400 million tonnes through First Mile
Connectivity Projects in all coal producing Subsidiaries. Some of such CHPs have already
been commissioned. Over and above CHPs, CIL has many Railway / wharf wall sidings where
coal is being loaded by pay loaders/front end loaders in the wagon and then weighed through
in motion weigh bridges. Coal is being transported from mine/stock yard using trucks/dumpers
up to siding and loaded in to rail wagons through diesel operated pay loaders while the wagons
are kept stationary. In the existing practice of loading system, the whole cycle of loading and
weighment is taking long time as well as having cases of under loading/over loading.
Sometimes the wagons are under loaded or over loaded (due to visual assessment of the
operator) , which leads to additional shunting operations.

To avoid such difficulties/ hassles in the present loading system, it is proposed to use ‘Pre-
weigh bin mobile wagon loader for Railway Siding’ in some identified sidings on trial basis
to enhance the accuracy in weighment and loading efficiency. The system may constitute of a
system on which coal from the mine/ stock yard shall be loaded by pay loader/tripper trucks
and coal shall be transported through chain feeder/belt conveyor system and finally loaded in
the wagons through pre weigh bin of suitable capacity. The Pre-weigh bin mobile wagon
loader system shall fulfill the purpose of accurate weighment and loading. The system must
be consisting of a mobile electronic system through which coal need to be weighed prior to
loading on the wagons. The loading shall be mechanized with all control and interlocking
system. It is desired that the modular system to be installed with all its set up and ready for use
within 1 hour at the site.

3. PURPOSE & OBJECTIVE OF EOI

The purpose for inviting EoI is for exploring the sources and finding suitable
technology/solution available for Pre weigh bin system with mechanized loading arrangement
for using it at CIL sidings. The perspective party need to provide the system of pre weigh bin
and mechanized mobile loading system as a service. For this, the perspective
parties/respondents are required to submit their application with details of
technology/solutions being offered by them.
CIL invites EoI applications from interested parties who can provide such system on rental
basis (hiring of men & machinery) initially for 5 years, which may be extendable by another 2
years on mutual agreement. The O&M shall be in the scope of the party. If the need arises, the
system may be shifted to other siding also during the hiring period on mutually agreed terms.

4. SYSTEM REQUIREMENT

4.1 Functional requirements & definitions


i. System operation shall be through Auto mode i.e. automatic calculation of pay load
and filling the same amount without any manual assistance (only swing chute
operation may be done manually while taking up the next wagon in order).
ii. One-to-one correspondence between Pre- weigh bin discharge and corresponding
wagon must be available.
iii. Pre -Weigh bin system capacity: Pre -Weigh bin capacity should be fixed by Mutual
Agreement among OEM & User in consultation with CIL/Subsidiary/Project on the
basis of available wagon carrying capacity.
iv. Wagon loadability: It shall be possible to load all wagons running on Indian
Railways.
v. Bi-directional loading: The loading shall be possible from both direction of
movement of train.
vi. Mixed rake loading: It should be possible to load a mixed rake (combination of
different type of rolling stock) consisting of empty wagons.
vii. Working environment: The system supplied should be rugged to work satisfactorily
in all weather conditions. Electrical/Instrumentation should be placedin cabin with
proper temperature and dust control. Moreover, full system must be moisture and
dust proof.
viii. Accidental maladjustment: Instruments shall be constructed so that maladjustment’s
likely to disturb metrological performance cannot normally take place without the
effect being detected.
ix. Tamper Proof: Full system should have the arrangement to prevent it being
tampered by unauthorized persons. The system should have proper locking/sealing
arrangement to avoid any tampering with the system including software. The system
should provide for automatic logging of all changes being made to the system either
at the stage of calibration or during operation with complete record of the user

details, location/IP addresses from where changes have been made and the details
of the changes made.
 During calibration, computer/laptop/any remote means must be disconnected
and logic must not be implemented in computer system and weighing
electronics must work independently without PC which will avoid weight
manipulation in computer system.
 Calibration and adjustment of weight to be through hardware switch, soft key
or key board linked with control console which shall be disabled through
hardware jumper /dip switch in the electronics card which should not be
accessible after sealing of control console.
 Control console shall have Display facility to view calibration value,
calibration date & time, which can be verified any time without any need of
system interaction.

4.2 SPECIFIC REQUIREMENTS

These shall comprise of weighing system electronics (control console), processing and
printing equipment and any other equipment required for satisfactory performance of the
system. The technical terms used in this document largely draw reference from the
Metrological Rules in vogue in India.

4.3 Technical requirements/ Weighing system electronics

(i) It shall consist of control console and a computer system.


(ii) A suitable input device shall be provided for inputting the data from time to time.
(iii) A visual display unit shall be provided for monitoring the contents and results
visually.
(iv) Suitable heavy duty printer shall be provided for getting a hard copy of the weight
of the loaded quantity in individual wagon and total train.
(v) Suitable fault finding software routines for display of major faults occurring in the
system shall be provided. Suitable LEDpanel/Message display should be provided
on the control console/PC monitor, each LED/message indicating a specific fault
and LED/message should light up indicating the type of fault for diagnostics.
(vi) Auto Zero function for eliminating zero error resulting from drift shall be provided
after each and every operation. Auto calibrationof the system after each and every
weighment cycle shall be provided for error free weighment.
(vii) A system shall be provided to facilitate uninterrupted backup for electronic
indication system and computer system for minimum three hour in case of power
failure.
(viii) The control panel shall have suitable means for memory protection in case of power
failures.
(ix) The pre-weigh bin owner/manufacturer shall be required to maintain spare part Hub
in its premises from where they can promptly rush spares to service the defective
system.

4.4 SOFTWARE REQUIREMENT

(i) Software should be on Windows platform and should have adequate protections
of dongle/ adapter on parallel port.
(ii) The weigh bin computer system and software shall have FOIS (Freight Operations
Information System) functionality. The integration of this system with FOIS for
seamless data transfer without human intervention is an essential requirement for
this system. Its integration with FOIS needs to be validated jointly by the OEM
and CIL/Subsidiary. The computer system and software should be able to receive
& transfer text based/other specified files/data in encrypted mode over FOIS
network and to FOIS server. The weigh bin manufacturer shall enable the weigh
bin software to transmit the weighment data in the prescribed syntax, sequence
and format with the prescribed encryption, against the data transfer protocol
specified. The testing of the system would need to be done on the development
server. Suitable APIs and other software requirements would need to be disclosed
by the OEM to CIL/Subsidiary for facilitating the testing.
(iii) During FOIS link failure; the weighment should be possible butthe weighment
data shall be saved in encrypted mode which shall not have the options like
View/ Edit/ Erase/ Delete/ Print/Share rake weighment data (To rule-out any
manual intervention in weighment data). After the FOIS link is restored, the saved
data shall be transmitted first on the FOIS automatically then later the same should
be visible/ retrievable.
(iv) While in weighing mode, screen should show the number of wagons, its tare
weight, fill weight, gross weight and its sequence number. Date and time should
be taken from the system itself.
(v) It should not be possible to edit the net weights. In the weighment software, there
should not be any import/export option to any other software and there should not
be any options like Delete/Edit/Erase rake weighment data.
(vi) It should be possible to store the information of one rake weighing into a separate
file, which can be retrieved and printed at a later date. Such stored information
should be complete with original date and time and it should not be possible to
edit such file.
(vii) The operating software should have in-built security so that no unauthorized
person can alter/ interfere with the system to ensure reliability of weighment. The
system should have adequate capacity to store the record of about 100 rakes
weighed without having to delete/off load for storage. These records will be
normally preserved for about 12 months and the system should not permit any
alteration of records after the weighment is completed.

The pre weigh bin supplier shall be required to necessarily possess all requisite clearances
and approvals from the Metrological department, Government of Indiafor the model of the
Pre weigh bin system with mechanized loading being offered.

4.5 METROLOGICAL AND OTHER REQUIREMENTS

(i) The metrological requirements for Pre Weigh bin system shall meet the provisions
of Seventh schedule of Gazette of India for Legal metrology. The provisions
contained in the Seventh schedule of the Legal metrology gazette shall be
applicable as amended or modified from time to time.
(ii) Accuracy class of pre weigh bin systems: It shall meet the requirement of accuracy
class-X (1) as per Heading-D, Seventh Schedule of Legal Metrology General
Rules 2011 with latest amendment.
(iii) Calibration of the pre weigh bin system: The equipment shall be certified by
Weights and Measures Department, and should also meet all extant statuary
provisions and policy guidelines. Calibration of the pre weigh bin system shall be
conducted as per the provisions given in the VII schedule of the legal metrology
gazette. The firm/owner shall arrange for calibration, testing and certification
of the Pre weigh bin as per terms & conditions of service contract in presence of
legal metrology representative and concerned CIL/Subsidiary representative.

5. BASIC QUALIFICATIONS AND REQUIREMENTS EXPECTED FROM THE


PROSPECTIVE BIDDER (ELEGIBILITY CRITERIA)

Organizations meeting the following terms only need to apply:

Technical Criterion

Party / Respondents should have adequate technical capabilities to provide automatic


pre weigh bin with automatic loading system as a service.
The prospective Party/Respondent shall have experience in supply or manufacture or
O&M (Operation & Maintenance) of Pre-weigh bin system / Rapid Wagon Loading
System- RWLS / fixed or mobile belt conveyor system for mineral transporting /
mobile mineral processing system during the last seven (7) years ending last day of the
month previous to the one in which EoI is invited.
The Party/Respondent shall submit copies of letter of award of work/ contract,
completion certificate(s), performance certificate(s) and other documents from their
client(s) in support of meeting the above stipulated requirement with the EoI.

Financial Criterion

a) The average Annual Turnover of the Applicant (standalone / unconsolidated) during


the last three financial years just preceding the financial year in which application has
been submitted must be equal to or more than INR 10 Crore. “Other Income” as
indicated in the annual accounts of the Applicant shall not be considered for arriving at
the Annual Turnover.

b) The Net Worth of the Applicant (standalone / unconsolidated) as on the last date of
each of the last three financial years just preceding the financial year in which
application has been submitted should be positive. Net Worth to be considered for this
clause shall be the total Net Worth as calculated in accordance with the Companies Act,
2013 and any further amendments thereto.
Explanation for (a) and (b): Financial data should be provided in Indian Rupees only. In
case of a consortium, the combined Annual Turnover of the members in the consortium
should satisfy the criteria mentioned in (a). The Net Worth of each of the members in the
consortium should be positive.
The Annual Turnover and Net Worth during the last three financial years just preceding the
financial year in which application has been submitted must be provided along with self-
attested copies of Audited Balance Sheet and Profit & Loss Statements duly certified by
Auditor as documentary evidence.

Along with other documents as mentioned in Form-A, self-attested copy of documents


mentioned below must be submitted along with application as documentary evidence:

(i) GSTIN Registration.


(ii) PAN Card.
(iii) Certificate of Incorporation from Registrar of Companies in case applicant is a
company.
(iv) Partnership Deed in case applicant is a partnership firm.

conditions, Technical Literature etc. for understanding of CIL.

SECTION – III

7. SCOPE OF PARTY/ RESPONDENT

7.1 The scope of work of the Party/ Respondent shall consist of Build, Own, Operate
and Maintain Pre-weigh bin mobile wagon loaders and offer to CIL on hiring basis
(hiring of men & machinery) for a period of 5 years and extendable by another 2
years on mutual agreement. This may be either (i) charges for Rs. per tonne of coal
loaded in the wagons or (ii) monthly rental charge of the system. In both the cases,
the operation and maintenance shall rest on the bidder.

7.2 Pre-weigh bin mobile wagon loader description:

7.2.1 The proposed equipment would be a custom-made having combination


of pre- weigh bin technology (similar to Rapid Wagon Loading
System-RWLS), belt conveyors and track chain / tyre mounted mobile
equipment.
7.2.2 Pre-weigh bin mobile wagon loader shall be modular in construction
consisting of feeding and weighing system to load pre-weighed
material. The feeding system consists of receiving hopper/chain
feeder to receive coal through pay loaders/front end loaders or trippers
from ground stockpile (feeding by Project). Material from hopper/
chain feeder is conveyed to the weighing system through a conveyor.
The two pre-weigh bins in weighing system will batch the coal as per
the wagon capacity by operating weigh bin discharge alternately and
discharge the material on the loading conveyor. Finally, the loading
conveyor will discharge coal in to wagons through chute. The train is
kept stationary and the loader moves parallel to the railway track
discharging material in the wagons. If there are alternatives to input
hopper, the same may also be submitted with an operational alternative
so that coal is directly loaded on reclaim chain feeder. The above
details of the system is only for reference. However the
Party/Respondent need to elaborate the system with the technical
details, necessary calculations, loading capacity and alternatives, if
any, of the offered system
7.3 Salient features of Pre-weigh bin mobile wagon loader

7.3.1 Loader shall not require rail track. Major machine is chain/tyre
mounted, self- propelled, diesel operated for road operation alongside
of the rail wagons.
7.3.2 The proposed wagon loader should be PLC controlled with control
panel, SCADA software, operator attended automatic weighing with

loading data/ reporting management software package. This shall


enable Freight Operations Information System (FOIS) integration of
weighment with railways/ relevant State Govt. Depts. The loading data
to be sent to SAP system of the CIL/Subsidiary Company.
7.3.3 Shall have uninterrupted power supply (UPS with 180 min. backup) for
the PLC & computer system and built in software calibration system.
7.3.4 The system shall automatically store RFID (as required), the target
weight, time, date, gross, and weighment details, which shall be
viewed, electronically stored and/or printed. The loading system shall
be designed to accommodate various types of wagon capacities.

7.3.5 In the event of a power failure, the system (via accumulated hydraulic
energy) shall automatically stop the feeding conveyor and close the
gates of weigh bin with no spillage.
7.3.6 Shall have weigh bins of sufficient capacity (bidder to specify) with
free flow, high impact & high abrasion resistance liners (like Arco
plate) and load cells.
7.3.7 Hydraulically operated, heavy duty weigh bin discharge gate with
abrasion resistance wear plate. Non-contacting proximity switches to
be provided to indicate blade position.

7.3.8 Pump and motor hydraulic power pack unit with accumulator for
hydraulic operation to ensure reliable and safe operation.
7.3.9 Ensure rapid completion of loading with uniform loading profile and
shall have effective dust control system and fire-fighting system.
7.3.10 The design of the complete unit of Mobile wagon Loader shall be such
that, it would be portable/transferable from one place to another within
Project or one Project to another nearby Project without any hassle, as
and when required.
7.3.11 The loading control system shall have all the three modes viz.
Automatic/ semi- automatic/ manual.

7.5 Calibration System

7.5.1 To facilitate calibration and testing, Indian W & M certified test


weights shall be used and to be placed at symmetrically on the weigh
bins by means of hydraulic cylinders and shackle assemblies. The
procedure for calibration and testing shall be furnished by the
contractor and weighment shall be approved by corresponding State
Govt. W&M Dept.
7.5.2 Any approvals of the pre-weigh bin system, WLPFS and FOIS
integration software from Railways shall be obtained by the
Contractor.

8. PROCEDURE FOR SUBMISSION OF EOI APPLICATIONS

8.1. The EoI Application to be submitted along with all relevant supporting information /
documents in one original and two (2) identical copies so as to reach on or before
15:00 Hours on dated: 15.03.2022 at the following address:

If required, a pre-EoI Application Meeting (online) shall be convened. A maximum


of two representatives of each firm can participate and seek clarifications from CIL
on the EoI. No individual communication will be sent. Any clarifications to any other
issues other than EoI will not be addressed during the application meeting.

The completed EoI Application as above may be sent by Registered Post/Speed Post/
Courier or may be delivered in person so as to reach the above addressee within the
time schedule specified above. However, an advance scanned copy also can be sent
through email at bkpanda.cil@coalindia.in followed by the hard copy within the
above-mentioned period to consider the EoI application.

Any EoI Application will be deemed to be late if the “Hard Copy” is received after
the last date & time of submission. Such late received EoI applications shall not be
considered and will be summarily rejected.

The EoI shall be opened at 16:00 Hrs on the due date of submission indicated above,
in presence of duly authorised representatives of the Bidders who choose to be present.

Interested Party/Respondent, at their own cost, shall undertake a site visit to have a
general idea of the existing semi-mechanised loading system setup with siding, in
general. The Party/Respondent has to specify in the proposal, the
suitability/requirement of the Railway siding in which the offered system can
work/can be deployed.

9. CONSIDERATION OF PROPOSAL

9.1 The respondents meeting the eligibility criteria shall be invited for their detailed proposal
presentation and discussion with CIL, if required, for which no costs shall be paid by CIL.

10 GENERAL CONDITIONS

10.1 CIL reserves the right to reject any or all the EoI Applications or drop the proposal of
receiving the EoI at any time without assigning any reasons thereof and without any liability
for compensation of costs.

10.2 The submission of EoI application does not automatically qualify or finally select the
prospective firm / equipment manufacturer/ party /respondent.
10.3 If at any time during the evaluation of EoI, CIL require any clarification on the documents
submitted by the prospective firms, it reserves the right to request clarifications so as to
complete the evaluation.

10.4 At any time prior to the deadline for submission of EoI application, CIL may, for any
reason, whether at its own initiative or in response to clarifications requested by Bidder,
modify the EoI by the issuance of Addenda/corrigendum on CIL’s website and/or CPP
Portal. Separate intimation to firms will not be sent. In order to afford the Firms, a
reasonable time for taking an Addendum/Corrigendum into account, or for any other
reason, CIL may, at its own discretion, extend the submission of Application due Date.

10.5 CIL will not accept or respond to Firms requests for information on the status and progress
of EoI evaluation process.

10.6 All applications/documents will become the property of CIL upon submission of EoI. In
submitting the EoI, the Firm is agreeing to allow CIL/Subsidiaries to use ideas contained
therein, and that no consideration is payable. Where the Bidder believes that information
provided in response to this EoI is or should be kept confidential; or disclosure of this
information would unreasonably affect the Bidders’ business affairs, notice is to be given
at the time of delivery of the information or documents by clearly marking such information
‘Confidential’. In so far as practicable, CIL/Subsidiary will give effect to the Bidder’s
stated wishes, and requests for access to such information will be determined under the
RTI Act.

without assigning any reasons, whatsoever.

12.6 This EoI is not a complete agreement to the prospective Party/Respondent or any other
person. This EoI will provide interested parties with information that may be useful to
them in the formulation of their application for qualification pursuant to this EoI.

12.7 At this stage the interested Party/Respondent may not make any firm assumptions/
assessments, statements and information based on this EoI for its business
purposes/financial purposes.

12.8 Each Party/Respondent shall conduct its own investigations and analysis and should check
the accuracy, adequacy, statements and information contained in this EoI and obtain
independent advice from appropriate sources.

12.9 The information given is not intended to be an exhaustive account of statutory


requirements and should not be regarded as a complete or authoritative statement of law.
CIL accepts no responsibility for the accuracy or otherwise for any interpretation or
opinion on law expressed herein.

12.10 CIL, its employees and advisors make no representation or warranty and shall have no
liability to any person, including any Party/Respondent, under any law, statue, rules or
regulations or sort, principles of restitution or unjust enrichment or otherwise for any loss,
damages, cost or expense which may arise from or be incurred or suffered on account of
anything contained in this EoI or otherwise, including the accuracy, adequacy, correctness,
completeness or reliability of the EoI and any assessment, assumption, statement or
information contained therein or deemed to form part of this EoI or arising in any way with
pre-qualification of Party/Respondent for participation in the Bidding Process.
12.11 CIL also accepts no liability of any nature whether resulting from negligence or
otherwise howsoever caused arising from reliance of any Party/Respondent upon the
statements contained in this EoI.

12.12 CIL may, in its absolute discretion but without being under any obligation to do so,
update, amend or supplement the information, assessment or assumptions contained in this
EoI.

12.13 The issue of this EoI does not imply that CIL is bound to select and short-list the
Party/Respondent for next stage of bidding process or whatsoever and CIL reserves the
right to reject all or any of the Applications or Bids without assigning any reasons
whatsoever.

12.14 The Party/Respondent shall bear all its costs associated with or relating to the
preparation and submission of its EoI Application including but not limited to preparation,
copying, postage, delivery fees, expenses associated with any demonstration or
presentations which may be required by CIL or any other costs incurred in connection with
or relating to its EoI Application. All such costs and expenses will remain with the
Party/Respondent and CIL shall not be liable in any manner whatsoever for the same or
for any other costs or other expenses incurred by the bidder in preparation or submission
of the EoI Application, regardless of the Conduct or outcome of the Short-listing and/or
Bidding Process.

NOTE :

1. Governing law: The governing law for the purpose of the process is the laws of India and
courts of Kolkata shall have full jurisdiction considering any matter arising out of this EOI
and the process.

2. Compliance to relevant Govt. of India guidelines/policy on Make in India:


Guidelines issued from Govt. of India regarding Make in India would be followed during
scrutiny of the responses.

3. Business dealing with neighboring countries: While scrutiny of theresponses, various


guidelines issued from Ministry of Finance under Subject: Restrictions under Rule 144 (xi) of
the General Finance Rules (GFRs) 2017 on “Business dealing with neighboring countries”
would be adhered to.
